some growing problems they

basins, which have become overgrown and are drawing residents

Students win international award

Special to The Sun

The 33rd National High School Russian Essay Contest was held on
Nov. 11. Nationally, 42 students competing on the advanced level received gold medals; two of these medals were awarded to Cherokee
students. The gold medal essays were then forwarded to Moscow,
Russia, for a second round of judging. Cherokee High School students, Elizabeth Popov and Nicholas Viggiano were each awarded a
silver medal in this second, international round of judging. This is the
first time Cherokee students of Russian have received international
awards.

School District recently was
awarded
the
2015
Aaron
Flanzbaum 21st Century Democratic Heritage Award from the
New Jersey Regional Office of the
Anti-Defamation League and the
New Jersey Association of School
Administrators. The district won

reason, District Superintendent
Carol Birnbohm said. The program empowers every student
in all four Lenape Regional high
schools to stand up, step up and
be an upstander, not a bystander.
The LRHSD also has been
awarded the No Place for Hate
designations at all four of its high
schools by the Anti-Defamation
League for the past three years.

Center for the Arts presents Members Exhibit July 627


The Center for the Arts in
Southern New Jersey is presenting artwork created by members
of the center with its ongoing annual Members Exhibit.
This multi-media exhibition
provides the art lover with a wide

diversity of subject matter and

Council adopts municipal budget


with $14.73 tax decrease

In early May, the Evesham
Township Council introduced the
2015 municipal budget, telling
residents with average assessed
property values that they would
be saving about $15 in municipal
property taxes next year.
At councils June 16 meeting,
that proposal became reality
when council approved the budget, changing none of the numbers
included since the time of its introduction last month.
Homeowners with homes valued at the average assessment of
$270,500 should see a $14.73 reduction in municipal taxes.
The total budget equates to
about $34.7 million, and according to Evesham Township Manager Tom Czerniecki at the time of
the budgets introduction, that

figure approaches $739 spent by


the township per resident, which
he said is lower than the averages
of both New Jersey and Burlington County.
Mayor Randy Brown said he
was very proud of the hard work
put into the townships second
straight year of property tax reduction, which he said was not an
easy task due to rising healthcare and pension costs, both of
which afflicted the states budget.
Brown said Evesham was able
to succeed where the state did not
due to its partnerships with
unions in the townships self-insurance health insurance plan
When youre able to pull entities together like weve been able
to do, and youre able to share
services like weve been able to
do, it makes property tax reductions easier than others, Brown
said.

Brown said the township also


worked hard to avoid raising
taxes despite the state allowing
up to a 2 percent annual increase,
which he said most school districts fully use because theyre
not asking hard questions regarding their budgets.
I see school districts whose
health insurances go up from $8
million to $13 million in a fiveyear period. Theres no work
being done to try to help the taxpayer, Brown said.
Prior to the budgets official
adoption, a public hearing was
held, during which the only member of the public to speak was resident Phil Warren, who ran on
the Democratic ticket for council
last November.

Montesanti graduates, commissioned into Navy


Cherokee High School Class of 2011
graduate Margaret Maggie Montesanti
recently graduated from Villanova University with a bachelors of science degree in
engineering. She also graduated from the
Villanova Navy ROTC program and was
commissioned into the Navy on the same
day.
Montesanti is a proud graduate of
Cherokee High School, where she was a
member of the swim team, and was the executive officer of the NJROTC program.
Montesanti honored her past CHS
NJROTC instructors by having Major Rory
F. Meehan (USMC, Ret) have the distinct
honor of acting as the commissioning officer to administer the Oath, and Barry M.
Harvey (USN, Ret) was further honored as
her First Salute. Also in attendance was
Neal Peng, the current CHS NJROTC executive officer and recipient of a Navy ROTC
scholarship to Villanova University.

Evesham police
invite residents
to register bikes
The Evesham Police Department is in the process of updating
its bike registration program.
Residents are invited to register their bicycles with the agency
so that in the event the bike is lost
or stolen, ETPD officers would be
able to identify it more easily.
This will also enable officers to
return found bicycles in a more
efficient manner.
Interested residents can come
to the police station at any time
and request a bike registration
form. Officers will also have a
supply of the forms in their police vehicles to give out to any residents who request one. A separate form must be completed for
each bike being registered. Residents will be given a registration
sticker for each bike that is registered through the program.

Township to
examine budget
on its own

the budget, noting that loan payments and health-care costs were
both down, but said he had a few
questions.
First, Warren asked about a
line in the budget that noted having $405,000 less for public and
private revenues than the previous year.
Evesham Township chief financial officer Tom Shanahan
said those figures related to
grants the township receives
throughout the year, and as other
levels of government operate on
different funding cycles, and to
spend that money, the township is
allowed to put grants into the
budget before receiving them.
Warren also noted the amount
of surplus funds went up in the
budget by about $965,000 more
than the previous year, and wondered if there was any policy or
rule designating a certain
amount of funds as surplus, as
opposed to potentially having that
money directed toward lowering
taxes or some other area.
Czerniecki said the township
attempts to anticipate a few budget cycles as best it can and said
while mayor and council provided direction, they wanted a flat
budget with a modest decrease in
tax, and they also wanted to provide stability.
Brown added it was his opinion that if the council was going
to continue to increase surplus, it
was only going to do so while continuing to reduce property taxes,
as in the 2015 budget.
In addition to adopting the
budget at the meeting, council
also passed a resolution that allowed township staff to conduct
its own self-examination of the
budget instead of sending it to
Trenton. Czerniecki said only
towns deemed to be in good fiscal
standing are allowed to do this.
It certainly saves us considerable time and money, Czerniecki
said.

Public works superintendent says issues are on schedule

However, Rogers explained that
no homeowners association exists in Briarwood, and no easements having been set up where
the signs are on common ground.
As far as the property owner is
concerned, they could take the
sign down, and the people of Briarwood have no say in the matter,
and so there should have been an
easement or HOA, an easement
for someone to come in and do
work on it, or an HOA to take care
of it, Rogers said.
Evesham Township manager
Tom Czerniecki said the township would research planning
board approval documents to see
where the signs appear on the
original plans, but said the signs

were just one example of at a


least a dozen around town in a
state of disrepair.
Czerniecki said he hoped to
soon propose to council an economic development or town beautification ordinance that would
create a matching grant program
where the township could help
those residents who raise funds to
repair and maintain such signs.
This way it spares us the effort of having to go get the lowest
bid and all that sort of stuff, Czerniecki said.
The other Briarwood-related
issue Rogers raised was retention
and detention basins that have become overgrown, and which
Rogers said he wasnt sure were
performing as they should.
Department of Public Works
Superintendent Tom Kohl said
his department was aware of the
issue and it was on the schedule.
Mayor Randy Brown asked
that Kohl meet with Rogers and

other residents about the issue,


and also asked the township engineer to see if there was perhaps
another solution the township
was missing.
In other news:
Resident Joe Barbagiovanni
again asked members of council
to review any decisions they
might have made regarding a potential redevelopment project on
South Maple Avenue.
Developer Mitchell Davis, on
behalf of current owner South
Maple LLC, has plans to turn the
property, located across from the
Evesham Township School District Administrative Office, into a
group of apartments. As he has
done at previous meetings, Barbagiovanni cited concerns of the
building being too large for the
area and the area being unfit to
handle an increased amount of
traffic that could result from the
plans. Barbagiovanni said both
town and county planning boards

have told him there wasnt anything they could do.

trailers used by the Knights of
Columbus to house components
