V. Rationale :
Under the Philippine law, the State shall provide alternative protection and
assistance through foster care or adoption for every child who is a foundling,
neglected, orphaned, or abandoned. The best interests of the child shall be the
paramount consideration in all matters relating to his care, custody and adoption, in
accordance with Philippine laws, the United Nations (UN) Convention on the Rights
of the Child, UN Declaration on Social and Legal Principles Relating to the Protection
and Welfare of Children with Special Reference to Foster Placement and Adoption,
Nationally and Internationally, and the Hague Convention on the Protection of
Children and Cooperation in Respect of Inter-country Adoption.
R.A. 9208, Anti-Trafficking in Persons Act of 2003, expanded by R.A. 10634, made
the Philippines one of the few Asian countries in Asia that have enacted an anti-
trafficking legislation. It institutes policies to eliminate and punish human
trafficking, especially women and children, establishing the necessary institutional
mechanisms for the protection and support of trafficked persons. It aims "to
promote human dignity, protect the people from any threat of violence and
exploitation, and mitigate pressures for involuntary migration and servitude of
persons, not only to support trafficked persons but more importantly, to ensure
their recovery, rehabilitation and reintegration into the mainstream of society."
Objectives:
General objective: To advocate laws and programs under Alternative Parental Care
and Anti-Human Trafficking.
Specific objective:
This activity will be facilitated by the DSWD Field Office I, City of San Fernando, La
Union together with the Municipal Social Welfare and Development Unit of Umingan,
Pangasinan. The Learning Service Providers will come from the experts of DSWD
FOI who will introduce the laws and programs through lectures and open forum.
Hereunder are the projected expenses to be incurred with the said activity, to wit:
The advocacy campaign for Alternative Parental Care and Anti-Human Trafficking is
very crucial and important in order to promote awareness to the townspeople of
Umingan and to form advocates and volunteers in every barangay to uphold the
programs regarding trafficking, foster care and adoption.
