This report is about the field practice of local government administration in diploma

which practice with JAPHET ANAELY TWEVE at Makutupora ward in

Makutupora municipal start at 30/01/2017 up to 24/02/2017.The field practical is

important because it help student to improve his/her knowledge study at class

Makutupora ward Mr.Boma for give a support and good cooperation in perform the

activities else to redirect the activities of do.

Also I would like to say thank for my field supervisor Miss rose who rectify mistake

which I done in prepare log book also so a assist and encourage about the field

practical and to perform social activities in seriously without any angry and to

provides services in equality without violent human right and the mother law.

CHAPTER ONE
1.0 Introduction

The field practical it conduct at Makutupora ward which start at 30 January 2017 up

to 24 February 2017 Makutupora ward is among of ward which have in Veyula

Alas! Found in Dodoma municipal which It establish in 1985’s century also the

Makutupora ward have six(7) mtaa.field program it’s very important training

program because it make student to be active in a particular course for know the

activities of perform in the office during can employ and how can conducted these

activities occur in he/she a course and know challenge which can be face in a

particular course and how can overcome these challenge.

1.1Backgroud

Makutupora is one among of 32 ward occur in Dodoma Municipal others ward such

as Mnadani, Msalato,Mndem,chang’ombe and mbalawala it establish at 1985’s

century as well as Makutupora ward is found in Veyula Alas! also the Makutupora

ward have six(7) mtaa which are Mji mpya with MEO called Tamla, Mchemwa,

Maguruwe, Kambarage and makutupora also most of Makutupora’s people engage

in trade and other in agriculture in small amount .Makutupora ward it started to

perform their activities at 20century.

1.2 Objective

In Makutupora ward there are many activities which I perform during field training

as following;

 To fill application form of opening bank account any person who needs to

open the bank account must pass to the executive officer to get letter of

identification which can express her/his self if it’s resident of that region for

fill the instruction form.

 To fill application form of get passport of travel also the person who needs to

get a visa of transport outside the country must pass to the WEO and fill the

application form of get that passport of travel for fill the particular

information or instruction.

 To inspect the business licenses at Makutupora market also the business man

must have the licenses of conduct the business before to open a particular

business trade.

 To fill application form of get bail in the court as we as the a people need to

give their relative bail due to that must pass in the local government officer

and get a application form of get that bail in the court.

 To solve family conflict also in ward have the council of solve different

conflict for both social and family conflict.

 To inspect the admit card of FBI for those businessman who sell food crops

like maize, rice and sorghum.

 To collect the taxation of build which can help the government to get a

revenue of improve the development in the societies

Main objective

 To promote student skills through conduct social activities of our country

through that field practical

 To get training of working with community and to perform social activities

for inform the member of societies.

It the student to learn in how can solve different problem which occur in societies

and the way of solve it,

To learn in how can provide serves as well as to make closer interaction societies

through provision of services

The student to learn how can provide services as well as to work together with

societies in order to make closer interaction with societies

It help the student to know how can improve social and economic development for

establishment of different project such as water project, education project and others,

It help the student know how can uses properly resource have in the particular office

in effective and efficient for member of community.

Importance

It help student to know the services that provide in the societies

It help to know challenge that face the community and as well as leader of

community and the way of overcome.

It help to know to opening the meet for attend in the meet occur in the ward.

2.0 Discretion of the Study Area

2.1Geographical Location

Field attachment I conducted at Makutupora ward is located below of equator

between latitude 5 25 and 7 30 longitudes. The Makutupora ward it sharing the

boundary with others wards west it sharing with Makutupora ward, south it sharing

with Msalato ward, north it sharing with Sogeambele ward and northwest it sharig

with Chihanga ward

2.1.1. Area

Makutupora ward there a Basin area which surround with shadow trees which

attracts people to rest after finished a works.

2.1.2 Size

Makutupora ward it have normally size range of 15 by 20 square and 20 by

30 square km.

2.1.3 Climate

In Makutupora ward the condition through the year the condition is not good

because of daily range is about 5 degree centigrade the highest temperature occur in

October, November, December and January during the mean maximum temperature

is about 29 degree centigrade the total average rainfall range is between 810mm to

1500mm long rainfall occur between March and April each year.

2.1.4 Vegetation

In Makutupora ward have some vegetation surround in environment of

Makutupora ward such as Orange tree, mango trees and small grass these are some of

vegetation found in Makutupora ward in many area because in Makutupora large

area is resident of people due to that it influence occur of small number of

vegetations.

2.1.5 Physical feature

Makutupora ward have a low land physical feature because have any hill

there a trees of fruit such as mango tree and shadow tree for resting.

2.2 Social Economic Activities

2.2.1 Agriculture

In Makutupora ward some peoples they farm but at small number not more

like other area example of crop are maize, vegetable, and cash nut.

Also in Makutupora ward it famous for perform many trade also peoples

come Makutupora market from another place either can for buy goods or sell good

because Makutupora market is famous for business and some peoples they live for

selling goods in Makutupora market other they take goods and go to sell to another

market which can be outside of Makutupora market or outside of country or region.

2.3 Population Characteristic

Demographic

Makutupora ward have demographical distribution where by the population decrease

and increase due to people being moving from one ward to another, according to

2012 census the population distribution are women 11249 and men 9798 and

household 4670 equal to 21017.

Gender balance

Gender balance in Makutupora ward are looking as importance issue where by

women and men are equal according to their roles and responsibilities means that

women are employed in public office sectors and private sectors as well as men. Also

all young who are in age going to school are busy in studies.

CHAPTER THREE

3.0 Description Activities Undertaken

To inspect the business licenses in the Makutupora market for those

business man who do the business without pay taxation for the government if the

business man cannot pay taxation they must to close their business because they

broke the law which can help the government to promote the development in our

municipal.

