5. Open Forum: The Open Forum is a portion of the Council meeting where a maximum of three persons
will be allowed to address the Council on a subject which is not a part of the meeting agenda. Persons
wishing to speak must register in person with Dave Maschoff, Council Secretary, by 3 p.m. on the Friday
prior to the meeting. Unscheduled guests are limited to two minutes each. The Council may not take
action or reply at the time of the statement but will give direction to staff at the end of the meeting
regarding investigation of the concerns expressed.

6. Consent Agenda: All items listed under the Consent Agenda are considered to be routine by the City
Council and will be enacted by one motion and an affirmative vote of a majority of the members present.
There will be no separate discussion of these items unless a Council member so requests, in which event
the item(s) will be removed from the Consent Agenda and considered separately by the Council under “8”
below. These Consent Agenda items will also include motions approved by committees, commissions and
boards of the City Council.

C. Bills List – March 19, 2019


D. Approve a one-day Temporary Liquor License for the Jackson Center for the Arts for an event to be held
from 5 p.m. to 11 p.m. on April 12, 2019 at the Jackson Center for the Arts.
E. Approve a two-day Temporary Liquor License for the Rhythm of the River organization for the Rhythm
of the River event to be held on July 12th and 13th, 2019 at Fort Belmont.
F. Park Board Recommendation – Approve Ashley Park and Central Park Tennis Courts resurfacing quote
from Stevenson Asphalt for $31,900.
G. Park Board Recommendation – Approve hiring four (4) seasonal employees for the Parks Department for
the summer.
H. Approve resignation of Brent Winter from the Ambulance Service effective on March 15, 2019.
I. Approve retirement of Michael Muchlinski from the Fire Department effective March 4, 2019.
J. Approve City of Jackson Housing Fix-Up Fund Lending Program Rehabilitation Program Combination
Security Agreement, Note, Mortgage Repayment Agreement and Lien between the City of Jackson and
Robert Dorschner and Carrie Schollberger.
K. Finance Committee Recommendation – Approve hiring Water Department/Minnesota TAP Intern for
summer of 2019.
L. Finance Committee Recommendation – Approve hiring Part-time Clerk at the Municipal Liquor Store.
M. Finance Committee Recommendation – Approve disposing of the cooler at the old liquor store free of
charge to anyone who wants it providing they make all the arrangements to remove the cooler and leave the
building in-tack and are responsible for any damage that may occur to the building when removing the
cooler.
