INTRODUCTION
“Education is the key to success.” Nobody can deny the hard fact that education is an
extremely important for bringing change in the lives of individual but not all of us were given
According to the Law, every child must attend a formal school were he/she wants.
The government should ensure and support the education of every child. That’s why the
Department of Education offers free education to all. But this is not really applied by other
institutions for they are concern on the salary of the teachers especially in private school.
Public schools offer free tuition for enrolment for elementary but also in High School
students. This may count for high enrolment in schools, although the enrolment has a high
result, many poor families in unable to finance the ancillary school needs of their children.
The reason why out of school youth happens because of the problems in the family that
Department of Education has now a program for out of school youth which is the
Alternative Learning System (ALS) in which all the non-schoolers are given opportunity to
pursue schooling. And even for those who are already married, they can still attend this
program if they want to have a certificate that will help them find a better job. Also, for those
who are dropped out in Elementary and Secondary School may have a chance to attend the

General Objective: This study is conducted to know the reason why the number of out

serious problem for the future of the country, because uneducated and unskilled people with lack
of intelligence will not be able to find a good job and will not be successful in the near future.

III. SIGNIFICANCE OF THE STUDY
The importance of this study is that every one of us becomes knowledgeable about
the youth who is not lucky to attend a formal school because of many problems. This study
can also help the people to realize the importance of having good education and it also for the
government to make a solution in order for the youth to have a better education.

IV. SCOPE AND DELIMITATIONS
This study focuses on the Out of School Youth in Tambcan, Bais City. This involves
a survey for those who are out of school youth. The selection of respondents are only limited
since there are lots of people in Tambacan, Bais City who cannot attend formal school.

V. DEFINITION OF TERMS
Youth – is the time of life when one is young, but often means the time
between childhood and adulthood (maturity).[1][2] It is also defined as "the appearance, freshness,
the knowledge, skills, values, beliefs and habits of a group of people are transferred from one

VI. REVIEW OF RELATED RESEARCH AND LITERATURE

6. DISTANT PARENTS - These is a good example for Over Seas Filipino Workers
(OFW), OFW parents do distant parenting strategies. Which is not effective, said by
Alvin Ang of the University of Santo Tomas working as a cites economist. “Amid the
tide of a nation wide rise of drop-outs and the slump of kids’ school participation and
cohort survival, Ang rides against the commonly-held belief that distant parenting
strategy doesn’t work”.(by the article of LUIS CARLO S. LIBERATO Feb. 24. 2011)
With this drop-outs more and more young Filipino get out of school and the distant
parents do not have any idea that there children are already in the wrong pat.

7. CHILD LABOR - refers to the illegal employment of children below 18 years old in
hazardous occupations. Under-age children are being forced to manual Labor to help
their families mainly due to poverty. About 2.06 million children all around the
Philippines are compelled to do Labor, such as in crop plantations, mining caves, rock

VII. STRATEGY USED IN COLLECTING DATA
This term paper will not become complete if the things and strategies used to gather

Based on the results, all of them answered yes when asked if education is important to
them. The major problem that the out of school youth is the high cost of education that we all
know there are lots of people who are suffering from poverty. Their parents cannot afford their
studies. So how they can pay for their education? No money even for school supplies, even if
there are no tuition fees in public schools. Poor families will naturally prioritize food. Most poor
families can't even eat 3 meals a day, so schooling off the kids just cannot be funded. Almost all
of the respondents stopped when they reached secondary (high school) level because of that
problem. Incapable government, poverty, unsupportable parents, bad peer pressure, bad vices,
distant parents, child labor, teacher factor, laziness, high cost of education, illness/ disability,
lack of interest, and cannot cope with school work are the reasons why they cannot attend formal
school. All of the respondents want to have a good education they want to go to school if there is
an opportunity.

IX. CONCLUSIONS
The researcher therefore concluded that there are many reasons why the number of out of
school youth is rapidly increasing. It could be called an epidemic: nearly one-third of the nation’s
high school students do not graduate. They leave school for all kinds of reasons: Incapable
government, poverty, unsupportable parents, bad peer, pressure, bad vices, distant parents, child
labor, teacher factor, laziness, high cost of education, illness/ disability, lack of interest, and
