1. Summary
The Out-of-School Youth in Barangay Poblacion 1, Villanueva Misamis Oriental ages
from 15 to 24 years old, needs an alternative way to learn something new that they
could use or apply in gaining income for their economic growth. The barangay
council headed by punong barangay Jose J. Abejo together with other funding
agencies extends their help to address the problem and makes it possible. The
project provides them the basic knowledge and skills specifically in bread and pastry
production. It also envisions that they will apply for an NC II after the training. They
will be encouraged to put up their own business after, and also provide them
financial literacy training for them to be guided.
2. Introduction
Poblacion 1 is one of the eleven barangays in the municipality of Villanueva province
of Misamis Oriental. Its population as determined by the 2015 Census was 2,539.
This represented 6.45% of the population of Villanueva. According to the 2015
Census, the group with the highest population in Poblacion 1 ages 15 to 24, with 265
individuals. Conversely, the age group with the lowest population is 75 to 79, with 19
individuals.
The said barangay is under the Municipality of Villanueva - a progressive
municipality, where various companies and industries were situated which makes it
known to be the industry hub of the province. Because of this, it is the main reason
why some youth decided to stop their education and seek for a job that will help
them for living.
3. Needs/Problems
Based on the 2017 annual poverty indicators survey(APIS) about nine percent of
the estimated 39.2 million Filipinos aged six to 24 years old were out-of-school
children and youth(OSCY). One of the most common reasons among OSCY’s for
not attending school was the high cost of education or financial concern, which
constituted 17.9 percent of OSCY.
The proposed project further showed that nationwide, about one-half of OSCYs
belong to families whose income fall at the bottom 30 percent based on their per
capita.
4. Goals/Objectives
 The proposed project aims to provide a free skills training specifically in bread
and pastry production to out of school youth in barangay Poblacion 1,
Villanueva Misamis Oriental;
 The proposed project aims to strengthen the skills, abilities, and knowledge of
OSY to generate income for their sustainability and living.
 To provide supplemental educational services to the OSY’s.
 To encourage become independent and self-confident as they seek to
improve their informal type of education and receive continued support as
they work to successfully complete the program.

7. Budget
The funding of the proposed project will be taken from the annual budget of the
barangay and will follow the procurement process thru the assigned committee of the
barangay council.
