Compilation of Best Practices on Youth-led COVID-19 Response

OUTLINE

Overview:

On March 8, 2020, President Rodrigo Duterte signed Proclamation 922 placing the
entire Philippines under a state of public health emergency due to the COVID-19
pandemic. Eight days after, the President declared the entire Luzon area in the
Philippines under "enhanced community quarantine," which is effectively a total
lockdown, restricting the movement of the population.

These circumstances didn’t stop the youth in taking actions to complement the
efforts of the government to flatten the curve of transmission and help in alleviating
the situations of the Filipino people nowadays.

Banking on its core belief that the #YOUthCan, Positive Youth Development
Network, Inc. gathered the best practices on youth-led COVID-19 responses from
youth organizations and Sangguniang Kabataan councils all over the Philippines
which can be replicated and modified to fit other communities’ needs.

These initiatives focused on three thematic areas namely: (1) Service Delivery
(Distribution of Relief Goods, Hygiene Kits, Personal Protective Equipment, etc.), (2)
COVID-19 Information Drive, and (3) Online Youth Engagement.

This compilation will be updated once the network receives new innovative
programs. If you know an initiative that can be shared as a best practice, feel free to
fill-out the information through this form: ______________.

Table of Contents:
Title of Project/Response: KapamiCARE: Dunong at Malasakit Kontra COVID-19
Implementing Team: United Voices for Peace Network Inc.
Community: Cotabato City

Short Description of the Response:

It is a youth-led initiative that aims to help the vulnerable groups within local
communities become aware of the COVID-19 and the necessary precautions to
protect themselves from being infected of this pandemic virus. It also aims to help
facilitate the inflow of relief assistance from various groups to these communities for
them to survive from hunger and thirst brought about by various necessary
measures in place. Kapami’Care is derived from a Moro word “Kapamikir” which
means “Thinking” blended with an English word “Care”. We believe that with
DUNONG (right knowledge) and MALASAKIT (care for other people) we can together
beat COVID-19.

The Need:
The city is highly commercialized in nature but there are still areas that depend on
agriculture like fishing and farming. The people living in the city are coming from a
diverse cultural background but mainly Maguindanaon, Visayan, and Chinese are
the majorities. The city serves as not only a central market but also a workplace for
most of the people in the nearby municipalities. The regional hospital is also located
in the city, persons under investigation and monitoring because of COVID-19 are
being brought to the city to be treated at the hospital. This is because the nearby
municipalities lack advanced health facilities. Just recently the city confirmed its first
COVID-19 positive case, the patient is not originally from Cotabato but stayed in the
city for business. With this Cotabato City shows high risk to the spread of the deadly
disease.

The Solution:
(1) Capacity-building on youth volunteers and other youth actors in responding
COVID-19 and other emergencies AFTER the enhanced community quarantine. (2)
Online activities that urge active youth participation in beating COVID-19.
(3) Visitation of home for the aged, orphanage and in-campus students AFTER the
enhanced community quarantine. (4) Information drive about COVID-19 (symptoms
and precautions) and relevant guidelines on various measures in place.
(5) Distribution of hygiene kits and other necessities in a very careful manner taking
into consideration relevant guidelines on various measures in place
The Impact:
After almost 3 months of implementation the project reached a total of 202 direct
reach and 5,274 indirect reach through its various activities from both online and
offline activities, and utilized more or less 200 youth volunteers.

Title of Project/Response: Project Kasurog

Implementing Team: Red CATs
Community: Frontliners, Tricycle Drivers, Internally Displaced Persons due to COVID-
19 and youth of Camarines Norte

Short Description of the Response:

Kasurog is a bicol term meaning the one who backs up, defends or protects another.
Which is basically what the program is aimed at, to let these people know and feel
that they have someone on their back that is willing to help them to get equipped
and capacitated. It consists of 10 different activities that are aimed at disseminating
accurate, timely and truthful information about COVID-19.

The Need:
Originally, during planning with the team before the enhanced community
quarantine was implemented it was identified that tricycle drivers are one of the
most exposed individuals to the majority of the population here in Daet, Camarines
Norte.
• Tricycle is the most common mode of transportation in the municipality;
• They have less access to information;
• They can reach communities who has limited access to information;
• They have direct reach to members of community (commuters); and
• They are exposed to many crowd due to the nature of their job

But due to ECQ, all means of public transportation were temporarily banned and
thus the implementation of the project is not possible for the meantime. The team
then identified another set of individuals that needs the program at the moment
which are our Front liners. Same with the tricycle drivers, during ECQ, they are the
most exposed to crowds due to the nature of their jobs, and their risk of having
COVID-19 is really high.

