X. Rationale of the Project (brief description of the situation


Sto. Tomas City in Batangas province was one of the oldest towns located at the foot of the legendary M.
Makiling which is sixty (60) kilometers south of Manila, and occupies a total of 10, 032 hectares, as certified by
the Land Management Bureau. Last March 19, 2018, the Senate approved the House Bill 5160 or “An Act
Converting the Municipality of Sto. Tomas” with a unanimous vote of 19-0. And on October 5, 2018, Republic
Act 11086 as signed by thee President Rodrigo Duterte, and was ratified last September 7, 2019 on a plebiscite
by the electorate of Sto. Tomas. The city has a population of 179,844 as of the year 2015 being certified by the
Philippine Statistics Authority (PSA). The local government having an average annual income of P230 million
as certified by the Department of Finance, planned to provide a larger, well-ventilated and structurally safe
public market and parking facility along Marhalika Highway
The inception of a public market was basically affiliated in the birth or founding of a certain town as it plays
an important role in the history, culture, and economy of a place. The status and credibility of a town can also be
seen on their kind of public markets they have built, and at the same time, public markets also depict the total
population a certain town has for it needed to serve its purpose as a place of trading off and accumulating of
goods needed by the consumers on that particular area. With these reasons, it’s been a must for the local
government not just to provide and make sure that their public market could still sustain the needs of the
consumers, secure the safety of the micro and small entrepreneurs, but also to secure its public market structural
integrity.
At the Sto. Tomas Public Market, due to insufficient parking space, the vicinity of he said structure is jam-
packed by the vehicles parked alongside the road. It is a must that as the number of establishments increases, the
parking spaces also increases. But in this case, this public market has an insufficient parking lot for its
customers.

XI. Objectives (General and Specific):


A. General Objectives
• To propose a detailed engineering design of The Proposed Design of New Sto. Tomas Public Market and
Parking Facility Located in Sto, Tomas Ciy, Batangas
B. Specific Objectives
• Provide the following submittals:
a) Plans and Specifications that will comply with the National Structural Code of the Philippines, National
Building Code of the Philippine, National Market Code of the Philippines, DPWH Standards for Space
Requirements for Loading/Unloading in the Development of Shopping Malls, Markets and Similar
Facilities along National Roads, and Design Guidelines, Criteria and Standard Volume 6: Building and
other Related Structures.
b) Project costs and estimates
c) Conformity of the project with respect to environment, social, economic, ethical, and safety.

XII. Description of the Project, Strategies and Methods (Activities / Schedule):


A. Description of the Project
The Proposed Design of New Sto. Tomas Public Market and Parking Facility Located in Sto. Tomas City,
Batangas considered the standard requirements and regulation of Local Government Code, National Market
Code of the Philippines, DPWH Standards for Space Requirements for Loading/Unloading in the Development
of Shopping Malls, Markets and Similar Facilities along National Roads, and Design Guidelines, Criteria and
Standard Volume 6: Building and other Related Structures, NSCP and NBCP in planning and construction of
school facilities and theories and concepts in structural design, water resources engineering, basic electrical
engineering and construction project management. Prior to the implementation of the project, the final design for
the improvement are reviewed by professional engineers.

XIII. Financial Plan

Fund for the completion of this project will be self-rendered.

XIV. Functional Relationships with the Collaborating Agencies (Duties / Tasks of the Cooperating Agencies):

The City of Sto. Tomas, Batangas, the client and immediate beneficiary of this service will provide BatStateU
with the technical description of the lot and other pertinent documents/supplies needed for the activity.

XV. Monitoring and Evaluation Mechanics / Plan:

The City of Sto. Tomas, Batangas and the capstone design adviser will allow and assist the students of the
BatState-U, specifically the Civil Engineering students, to conduct data gathering for their capstone design.
These data gathered will be used under the supervision of the company personnel and the adviser at the dates and
time established by the parties. Moreover, the said project will be evaluated by the Committee on Oral
Examination assigned by the Civil Engineering Department.

The project aims to fulfill a socio-academic purpose of the Department.

XVI. Plans for Ensuring the Sustainability of the Project:

The university recognizes the need to strengthen the services to and network with local and national government
office to make functional its goal of development research and extension services. Thus, the project leader and
coordinators offer partnership with local and national government office such as the City of Sto. Tomas,
Batangas regarding the project, “Proposed Design of New Sto. Tomas Public Market and Parking Facilities
located in Sto. Tomas City, Batangas.”.

A Memorandum of Agreement will be prepared as proof that both parties, the University and the City of Sto.
Tomas, Batangas have agreed upon the terms and conditions of the extension of the said project.

To ensure sustainability of the project, the outputs of the capstone design to be conducted will be given to the
City of Sto. Tomas for its possible utilization whether in form of system improvement or product development.
