1.0 PURPOSE
The purpose of this guideline is to describe the scope and the contents required of an asset
specific Flow Measurement and Metering Philosophy. This document may be stand-alone or may
be embedded in another document management framework.

2.0 SCOPE
This guideline applies to all Upstream Capital Facilities where COP or an affiliate is the Operator.
The guideline does not apply to existing operational facilities unless adopted specifically by a
Local Business Unit Management. It may be made available for consideration by Joint Ventures.
Regulatory compliance is mandatory and the more stringent requirements of regulations and this
guideline shall be applicable.

3.0 STANDARDS
The standards used for Flow Measurement vary from country to country, and within
ConocoPhillips, between Business Unit. Because flow measurement has, in some countries,
legal connotations it is often difficult to assign a single set of standards pertaining to flow
measurement as there are spheres of influence where local standards are accepted.

However, many flow practitioners may select a variety of standards, depending on the Standards’
relevant strengths or the requirements of the Regulatory body concerned. In selecting suitable
standards for a project or operation it is necessary to ensure that local operational requirements
set by the local Regulator are catered for in the first instance.

A list of standards bodies involved with flow metering and measurement standards is included in
the attached Table 1. However it should be noted that this is in no way a complete list.

4.0 DEFINITIONS
• Contractor – Company or business that agrees to furnish materials or perform specified
services at a specified price and/or rate to the Owner
• Inspector – A ConocoPhillips appointed engineer or inspector
• Manufacturer – The recipient of a direct or indirect purchase order for materials and/or
equipment. In this context, a direct order is one issued to a manufacturer by a contactor or
the Owner. An indirect order is one issued to a manufacturer by a vendor (recipient of a
direct order) for materials, fabricated components, or subassemblies
• Owner – ConocoPhillips Company or a designated affiliate
• Owner’s Engineer – A ConocoPhillips appointed engineer
• Operator - ConocoPhillips Company or a designated affiliate assigned with the operation and
maintenance of equipment
• Philosophy – A presentation of the guiding principles based upon qualitative characterization,
experience, policy, and company culture
• FEL – Front-End Loading
• CPMS – Capital Project Management System

5.0 REQUIREMENTS

5.1 General
A documented Flow Measurement and Metering Philosophy is a required deliverable prior to the
end of the FEL-2 phase of a project and is required as part of the Authority for Expenditure (AFE)
review package.

The Flow Measurement and Metering Philosophy shall:

• Define the technology and architecture of the Flow Measurement and Metering systems.
• Define the codes and standards applicable to the Flow Measurement and Metering system
design.
• Describe a Flow Measurement and Metering system that supports and enables the project
business objectives and is appropriate for the objectives and complexity of the process
design.

The above description should be sufficient for the following groups to have a clear understanding
of the scope, complexity and need.

• Company and contract personnel and organizations


• Engineering contractors and personnel
• Construction contractors and personnel
• J.V. partners
• Regulatory Authorities
The Flow Measurement and Metering Philosophy should not necessarily:

• Specify the design or installation details of measurement and metering instrumentation or


control equipment.
• Specify manufacturers, model numbers or equipment details.

5.2 Measurement Philosophy


The Flow Measurement and Metering Philosophy shall address the general approach to the
measurement being considered. The Flow Measurement and Metering Philosophy shall
separately address each identified metering function and may include, as applicable:

• Well test metering


• Process plant metering
• Custody transfer/Fiscal metering
• Fuel gas, purge, vent and flare gas
• Waste disposal
• Plant balance metering
• Fluid sampling and analysis
• Environmental metering and analysis
• Allocation and sub allocation
• Metering system ownership, operation and maintenance responsibilities
• Identification of product delivery points
• Leak detection
For each metering function, the following topics, where applicable shall be discussed:

• System location and line delivery and receipt points


• Proposed or possible measurement technologies
• Expected/target measurement uncertainty
• Planned verification and maintenance program

• Codes and Standards to be applied


• Data retention and reporting requirements
• Units of Measurement
• Redundancy

5.3 Conditional Topics of Philosophy


In addition to the minimum topics common to the assets, the Flow Measurement and Metering
Philosophy may need to address additional topics that are important for an understanding of the
Flow Measurement and Metering system concept for a particular asset.

A list of such topics may be as follows:

• Government regulations and requirements


• Production Sharing Agreement, Sales Purchase Agreement requirements
• Maintenance philosophy
• Data handling, storage and retrieval
• Data sharing and possible data handoff to associated parties
• Design data, metering dossiers, record retention
• Management of Change
• Operational spares
• Life cycle costs

5.4 Unusual Features


Unusual features of the process design, facility, the planned operation, maintenance or the
project execution plan may influence particular metering aspects and merit specific discussion.
Unusual features may include:

• Modular construction with pre-checkout prior to installation


• Harsh or unusual environmental conditions
• High level of public scrutiny
• Early production facilities
• Monitoring from a remote location
• System testing requirements