The Solution: 1.
Online Hand Washing Challenge (Online HAWAC) – In the light that physical
contacts are highly discouraged, be able to ‘touch’ others virtually through Online
HAWAC or Online Hand washing Challenge. Help disseminate the importance of
hand washing in beating COVID-19 and be an instrument to debunk myths and
combat the spread of fake news. The purpose of the challenge is to disseminate
accurate, timely and truthful information about COVID-19. It will be done through
the Online HAnd WAshing Challenge to be launched on Facebook. Basically, it will
start with one person doing hand washing and he/she will challenge someone to do
the same until it reaches a wider audience. Since it will be a challenge, there will be
winners for this. The winner was judged based on certain criteria such as reach,
creativity and quality. The winner will be receiving 50 sets of hygiene kits to be
disseminated to his chosen community in Basud, Camarines Norte.

2. Distribution of localized IEC materials and conduct lectures to front liners that
ensures the continuity of lifelines (e.g food establishments, gasoline station, grocery,
convenience stores, water refilling stations, vulcanizing shops and etc.)
3. Visited to the designated RRF or Rest and Relief Facilities at Sta. Elena,
Camarines Norte (3 to 4 hour ride from Daet, Camarines Norte) to assess the needs
of the individuals situated there and relayed it to the provincial government for
further intervention and assistance. We also provided IEC materials and oriented the
officers in charge per facility information about COVID-19 which they can share to
others. The Rest and Relief Camps serve as the temporary shelter of individuals who
travelled back to Camarines Norte after the start of the enhanced community
quarantine. These individuals are not permitted to go back to their respective
houses until they complete the mandatory 14-day quarantine.

4. Hygiene Promotion and Hand Washing lectures.

5. TODA’s COVID-19 (short for Tricycle Operators and Drivers’ Associations against
Corona Virus Disease 2019) is a program aimed at disseminating accurate, timely
and truthful information about COVID-19 through provisions of Localized IEC’s
materials that will be placed in the most common public transportation (tricycles) in
Daet. It will also include distribution of alcohol/sanitizer for commuters and drivers
use.

6. Radio Guesting at DWCN-FM 96.9 to discuss updates about COVID-19 and tips
on how to protect yourself and your family.

7. Radio storytelling of “Si Dina. Si Dino. Si Dani. Ang Danum Kids” at DWCN-FM
96.9. There will also be online storytelling for our volunteers which they will be
sharing with children in their households.

8. Provision of Improvised Masks to Volunteers situated at various checkpoints in

the province.

9. Hand Washing and Hygiene Promotion Activities

10. Worked together with Philippine Red Cross and PDRRMO in providing
Psychosocial Support programs for the Front liners and the establishment of
Remote Psychological First Aid hotline and CN Covid-19 Welfare Desk.

The Impact:
It was very overwhelming that through the program, the youth were acknowledged.
Their influence, energy and persistence to do something for the community is really
applauding. It proved that indeed #KayaNgKabataan and that age is not a hindrance
for someone to do something for the betterment of the community. We are being
tapped by other municipalities to assist in their operations and it goes to prove that
our initiatives are meaningful and impactful.

As of the moment, we have the following figures for our reach:

8,275 Post Reach

2,177 Post Engagements
3,294 Page Reach
826 Page Views
120 Direct Reach
95,572 Indirect Reach

Most of the beneficiaries gained knowledge about the current situation, they also
became more aware about the means they can improve their hygiene and the
proper hand washing. Also, some of our beneficiaries received kits that they can use
to protect themselves from the virus. And more importantly, they were equipped
with the proper information about COVID-19 that they can share with others as well.

Through the information that they received, it can help them live their lives better.
Indeed, knowledge is power. If one knows what is right, what things should be and
how things should be done, it can help them and others as well.

Title of Project/Response: Operation #GaKoS

Implementing Team: Sangguniang Kabataan- Barangay Apas
Community: Brgy. Apas, Cebu City
Short Description of the Response:
Project GaKoS is a youth-led response of the Sangguniang Kabataan of Barangay
Apas to provide education about COVID-19 and importance of proper hygiene and
sanitation to its residents at the same time, providing them with hygiene kits.

The Need:
Before coming up with a response, a lot of misinformation and hoax regarding the
pandemic has been going around the residents. Moreover, due to the panic, supplies
for hygiene essentials have been depleted.

The Solution:
The response focused on education and provision of products to the community. We
gathered partners to create sanitizer and purchase handwashing soap which was
distributed to 650 households together with fliers about COVID-19. While we are
distributing it at their houses, we also discuss about COVID-19 and how to protect
them through proper sanitation.

We also put up sanitary refill stations so that people can come to the station to refill
their bottles. Infographic materials were also distributed.

The Impact:
At the moment, the response has reached out to at least 859 direct beneficiaries
including the 650 beneficiaries of the sanitary kit, sanitary refill and education. We
also had 10482 indirect beneficiaries that consists of the family members of the
direct beneficiaries, boarders in boarding houses, employees of Cebu IT Park where
we also gave out sanitary refill and fliers to the checkpoints and people from each
sitios.

