SECTION 16366

LOW VOLTAGE SWITCHBOARD

PART 1 - GENERAL

(NTS: Modify description based on project requirements.)


1.01 DESCRIPTION:

A. Provide a 380 volt, 3 phase, 4 wire, electrical service entrance rated switchboard, indoor
type free-standing construction with fixed mounted, individually mounted, circuit
breakers, power monitors, TVSS and automatic throwover system. Provide rear
accessible switchboard with a minimum, ampacity and short circuit rating as specified.

(NTS: Identify other major equipment to be provided in this project.)


B. Manufacturer of switchboard to be the same manufacturer as for the motor control centers
supplied under Section 16920 and the panelboards supplied under Section 16160.

C. Provide Transient Voltage Suppression (TVSS) devices as specified in Section 16400.

1.04 SEISMIC DESIGN REQUIREMENTS:


(NTS: Carefully edit the following to suit project requirements. If there are structural
drawings included in the project, then the seismic requirements must be indicated on the
structural drawings. If there are no structural drawings, then Section 01900 must be
further edited by the structural engineer for the project to indicate the seismic
requirements for this project.)

A. Conform to the requirements indicated on the structural drawings.

B. It shall be the responsibility of manufacturer and supplier along with the Contractor to
conform to the seismic design requirements for this project and for the work of this
specification section.

1.05 SUBMITTALS:

A. Shop Drawings: Submit the following in accordance with Section 01300 -


SUBMITTALS:

1. A short circuit and coordination study for the electrical system shall be submitted
and approved in accordance with Section 16359 prior to formal switchboard
submittal.

2. A copy of this specification section with addenda and all referenced specification
sections with addenda, with each paragraph check-marked to indicate specification
compliance.

a. Failure to include a copy of the marked-up specification sections will result


in return of the entire submittal without further review and consideration

until the marked-up specification are resubmitted with the entire package.

3. Complete list of equipment and materials, including manufacturer's descriptive and


technical literature, catalog cuts, installation instructions. Shop drawings shall
contain complete wiring and schematic diagrams for the equipment furnished,
equipment layout, time versus current curves for protective devices, power cable
termination material and size data, and any other details required to demonstrate
that system has been coordinated and will properly function as a unit.

4. Provide manufacturer's printed installation instructions including anchoring details


to meet earthquake requirements as specified and indicated on structural drawings.

5. Spare Parts Data: Provide a list of spare parts for the material and equipment to
be provided, including current unit prices and source of supply.

6. Operating and Maintenance Instruction Manuals:

a. Furnish:

(1) Operating instruction manuals outlining step-by-step procedures


required for system startup and operation.

(2) Manufacturer's name, model number, service manual parts list.

(3) Brief description of equipment and basic operating features.

(4) Maintenance instruction manuals outlining maintenance procedures.

(5) Troubleshooting guide listing possible breakdown and repairs.

(6) Simplified connection wiring diagrams for each circuit.

7. Performance Test Reports: Upon completion of installed system, submit in


booklet form all field tests performed in accordance with NETA to prove
compliance with specified performance criteria including final position of controls.

8. Make a submittal for electrical utility review and approval. Coordinate submission
with the electrical utility.

1.06 QUALITY ASSURANCE:

A. Ensure that conduit size and wire quantity, size, and type are suitable for the equipment
supplied. Review the proper installation of each type of device with the equipment
supplier prior to installation.

B. Services of Service Engineer, specifically trained on type of equipment specified.

1. Assist in location of devices, methods of mounting, field erection, startup and


testing.

4. Person-day is defined as an 8-hour day excluding travel time.

1.07 DELIVERY AND STORAGE:

A. Provide in accordance with Section 01610 and as specified.

PART 2 - PRODUCTS

(NTS: Modify as required based on equipment provided on project.)


