BRIEF SCOPE OF WORKS UNDER MAIN CONTRACT

1.1 INTRODUCTION

1.1.1 Contract RD259 is a design and build contract consisting of the construction
and completion of architectural, civil and structural, and building services
works for the proposed bus depot at Loyang. The Bus Depot (hereinafter
referred to as the Bus Depot) includes a double storey building for
administrative purposes, workshops and maintenance bays for testing,
maintenance and repair of buses, fuel refuelling facilities, bus washing
facilities, canteen, driveway, bus parking area, etc and all associated works.
It also includes the design and construction of new dual-two lane road
leading to the Bus Depot, earth retaining structures, a new 22KV substation
and extensive earth cutting.

1.1.2 The proposed road alignment, drainage designs of the road and layout of
the Bus Depot shown on the Drawings has been developed by the Authority.
The Contractor is not permitted to deviate from the alignment, layout and
associated design details to suit his structural design and construction
proposals.

1.1.3 As this is a design and build contract, the Contractor shall be responsible for
the design and construction of the project in accordance with the
requirements stated in the Contract including but not limited to the
Specifications, the Drawings and other requirements from other relevant
authorities.

1.1.4 The Contractors responsibility for the design and build works includes the
submissions to relevant government authorities / technical departments for
obtaining all necessary clearances/approvals.

1.2 SCOPE OF WORKS

1.2.1 The scope of Works to be carried out for the design and construction of the
Loyang Bus Depot and its associated roadworks and structural works, but
not limited to the following works:

a. extensive earth clearance, site clearance, demolition and


resiting of existing features, close turfing, trees removal,
backfilling with approved earth to make up to the required
levels temporary works, and all ancillary works as shown on the
Drawings and deemed necessary for the carrying out of
temporary and permanent construction works;

b. construction of a new dual two lane carriageway to serve


Loyang Bus Depot and associated connecting roads and slips
roads including recambering/raising/milling down and
overlaying to the existing roads;

c. construction of the new drainage system for the dual two lane
carriageway including design and submission to relevant
agencies for their approvals;

d. road marking, construction and relocation of new and existing


road facilities such as bus bay and shelter, traffic signs,
directional signs, etc.;

e. all earth retaining structures and associated works including


safety railings etc;

f. all structures including new drainage system for all areas,


facilities and equipment within the Bus Depot with adequate
provision of oil interceptors at areas with oil and grease
discharge, plumbing, fire hydrant system, sanitary and
sewerage system, as well as modification and reconstruction of
existing drains, culverts, sumps etc. as shown on the Drawings;

g. carry out condition survey, instrumentation and monitoring


works of adjoining properties/structures and surrounding
ground;

h. a double storey building with administrative offices, stores,


workshops and maintenance area for maintenance and repairs
of buses, canteen, and electrical rooms, sheltered high-cover
linkway across the driveway, etc. as shown in the Drawings;

i. design, supply and install on following provisions required in


the following areas, rooms within the workshop and building
areas:

(i) 4.5m high walls for workshop bays for under-carriage and
manual washings

(ii) Underground water-tanks, floor cut-off drains for


workshop bays for under-carriage, manual washings

(iii) Noise-shields for brake tester bays, sound barrier to


surrounding wall in air compressor room

(iv) Acoustic wall to provide to the cluster of non-workshop


office / rest rooms of ancillary office/ maintenance counter
/multi-purpose room / technical rest rooms /document/
meeting / managers

(v) Provision of fire retarding gates at points of entry / exit for


the tyre stores, repairs

j. covered bus refuelling area with refuelling bays, fuel pump


room and coin stores, as shown in the Drawings;

k. sheltered motorcycle lots, as shown in the Drawings;

l. car parking lots complete with wheel stoppers, as shown in the


Drawings;

m. bus parking area complete with signages, vehicular impact


guardrails, kerbs, road humps, bollards, railings, greenery
provisions as stipulated by NParks, road markings, painting of
bus lot numbers, wheel stoppers, convex mirrors, sumps,
culverts and drains complete with heavy duty gratings etc;

n. a new 22KV substation, bin centre, guardhouse and guard post,


as shown in the Drawings;

o. Bus Depot accesses to tie in with the proposed road levels with
sufficient gradient to clear the undercarriage of the low-floor
buses (a copy of the dimensions of the low-floor buses will be
issued upon award);

p. design, supply, installation, testing and commissioning of all


M&E works as specified, including the Building Management
System (BMS) incorporating the monitoring of depot systems,
which shall be developed in coordination with Specialist
System Contractors (SSC) supplying and installing said
systems;

q. design, supply, installation, testing and commissioning of lifts


(passenger lift, goods lift) including statutory Authorised
Examiner (licensed under Ministry of Manpower) supervision
certification;

r. coordination and interfacing with SSC for installation of Bus


Depot systems, including liaising with the SSC to produce
Combined Services Design and Structural E&M (CSD/SEM)
drawings for the Authoritys approval, as well as all other
design details such as utility services and location and sizes of
civil works including but not limited to concrete plinths, trenches
and pits;

s. coordination with relevant SSC on installation, testing and


commissioning of lifting beam/hooks and pulling hooks facilities
for cranes and crane runways in the workshop rooms including
submission of MOM lifting appliance certificates to the Authority;

