Investigation of Rep. Ilhan Omar (D-MN)

Areas of Inquiry: This report aims to address the following:
I) Did Rep. Ilhan Omar marry her biological sibling? And if so, was the intent in doing
so fraudulent or corrupt?
Background: For several years, rumors have swirled stating that Rep. Ilhan Omar married a man
named Ahmed Nur Said Elmi. Elmi, according to those rumors, is her biological brother. The
rumors originally cropped up in 2016 on a message board frequented by members of the Somali
immigrant and refugee community in Minnesota.
As Rep. Ilhan Omar began her career in politics, she frequently fielded questions over the rumors
that began on a local, non-political message board. Then-candidate Omar admitted her marriage
to Ahmed Nur Said Elmi in 20171.
Rep. Omar has denied that Ahmed Nur Said Elmi, is her brother.

Findings: The following findings are based on an extensive investigation, including forensic
analysis, cyber intelligence and in-person interviews with well-placed human sources.
1. Nur Said Elmi Mohamed has been identified by several sources as the father of Ahmed Nur Said
Elmi. This is consistent with traditional Somali naming conventions, in which “Somali children
are usually given a three-part name. The first name is a chosen name. The middle name
traditionally is the first name of the child’s father. The last name is the child’s paternal
grandfather’s first name. Women usually do not change their last name when they marry, so
married parents will often have different last names”2. Nur Said Elmi Mohammed was featured
in a campaign email endorsing who he referred to as his daughter, Ilhan Omar.
Ilhan Omar has always referred publicly to Nur Said Elmi Mohamed has her father.3
2. On August 12th 2015, Ahmed Nur Said Elmi shared a Facebook post, which stated [translated
from Somali] “My sister Ilhan Omar made concise and very important speech in London, in that
speech she announced that she will run for Minnesota state Representative seat the year the of
2016, I wish her victory, support her.”

In the course of our investigation, we consulted two independent native speakers who confirmed
this translation of Elmi’s Facebook post.

3. On May 4, 2013 Ahmed Nur Said Elmi posted an Instagram picture which showed 2 of his
nieces holding a book bag from “RHY”. Our research confirmed that RHYL us a primary school
located in the UK. This contemporaneous photo evidence confirms Ilhan Omar’s statement that
she was no longer with Elmi and that he had “moved home to the UK” in 2012.

Ilhan Omar liked the two pictures on Instagram, despite the picture being posted two years after
she says she parted ways with Elmi and he moved back to London.

4. In August of 2015, Ilhan Omar posted a picture to her Instagram account (@hameey). The
picture shows her with the same two girls who Ahmed Nur Said Elmi called his “nieces”. Ilhan
Omar also identifies the girls as her “nieces” in the Instagram post.

5. On October 8, 2013 in an Instagram comment from her account (@IlhanMN), Ilhan Omar said
“They are so cute, best uncle you are :)”, referring to a picture posted by Ahmed Nur Said Emli
in which his two nieces are pictured. 4

6. On August 10th 2016, a supporter of Ilhan Omar published a post on Facebook stating
[translated from Somali] “We send congratulations establish my sister Ilhan Omar and Ahmed
Hirsi my sister a victory in recent elections have to the. Ilhan Omar is dadadashey sister God I
pray that you will make your office taken, I want to thank here establish nephew Nur Said, Sahra
Nur, Leila Elmi, Mohamed Nur Said Relatives and family and all the contributors to the
activities of the heaviest dog Ilhan experiences. I also want to thank repeat on behalf of my sons
and daughters, as the relentless Hirsi branch supported Ilhan Nur Said.” This post supports that
idea that Ahmed Nur Said Emli is Ilhan Omar’s sibling.

7. In a public statement released in 2016, Ilhan Omar said “I entered into a relationship with a
British citizen, Ahmed Nur Said Elmi, and married him legally in 2009.” In 2009, Ilhan Omar
moved from Minneapolis, Minnesota to 2608 Pacific Dr. South, Apt. 4 Fargo, North Dakota 58103
for reasons yet to be specified. At the time, she was legally married to Ahmed Nur Said Elmi.
Naturally, Elmi moved with her and the husband and wife resided together in the Fargo, North
Dakota apartment, according to more than a dozen public records. Inexplicably, Ahmed Hirsi also
moved to the same apartment at 2608 Pacific Drive.
In February of 2010, Ilhan Omar and her legal husband Ahmed Nur Said Elmi began using 2438
18th St. South, Fargo, North Dakota as her primary residence per records including bank accounts
and utility bills. On or around that same time, Ahmed Hirsi began using that same address as his
primary residence.
8. After initial inquiries into this matter by investigators in 2015, Ahmed Nur Said Elmi deleted
all of his social media profiles, including a LinkedIn page, Instagram page and Twitter profile.
9. Hassen Abdi, a member of the Somali community in Minneapolis, stated in an interview with
our team that Ahmed Elmi is Ilhan Omar’s brother and that “In the community, this is well
known”. Other sources that were only willing to speak off the record confirmed this sentiment
within the community.
10. Ilhan Omar, despite claiming to have engaged in a “faith divorce” with Ahmed Nur Said
Elmi, only finalized a legal divorce with him in 2017. Details of this “faith divorce” could not be
found and members of the community could not cite any other example of a “faith divorce”. In
June 2012, Ilhan Omar gave birth to a third child with Ahmed Hirsi.

Conclusion: There is voluminous evidence that Ahmed Nur Said Elmi is the brother of Rep.
Ilhan Omar. From social media posts, to admissions from their father and public records. Rep.
Ilhan Omar says in a public statement that she married Mr. Elmi.
On February 22nd 2019, when our team attempted to provide Rep. Omar with an opportunity so
sign a sworn affidavit that she never married her brother or any other biological relative, we
found that her current residence (listed on campaign documents and other public documents) was
vacant. We also found that her district office (as listed on her congressional web page) was
empty and apparently sealed off. We also found that the phone number for the district office was
not answered nor did it have a voice mailbox set up. When the Associated Press asked Ilhan
Omar for a list of her siblings, she refused to provide one.
It’s our conclusion that Ilhan Omar legally married her brother Ahmed Nur Said Elmi as part of a
nefarious attempted immigration scheme in 2009. Specifically, Ilhan Omar married Ahmed Nur
Said Elmi in the service of two federal felonies: immigration fraud and student loan fraud.
Additionally, it’s clear that Ilhan Omar committed perjury by lying on her 2009 marriage filings
and her 2017 divorce filings.