Title of Project/Response: Project Padurufunan

Implementing Team: SK Council 3
Community: Brgy. District 3 Tamauini, Isabela
Short Description of the Response:
Padurufunan is an ibanag term for Bayanihan. A youth-led initiative which aims to
alleviate the situations of individuals and families affected by the community
quarantine through providing essential interventions such as information
dissemination and relief operations that are vital during the COVID-19 pandemic.

The Need:
On January, when the 2019 novel coronavirus (now, Coronavirus-2019) made
headlines in televisions, radio broadcasts and publications, locals in the community
brought attention to the said pandemic, it became a household word in almost
every street in the barangay up to this date.
Moreover, a series of myths and misconceptions regarding the new coronavirus
arose in the barangay. Some believes that COVID-19 can be transmitted only in areas
with humid and cold climates, which makes the barangay safe because it is located
within a valley that is often experiencing warm climate. Most mothers in the
barangay even consider antibiotics as immediate medications to treat COVID-19.
Others bought kilos of garlic in the market to prevent COVID-19. These misbeliefs
were rooted to misinformation from different sources primarily from online
platforms that could possibly lead to fear among residents in the barangay amid the
increasing numbers of confirmed cases and mortality of the present pandemic.
Communicating the right information in a clear and concise way is crucial, especially
in this time of uncertainty.

When the enhanced community quarantine took effect since March, low-income
people in the barangay were disproportionately to be uninsured or underinsured for
health care, and for many, even stocking up their kitchen pantry was an impossible
financial hurdle. Almost all of the households were challenged due to the global
crisis.

The Solution:
3 days after the implementation of Luzonwide Enhanced Community Quarantine,
the council launched the Brgy. Dist. 3 Bantay COVID-19 Mobile Advisory
With the use of mobile phones, in close coordination with the Barangay Health
Emergency Response Team (BHERT), communication commanders relay the latest
updates and announcements, and other relevant information to all the households
within the barangay. We are equipped to respond to questions with the right
information.

Through the seed money conferred by the Positive Youth Development Network
(PYBD) the council put iStore COVID-19 Information Hub to sari-sati stores in the
barangay that are equipped with Information Education Campaign (IEC) materials.
istorWASH of Mimaropa Young Leaders was also conducted in promoting the
importance of hand hygiene to children in the barangay through the story book, Si
Dino. Si Dina. Si Dani. Ang Danum Kids.

Health Kits composed of germicidal soap, vitamins, 100 mL alcohol and IEC materials
were distributed to indigent families in the barangay. The council also gave lunch
"Tumblers for our Frontliners."

Partnered with the Youth for Barangay Health (YBH), the council conducted a
fundraising campaign to provide relief assistance to poverty-stricken families in the
barangay.

Moreover, the council through Project BaK 2 Bak: Balik-Kumpyansa sa Bakuna's

Baby We Got Your BAK! called online donations to deliver diapers and baby care
products to infants under one year old and expectant mothers in barangay.

Together with YBH, the council is taking a leap in bringing healthcare closer to the
community by providing free blood pressure monitoring to residents in the
barangay.

The Impact:
65 SMS composed of real-time COVID-19 local and national updates, preventive
measures, and local directives were sent to almost 300 households through the
Brgy. Dist. 3 Bantay COVID-19 Mobile Advisory.

The council installed 11 istore COVID-19 Information Hub in the barangay. This
intervention was also adapted by the SK Council of Brgy. Compania, Tumauini,
Isabela as they installed 21 istore COVID-19 Information Hub to 21 sari-sari stores in
the barangay. Children ages 15 below were engaged in istorWash sessions. 120
indigent families received health kits and 40 tumblers were distributed to 40
barangay frontliners.

The council raised P24, 235 cash donations, 1 sack of 25 kilo rice and 1 sack of 50 kilo
rice were in-kind donations. The council was able to distribute 140 food packs and
health kits consisting of 2.5 kilos of rice, canned goods, sachet of coffee, germicidal
soap and vitamins to poverty-stricken families of 68 daily wage earners, 42 senior
citizens, 25 barangay frontliners and 5 OFWs (blue-collar workers affected by the
community quarantine or lockdown overseas) in our barangay.
After weeks of fundraising, the council was able to raise a monetary amount of
P6,800 and was able to provide 600 diapers, 22 health kits, and 15 fortified rice to
infants under one year old and expectant mothers whose families are affected by
the enhanced community quarantine. Health teaching on infant immunization was
also conducted as part of the week long celebration of 2020 World Immunization
Week.

At present, the council and Youth for Barangay Health is conducting delivery of basic
health services such as free blood pressure monitoring to residents in the barangay
who cannot go to nearest healthcare facilities due to the risk and vulnerability to
COVID-19.

Title of Project/Response: #OneVisayas: EdukAKSYON Kontra COVID-19
Implementing Team: Visayan Youth Matters
Community: Local communities in Visayas

Short Description of the Response:

"EdukAKSYON Kontra COVID-19" is a youth-led mobilization in response to the
present pandemic that campaigns for an inclusive and culture-sensitive health or
risk communication in communities by laymaning important information about the
pandemic into four Visayan languages namely Hiligaynon, Kinaraya, Cebuano and
Waray.