t. adequate safety features to mitigate potential hazards arising


from the intended operation of the facilities within the Bus
Depot and ensure adherence to MOM Workplace Safety &
Health (WSH) guidelines, such as provision of noise mitigation
features for loud operations at areas such as the brake test
bays and engine test rooms in the Major Unit Workshop;

u. signage for the Bus Depot in accordance to specifications and


compliance to the Authoritys requirements;

v. mechanical and electrical works in accordance to specifications


and compliance to the Authoritys requirements;

w. preparation of Coordinated Installation Programme (CIP) and


all other scheduling requirements as stated in the General
Specification;

x. perimeter fencing for the Bus Depot as shown in the Drawings


complete with foundation in accordance to specifications and
compliance to Authoritys requirements;

y. perimeter security CCTV system in accordance to


specifications and compliance to Authority's requirements;

z. manually operated sliding gates at both main (ingress and


egress) and contingency vehicular accesses of the Bus Depot.
The design of the gate shall match the perimeter fencing and
take into account of the space available at the vicinity to ensure
no obstruction to the guardhouse, drop barrier system and
walkways etc. The manually operated gates shall be designed
such that it can be operated by one person;

aa. drop barrier system for security access control at both main
(ingress and egress) and contingency vehicular access. The
drop barrier gate shall be electrically and mechanically
operated and remotely controlled from the guardhouse, and
equipped with safety sensor features. In the event of electrical
failure or disruption, the drop barrier system shall be able to be
manually operated;

bb. tree-planting for the Bus Depot as shown in Drawing, inclusive


of perimeter tree-planting within the green buffer zone.

cc. design, supply and installation of lightweight and low-


maintenance green roof at the double storey office of the main
building, with durable, irrigation-free design and consideration
for ease of plant replacement and effective drainage of excess
water. The Contractor shall include the detailed proposal for the
green roof design in the submissions to the relevant authorities,
as well as the Concept, Preliminary and Final Designs for the
SO's acceptance;

dd. Implementation of noise mitigation measures as mentioned in


Clause 13.46.8 of the Particular Specification;

ee. provision of drawings and calculations required for the Qualified


Person (Supervision) [QP(S)] and Accredited Checker (AC) to
carry out their statutory duties;

ff. coordination and provision of all necessary attendances and


provisions with all Interfacing Contractors in accordance with
the requirements as stated in the Particular Specification;

gg. reinstatement works to Zones 1 and 2 (after handover) and


other affected areas such as kerbs, drains, footpath,
pavements, turf and all other works necessary for the
completion of the project; and

hh. reinstatement works to affected areas such as kerbs, drains,


footpath, pavements, turf and all other works necessary for the
completion of the project;

ii. design and submit the extension of public sewer scheme,


including sanitary drainage system to PUB for approval; and

jj. all other works and services ancillary or related to the full
completion of the Works in accordance with the Authoritys
requirements.

1.2.2 The Contractor shall ascertain, determine and verify locations of all
services in the vicinity of the Works, and co-ordinate with Utility Agencies
for diversion of affected services and the laying of new services. The
Contractor shall support and protect services, which need not be diverted
or pending diversion and remove all abandoned services from site, if any.

1.2.3 The Contractor shall design, implement, construct and complete all
temporary works including but not limited to the earth retaining or stabilising
structure wall systems, struts, walers, runner beams, bracings, temporary
traffic diversions including support systems and safety measures,
temporary drainage systems, temporary support systems for affected
utilities, formworks, falsework, temporary staging or scaffolding, temporary
construction access and decking, ground treatments and other temporary
elements that are required for the completion of the Bus Depot including
substation and roadworks and obtain the necessary statutory and agency
approvals prior to the Works.

1.2.4 A description of the Works involved in this Contract is given in the


Specifications for the guidance of the Contractor. The Contractor shall be
solely and fully responsible for investigating and ensuring the actual extent
and nature of the Works.

1.3 CONTRACT PERIOD

1.3.1 The Contractor shall complete the whole of the Works by 30th June 2015 in
phases. The duration for each phase is as follows:

a. Completion of bus parking area for bus operators usage, with


associated lane markings, signs, safety features and parking
lots including temporary hoarding and water filled safety
barriers for the whole perimeter of parking area, temporary
guard house with manual drop barrier bar system and security
gate, 2 temporary container offices with air conditioning,
lighting and power supply, 10 temporary toilets, lighting system
for the completed access roads, leading to temporary guard
house and bus parking area and new dual two lane road
serving the Bus Depot, and the Drawings:

(i) Zone 1: For minimum number of 132 bus parking lots by


30th June 2014;

(ii) Zone 2: For another minimum number of 60 bus parking


lots by 30th December 2014.

b. Completion and handover to operator all permanent buildings,


remaining bus parking lots, and driveways with proper traffic
scheme, perimeter fencing, lighting in the Bus Depot after
successful testing and commissioning to facilitate relocation of
bus operations from Zones 1 and 2 by the operator, and all
permanent roads on 1st June 2015.

1.3.2 The definition for the completion of Works here shall include (but not limited
to) obtaining all necessary permits and clearance from all relevant
authorities and agencies for the purpose of opening of the road legally to
public vehicular traffic.
