SUBJECT : Protocol on Coordination in the Conduct of Joint AFP/PNP


Security Operations

1. References:
a. PNP MC 05-2014 “Intensified Internal Security Operations”;
b. PNP MC 2017-063 Amending NHP-PNP MC No. 2009-020A dated July
5, 2010 Entitled “Guidelines and Procedures for the Rationalization of
the PNP Mobile Groups”, dated October 16, 2017;
c. PNP ISO Campaign Plan “KATATAGAN” 2017-2022; and
d. Memo from OIC, ROPD dated July 19, 2018 with same subject as
above.

2. In compliance with the references, this Unit attended the series of joint
coordinating meetings thru JPSCC/JAPIC/MPOC/Mission Planning and adopt a
standard countersign (see Annex “A”) to be used by all of its operating units and
personnel as an added identification and security measure in the conduct of combat
operations especially during joint and inter-agency operations.

3. Unless otherwise expressly stated in future Operation Plans, the use of the
countersigns shall be as follows:

Even Numbered Dates – Brown


Odd Numbered Dates – Blue

Effective 23 1700H JULY 2018, the display of the countersign shall be in this
order: neck (scarf), upper-right arm, upper-left arm (ex. 23 1700H to 24 1700H
JULY 2018: Blue to be worn on the neck, 24 1700H to 25 1700H JULY 2018:
Brown tied to upper-right arm, and so on…).

ANNEX “A” – Specifications of RMFB2 Countersign
Length 24”

Width 6”

Size – To ensure that the countersigns are substantially visible, they should be at
least as prescribed above
Material – the cloth used must be non-reflective, breathable or perforated (such as a
sniper’s veil), moisture absorbent but dries easily, washable (preferably cotton) and
its color should not bleed.
Color – colors must be brown and blue, the color must be distinguishable enough
but not too striking.
Each personnel must always carry the two countersigns in every operation. Under
no circumstances shall these two be worn at the same time.