The Need:
Most of the Information, Education, Communication (IEC) material created by
government agencies is written either in English or Tagalog. Using these languages
and distributing it in areas who aren't native Tagalog/English speakers might affect
reading comprehension compromising the effectivity of the risk communication
material. In a pandemic, an emphatic, culturally-sensitive, and accurate information
about COVID-19 is needed by vulnerable populations to help themselves fight
against the invisible foe.

The Solution:
The Visayan Youth Matters partnered with youth organizations and Sangguiang
Kabataan councils all over the Visayas to start a campaign of sharing important
information about COVID-19 in communities. The team translated the IEC material, a
bi-fold brochure, in four Visayan languages namely Hiligaynon, Kinaraya, Cebuano,
and Waray. These brochures were distributed in local communities along with other
relief aid.

The Impact:
In just a week, we already distributed our IEC material and educated more than
2,000 households all over the Visyas mobilizing in six (6) cities and municipalities.
Our EdukAKSYON Kontra COVID-19 brochures are also available in four major
pharmacies in Central Visayas and Eastern Visayas.

Implementing Team: Sitio Baras Youth Club
Community: Sitio Baras, Dacutan Dumangas, Iloilo

Short Description of the Response:

A response to covid 19 pandemic that aims to provide an education intervention to
all students in primary that has no access on the internet.

The Need:
Due to the pandemic, classes in all school levels have been suspended and the
enhanced community quarantine was put into place for the safety of all. While some
schools provide education interventions for the students to cope with the lesson
that they missed but not all students have access to the internet.

The Solution:

substory_index=0&app=fbl
Title of Project/Response: 1. Ligtas Pamilya Campaign 2. Sulong Narsing Campaign
3. iStorWASH Campaign 4. SariSaring Kaalaman Campaign
Implementing Team: Paulinian Student Nursing Organization
Community: Region 2

Short Description of the Response:

Ligtas Pamilya Campaign
Objective : Care starts at home. Simply, this is to increase awareness regarding
COVID-19, its signs and symptoms, mode of transmission, preventive measures and
current data relevant to the said disease through health education sessions within
the family.

Sulong Narsing Campaign

Objective: To increase awareness regarding COVID-19, its signs and symptoms, mode
of transmission, preventive measures and current data relevant to the said disease
through health education sessions in the community.

iStorWASH Campaign
Objective: To teach children about the importance of proper hand washing as prime
prevention for infection control through interactive story telling sessions.

SariSaring Kaalaman Campaign

Objective: To raise awareness regarding COVID-19 through installation of knowledge
boxers or containers in popular sari-sari stores within the community.

The Need:
Before coming up to our responses, we had three perspectives which narrows down
to the same plot. First, as a Paulinian Student Nurse, we are highly an advocate for
health education. We do it by priority all the time and from the absence of a vaccine
for this pandemic, what’s more important than educating about precautions for
COVID19? Second, as a responsible member of the community, we felt obliged to do
something, to do health promotion amid this outbreak. Last but not the least, as
different individuals facing the same chaos, we came up with our campaigns just
merely by the fact that we value humanity and that is where we had seen the
problem. Though we have different platforms nowadays, some communities lack
health education right now. We have televisions, radios, but the absence of actual,
personal health workers in some communities, our citizens are already deprived of
health teaching, of knowledge related to COVID19. The problem we are facing right
now is stronger than one individual, but we’ve overlooked the fact that by working
together with the same goal, anything is impossible.

The Solution:
Well, as a university organization, we passed our campaigns for approval without
really knowing that the enhanced community quarantine would take months so as
for the implementation, instead of our target community from our community
health nursing rle subject , we tried really hard to be flexible on available resources
and participants. We applied the campaigns on our respective communities
INDIVIDUALLY so with that said, our campaigns went from community-based to
region-wide projects since student nurses of St. Paul University Philippines are
deployed from different locations around region 2.

The Impact:
Thousands of people benefitted from our campaigns. Community people gained
confidence about their knowledge in COVID-19. They were able to follow hand
washing, social distancing, wearing masks properly, and even to seek health care
solutions immediately. The effectiveness of our campaigns is at a satisfactory level
for us since numbers of positive cases of covid 19 around region 2 gradually
decreases over time.

Title of Project/Response: Project Distance-SIYA
Implementing Team: Panilungan Volunteer Group
Community: Brgy Pob. Proper and Pob. Tabuc Mambusao, Capiz

Short Description of the Response:

Project Distance-Siya is an initiative which supports the call of the World Health
Organization (WHO) to practice social distancing as one of the basic preventive
measures to avoid rapid spread of the virus.

The Need:
Since it is difficult to regulate the number of people going to some establishments
doing some important transactions and purchasing essential goods, thus we come
up on this project that despite the huge crowd, social distancing will still be in
practice because of visual cues that will serve as a reminder.