2.01 SWITCHBOARD MANUFACTURERS:

A. Siemens

B. Eaton-Cutler-Hammer

C. Square D.

D. Or acceptable equivalent product.

2.02 SWITCHBOARD SWBD-1 EQUIPMENT:

A. Structure:

1. Totally enclosed switchboard dead front, free standing, front and rear aligned with
top and bottom feeds as required.

2. Indoor units shall be NEMA-1 general purpose switchboard with frame-work of


UL gauge formed steel and channels and secured together to support all cover
plates, bussing and component devices during shipment and installation. Formed

removable closure plates on the front, rear and sides. Closure plates shall be single
tool, screw removable.

3. Each section includes a single-piece removable top plate.

(NTS: Specify a separate incoming section for bus duct or cable entry, hot sequence
metering or bus transition to main breaker section, if required. Also, identify height of
pullbox)
B. Incoming Line, bus tie and generator breaker sections:

1. Breakers shall be, UL listed, solid state, fixed individually mounted, electrically
operated insulated case circuit breaker.

2. Main and generator breaker shall have true RMS, microprocessor based trip unit
to provide undervoltage trip, phase failure and phase reversal protection. Main
breaker and generator breaker shall be equipped with alarm switch, auxiliary
switches, long time, short time, instantaneous trip, ground fault delay and trip
adjustments.

3. Provide “push to trip” push button on circuit breaker to allow manual trip without
risking exposure to live parts.

4. Provide trip indicator to identify type of fault. Provide trip unit with LED type
display.

5. Breaker to be provided with capability of locking in the open position.

6. Provide mechanical pop-out type fault indicator to indicate a fault trip has
occurred, which also prevents closure of the circuit breaker after a fault event
unless reset.

7. Provide spring charging motor. The motor shall automatically charge the stored
energy mechanism when the circuit breaker closes. Provide with operation
counter, spring-charged switch, closing and opening coils and anti-pumping
function.

8. Breakers shall be equipped with stored energy electrical operated mechanism.

9. Provide breaker integral ground fault test feature to allow ground fault testing.

10. Circuit breakers shall have a minimum symmetrical interrupting capacity as


indicated on the contract drawings.

11. Provide Red, Green and Amber indicating lights to indicate breaker open, closed
and trip position.

12. Provide normally open auxiliary contact, to indicate breaker open, close and trip
position. Auxiliary contacts shall be wired to facility PLC system.

(NTS: Specify a separate incoming section for bus duct or cable entry, hot sequence
metering or bus transition to main breaker section, if required. Also, identify height of
pullbox)
C. Buses:

1. Line side tinned copper bus, terminals fitted with two hole, compression-type lugs
for four copper cable conductors per phase.

2. Compression type copper terminals.

3. Load side tinned copper bus with rating and bracing as indicated on contract
drawings.

4. Tinned copper ground bus ¼ in. x 2 in. , (1 cm x 5 cm) extended and tied through
to all adjoining sections.

5. Fully rated neutral bus.

D. Feeder Sections:

1. The switchboard mounted circuit breaker branch devices shall be rear accessible
fixed mounted, individually mounted circuit breakers.

2. Feeder breakers shall be fixed mounted, molded case type breakers, manually
operated and provide thermal-magnetic, inverse-time-limit overload, and
instantaneous short circuit protection. U.L. listed circuit breakers conforming to
NEMA Std. ABI.

3. The circuit breaker connections to the distribution bussing shall be such that the
connections grip the bus bars firmly under high-fault conditions.

4. Provide wiring gutters of sufficient space to allow cable termination.

5. Provide covers for gutter space and future breaker space with formed sheet steel.

2.03 AUTOMATIC THROWOVER CONTROL SYSTEM:

A. Provide Dual Source Open Transition Automatic Throwover Control System.

B. The logic of the throwover system functions shall be provided via a microprocessor-based
automatic transfer controller. The set points shall be field adjustable without the use of
special tools. A test pushbutton shall be included.

C. The system shall have draw-out multi-tap transformers connected to normal and generator
bus sides. The multi-tap transformers shall be sized to handle the load of the system and
to provide control power to operate the switchboard power monitoring units and the
electrically operated breakers.

