The changes in the Philippine political subdivisions structure were brought

about in light of the benefits derived from the status of cityhood. Principally,
Philippine cities are formed in view of the goals of strengthening the economy and
strong local governance. The 1991 decentralization articulated these goals leading
to subsequent changes such as merging or conversion of municipalities to constitute
a city, and dividing bigger political units to constitute smaller cities (Pacoy &
Balais, 2005)

In the 2nd Congressional District of the province, the municipality of


Naguilian is striving to become the second component city of La Union, categorized
as a "first class" municipality known as a progressive agricultural town known
largely for its high value crops and their sugar cane plantation with which the
�basi�, a local wine and the �sukang iloko� (vinegar) are produced. With the
unique taste of their basi, the municipality became the "Home of the Original
Basi".
The "Tattan Naguilian!" iloko phrase is very popular to every Naguilianon
because the spirit to work hard and strive more for the progress is being
symbolized with this. �Tattan Naguilian�, "Tattan" an Ilocano (dialect) word
denotes "Now", in English translation "Now Naguilian" and now is the time for all
Naguilianons to act for true prosperity, unity, peace & order, environmental
awareness and among other aspect towards a progressive town and eventually into
cityhood.
In the present, out of the 19 municipalities in the province of La Union, the
only qualified municipality to acquire cityhood is Naguilian based on the RA 9009.
The LGU's priority programs are focused on the creation of a new business
district, infrastructure, tourism, agriculture, health, disaster preparedness,
environment and sanitation. Additional school buildings are expected to rise in
different areas including the construction of Don Mariano Marcos Memorial State
University (DMMMSU) East-La Union Campus. The local government also optimistic
that more business investors are coming in to generate employment through the newly
established 'Epic Mall', the plan for the development is expected to accommodate
supermarkets, department stores, stationary shops, amusement center, fast food
restaurants, retails spaces, and other recreational amenities. Along with the
shopping mall, a transport terminal center is also located in the business district
located at the Ortiz village. The transport terminal shall have jump-off and on
areas and can hold parking spaces for public and private vehicles with a pasalubong
(souvenir) center facility. Based on proximity, the infrastructure can service the
needs of about 163,298 people since the town is located in the center of three La
Union municipalities which are Bagulin, Bauang, and Burgos.
In addiiton, the LGU will build common road networks in the area including
standard drainage systems to make it readily available for other investors to come
in (Flores, 2018). A total land area of about 3.3 hectares was identified by the
local government unit (LGU) is the location of the so called 'Town Center', the LGU
is very positive that it can help to boost the local economy of Naguilian, because
there is a huge possibility that it will become the stop-over of public utility
vehicles (PUVs) and private cars plying the Naguilian-Baguio Road. Given this
scenario, the local chief executive concluded that more business investors are
coming in to generate employment. In addition, the local chief execuive said that
the municipality is now ready to become a city.

The municipal administration of the municipality of Naguilian is pushing the


conversion of this town into a component city.

The total population of Naguilian as of the 2015 Philippine Statistics Authority


survey is 54,221. Although the municipality of Naguilian did not reach the minimum
requirement of number of inhabitants, the municipality of Naguilian reached the
minimum requirement of Annual income. Naguilian is currently classified as a first
class Municipality with a 2016 actual annual income of Php 198,308,345.50 and Php
175,483,104.21 in 2018. The municipality is comprised of 37 barangays with a total
land area of 104.60 square kilometers.