The Solution:
This project will deploy visual cues such as signage, markers, tarpaulins to serve as
reminders of the 1-meter distance away from each other. It will be positioned in
public places as well as private establishments where people in all walks of lives
usually visit. In support of our campaign, we also distributed 72 hygiene kits (bleach,
soap, detergent, toothpaste, shampoo) to our low income vendors in our public
market and a brief orientation on the proper hand washing.

The Impact:
A total of 17 commercial establishments and government offices benefited from
our signage and tarpaulins. The Local Government Unit asked for our signage and
requested our assistance for social distancing during the distribution of Social
Amelioration Program. Other establishments also privately messaged us to ask for
more signage.

Title of Response: Kadtabanga Saguna
Implementing Team: Team Hikma
Community: Youth, vulnerable groups in Maguindanao and Cotabato City

Short Description:
Kadtabanga Saguna is a three-phase initiative conducted by Team Hikma to address
pressing issues regarding the COVID-19 Pandemic. The phases were tailored-fit on
specific concerns brought about the pandemic especially for an already scarred
location like Maguindanao and Cotabato City.

The Need:
The pressing issues we could address in our level were the following:
1. Mental Health status of the youth
2. Economic needs of vulnerable communities affected by the pandemic

The Solution:
1. To provide support of the youth's mental health, the Kadtabanga Saguna initiative
featured "Mental Health Tips during COVID19 Pandemic" through our Facebook
page providing proactive solutions to make sure that we reduce chances of getting
anxious and even depressed because of the current crisis.

In addition, Team Hikma also partnered with various youth organizations in

Maguindanao including its Provincial Government to launch the Kadtabanga
Saguna Arts Competition. Aimed to make sure that the youth remain productive
during the pandemic, the online arts competition paved the way to show
Maguindanao's most creative minds in three categories: Poster Making Competition,
Creative Collage Competition and Poetry Writing Competition. With over 100
participants from all parts of Maguindanao, the competition crowned three winners
per category based on the number of Facebook reactions, winning Php15,000,
Php10,000 and Php5,000 respectively with Php1,000 consolation prize for all
participants.

2. Another pressing concern that Kadtabanga Saguna touched upon is the socio-
economic impact of vulnerable communities who lost their livelihood and jobs in
Cotabato City due to the pandemic. The team went on to conduct two separate
relief operations in hopes to at least aid those who need it the most.

The Impact:
1. For the mental health tips, the Facebook page saw a spike from our interactions
when we started uploading the mental health tips. It also helped that we partnered
with Team Kabanataan in this initiative to make sure that we get more people
involved, so overall, we are positive that we contributed in starting the conversation
especially in an area where mental health is rather a taboo topic.

2. Regarding the Kadtabanga Saguna Online Arts Competition, we think this was the
most engaging online experience for our Page, helping us get over 4000 new likes
and reaching over 100,000 audience. With over 100 entries and getting the provincial
government's funding of over Php200,000, I think we were able to get Maguindanao
youth's attention. We were even featured on TV Patrol because of this phase.

3. The relief operation totaled around Php 26,000 with over 106 recipients with the
second round being in partnership with Kapit Mindanao. We look forward in
producing more operations in the next days to come.

Title of Response: COVID-19 Awareness Drive
Implementing Team: Christian Youth Fellowship-Manjuyod
Community: United Church of Christ in the Philippines-Manjuyod Members

Short Description:
Distribution of safety kits and informative materials about COVID-19.

The Need:
COVID-19 is everywhere; news, newspapers, broadcast, and in social media. There are
many information sources which are helpful. However, these pieces of information
are not always correct. Some are not verified and can trigger misbehavior of people
in the community. Like these days, we have seen that under the General Community
Quarantine (GCQ) people are restless and have been going out, neglecting social
distancing. There are no precautions. Why? because the people thought that
COVID-19 is already gone in Negros Oriental.

The Solution:
It is time to respond, the least we can do is to inform our church members in
Manjuyod about COVID-19. As we have seen the potential of our members in sharing
it to the community they are living in, this correct information will spread. We pray
to God that our response to this crisis will be successful and helpful to not only our
church members but to the people who will hear, read, and do the pieces of
information we are sharing. People are misbehaving sometimes because they do
not understand, they do not know, and are victims of misinformation. The solution
from the start is education. Right information now is very important. Feed the
people's mind rightly to make them behave correctly.

The Impact:
As we are still starting, most probably based on the safety kits with hand soap, mask,
zonrox, informative iStoreWash booklet, and flyers that we will be giving to our
members there will be 120 households, estimated around 600 individuals, and about
400 indirect individuals including their relatives and neighbors. They will gain
correct information coming from reliable sources such as what and how to prevent
COVID-19. B.F. Skinner stated that the change of behavior signifies learning. In this
case, providing the informative materials to our church members triggers learning
and appropriate behavior response will follow. This is a simple way but beneficial
start for prevention.

