Performance Management System for the different levels of
Anti-Drug Abuse Councils (ADACs) in the Province of Cebu.

by ADACs at all level; and to create a Strategic Roadmap for
evaluation, assessment and sharing of best practices between
ADACs at their respective level.

The Strategic Roadmap describes the strategies and


programs to be undertaken by the Government in addressing
the functionality and effectiveness of the ADAC.

It Embodies the commitment of CPADAO to provide an


integrated, comprehensive, unified and balanced Provincial
drug abuse prevention and control strategies engaging the
community towards a drug resistant and eventually a drug
free CEBU.

Legal Mandates
Republic Act 9165, or the Comprehensive Dangerous Drugs
Act of 2002, provides the guidelines to safeguard the
citizenry from the harmful effects of dangerous drugs and to
defend the same against acts or omissions detrimental to
their development and preservation, through the pursuit of
an intensive and unrelenting campaign against the trafficking
and use of dangerous drugs and other similar substances.

and a series of related policies reiterating such creation and


stating their roles and responsibilities.

To ensure the continued performance of the ADACs in the


fight against the drug menace, there is a need to conduct a
Performance Evaluation.

The SUGBO KONTRA DROGA Program is a preparatory


phase of the different levels of ADACs in line with DILG
and DDB Joint Memorandum Circular No. 2018-01, a
regulation to set the minimum standard of functionality and
effectiveness of local anti-drug abuse councils that covers all
provinces, cities, municipalities, and barangays and
harmonise the inter-operability of all ADACs at all levels.

The Philippine Anti-Illegal Drug Strategy (PADS)


is an anti-illegal drug plan that provides a roadmap for
national collaboration and was designed to harmonise drug
initiatives with the overarching Social Development Agenda
and the National Security Policy. It institutionalizes a
convergence system for the implementation of anti-drug
programs and revitalizes the roles of government agencies. It
spells out diverse but complementary approaches that must
be integrated to deliver an effective anti-drug package of
programs and reforms for the country.

The SUGBO KONTRA DROGA focuses on the areas of


Law enforcement, Education, health care and wellness, Local
governance, and social economics. All indicators in each area
is in compliance to the issuances, regulations and
amendments to the IRR of R.A. 9165 issued by the
Dangerous Drug Board.

The program is also in line with other relevant anti-drug


abuse policies from other national government agencies, such
as Department of Health Admin Order 2017-0018 Guidelines
in the Implementation of Community Based Treatment
Program.

Coverage
The Anti-Drug Abuse Council Performance Evaluation shall
cover all the ADACs in all Seven (7) Cities, Forty-Four (44)
Municipalities and One Thousand Sixty-six (1,066)
barangays. The C/MADAC Focal Person is the over-all lead

in the implementation of the SUKOD performance


evaluation. The CPADAO Community Development
Officers shall provide the necessary technical, and/or
logistical support to the ADACs.

Process Flow
The SUKOD process flow is divided into four major phases:
(1) Planning and Commitment; (2) Mentoring and Coaching;
(3) Review and Evaluation, (4) Development Planning and
Rewards.

Phase I: Planning and Commitment (January to March)


The Planning and Commitment is the mobilization stage
wherein it builds on information captured during the
grounding and orientation of the program.

Phase II: Mentoring and Coaching (April to July)


Phase II is the stage that provides opportunities to develop a
relationship with the different levels of ADAC. It is a
structured event that gives CPADAO mentors opportunities
to develop a positive, supportive, and open relationship with
the Local Government Units through ADACs.

MENTORING AND COACHING PHASE ACTIVITIES

Planning Meeting SUKOD mentors help ADAC


members plan a task or
session by presenting the

• Summarize the task of each
members of the ADAC.
• Clarify the roles of those
involved in the program
• List the actions implemented
by those involved in the task
or session
• Itemize the challenges and
opportunities associated in
performing the task
• Identify the possible output

Observation The SUKOD mentor makes


observation of ADAC members
and gathers information on
how well the council’s plan
worked. The mentor shares
this information with the ADAC
Members during the reflective
conversation. 

Reflective Conversation In this part of the process, the


SUKOD mentor summarizes
and gives feedback on the
information gathered in Step 2,
and the ADAC members
respond to the mentor’s
summary and feedback.
Discussing the information
shall encourage the members
to reflect on what they learned
from the task and on how to
transfer these learnings to their
next coaching tasks or
sessions. 

