EXECUTIVE ORDER
No. 2019- 029, Series of 2019

“ ORGANIZING THE TECHNICAL WORKING GROUP FOR THE


BALAY SILANGAN OF THE MUNICIPALITY OF SABLAYAN”
WHEREAS, Art. II, Sec. 9 of the 1987 Consitution provides that, the state shall
promote a just and dynamic social order that will improve the quality of life of the people.

WHEREAS, Section 16 of RA 7160 or the general welfare clause of the Local


Government Code of 1991 likewise provides that the Local Government Units shall pursue
undertakings to improve public morals and maintain peace and order, among other equally
significant concerns.

WHEREAS, the proliferation and use of illegal drugs frustrate current initiatives
aimed at promoting productive family life, community peace and harmony and ultimately,
nation-building and national development;

WHEREAS, addressing the illegal drug problem is a shared responsibility between


the national and local governments, in collaboration with the various sectors of society;

NOW, THEREFORE, I, ANDRES D. DANGEROS, Municipal Mayor of Sablayan,


Occidental Mindoro, by virtue of the powers vested in me by the Local Government Code, do
hereby reorganize the Municipal Anti-Drug Abuse Council (MADAC) of Sablayan, Occidental
Mindoro as follows:

Section 2. Expanded Membership. If necessity so warrants, concern agencies may call


for the Expanded Meeting wherein their representation has an equal privilege and function
with regular MADAC members.

Section 3. Powers and Functions of the Municipal Anti- Drug Abuse Council. The
Municipal Anti-Drug Abuse Council shall have the following powers and functions:

a. Activate ADAC, prepare Plan of Action, organize home clusters, determination of
priority drug affected barangays, establishment of rehabilitation/referral desks
during pre-operations.
b. Witness the inventory of seized drugs/paraphernalia, conduct of advocacy and
prevention education during operations.
c. Identify/implement sustainable projects and submit monthly reports on anti-drug
activities during post operations.
d. Identify/implement sustainable projects and submit monthly reports on anti-drug

e. Serve as a focal point through which various organizations and individuals work
together cooperatively in the planning, implementation and evaluation of programs
on drug abuse prevention and control;
f. Provide for a mechanism to obtain funds, and mobilize volunteers, facilities and
technical expertise and;
g. Perform other related responsibilities as may be assigned by competent authorities.

Section 4. Meetings and Quorum

1. The MADAC shall meet every 3rd Wednesday of every quarter or in case of urgency
and necessity, the Chairman may call of special meeting. A majority of all its members
shall constitute a quorum.

Section 5. Funding Support. Funds for the administrative and operational requirement of
the Council shall be included in the annual operational plan of the Local Government Unit.

Section 6. Repealing Clause. All executive issuances, orders, rules and regulations
inconsistent with this Executive Order are hereby revoked, amended or modified accordingly.

Section 7. Effectivity. This Executive Order shall take effect immediately and a copy shall
be published at the Municipality’s official website.
