The Project is expected to serve as a model to draw lessons learnt in best practices for replication
in other forest landscapes within Sabah and in other parts of Malaysia and the Heart of Borneo.
Under Component 2, the Project will define and work to implement an optimal mix of production
and conservation land-uses within the target landscape. In order to do, GEF support will be
utilized to:
Meanwhile, the environmental economic model and essential socio-economic baselines of the
given landscape with the ultimate objectives of guiding the preparation of the landscape-level
management plan were carried out by other consultants. Their reports are available with the
project office in Sandakan. Other areas under this component, which are related in the
preparation of the plan, are on-going with some interim reports are being prepared. These reports
are available in the project office.
In order to develop the landscape-level management plan preparation, the project intends to hire a
consultant(s) who will be responsible to deliver and accomplish the preparation of the 10-Year
Integrated Landscape Forest Management Plan.
2.0 PURPOSE
To develop a 10-Year Integrated Landscape Management Plan for the GoM-UNDP-GEF Project
area.
Review TOR and clarify the need for possible changes (if any).
Draft landscape management plan structure (including showing the process - planning,
coordination, implementation, and monitoring/evaluation) for approval by the PMU.
Identify Vision, Mission, Policy Statements and Management Objectives/Goals.
Identify key issues and plan ways to address those issues to promote sustainable forest
management and attain future forest goals.
Identify threats & opportunities.
Carry out No Net Loss (NNL) assessments & options.
Past and Current Management of the project landscape.
Compile materials/data from other project sub-contracts and research results and
interpret/synthesize.
Conduct reviews, field visits, consolidate and synthesize all 10-Year Forest Management
Plans currently available in the project landscape.
Carry out a stakeholder analysis in the landscape and identify different categories and
their importance, interactions, roles and responsibilities.
Identify key stakeholders (Government, Private Sector, Community, NGOs, civil society,
etc.) that are active within the landscape and having a significant impact on conservation
at the landscape level. In doing so, the consultant will:
o Clarify the stakeholders’ interest/goals/objectives and categorize them based on
their interest in the landscape.
o Provide a quick analysis of the role each stakeholder plays and their potential
influence, impact or contribution to conservation of PAs and other sensitive areas
within the landscape.
o Map where the different stakeholders’ activities are located geographically.
Conduct social baseline survey/social impact assessment of the local communities in Kg.
Mukandut and Kg. Kuamut where the latter collect the bird nests in Batu Timbang VJR.
The Consultant may consult/refer the HCV report prepared by Daemeter Consulting.
o Assess the type and level of community dependence on PAs and the conservation
challenges that arise from it as well as challenges communities face living next to
the project landscape. The consultant shall pay particular attention to village level
socio-economic activities that lead to forest clearing, land degradation, illegal
hunting, human-wildlife conflicts and environmental degradations in the project
area.
o Similarly, assess the impact of environmental degradation, caused by land
degradation, economic development and other factors, on community livelihoods
and their general socio-economic well-being.
Based on the findings of the socio-economic analysis above, provide necessary inputs by
way of recommendations for rural economic development, livelihood enhancement and
other relevant subject areas etc, that can be integrated into the landscape management
plan for the Project area.

o Commercially managed forests & plantations
o Industrial Tree Plantations (ITPs)

o Habitat restoration
o Wildlife protection, management & monitoring
o Community forestry/socio-economic benefits
o Forest Fire protection and prevention
o Future research
o Monitoring, auditing, evaluation and reporting

5.0 ACADEMIC QUALIFICATIONS AND EXPERIENCE
The Project seeks to identify expert(s) or consortium of experts that fulfil the following criteria
and have demonstrated ability preparing/developing practical and feasible Forest Management
Plans:
The preparation of the plan is scheduled for up to 12 months – full time. Therefore, the
consultant(s) shall prepare an Inception Report with a detailed work plan, including a work and
payment schedule to guide the payment process.
The consultant(s) will work closely with the Project Management Unit and/or Expert Group; and
will from time to time submit and share the progress of activities as agreed. The consultant(s) is
expected to use own vehicles, computers and other equipment required for the task.
7.1 Fees: To be clearly quoted in details by the consultant(s), that is, the financial cost
proposal should include a detailed breakdown of the total budget proposal including:
consultant(s) fees, travel and accommodation costs, communication costs, and reproduction
of documents as need by consulting work. The amount should be quoted in local currency.
The payment is maybe subject to tax deduction as per prevailing government rules.
7.2 Terms of Payment: Payments schedule will be prepared and agreed based on deliverables,
that is, the fee is payable upon satisfactory completion and acceptance of the deliverables
by the Sabah Forestry Department and UNDP Malaysia.
The SFD reserves the right to shortlist individual and/or firm consultants in its selection process,
in line with the government and/or UNDP procurement procedures.