Phase III: Review and Evaluation (August to October)


The primary purpose of the SUKOD Evaluation is to
evaluate functionality and effectiveness of ADACs with a
view towards improving future performance.
Review and Evaluation during the program’s implementation
using the performance scorecard will examine whether the

program is successful in meeting standards in maintaining its


projected timelines, in coordinating efficiently with other
ongoing programs and activities, and in meeting applicable
legal mandates.

EVALUATION PHASE ACTIVITIES

Evaluation Notification In most cases the LGUs will be

One-on-One Interview At the beginning of each


evaluation, the evaluator(s)
meets with the members of
the ADAC to discuss the
scope, objectives, and
indicators.

Performing the Evaluation During the evaluation process,


the evaluator(s) will obtain
background information such
as the mandated programs
through interviews with ADAC
members and will reviews the
criteria and indicators. Based
on this information, the
evaluator(s) develops detailed
examination and verification
procedures and performs
evaluation to accomplish the
agreed objectives.

Keep the Council Informed During the evaluation, the


evaluator(s) will keep
members informed of findings
and/or concerns as these
develop through discussions.

EVALUATION PHASE ACTIVITIES

Exit conference The purpose of the exit


conference is to communicate
evaluation results to the
council and to obtain
comments from members on
proposed findings and
recommendations before the
draft evaluation report is
issued. This is the council’s last
opportunity to comment on
the findings and
recommendations prior to
issuance of the evaluation
report and their input is
important to ensure that the
evaluation results are fairly
presented and that
recommendations are
reasonable and free of any
errors or misrepresentations.
After the exit conference,
members are asked to
respond to the findings and
recommendations.

Phase IV: Development Planning and Rewards (November -


December)
The evaluation report, which is a joint effort of both the
LGU and the evaluators, is the end result of the evaluation
process. Recommendations from the report will be used as a
basis for development planning for the ADAC to adjust
policies, set priorities or procedures in order to make
programs sustainable, and effective as possible.

DEVELOPMENT PLANNING ACTIVITIES

Deliberation of Draft Report The report is submitted to the


evaluators. It is designed to
assure that facts and findings
have been clearly stated, and
to provide an opportunity for
evaluator(s) to correct any
errors prior to issuance of the
final report.

Final Report The proposed final report,


including evaluator response
to the draft report, is
submitted to the SUKOD
Team for approval. Evaluators
are invited to the meeting
when the proposed report is
discussed. The report
becomes final after the
SUKOD Team approves it.

Evaluation Follow-Up Three months after the final


evaluation report is issued a
letter is sent to the LGU
requesting that they prepare a
status report of actions taken
on the recommendations that
have been implemented. This
process is repeated every 3

SUKOD MANAGEMENT TEAM (SMT)
The role of the SMT is to draft and approve performance
scorecard. At the same time, the SMT approves the final
evaluation report.

Transformation Pathway
The Monitoring, evaluation, Assessment and Learning
(MEAL) Results Framework identifies a wide range of
desired results and associated indicators of progress across
various domains in which the SUKOD Program seeks to
improve functionality of ADACs and delivery of anti drug
programs. These results correspond to the steps in the
SUKOD Mechanism.

SUKOD Tools
1. SUKOD Performance Improvement Plan Form –
The form is used during the mentoring phase to develop
SUKOD program review in the Municipal and City Level.
The form is to be filled up by CPADAO Community
Development Officers together with the ADAC members.
Then shall be submitted to the SUKOD Program
Manager.

2. ADAC Status Report Form – This form is used to


monitor and manage the ADAC, as well as getting the
data out to the LGUs that need it. It is communication
tool, and it can provide a documented history of the
program, which makes planning for your next project
easier.

3. SUKOD Performance Score Sheet - This form will


be used for allocating points for each functionality
indicator. A brief justification for each point allocated will
be written here as well by the evaluators.

4. SUKOD Pre-Evaluation Form – This form will help


plan and prepare the ADACs for a more systematic and
complete evaluation.

5. SUKOD Consolidated Report Form - is an excel file


which contains a list of all the Cities and/or
Municipalities and barangays. It will contain the
consolidated total scores and its corresponding adjectival
rating.

6. Mentoring Log Form – The mentoring log is part of the


documentation that is needed for mentors to record their
contact hours with the ADAC Focal Person and other
members of the council.

7. Mentorship Evaluation Form - This questionnaire is


designed to collect feedback from mentees (ADAC
members) who have participated in the SUKOD
mentorship program. The result of the evaluation is for
the continuous improvement of the SUKOD mentorship
program.
