MANDATORY MINIMUM TRAINING REQUIREMENT FOR THE TECHNICAL
PERSONNEL OF EVERY DISTRIBUTION UTILITY
WHEREAS, Republic Act No. 9136, otherwise known as the Electric
Power industry Reform Act (EPIRA) ensures the provision of quality, reliable,
secure and affordable supply of electric power;
WHEREAS, Section 43(t) of the EPIRA mandates the ERC to promulgate
rules, regulations and guidelines and perform such other regulatory functions as
are appropriate and necessary in order to ensure the successful restructuring
and modernization of the electric power industry;
WHEREAS, it is imperative that the key officers of the Distribution Utilities
(DUs) must have adequate knowledge and understanding of these rules and
regulations and guidelines for the effective and efficient implementation of the
same;
WHEREAS, the continuing education of the Regulatory Compliance
Officers (RCO) and other officers/personnei of the DUs is vital for the effective
and efficient implementation of the ERC’s rules, regulations and guidelines;
WHEREAS, the Commission resolved that technical personnel of all DUs
be required to undergo Competency Training and Certification Program in
Electric Power Distribution System Engineering being offered by the University of
the Philippines Difiman — National Engineering Center (UP-NEC);
NOW, THEREFORE, be it resolved, as this Commission hereby resolves
to direct all DUs to require ali their engineering personnel involved in planning to
enroll in the “Power System Modeling and Analysis” and “Distribution
System Planning” Certification Programs at the UP-NEC, Diliman, Quezon City.
Certified true copies of their Certificate of Attendance to the aforesaid
certification programs of the UP-NEC shail be submitted to the Commission
within two weeks after the conduct thereof for monitoring purposes.
Non-attendance to the aforementioned required Certification Programs
shall be a ground for the imposition of appropriate fines and penalties upon the
utility concerned,
