US: NO CHILD IS LEFT BEHIND VS PH: EDUCATION FOR ALL

What is NCLB?

The No Child Left Behind law—the 2002 update of the Elementary and Secondary
Education Act - which grew out of concern that the American education system was no
longer internationally competitive—significantly increased the federal role in holding
schools responsible for the academic progress of all students.

And it put a special focus on ensuring that states and schools boost the performance of
certain groups of students, such as

 English-language learner

 students in special education,

 and poor and minority children, whose achievement, on average, trails their
peers.

Philippines’ Education for All

As a response, the Philippines crafted and implemented the 10-year EFA Philippine Plan
of Action covering 1991-2000. The EFA plan articulated the country’s national goals,
objectives, policies and strategies, as well as the regional programs for implementation
for the first decade of the EFA movement. Under the 1991-2000 Plan (EFA 1), the thrusts
included:

Early Childhood Development

• Expand and improve comprehensive early childhood care and education,
especially for the most vulnerable and disadvantaged children.

• Ensure that by 2015, all children, particularly girls, children in difficult


circumstances and those belonging to ethnic minorities, have access to complete
free and compulsory primary education of good quality;

Universalization of Quality Primary Education

• Enhancing the holding power or student retention of schools

• Using alternative teaching-learning delivery modes

• Strengthening home-school partnership

• Emphasis on higher-level thinking skills

• Upgrading teacher competencies

Alternative Learning Systems

• Eradication of illiteracy in selected areas

• Promotion of continuing education and development

• Implementation of integrated programs

How is ALS implemented?

ALS ACCREDITATION AND EQUIVALENCY TEST

 The Alternative Learning System Accreditation and Equivalency (ALS A&E) Test,
formerly known as the Non-formal Education A&E Test, is a paper and pencil test
designed to measure the competencies of those who have neither attended nor
finished elementary or secondary education in the formal school system.

 Passers of the A&E Test are given a certificate/diploma, bearing the Department
of Education (DepEd) seal and the signature of the Secretary, certifying their

competencies as comparable graduates of the formal school system. Passers are
qualified to enroll in secondary and post-secondary schools.