To inspect the admit card of FBI to those business man who sell the food

substances in Oder to know the business man if they sell safety goods for health of

people forget that admit card of FBI if the business man have not admit card the

businessman must close the shopping because their goods do not aspire by authority

of food and medicine.

Attended to collection of the challenge of businessman in Makutupora

market during they perform their activities, the businessman they give us good

cooperation also they say their challenge face such as lack of toilet room, bad

infrastructure and others unmentioned.

Fill a letter of give person surety form in some court within a particular

area because there a not a human being cannot do a mistake due to that some

peoples put lockup but their relative they need to surety their relative or friends.

Attending the WDC meeting in that meet we are discus about development

of societies also I attending Ward Development Committee (WDC) meet in that we

are told about establish Machinga Complex as sources of revenue in Makutupora

ward also I attend Defenses and security which we are discus about to increase

power to the Ulinzi Shirikishi in order to protect our environment in Makutupora

ward.

Fill letter of get passport of transport outside of our country due that must

the person to come in our office to get letter of indentify about he/she is resident of

that area.

Fill application letter of opening bank account within our country but the

person cannot success if can get a letter from local government which show someone

is resident of particularly area.

To solve the family conflict which wife and husband they have not

understand in the their family which sources of that conflict is careless of father to

their children which influences the wife to get angry and go to securely her husband

to the government.

CHAPTER FOUR

4.0 Finding

4.1.1 New lesson learn

During the field practical training I learned on how to solve conflicts from the

societies that caused by resource and children on how to care children.

From the field practical training I know how to prepare budget that take specific

time to represent to the community to know the expenditure of money in the villages,

mtaa or ward.

During the field practical training I learned on how to duplicate different forms in

the office. For example produce photocopies of new registered members who joined

the fund.

4.1.2 Discovering

I discover that all leader of local government for both politician and administration as

well as community member must have a good relationship when they work and

perform their activities because every leader of local government depend each other

4.2 Observation

 I observation that the leader of local government they perform their activities

in complex environment because sometime they get threat from criminal and

sometime they get inducement of give corruption

 I have personal observation which I note during field practical can look my

log book because the activities which conduct daily I write in my log book

also these activities perform are one of thing I learn during a field training

practical.

4.3 Challenge encountered

The following are challenges encounter during the field practice

 Lack of organization fund. In Makutupora ward there are lack of money

which lead the head of department fail to provide office service like pen,

white paper, office ruler and others.

 Due to lack of money. In Makutupora ward there are lacks of text book for

learning in primary school which the situation leads to decrease the

performance of the pupils.

 Lack of cooperation within staff members and customers. In Makutupora

ward, people are not changes their decision in case for sharing information

and decision making , they believe that only educated people from the council

have the ability to create without their decision.

 Presence of complex organization structure. In Makutupora ward there are

many office such as MEO, WEO, water health office, this lead me how to

understand a lot of important thing even the customer consuming more time

in completing their details.

CHAPTER FIVE

5.0 Conclusion and Recommendation

5.1 Conclusion

From the field practical training experience it found that what Is learnt in the

class will be fully understood if exposed to the outside activities because the way

theory suggests may or may not be different from what practice may suggest.

Therefore FPT was very successful due to the fact that student exposed activities

related to human resource management.

Another activities undertaken and findings in many field practical training

were to send the letters to post office for storage and postage when were involved

with this activities there are some of the advantage for many side because we’re

already understand all the department in its organization of Makutupora ward of the

office and sent with the postage in specific area of whole event within the department

and then were dispatching the different letters and recording them at the dispatching

is the process whereby all letters which have been supposed to be going or sent out

of the office and according to them into register book these dispatch book there are

register that the report written must be responsible for dispatching using the dispatch

book when the all process of record needed in the file name.

5.2 Recommendation

Recommendations which were got in my field activity undertaken and findings were

Lack of equipment tools for helping in the different activities in the office example

of these equipment were photocopy machine, printers and shelves in the office

according to the needs of each department because the equipment present in that

office is very few and is not modern tools equipment this process when something

needed to produce from the machine and takes a lot of time to completed the work

because there were few machine to working in the office.

Small size of the office activities, this is another activities which faced the office of

Makutupora ward because when somebody searching the file in the office were takes

long term to find that file because that office is very small in size and that give the

student to search the document which present in the file and all these were caused by

small of office.

No cooperation and unity, another problem which were got in the field training
practical is poor cooperation and unity for student who performs the field training
practical in Makutupora ward. The situation occurs when student need to know about

how to do something the members of the organization or office were count give the

direction on how to perform the thing well.

There are some ways must following in order to avoid the above problems which can

be used as solutions.

The government should provide the education about the importance of present of

enough equipment in the office and must be give money for Makutupora ward, in

order to buy that modems equipments for the office example photocopy machine and

printers.

The government should build enough of the modern office and must be expand in

size for performing well activities in the office of Makutupora ward hence the office

available in Makutupora is not only small in size but also it is outdated for the

activity to be done effectively.

Remember that when the office is large in size this gives the chance for the student

and staff to sit in one whole room and when findings the file or documents takes a

short time get it easy.

Good cooperation and unity, another solution is must be have a good cooperation

and unity among the members of the office of Makutupora ward and the students in

order to cooperate well in different work when the student reached in field training

practically and perform the work effectively and efficiency.

In the side of organization of Makutupora must be sure there a course of all staff

member in the organization, in order to help them in different activities in the

organization.

Also in the Local Government Training Institute (LGTI) side should be support the

student for searching the place of attending the field attachment and also in the time

is not enough in one month must be increase the time of field training practical as

two month this help the student to know more and more in the activities of the office.
