GCSO LAW ENFORCEMENT SUMMARY


JANUARY 25, 2016 JANUARY 31, 2016

On Monday, January 25, Deputy M. Peek responded to the 4000 block of Cape San Blas Road in
reference to the theft of a trailer. The complainant reported the theft of an 8 x 16 dual axle
trailer, as well as thirty-six 2x12x12 pieces of lumber. During the investigation Deputy Peek
located recent tire tracks visible near the location the trailer was said to be. Investigator L.
Dickey was assigned the case and was contacted two days later by the complainant.
Information was provided to the complainant regarding the location of the trailer in
Apalachicola. Investigator Dickey contacted the Franklin County Sheriffs Office (FCSO) and with
their assistance located and recovered the trailer and the lumber. A suspect was developed in
the case. The property was returned to the owner.
On January 25, Rhea C. Brookins (21) turned herself in at the Gulf County Sheriffs Office (GCSO).
Brookins was wanted for Violation of Probation on her original charge of Possession of
Methamphetamine. She was turned over to the staff at the Gulf County Detention Facility
(GCDF).
On Tuesday, January 26, the GCSO received a complaint of a stolen vehicle from the 7600 block
of U.S. Highway 98 on St. Joe Beach. Deputy M. Peek responded to investigate the complaint.
The complainant reported he had allowed a subject to borrow his vehicle on January 19. The
vehicle was never returned and the owner could not make contact with subject. The vehicle
was recovered the same day by the Franklin County Sheriffs Office.
On January 26, the GCSO received a complaint of a verbal disturbance in the 900 block of Old
Panama Highway in Wewahitchka. Investigator S. Ferrell and Investigator P. Williams responded
to the call. When the investigators arrived, they observed two subjects engaged in a verbal
argument in the front yard. When contact was made, the investigators tried to separate the
two in an attempt to defuse the situation. Tatiana N. Davis (19) became aggressive towards
Investigator Ferrell and Williams and charged them swinging her arms. Once restrained and
handcuffed, investigators located a knife on Davis person with a blade approximately ten inches
long. She was arrested and transported to the GCDF. Davis was charged with Resisting a Law
Enforcement Officer with Violence and Carrying a Concealed Weapon.

