SUMMARY
The Bank Secrecy Act Officer is responsible for developing, implementing and administering all aspects of the Bank
Secrecy Act Compliance Program. This position performs various quality control reviews and monitoring in the area of
Bank Secrecy Act, USA Patriot Act, Anti-Money Laundering, OFAC and Customer Identification Program compliance
using industry standard and regulatory guidance sampling methods to ensure the Banks compliance efforts are
maintained on a daily basis. Advises the Banks Chief Compliance Officer, Senior Management and Bank personnel of
emerging compliance issues and consults and guides the Bank in the establishment of controls to mitigate risks. Assists
the Chief Compliance Officer in ensuring department activities run smoothly and efficiently by providing leadership,
training and supervision within the department. The position of Bank Secrecy Act Officer performs direct supervisory
duties of assigned department staff, coordinates staff for coverage in assigned areas of the department, and is required
to be fully knowledgeable and skilled in all areas of the department.
Assures compliance with all Bank policies and procedures, as well as, all applicable state and federal banking
regulations.

ESSENTIAL DUTIES
1.

Develops, implements and administers all aspects of the Bank Secrecy Act Compliance Program; performs duties as
a member of the Banks Compliance Committee; assists independent, state and federal regulator auditor inquiries;
reviews and writes BSA, AML. OFAC and CIP related policies and procedures; makes recommendations to the
Chief Compliance Officer and Senior Management when and where appropriate; and is required to submit annual
reports to the Board of Directors detailing Bank Secrecy Act issues.

Maintains proficient knowledge of the rules and regulations, including but not limited to, the Bank Secrecy Act, USA
Patriot Act, and OFAC.

3.

Performs daily review, monitoring and analysis of various reports, logs and transaction data to identify trends,
unusual activity and monitor large currency activity; determines if transactions are suspicious in nature, such as
kiting, significant changes in balances, cash structuring in deposits, loans payments and certificate of deposit
purchases, wire or ACH transfers, monetary instrument sales, new account openings, etc.

Completes and files Suspicious Activity Reports (SARs) ensuring they are properly documented with related
narrative and supporting documentation.

5.

Provides maintenance, follow-up and timely response to the Banks OFAC system and FinCEN 314(a) and (b) lists
and inquiries; appropriately responds to positive hits detected by the Banks AML or OFAC software system.

Identifies and mitigates potential risk issues against the Bank; assists in providing BSA, AML, OFAC and CIP
compliance support; interacts with Bank personnel pertaining to such issues.

Oversees actions of comprehensive self-testing, independent third party and regulatory audits; makes necessary
preparations for such audits or exams; coordinates responses to external auditors and regulatory examiners;
ensures deficiencies identified from such audits and examinations are corrected.

Reviews account opening reports for CIP compliance and accuracy; maintains database of missing information for
follow up by branch personnel; identifies, monitors and tracks high risk customers and accounts.

9.

Reviews Currency Transaction Reports (CTRs) completed by branch personnel for accuracy and filing; reviews daily
currency reports to ensure CTRs have been completed for all reportable transactions.

10. Reviews, approves or declines requests for exempt person filings; files approved documentation for exemptions;
performs annual review of exempt persons.
11. Ensures compliance with all applicable reporting and recordkeeping requirements and timely distribution of related
materials and publications to designated personnel.
12. Conducts BSA, AML, OFAC and CIP training presentations and exercises with all Bank personnel, including material
presented to employees during the new hire orientation process.
13. Responds to inquiries or refers inquiries to the appropriate department or person, and exhibiting the necessary follow
through with customers and/or staff involved.
14. Provides supervision and support to all areas of the department where service or assistance is needed; oversees
activities of assigned department personnel; opens and closes the department.
15. Monitors staff in daily tasks, operations and quality control; ensures the organization of assigned areas of the
department, coordinating available resources (e.g., staff, materials, etc.) for maximum results.
16. Assists the Chief Compliance Officer in implementing cost controls for the department and monitors expenses to
ensure compliance with budget.
17. Consistently applies superior decision making techniques pertaining to inquiries, approvals and requests as they
apply to existing policies and procedures, keeping within assigned approval limits and using these instances as
learning tools for employee development.
18. Assumes responsibility for special projects; gathers data and prepares reports for Senior Management, audits and
other personnel.
19. Plays a positive role in the development and growth of assigned department staff through excellent communication
skills, both verbal and written, along with strong delegation skills assuring a highly cross-trained staff.
20. Performs personnel actions including performance appraisals, disciplinary actions, and interviewing candidates for
employment; supervises the daily activities of the department including, but not limited to, effective delegation of
assignments, developing work schedules and providing necessary training.
21. Processes, solves and answers complex customer transactions, problems or inquiries.
22. Operates computer terminal or personal computer to process account activity, determine balances and resolve
problems within given authority.
23. Answers telephones, answers questions and directs callers to proper Bank personnel.
24. Assumes responsibility for various department functions in the absence of staff members or in overload situations.

28. Performs the position safely, without endangering the health or safety to themselves or others and will be expected to
report potentially unsafe conditions. The employee shall comply with occupational safety and health standards and
all rules, regulations and orders issued pursuant to the OSHA Act of 1970, which are applicable to ones own actions
and conduct.

SUPERVISORY RESPONSIBILITY
The position of Bank Secrecy Act Officer is responsible for the supervision of NUMBER or more employee(s) and
normally carries out supervisory responsibilities in accordance with the Bank's policies and applicable laws, ensuring
adherence to EEO guidelines.

ENVIRONMENT AND PHYSICAL ACTIVITY


The incumbent is in a non-confined office type setting in which he or she is free to move about at will. The position
includes driving a Bank or personal owned vehicle approximately PERCENT of the time which includes exposure to the
outside weather elements and moving mechanical parts. It may include some minor annoyances such as noise, odors,
drafts, etc.
The incumbent in the course of performing this position spends time writing, typing, speaking, listening, lifting (up to
NUMBER pounds), driving, carrying, seeing (such as close, color and peripheral vision, depth perception and adjusted
focus), sitting, pulling, walking, standing, squatting, kneeling and reaching.
The incumbent for this position may operate any or all of the following: telephone, cellular telephone, beeper, copy and
fax machines, adding machine (calculator), check protector, microfilm equipment, encoder, money counter, credit card
terminal, typewriter, computer terminal, personal computer and related printers.

Bachelors degree from a TIME PERIOD college or university; or TIME PERIOD of related experience and/or
training; or the equivalent combination of education and experience. Work related experience should consist of an
in-depth background in Bank Secrecy Act compliance and supervisory skills. Educational experience, through inhouse training sessions, formal school or financial industry related curriculum, should be applicable to the financial
industry.

Advanced experience, knowledge and training in progressively responsible bank administration, management and
supervisory activities.

Intermediate experience, knowledge and training in all operational and lending activities and terminology.

Advanced knowledge of related state and federal banking compliance regulations, Bank operational policies and
procedures, and the Banks products and services.

Proven ability to effectively train and instruct others in a formal classroom or one-on-one environment.

Ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures.

Excellent organizational and time management skills, with the ability to provide leadership, supervision and training
for NUMBER or more employees using positive supervisory techniques to ensure maximum productivity;
demonstrated ability in organization and delegation skills.

Intermediate knowledge of human resource and labor laws and policies.

Advanced skills in computer terminal and personal computer operation; mainframe computer system; word
processing, spreadsheet and specialty software programs.

Intermediate typing skills to meet production needs of the position.

Intermediate math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts;
add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals;
locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar

Exceptional verbal, written and interpersonal communication skills with the ability to apply common sense to carry