D. The control system to include the following features:

1. Adjustable time delay for transition normal to generator and generator to normal
from 0 to 120 seconds, to allow disconnection of the load during transfer in either
direction to prevent excessive inrush currents due to out-of-phase switching of
large inductive loads.

2. Adjustable time delay engine start.

3. Adjustable time delay engine cool off.

4. Engine start contact.

5. Plant exerciser.

6. Frequency/voltage relay for alternate source, frequency adjustable from 45 to 60


Hz and voltage fixed as 90% pickup, 70% dropout.

7. LEDs to indicate normal and alternate position. LED to indicate the load
energized.

8. Historical transfer information via the front panel.

9. Two-position selector switch permitting two modes of transfer control system


operation: AUTO-MANUAL.

10. Three phase voltage sensing on normal and generator sources.

11. Adjustable time delay on return to normal power.

12. Normal power source and generator power source phase rotation sensing.

E. Sequency of Operation – Automatic Mode:

1. The transfer control system shall automatically transfer its load circuit to the
standby power supply upon failure of its normal source. After normal source

voltage falls below 80% of nominal, and after a time delay, adjustable from 0.5 to
15 seconds a 10-ampere, 120 volts AC contact shall open to initiate starting of the
standby source power plant. When the standby voltage rises above 90% the
normal source breaker shall open. After an adjustable time delay the standby
source breaker shall close.

2. When the normal source has been restored to 90% of rated voltage, and after a
time delay, adjustable from 0.5 to 32 minutes the standby source breaker shall
open. After an adjustable time delay the normal source breaker shall close.

3. A time delay, adjustable from 0.5 to 32 minutes, shall delay shutdown of the
standby power generator after retransfer to allow the generator to run unloaded
for cool-down, after which the generator shall be automatically shut down.

4. Should the standby power fail while carrying the load, the standby source breaker
shall open instantaneously upon restoration of the normal source to satisfactory
conditions. After an adjustable time delay the normal source breaker shall close.

F. Sequence of Operation – Manual Mode:

1. While in manual mode, breakers shall be capable of being opened and closed using
control switches. Electrical interlocking shall be provided to prevent the closing of
both mains simultaneously.

2.04 MECHANICAL KEY INTERLOCK

A. Provide Kirk-Key interlock between switchboard feeder breakers and motor control
centers as required..

2.05 ENCLOSURE – GENERAL REQUIREMENTS:

A. Switchboard shall be completely self-supporting structure of the required number of


vertical sections bolted together to form one metal-enclosed switchboard 90 in. high.

B. Sides, top and rear covers shall be code gauge steel, bolted to the switchboard structure.

C. The frame structure members shall be die-formed, 12-gage steel bolted together and
reinforced at corners with rugged gussets internal and external to the structure members.

D. The switchboard frame shall be mounted to sills embedded in a concrete housekeeping


pad.

E. Switchboard shall include all protective devices as specified in these specifications with
necessary interconnection, instrumentation and control wiring.

F. All buses are tin plated copper, supported with high impact, non-tracking insulating
material, and braced to withstand mechanical forces exerted during short circuit
conditions. All bus connections shall utilize silver plated bus bar surfaces.

G. The vertical main bus bars are furnished for future branch devices. Device mounting bolts
and bus connecting straps are supplied with future unit devices. Full height bus bars shall
be supplied.

H. All vertical sections comprising the switchboard are front-aligned.

I. All steel surfaces shall be chemically cleaned and pre-treated with an iron-phosphate pre-
treatment or equivalent process, providing a bond between paint and metal surfaces to
help prevent the entrance of moisture and formation of rust under the paint. The
switchboard exterior shall be finished with ANSI-61 light gray paint. Provide touch-up
paint for coatings nicks and scratches after installation and testing.

J. Control wiring, fuse blocks and terminal blocks within the switchboard shall be furnished
when required. All control wires leaving the switchboard shall be provided with terminal
blocks with numbering strips.

K. All hardware used on conductors shall have a high tensile strength, and a protective finish.

L. Switchboard shall be provided with lifting means, and capable of being rolled or moved
into installation position and bolted directly to floor sills.