Title of Response: Operation Salaknib

Implementing Team: Abra Youth Organizations Society
Community: Barangay Calaba, Bangued

Short Description:
Operation Salaknib is a door to door session that highlights the importance of
proper hygiene to one’s health, prevention of COVID-19 and providing hygiene kits to
children of affected families due to the Enhanced Community Quarantine.
"Salaknib" means shield in Ilocano.

The Need:
Children and young people are the most severely impacted victims of COVID-19
which can permanently damage our shared future. With their parents left with no
job and struggling to provide for their basic needs, these kids are at risk of
compromising their health and sanitation.

There is a low level of awareness and significant unsatisfactory practice in sanitation

and hygiene, and a prevalence of hygiene-related diseases among children. Youth
are less engaged in the community, especially in initiatives regarding health,
sanitation and hygiene.

UNICEF calls for swift global action to keep children healthy and well nourished,
reach children with water, sanitation and hygiene and keep children learning.

It is our responsibility to prevent suffering, save lives and protect the health of every
child. We must also ensure that risk-informed decisions on COVID-19 control
measures are made based on the best available evidence in order to minimize and
prevent any collateral damage, and to provide mitigation measures so the damage
is not lasting.

The Solution:
The Abra Youth Organizations Society hosted beautiful door to door storytelling
session (istorWASH) that aims to raise awareness about Water, Sanitation, and
Hygiene (WASH) using the illustrative booklet entitled "Si Dino, Si Dina at Si Dani:
Ang Danum Kids" and our culturally sensitive poster entitled "Waragawag: Anea ti
Rumbeng nga Maamoam" (In English: Announcement: What Should You Know)
posters to preschooler and school-aged children.

AYOS also distributed "Gameng ti Salun-at" (In English: Treasure of Health)

containing soap, toothbrush and toothpaste.

The Sangguniang Kabataan were also engaged to continue the implementation of

the project.
To fully implement this project, AYOS partnered with Positive Youth Development
Network, DepEd Abra, Philippine Nurses Association - Abra Chapter, The Technocrat
(The Official Publication of Abra State Institute of Science s and Technology-
Bangued Campus) and Sigaw ng Kabataan Coalition – Cordillera Regional Guild.

In order to showcase youth volunteerism during the COVID-19 pandemic, AYOS also
launched online the “We Heal as One Youth Volunteerism Photo Contest” through
the volunteerism in action pictures that capture the contributions of Abrenian youth

Title of Response: BAHAY MUNA.BUHAY MUNA. Mga Dapat Buhaton ug Mahibaw-

an na Impormasyon mahitungod sa COVID-19
Implementing Team: SENIOR HIGH SCHOOL IN DIGOS CITY SUPREME STUDENT
GOVERNMENT
Community: Barangay Zone 2, Zone 3, Igpit, Tres de Mayo, San Jose and San Miguel,
Digos City, Davao del Sur
Short Description:
The Covid-19 virus has been declared as a Public Health Emergency of International
Concern as the said virus came to be epidemic and has now spread to different
countries and territories (Bender, L., (2020). Covid-19 or Corona Virus Disease of 2019
is new virus linked to the same family of viruses such as Severe Acute Respiratory
Syndrome (SARS) and some types of common cold. It can be transmitted through
direct contact with respiratory droplets of an infected person (generated through
coughing and sneezing). Individuals can be also infected from contaminated
touching surfaces with the virus and touching their face. While Covid-19 is
continuously spreading, and now as it came to the Philippines, citizens must take
their full responsibility and control to avoid getting involved of the said virus.

This virus originated in China of the year 2019 with thousands of people infected. It
has been spread on different countries such as Macau, Singapore, and even some
parts of the United States. As of year, 2020, Covid-19 has entered the Philippines with
more than 200 cases that has been positively proven. The said virus first entered and
spread its vulnerability in Metro Manila. Many people were being under quarantined
for them to take the cure and would not be able to share it from non-infected
people. As time passes by, it went to Visayas, and currently, there are already positive
cases here in Mindanao. There are such rumors that Covid-19 has already touched
Davao but it has still not proven by evidences. However, people must still be fully
equipped in case of emergencies.

On the other hand, the Supreme Student Government of Senior High School in
Digos City will conduct the activity, Information Drive on Preventing Covid-19
through House to House Distribution of brochures, posters, washable mask and
handsoaps. Considering the situation that we are facing right now due to Enhanced
Community Quarantine; we will not only conduct the activity in Brgy. Igpit as
originally planned. We are now considering the SSG officers barangay where they
are residing for easy access and distribution of the materials. Though, we still
consider Brgy. Igpit where our school is located because the City Federation
President of the Sangguniang Kabataan as our main partner resides and one of the
SSG officers also residing in the barangay where we will mobilize youth volunteers.
Brgy. Igpit is considered as a rural area wherein almost half of the people are farmers
and lack of technological advances are evident. This makes it vulnerable to various
accidents and calamities as locals do not have enough resources to access new
information about recent calamities and problems that the country experiences. In
addition to that, as it is a rural area and is secluded from the city, connection using
mobile devices, especially to the internet, is difficult to acquire adding up to the
challenges of relaying information to the locals. Thus, with these inconveniences, the
Supreme Student Government of Senior High School in Digos City chooses Brgy.
Igpit as one of the main respondents in the conduction of Youth Mobilization for
Rapid Response Against Coronavirus Disease 2019(COVID-19) as the said barangay is
also where the school is located thus making it part of the community that the
school wants to patronage.

