OHS INDUCTION AND TRAINING


1. PURPOSE & SCOPE:

This procedure outlines Adani Occupational Health and Safety (OHS) Induction
and Training program. It includes guidance for determining, providing and
tracking training completion.

This procedure applies to all Adani Group businesses and activities including
offices within India.

2. DEFINITIONS:

OHS : Occupational Health and Safety

3 PROCEDURE:

The OHS training is important in accident prevention program, to ensure all


employees receive required training before they enter the premises and work at
Adani site. The training is divided mainly in Induction training and the role specific
training which applies to all visitors, contractor employee and Adani employee.

3.1 Induction Training:

Induction training is the bare minimum training for anyone who wants to enter
the Adani site. The content, resources, method of training depends on the type
of work, duration for person has to remain on site.

a) The visitors can be of different types, which include General visitor,


Government Officer and VIP Guest. The site has option to select the
place, content and the duration of induction training based on this
guidelines.
b) The induction training completion is prerequisite for site access gate
pass. Unless the site induction training is completed the access gate
pass cannot be issued.
c) The induction is valid for six month for visitor and if site can trace
back the earlier date and time for repeat visitor, if six month time is
not lapsed visitor can be reissued the access gate pass on the same
induction.
d) The induction sticker suggested in Module -1 is optional and site can
implement process of NO INDUCTION- NO ACCESS GATE PASS to
ensure the implementation.

MODULE 1- Common Minimum Induction Applicable to all

Screening of Induction movie at the gate, issue of visitor leaflet containing


OHS policy, Site Lifesaving rules policy, Do’s/Don’t, Safety rule, Emergency
siren code, Emergency telephone contacts, assembly point location etc. The
induction record will be kept at the gate in induction register. Refer
Appendix-6 for further information.

MODULE 2 – Work specific Induction

The contractor employee hired for work with in site irrespective of duration
of work like repair, diagnose etc. are provided with additional information
related to work and hazard they are exposed to and precaution require as
well as company safety procedure applicable to the work, like Adani PTW
Procedure (OHS-12) over view, Respective Adani Safe Working Procedure
(OHS-03) discussion. Refer Appendix-7 for further information.

3.2 New Employee Induction Program:

a. All new employee irrespective to the department they are joining shall
undergo and complete this induction program. This induction program
introduce new employee to the Adani OHS program and the site
arrangements to achieve policy goals. This does not replace role/ task
specific OHS training, but it builds the foundation and directs the employee
for additional role specific training required to work safely and effectively.
The new Employee induction program is divided in to two parts:

b. Annexure-1A: Part-1: Facility orientation and OHS management system


introduction as per Annexure -1A. To be completed before allowing
employee to report respective department. The process will be initiated by
HR department in consultation with hiring manager to identify applicable
part depending up on employee role and responsibility.

c. This part-1 includes details to make employee aware of the Site, department,
work area, and the conditions of employment.

d. It also ensures that employee made aware of hazards and precautions about
his job, the site in general, and any OHS issues which may be applicable.
e. The supervisor/ hiring manager in charge will use the check list to identify
applicability of OHS procedures based on the employee role.
f. The employee will be provided access to Safety Procedure manual, the
Procedure indentified has to be briefed and understood by the employee.
g. After completion of Part-1 the hiring Department head or his appointee will
review the Annexure-1A with employee to verify that employee has
minimum understanding and awareness about Adani OHS management
system and authorizes him in writing to start limited work under supervision
within the department as well as initiate Part-2 induction process.