On January 26, Investigator S. Ferrell conducted a traffic stop on a vehicle operated by Ryan M.
Carver (24). It was known to Investigator Ferrell that Carver did not have a valid drivers license.
A traffic stop was conducted on State Road (SR) 71 and Mitchell Road where Carver was
arrested. He was transported to the GCDF and charged with Driving While License
Suspended/Revoked (DWLS/R).
On January 26, Deputy P. Baxley responded to the 400 block of Ponderosa Pine Drive. An officer
with the Florida Wildlife Commission was out with a wanted person. Jerry L. Gainous (26) was
wanted on a Writ of Bodily Attachment. Deputy Baxley confirmed the warrant and took him
into custody. He was transported to the GCDF.
On Wednesday, January 27, Investigator P. Williams attempted to conduct a traffic stop on a
vehicle in the area of Old Panama Highway and Richards Avenue for a traffic violation. When he
activated his emergency lights, the driver of the vehicle accelerated and suddenly turned onto
Richards Avenue and continued to Waters Drive in a reckless manner. The driver, Brandon J.
Rouse (27), stopped the vehicle in the 100 block of Rhodes Drive in Wewahitchka. Investigator
Williams attempted to detain Rouse and he began to resist. Rouse attempted to gain access to
his jacket pocket. After the struggle and once Rouse was in custody an unlabeled pill bottle was
recovered that contained a plastic baggie with a white rock substance which weighed 2.4 grams
and field tested positive for cocaine. While struggling with Rouse, Investigator Williams
observed the passenger, Haley E. Kent (21), discard something in the yard of the residence.
After a search of the area where the items were discarded, an unlabeled pill bottle containing
three Hydrocodone and 98 Alprazolam tablets. Kent was also taken into custody. Rouse was
transported to the GCDF and charged with Fleeing and Eluding Law Enforcement, Resisting
Arrest without Violence, and Possession of Crack Cocaine. Kent was transported to the GCDF
and charged with two counts of Possession of a Controlled Substance and Violation of
Probation. Brandi N. Sasser (29), a passenger in the vehicle, was also arrested on a warrant in
Calhoun County.
On January 27, Narcotic Investigators conducted a traffic stop in the area of Avenue A and North
Bay Street in Port St. Joe. The driver of the vehicle, Michael L. Quinn (49), was contacted and
was extremely nervous. Sgt. J. Williams and his partner, K-9 Marco, arrived at the location of
the stop. Once Quinn saw the K-9 vehicle approach he started the vehicle and accelerated
rapidly. In an attempt to gain control prior to the vehicle being accelerated, Investigator P.
Williams became entangled in the driver door and was dragged approximately twenty yards.
Sgt. Williams pursued Quinn in his patrol vehicle. The pursuit ended on Martin Luther King, Jr.
Blvd. between Avenues D and E. Quinn was taken into custody and transported to the GCDF.
He was charged with Failure to Obey a Lawful Command, Fleeing and Eluding Law Enforcement,
Reckless Driving, Resisting Arrest with Violence, and Aggravated Assault on a Law Enforcement
Officer.
On Thursday, January 28, Narcotics Investigators conducted a traffic stop on a vehicle in the
area of SR 71 and Kate Glass Road north of Wewahitchka. The vehicle was traveling north on SR
71 and entered into the investigators lane of travel requiring them to take action to avoid being
struck. Contact was made with the driver, Summer D. Burke-Hopper (30), and passenger, Kyle R.
Kitchens (29). Investigator P. Williams observed several small plastic baggies with a white
powder residue inside them in plain view. The presence of the baggies was acknowledged by
Burke-Hopper and was said to be hydrocodone. A search of the vehicle yielded additional drug

paraphernalia, including unused small baggies and items used in ingest narcotics. The same
items were located on Burke-Hopper and Kitchens. The search also led to investigators finding
approximately $4,800 which was seized. Both subjects were arrested and charged with
Possession of a Controlled Substance and Possession of Drug Paraphernalia. They were
transported to the GCDF.
On Friday, January 29, Scott W. Burkett (50) turned himself into the GCSO on a warrant issued
for his arrest out of Franklin County. Burkett was turned over to the GCDF staff.
On Saturday, January 30, Deputy D. Sanders arrested Sara A. Gallegos (33) at the GCDF.
Gallegos was originally arrested in Phoenix City, AL, on a warrant for Violation of Probation in
Gulf County. Gallegos was on probation for Grand Theft. She was extradited to Gulf County.
On Sunday, January 31, Deputy C. Harvey conducted a traffic stop on a vehicle for speeding 75
mph in a posted 60 mph zone. The stop took place on SR 22 west of Wetappo Creek. Contact
was made with the driver of the vehicle, Raheem M. Wright (20). At the time of the contact,
Deputy Harvey could smell the odor of marijuana coming from within the vehicle. Wright
admitted to smoking a marijuana cigarette just prior to the stop. Permission was given to search
the vehicle. The search yielded a plastic baggie that contained a green leafy substance along
with a rolled cigar. Both items field tested positive for marijuana. Wright was arrested and
charged with Possession of Less Than Twenty Grams (LTTG) Marijuana. He was transported to
the GCDF.
On January 31, Deputy P. Baxley responded to a 911 call regarding a physical disturbance in the
200 block of West River Road in Wewahitchka. When Deputy Baxley arrived he determined the
call to be a domestic related. At the conclusion of his investigation, Daniel A. Hill (34) was
charged with Battery (Domestic) and transported to the GCDF. Alcohol was a contributing factor
to the offense.
On January 31, the GCSO received a complaint of the theft of a bike in the 500 block of SR 71
North in Wewahitchka. Sgt. C. Dixon responded to the call. The complainant described the bike
as a new brown and beige Panama Jack Beach Crusier. The bike was stolen at some point over
the weekend and was valued at $230.