Objectives
• The Objectives of the activity, Information Drive on Preventing Covid-19 through
Distribution of Pamphlets and Posters are as follows:
• To provide awareness to people on how to prevent the epidemic virus Covid-19.
• In order for the people to be fully equipped in case of vulnerability.
• Reduce the fear and nerve wrecking emotions of people due to some rumors
without valid evidences.
• Educate the community on how to take their full responsibility on fighting
against Covid-19.

The Need:
Misinformation and misconception regarding the pandemic, COVID-19 and many
individuals are frontliners still working in the respective barangay halls and even
head of households who has the Quarantine Passes do not have their face masks,
and we want to educate people on the basics on handwashing

The Solution:
We provided customized 3-ply face masks, hygiene kits like hand soaps, printed
materials like posters and brochures and was given to frontliners in each barangay
identified where our SSG officers were residing.

The Impact
This strategy in communities with local COVID-19 transmission are to slow the
alarming emotions of people as well as to protect individuals at increased risk for
severe illness, including older adults and persons of any age with underlying health
conditions. These approaches are used to minimize morbidity and mortality and the
social and economic impacts of COVID-19. Distribution of Pamphlets and Posters will
provide knowledge to every individual about what is Covid-19 and its prevention.
Individuals, communities, businesses, and healthcare organizations are all part of a
community strategy. These strategies should be done as soon as possible to prepare
for and when there is evidence of community transmission. These implementations
are based on emphasizing individual responsibility for implementing recommended
personal-level actions. Also empowering the knowledge of workers in some public
facilities and in the world of social media users are essential to reduce the risk of
acquiring the said virus and be able to be fully equipped in case of its vulnerability.
Around 10,000+ individuals both online and barangay residents as mentioned as our
target locale/sites were benefited in the program we had conducted.

Title of Response: Kalimpyu: Kaungen sa COVID-19

Implementing Team: SAND'NG: One Vision for Community
Community: Municipality of Datu Odin Sinsuat, Province of Maguindanao

Short Description:
The term "Kalimpyu" is a Maguindanao word that simply refers to "cleanliness" and
"kaungen" means "restraining". The SAND'NG: One Vision for Community believes
that through sanitation and cleanliness, we can fight the propagation of COVID-19
pandemic. Moreover, in this project, we also provide and deliver accurate
information about COVID-19 pandemic to the 180 households classified as
underprivileged families. These 180 houses can be found in Brgy. Neketan and Brgy.
Dados in the municipality of Datu Odin Sinsuat, province of Maguindanao. These
barangays are placed in a secluded and remote area battling with poor signal and
limited access to information..

The Need:
The first problem I saw is the difficulty of transportation due to travel-banned.
Second, the geographical area of the target beneficiaries. And last, lack of
volunteers.

The Solution:
On the first need/problem which is the difficulty in transportation, my solution was
that I used my network by looking for a friend who has a multicab so that I can fast-
track buying the materials needed and the distribution of hygiene kits, brochures,
etc.

Second, "geographical area of the target beneficiaries". Since the location of the said
barangays are difficult to reach for coordination, I send a letter to the President of All
Barangay Captains (ABC) to inform the Barangay Captain of our target barangay.

Third, due to the strict implementation of Precautionary Measures and ECQ,

volunteers are afraid to join the activity, so what I did is I offered them a free
washable mask, free alcohol, free gloves, free foods, and certificates to encourage
and to catch their interest. Out of 18 applicants, only 10 confirmed.

The Impact:
The activity we initiate has a huge impact to the 180 households we directly reached
and 900+ indirectly reached. First, knowing the fact that they are living in a remote
area battling with poor signal and limited access to information, delivering an
accurate information is really demanded in the area which we find it very helpful.
Volunteers observed that most of the residents they reached has little knowledge
about the pandemic. Aside from using face mask, they have no more knowledge
how to prevent acquiring the virus. So SAND'NG: One Vision for Community
distributed a 180 brochures containing essential information and some FAQs about
COVID-19 pandemic. We also include the hotline number of RHU of our municipality,
DOH and Barangay Health Center incase they will observe the symptoms to any
member of their family. Prior to the orientation, they were panicking when they saw
us, they were very afraid to the extend that they were rejecting us - it took some
conversation before they let us in. After our orientation to them, we observed that
their emotions and fears were lessened. I asked one of our beneficiary why are they
very afraid? and her answer was very unexpected, "kagina kataw nami ah gakwa i
virus banya sa sambel" to translate it "we thought that the virus is being acquired
through air". This scenario has clearly portrayed how impactful our initiative by
delivering an accurate information especially in the communities battling with
limited access to information.