Note: Part-1 Awareness induction training is not sufficient to authorize a new


employee to carry out certain tasks or activities, or operate certain equipment,
including: Lock out-Tag Out, crane operation, forklift truck operation, and confined
space entry. Check Part-2 training matrix for specific authorization requirement
applicable to concern employee.

h. Annexure 1B- Part -2: Role specific Training needs identification,


completion and authorization to start work.

i. See Annexure - 1B for Part 2 of the new employee OHS Induction process. It
contain checklist to identify the authorization training requirement and
training materials. These trainings must be completed promptly, before
allowing employee to work independently after appointment, Department
head written authorization is required on part-2, after successful
completion of induction process which allow employee to work
independently for all functions as identified and authorized in writing.

j. The respective department head of the employee will identify the role
specific training using the Part-2 – Annexure-1B, coordinate with the
Technical Training department and OHS department to prepare training
plan for the identified subject.
k. The site Safety representative and the Technical Training department will
make necessary arrangement for in house expert faculty or the external
agency for specific training topic as identified in Annexure –1B.
l. After completion Part 2 inductions training, the new employee, submit the
record to the Department head for final review.
m. The Department head will review and authorize in writing to allow the
employee to perform normal work independently.
n. File documents, Part 1 annexure-1A and Part 2 annexure-1B, in the
employee’s training file with department and at central location.

3.3 Training Resources and Requirements

a) Adequate resources, including budget and time, shall be allocated to


develop, maintain and perform employee OHS training, both regulatory- and
Adani-required as (BMP) trainings. Each site must complete 100% of the
regulatory-required and Best Management Practice (BMP) training annually.
b) Adani group OHS team will develop a generic Adani OHS Course Master list
Annexure-2 considering activity involved across the business.
c) Adani OHS course master list review will be done annually or as necessary to
add or remove the applicable courses.
d) Each Adani site should conduct an annual gap analysis of the site training
matrix and the Adani OHS Course Master List to ensure that all required

trainings are identified based on the site activity and the new courses have
been incorporated into their Site Training Need Matrix Annexure- 3

e) Employee OHS training, both job-specific and regulatory-required, will be


provided according to the frequency indicated in master course list. A final
Site training matrix is base document to guide all department head during
the Training need identification process annually.
f) Refresher OHS Training need has been established for many OHS Training
Courses by the Adani Group OHS Team and indicated in Adani OHS Course
Master List. These periodic refresher training has to be completed when due
for respective employee. Additionally, the following conditions will dictate
the need for more frequent and/or refresher training:

i. Significant changes in Policy or Procedure


ii. Decreased employee proficiency
iii. Training deficiency identified through examination results,
employee work practices, incident investigation, an OHS
inspection or audit, employee complaint, etc.
g) Training will be provided to new and reassigned employees prior to the start
of work. At each site, the responsible manager must inform the Site OHS
Representative of all newly appointed employees at least one week prior to
the start of work. New employee will be made available for OHS training on
first day of the joining. In no case shall new employee be permitted to
perform jobs involving Restricted Work Activities until appropriate
qualification is completed as required in respective Adani OHS Procedure
No. OHS-12-I Restricted Work Authorizations.
h) Each site shall develop an annual Site Training Plan in Annexure-5 by not
later than April 5th of each year. The site-specific training plan shall be
clearly communicated to all affected employee of site, and the responsibility
for completing required training is placed on a concern individual and the
department manager.

3.4 Training need identification:

a. For all Adani site OHS training need for individual employee will be
identified and made applicable based on the three major head:
i. Site wide
ii. Department wide
iii. Role, Responsibility and Task wide

b. The respective Department Manager will initiate process of training need


identification during annual performance appraisal for all employees. The
agency worker working within department will also be evaluated for training
need adequacy using the Adani OHS course master list Annexure-2 once in
a year. The department need so identified will be forwarded to Adani
Technical Training Department to prepare Site Training Tracker Annexure-3
compilation.
c. The Site training tracker will be communicated to all affected employee and
the Quarterly Site training plan will be prepared indicating dates and venue
of training classes for class room training as applicable.
d. The training completion record will be maintained and reported by the
Technical training department in MIS.

