REGULATION ORDINANCE NO. 2014447
AN ORDINANCE NAMING THE CIRCLE BETWEEN THE ILOILO CITY NATIONAL HIGH
SCHOOL (ICNHS) AND THE TECHNICAL INSTITUTE OF ILOILO CITY (THC) LOCATED
ALONG M.H. DEL PILAR STREET IN MOLO AS SENATOR RODOLFO T. GANZON
MEMORIAL CIRCLE
WHEREAS, the late Senator Rodolfo T. Ganzon who is a native of the District of Molo, is one of the great
public servants of lloilo City;
WHEREAS, the late Senator Rodolfo T. Ganzon died at the age of 81 on October 29, 2003 ending the life
led in service to his people and country;
WHEREAS, he was elected as Number 1 Councilor of lloilo City in 1951 to 1953; he was elected as
Congressman, 2nd District of lloilo in 1953 to 1955; and another in 1961 to 1963; he was elected as Senator in

1963 to 1969; he was elected as Mayor of the City oflloilo for four times from 1955 to 1959, 1959 to 1961, 1971 to
1972 and 1988 to 1992 and appointed as Presidential Assistant for the Visayas in 2001;
WHEREAS, the late Senator Rodolfo T. Ganzon who is best remembered by the llonggos as Father of the
Timawa has contributed a lot of legislations which he authored and sponsored and remarkable achievements in
the public service.
WHEREAS, he was also dubbed as the Father of Free Education for sponsoring the law that provided the
free elementary and secondary education while he was a senator; also known as the "Fighting Colossus of the
South for being a critic of the then President Marcos; noted for his oratory and brilliant speeches earning him the
"Undisputed Stormy Petrel title; the "Father of Free Medicare as he authored and sponsored the Medicare Law in
1967; and many more significant title such as "Maverick Politician and Veteran Legislator-, "Man of Destin(,
"Champion of the Masses and "Leader Par Excellence;
WHEREAS, he authored and sponsored landmark laws and among them are Republic Act 1209 (lloilo City
Freedom Law in 1955) making the positions of mayor, vice-mayor and councilors as elective; Republic Act 6111
(Medicare Law in 1967); and Republic Act 4868 (Police Reform Law in 1967);
WHEREAS, it is but fitting to give due recognition and appreciation of his achievements as a pubric
servant and to commemorate his every year for the perpetuation of his legacy in the field of public service.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of lloilo, that:
Section 1. TITLE. - This ordinance shall be known as "AN ORDINANCE NAMING THE CIRCLE
BETWEEN THE ILOILO CITY NATIONAL HIGH SCHOOL (ICNHS) AND THE TECHNICAL INSTITUTE OF
ILOILO CITY (TllC) LOCATED ALONG M.H. DEL PILAR STREET IN MOLO AS "SENATOR RODOLFO T.

Section 2. - The circle between the lloik> City National High School (ICNHS) and the Technical Institute of
~ lloilo City (TllC) located along M.H. del Pilar Street Molo shall be named as "SENATOR RODOLFO T. GANZON
~MEMORIAL CIRCLE".
Section 3. - The necessary signs, posts or markers be immediately installed at the conspicuous places of
the circle showing its new name;

Section 4. - If any provisions of this ordinance or any party thereof be declared invalid or unconstitutional,
the remaining provisions not affected shall continue in full force and effect
Section 5. - This ordinance shall take effect immediately upon approval.