M. Make provision for conduit and cable entrance from top or bottom as indicated on the
drawings.

2.06 SWITCHBOARD SILLS:

A. Provide steel channel sills with drilled holes for mounting, aligning and bolting
switchboard in place. Method of mounting as indicated. Provide in size recommended by
switchboard manufacturer and acceptable to Engineer.

B. Shop paint completed sills with two coats of a polyamide epoxy coating with a minimum
dry film thickness of 2.5 mils per coat or before setting in place.

1. Surface preparation shall conform to paint manufacturer’s printed instructions.

2. Provide additional coating for field touch-up specified in paragraph 3.01.

(NTS: Verify metering transformer size and location.)


2.07 SWITCHBOARD INSTRUMENT TRANSFORMERS:

A. Switchboard section for normal and utility compartments shall include 220 volt potential
and control power transformers as required.

B. Provide current transformers.

C. Tie instrument transformer outputs to power monitor and as indicated.

2.08 Power Monitoring:

1. Provide power monitors for main circuit breakers. Power monitors shall include
the following.

a. Current transformers. Current transformers shall be wired to shorting type


terminal blocks.

b. Microprocessor based metering system as follows.

(1) Comply with ANSI C12.16, Class 10.

2. Display data:

a. Current A, B, C, Average, Neutral, Ground

b. Voltage - Phase to phase


- Phase to neutral
- Phase to ground
- Average values

c. Power - Watts
- Vars
- VA
- Phases A, B, C and System

d. Energy - KWH
- KVARH

k. History log that monitors and records past events and thresholds for a
minimum of 50 events.

breaker unit. Contact shall be wired to the facility PLC system

2.08 SWITCHBOARD FACTORY TESTS:

A. The switchboard shall be completely assembled, wired, adjusted, temporarily powered and
tested at the factory. Provide test results for approval.

B. The fully assembled switchboard shall be given operational, dielectric, and all other
standard tests.
(NTS: Delete transfer switch if not part of switchboard assembly).

2.09 WIRING:

A. Conductors: Copper; size as required by load, except that no control wire is smaller than
No. 14 AWG (2.5 mm2). Use insulation that is flame retardant, and moisture and heat
resistant.

B. Cables and conductors: Bundled and tie wrapped securely in wireways furnished.

C. Identify internal wiring at terminations by T&B wire markers or equivalent.

D. All spare auxiliary contacts shall be wired to terminal blocks.

E. Terminal Blocks:

1. Rated 600 volt for power with current rating as required by loads.

2.10 SPARE PARTS:

A. Provide recommended spare parts list.

2.11 NAMEPLATES:

A. Provide switchboard section and breakers with engraved nameplates. Provide nameplates
with nomenclature labels as indicted on the Contract Drawings.

B. Provide nameplates of laminated sheet plastic, 1/16-in. thick, engraved to provide white
letters on black background. Fasten nameplates in place with corrosion resistant screws.

PART 3 - EXECUTION

3.01 INSTALLATION:

A. Provide all material, equipment, and labor to install switchboard as indicated and as
specified.

B. Install equipment on channels set flush with concrete pads. Set and level channel sills in
block-outs in the equipment pad. After leveling channel sills, grout sills. Equipment may
not be set on sills until grout is cured.

C. Interconnect equipment as a complete operating system.

D. Paint completed sills with two coats of polyamide epoxy paint or other acceptable
corrosion-resistant finish before setting in place.

3.02 FIELD TESTING:

A. Provide checkout, field, and functional testing in accordance with Sections 16050 and
16998.

B. Testing shall be performed under Section 16998 with assistance from Manufacturer's
representative.

C. Field testing to include opening, closing, and tripping of circuit breakers in accordance
with the method of operation as shown on accepted shop drawings.

D. Perform breaker open, close, and trip operation. Verify breaker operation in accordance
approved shop drawing schematics.

E. Provide Switchboard Manufacturer's representative during checkout and testing.
