Afghanistan: Institutional Framework Safer Road Users

Afghanistan has a population of over 31 million people and a low gross national income per capita of $410. There is no lead road safety agency or national road safety strategy. While new road construction requires formal audits and existing infrastructure regular inspections, policies promoting walking, cycling, or public transport are lacking. Over 700,000 vehicles are registered but there are no new car assessment programs or vehicle standards applied. There is no penalty point system or enforcement of seatbelt, speed limit, or drunk and distracted driving laws. The reported number of road traffic deaths peaked at 1,396 in 2010, with 65% among males. Post-crash care and injury surveillance systems are also limited.