3.5 Training Materials, Trainer Competency and Documentation:

a) The standard training material, content along with testing guideline will be
prepared for all OHS training courses listed in Master OHS course list. The
trainer has to use the Adani training material and test method for respective
training topic.
b) Record of Trainer competency and the training attendance signed sheet,
evaluation sheet will be maintained at site at central location.
c) Only persons knowledgeable on the topics will conduct training. When
external agency is hired, the course content and testing guideline will be
given to external agency and will be followed for the training.
d) Training effectiveness shall be evaluated for all OHS Training Courses.
Methods of evaluating training effectiveness may be employed at the site or
business level, including quizzes, practical demonstrations, verbal
discussions, or general observations of employee application of the course
knowledge in their jobs. Whenever these evaluations demonstrate that
training effectiveness is unsatisfactory, retraining must be performed.
e) The site will nominate department or person responsible to plan, initiate,
organize, conduct training process and maintain, monitor and report
progress.

4. RESPONSIBILITIES:

4.1 The Adani Technical Training department head:


Is responsible and sole owner for implementation of this procedure at the
Site, He will:

a) Initiate action well in advance to complete all employee training need


identification based on the site training need matrix, and prepare and
maintain Site training tracker in Annexure-4
b) Will identify internal trainer or external agency for all required topic of
the plan and evaluate trainer competency based on the participant
feedback and other methods as necessary.
c) Will prepare annual training plan as per Annexure-5 for the site and
communicate to all affected employee.
d) Will maintain all records of training including attendance sheet, test
result and update employee training completion record in Site training
tracker and report.

4.2 The business Site Head or his designee is responsible :

a) To implement this procedure at site level


b) To allocate and provide required resources to implement procedure
c) To identify & appoint Element owner in writing for this procedure.
d) To ensure that the annual review are completed at the site for this
procedure and require changes are incorporated in procedure to
increase the effectiveness.

4.3 The Managers/Head of Department are Responsible:

a) To identify of employee training needs in Annexure-3 based on the


department activity and assigned role & task using Adani course
master list Annexure-2.
b) To send employee to attend training program as per the training plan.
c) To maintain the department employee training completion record and
evaluate on job implementation of the training and give feed back as
well as retrain the employee as identified and necessary.

d) Not to allow or force employee to do the job when the employee is not
trained as per the need identification or the training validity expires
and refresher training is not completed.

4.4 All Employees are responsible:

a) To raise concern when they are not trained and confident to do the
respective assigned work safely.
b) To implement the knowledge and the safe working principles learned
during training.

4.5 The site Safety Head is responsible:

a) To Review and audit the training procedure and site training matrix for
adequacy.
b) To review and audit employee training need and employee training
completion and test methods for adequacy.
c) To review and suggest changes in the procedure, method & module
content.

4.6 Adani Group OHS department is responsible:

a) Identify and review requirement of OHS training course based on


regulatory, accident history, audit finding and best industry practice.
Prepare and update Adani OHS master course list with applicability,
refresher frequency and test method etc. every year.
b) Review and update the procedure based on the site feedback and the
audit findings if any.

4.7 Respective OHS frame work Element/Component owner is responsible:

a) To follow up with respective person responsible for implementation of


the respective procedure step of this procedure.
b) Maintain the record of information received for implementation and
compile the information for site.
c) To carry out quarterly self-assessment of the Element/Component
using Annexure -1 program evaluation score card of OHS-20 Program
evaluation procedure.
d) Coordinate and Prepare action plan to implement this procedure.
e) Report the action plan, resource requirement and status of this
procedure to the Site Head.
f) Maintain Annexure –A and review and update as and when changes in
information occur, or at the minimum once in a year.
g) Keep record of site specific improvement, arrangements, deviations
and exclusions done to implement this procedure in Annexure-A.
h) Send information to Group Safety related to best practice and major
deviation recorded in Annexure-A annually or when required for
annual review.

5. TRAINING:

Refer training procedure OHS -05 for training matrix for training need and
available training topics.

6. AUDITING:

This procedure, program shall be reviewed annually. The review shall be


documented shall reflect changes/updates based on audit findings, gaps, trends,
regulatory changes, etc.
