JOB DESCRIPTION

JOB TITLE : ACCOUNTING OFFICER


LOCATION : DISTRICT OFFICE
SECTION: : ACCOUNTS
REPORTS TO : DISTRICT MANAGER

MAIN PURPOSE OF THE JOB

To carry out all accounting activities at the District Office to ensure that all monies
collected from the employers / tenants is accounted for and that imprest operated are
well maintained.

MAIN DUTIES OF THE JOB

1. To receive contribution and general income from employers and tenants and
ensure that all monies collected is properly identified, receipted, banked and
transferred to Head Office in time.

2. To check and verify the completeness of NPF 101 Returns, to ensure that data
provided is correct and accurate before the documents are sent to Regional
Head Office for further processing.

3. To control and monitor imprest by preparing Petty Cash and Payment Vouchers
for payment of such services as phones, water, electricity, stationery,
maintenance, fuel, staff welfare etc and ensure that the amounts so spent are
well accounted for.
4. To analyse electricity and water bills for rebilling to respective tenants, update
and maintain the recoveries ledger and ensure that prepared bills are delivered
to respective tenants so as to expedite collection of the same.

5. To update and maintain an accurate record of all tenants occupying Board rented
offices in the District to ensure that monthly rentals are collected promptly.

6. To administer payment of cash benefits and issuing of local cheques to right claimants for
benefits claimed and ensure that a proper record of benefits receipt and payment is
properly
maintained.

7. To prepare a schedule on all private telephone calls made on monthly basis so as to


effect
input deductions on individuals concerned when sent to Salaries section at Head Office.

8. To prepare and keep an update of daily, weekly and monthly accounting reports and
ensure
the same are submitted to Regional Head Office.

9. To prepare the following:-

a. Budget estimates for both capital and revenue expenditure for the District Office.

b. Year-end accounts schedules as required by external auditors.

10. To undertake any other accounting duties as may be requested by the superior from time
to
time.

JOB ANALYSIS

1. PROBLEM SOLVING

Deals with problems involving administering of imprest account, payments and


purchases of various items required by the District Office and ensuring that
proper accounting procedures are adhered to. Guidance from District Manager,
Regional Accountant and ZNPF Financial Regulations.

2. DECISION MAKING

Makes decisions on the disbursement of imprest. Recommends lock-outs to


defaulting tenants and use discretion on apportioning of electricity and water
bills to respective tenants. Decision on the consumption of fuel and imprest
management on staff welfare.

3. EDUCATION
Full Grade twelve (12) Certificate.

4. TRAINING

Full AAT/ZDA, or its equivalent

5. EXPERIENCE

Three (3) years minimum experience.

6. WORK RELATIONSHIP

Interacts with employers on contributions, tenants on rentals, electricity and


water bills, bank officials on deposits and withdraws, employers on statutory
contributions, claimants on benefits and fellow members of staff at the District
Office.

7. FUND ASSETS

General imprest, members contributions in form of cash and cheques. Benefit


cheques for claimants. Custodian of safe, safe keys, accounting documents ie
receipt and cheque books.

8. COMMUNICATION

Prepares monthly financial report. Writes letters to tenants. Talks to tenants,


bank officials and members on benefits claims etc.

9. HAZARD

Handles cheques and hard cash.

10. CONSEQUENCES OF ERROR

Loss of money both payment and collections.
