NOTICE TO THE AGENT IS NOTICE TO THE PRINCIPLE AND NOTICE TO THE PRINCIPLE IS NOTICE TO THE AGENT
I, Menkhepe-Ra Tehuitmes El, of lawful adult age, under my unlimited commercial liability, proceeding in good
faith, being of sound mind, having first-hand knowledge, do hereby affirm, state, and declare that the facts contained
herein are true, correct, complete and not misleading, under penalty of perjury.
STATEMENT OF FACTSOn or around the 31st of October, 2017 Benefit Recipient Patty B. Oborn appeared for an
appointment with the housing authority; Virginia Williams Family Resource Center/ Community Of Hope determination
for Rapid Re-housing, and during that time -- or either before THAT initial appoint, she presented an Affidavit of
Truth(hereinafter A.O.T.) in response for her denial from Virginia Williams Family Resource Caseworker.
I, Menkhepe-Ra Tehutimes El , (hereinafter I, Me, My, Myself Claimant), did construct the FORMAT of the A.O.T. that
she presented to Virginia Williams Family Resource Center, upon her request on how to prepare and write an affidavit.
I will not be held accountable for the uncertainties of information after drafting the format of the Affidavit of truth for
Patty B. Oborn (hereinafter Patty), in which I Menkhepe-Ra Tehutimes El do hereby hold harmless from any and all
claims, demands, suits known or unknown, fixed or contingent, and any alterations made after the signing of the A.O.T.,
as well as any additional information after the issue of the A.O.T. other than the merits of the matter pertaining to a lease
termination.
Patty showed and proved on the basis of her claim that she no longer has an existing contract with the formal Landlord
before giving her the template Affidavit of truth. An oral Release of Liability was agreed upon, after telling Patty
about the legal ramifications of making false statements on an affidavit. This was a conversation that took place between
Myself, Patty, and one other party; Victori Paige, who at that time was a witness to this agreement, and also had been
conversing with Virginia Williams Family Resource Caseworkers on behalf of Patty, who claimed she was denied for
disapproving causes. All of the parties involves can attest to this to be a true statement.
The purpose of this Affidavit of truth and Authority to file derives from newly discovered information that contradicts
Patty Oborns statements, in lieu of her application for Rapid Re-housing, which includes the following:
1) Patty is in fact receiving funds along with her monthly Supplemental Security Income (S.S.I.)
benefits for her two boys, which pays for her out of the pocket expenses- in the past, and future continuance that
includes:
(a) Hotel stay on a weekly basis;
(b) The purchase of a vehicle and additional cost for maintenance, and servicing.
(c) Separate funds for food along with her monthly SNAP befit.
(d) Unrelated Supplemental purchases: (i.e. Purse, a ring, hair dye accessories).
2) Patty is a resident of Virginia, Fairfax;
for the duration of the time after her alleged home address at the Tyler House Associates 1200 North Capitol St
NW, Washington, DC 20002; courtesy of Tamisha Kerney (Name of Tenant) who allowed Patty to stay at her
place of domicile for the sake of the kids using a Washington D.C. address for school enrolment. Pattys
present place of domicile: 3997 Fair Ridge Dr, Room# 105, Fairfax, VA 22033
3) Patty resides in Virginia, Fairfax-allegedly using that Jurisdiction as a means to protect her admission of
guilt, from the District of Columbia authority of a court, to hear possible causes of neglect/abuse: and contrary to
the same; while using a mailing address , to appear as though she is living in D.C., when it is favorable, and
further concludes that Pattys living arrangements are self-sufficient without the usage of Rapid Re-housing
(See: Attachment A)
I want to include that in NO way, form, or fashion did I impose fraud or imply using fraud to mislead the intentional party
by composing the format of her Affidavit, and any admission of fraud was executed on her own behalf. I was not FULLY
aware of her financial status until recently when she made it apparent that she is able to maintain Hotel expenses between
November 4th, thru November 13th AND she had also admitted to having reported that My kids are safe, there needs are
being meet, shelter, food, clothing, education, (See: Exhibit B & B2)
RELIEF SOUGHT
Rapid Re-Housing Program provides short-term rental and utility assistance to those families experiencing homelessness.
I would object to her claim of being homeless, and NOT able to self-sustain herself and her three kids with the available
benefits, and family support. I can only suggest that the Virginia Williams /Community of Hope conduct an investigation
in regards to her determination to benefit from using Rapid Re-housing in the manner she intends to.
I am NOT opposed to Pattys plans on living in Washington D.C. or including me as a third party intervener regarding
the fact that Patty and I have an 11 -month-old daughter together who would benefit with my occasional presence,
including visitation, and occasional overnight stay, no more than the time allowed with the consideration of full
disclosure, and terms of an agreement, but I will NOT participate in the commencement of fraudulent qualifications for
rental assistance.
