WHEREAS, Executive Order No. 309 issued by the President of the Philippines on
November 11, 1987, as amended by Executive Order No. 317 series of 1988 and EO 366
series of 1996, mandated the reorganization of the Peace and Order Councils at the
national, regional, provincial, city and municipal levels of government;
WHEREAS, said executive order provides that it is the duty of the local governments, the
law enforcement agencies, the prosecution services and similar institutions of government
to assist the Local Chief Executive in the proper enforcement of the laws and the
administration of justice;
The City of San Fernando Peace and Order Council shall have the following
duties and functions:
1. Provide forum for dialogue and deliberation of major issues and problems affecting
peace and order in the City;
2. Recommend measures relative to internal security operation efforts of civil
authorities and agencies, the military and the police;
3. Monitor the implementation of peace and order programs and projects at the City
and barangay level; and
4. Make periodic assessment of the prevailing peace and order situation in the City
and submit reports and recommendation to the Chairman of the Nation Peace and
Order Council.
The City of San Fernando Director of the Department of the Interior and Local
Government (DILG) shall be the Head Secretariat of the Council. The secretariat shall be
assisted in its functions and duties by the regular staff of the Sangguniang Panglungsod.
The meetings and other related activities of the Council shall be prepared and
documented by the Secretariat, and disseminated to all officials and members of the
Council.
1. Handle the administrative and technical activities of the Peace and Order Council;
3. Supervise, direct and monitor for the Council implementation of approved policies,
plans and programs;
5. Provide a forum for inter-disciplinary dialogue and deliberation of major issues and
problems affecting peace and order.
SECTION IV. MEETINGS
The Council shall meet at least once every month on a date and time as maybe
determined by the members. If, for any unavoidable circumstances, a member cannot
attend a meeting, he/she can send an official representative who can speak for his office
or sector.
SECTION V. FUNDING
The Budget needed to defray expenses of the City of San Fernando Peace and Order
Council shall be charged to available funds subject to the usual accounting and auditing
rules, regulations and procedures.
Every barangay within the City of San Fernando, Pampanga shall organize a Barangay
Peace and Order Committee to serve as implementing arm of the City of San Fernando
Peace and Order Council at the barangay level.
The Barangay Peace and Order Committee shall have the following functions and
responsibilities:
1. Monitor and coordinate the implementation of peace and order programs and
projects at the barangay level;
5. Maintain continuing dialogue, close coordination and rapport with the higher levels
of the peace and order councils and law enforcement units;
6. Formulate plans and recommend such measures which will improve or enhance
peace and order and public safety in their area of responsibility;
8. Perform such other functions which may be assigned by higher level peace and
order councils.
SECTION 8. EFFECTIVITY
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the City of
San Fernando, Pampanga this 31ST day of July 2013 in the City of San Fernando,