Title of Response: Project Abiso

Implementing Team: MOTION: PAREF Westbridge Multimedia Club
Community: Iloilo City and Province

Short Description:
Project Abiso is a youth-led initiative that aims to help inform communities in the
Province and City of Iloilo about the on-going COVID-19 Pandemic. Project Abiso will
produce Information, Education, and Communication materials to be given to
families across the city, teach proper handwashing procedures, debunk myths and
fake articles circulating online, and post publication materials from authorized
sources (World Health Organization & Department of Health) in social media.

The Need:
Reliable and contextualized information in times of pandemic is relevant as relief
goods that we serve to the community. We have seen Infographics circulated online
and different establishments in English, Tagalog or Bisaya but hardly in our own
dialect.

The Solution:
Seeing the gap in information, we have tapped organizations and individuals to
translate relevant and credible information about COVID-19 into our dialect and
made a graphic out of it. We've printed a thousand copies of a flyer and gave it to 5
vulnerable barangays in the city. We've also launched a Facebook page to help
widen our reach; producing publication materials and debunking myths and fake
articles circulating online.

The Impact:
After 3 weeks of implementation, we have reached a total of 1000 households in the
city, and our Facebook posts collectively reached a total of 98, 202, and a total 17, 740
post engagements; a combination of views, likes, comments, and share.

The publication materials that we have produced helped our communities

understand the situation better. They were more cautious about the information
that they consume.

health crisis. Meanwhile, we also had Poetry Writing and Graphic Illustration to help
the youth channel their emotions while in quarantine.

We also partnered with the Commission on Population and Development

CALABARZON and MIMAROPA for the QuaranTeen Helpline, a local hotline that
adolescents can contact for any concern that they want to raise during the
pandemic.

Aside from our online initiatives, we also distributed food packs and #EndCOV kits to
all our residents. Each food pack contains rice, meat, and a variety of vegetables to
ensure nutrition. On the other hand, each kit contains bath soap, a bottle of
disinfectant and a one-page pamphlet which people can use to equip themselves in
the battle against the Coronavirus Disease 2019.

To curtail the spread of the viral disease, it is necessary to promote proper hygiene
and sanitation – this is the aim of Sandata sa Sakuna (SSS) which provided each
household with a health kit.

Community: Caragñag, San Andres, Catanduanes

Short Description:
SK Mobile Palengke aims to sell and deliver fruits and vegetables to the doorsteps of
our residents at a lower price or 50% discount.

The Need:
At the onset of Enhanced Community Quarantine (ECQ) due to COVID-19 pandemic,
food security is one of the priorities of affected families. In the assessment by SK

having fear of acquiring the virus in the market. Likewise, majority of our local famers
are in difficulty in selling their products due to ECQ.

Title of Response: Kadsanggila: Awareness and Measures of Prevention on COVID-
19
Implementing Team: Alliance of Magnanimous Youth Leaders, Inc.
Community: 4 Communities in Maguindanao Province: Brgy. Kurintem of Datu Odin
Sinsuat Municipality, Brgy. Mapayag of Datu Anggal Midtimbang Municipality,
Poblacion of Talayan Municipality, and Brgy. Iganagampong of Datu Unsay
Municipality

Short Description:
Kadsanggila, a Maguindanaon word which means “Prevention or to Prevent”, is a
youth-led initiative that aims to help inform the grassroots communities about the
on-going COVID-19 Pandemic.

The Need:
The communities have not been reached with legitimate information regarding the
COVID-19. Due to community quarantine, the 4 communities in Maguindanao
shares ignorance about the pandemic- not knowing what it is, where it came from,
how does it transmit, and also how to prevent it.

The lack of awareness is one of the risk factors that will make a person infected
because an individual must know the symptoms, the preventive measures and also
the information in which he/she can use to avoid the COVID-19..

The Solution:
The Alliance of Magnanimous Youth Leaders, Inc. initiated its localized youth-led
initiative called "Kadsanggila". The team called out volunteers from 4 target
communities to initiate the activities.

The initiative included community awareness about COVID-19, house-to-house hand

washing sessions, community visioning through arts (poster making), and also
online updates about the on-going COVID-19 Pandemic.

The Impact:
The impact was like hitting 4 communities with 1 initiative, in other words it's like a
domino effect in which the team reached out and educated far flung communities.
It made an authentic impact on the remembering, understanding, and application
part (in the Revised Bloom's Taxonomy). It reached and benefitted 679 individuals,
they were taught how to wash their hands properly, and information and preventive
measures on the COVID-19. This helped them alleviate their situations despite the
on-going pandemic, by realizing that they must apply the preventive measures to
avoid the infection/transmission of COVID-19.
