THE ORGANIZATIONAL SETTING

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs)
for aviation safety, air navigation, security and facilitation and environmental protection.

Under the Director of the Technical Cooperation Bureau (D/TCB), the Field Operations Section (FOS) is responsible for
the development, implementation, monitoring, evaluation and closing of Technical Assistance (TA) and Technical
Cooperation (TC) projects. It develops agreements and country-specific as well as regional projects and programmes by
identifying priority areas, objectives, activities and deliverables, setting time frames and budgetary requirements.

The Implementation Support and Development - Security Section (ISD-SEC) in the Air Transport Bureau is one of the
four sections, which are charged with delivering results with respect to ICAO’s Strategic Objective – Security and
Facilitation. The Section is responsible for supporting ICAO Member States in their endeavours to implement Annex 17 –
Security Standards and Recommended Practices (SARPs) and corrective action plans for the rectification of deficiencies,
primarily identified by the ICAO Universal Security Audit Programme audits, in order to assist them in meeting their
international obligations. The Section fosters partnerships and other collaborative agreements among States, industry,
international organizations, international financial institutions and sponsors, and other stakeholders in proposing,
developing, coordinating and managing aviation security technical assistance projects. ISD-SEC, in collaboration with the
ICAO Global Aviation Training Office, is also responsible for the technical development and implementation of the ICAO
training programme for aviation security assistance, including coordination of the worldwide network of ICAO Aviation
Security Training Centres (ASTCs), and development and maintenance of Aviation Security Training Packages (ASTPs)
and workshops. The Section provides a critically important global function in coordinating the plans and actions of ICAO
Regional Officers having responsibility for aviation security.

The successful continuation of civil aviation services requires ICAO Member States to build and strengthen their ability to
meet obligations for civil aviation security under the Chicago Convention and to facilitate and guide Appropriate
Authorities for Aviation Security protecting civil aviation against acts of unlawful interference during the COVID-19
pandemic.

To address the technical assistance States may need to navigate these challenges, ICAO has developed the
Implementation Pack delivery model to include various products including guidance material, tools, processes, practical
examples and live technical assistance to be provided remotely.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results)


Support the planning and execution of effective technical assistance, achieving results such as:

● Conduct a gap analysis between national provisions and the contents of the AVSEC iPack.
● Develop a thorough understanding of the impact on aviation security due to the COVID-19 pandemic.
● Identify the relations between the ICAO regulatory provisions and the measures to be initiated for a secure and
efficient restart.

● Identify focus areas pertaining to the specific requirements of the State, operators, and service providers for an
effective restart.

Ensure appropriate mechanisms and tools are in place to enable an effective security oversight system,
achieving results such as:

● Improve the effectiveness of remote collaboration, coordination and communication between ICAO, the State and
its aviation stakeholders.
● Ensure that necessary coordination and collaboration mechanisms are in place with the CAA, Appropriate
Authorities for Aviation Security, and the aviation stakeholders.
● Assist in monitoring implementation of the National Aviation Security Quality Control Programme.
● Identify tools based on ICAO guidance material, which can be used to support the monitoring activities.
● Identify practical examples and/or use cases of various scenarios related to monitoring activities.

Function 3 (incl. Expected results)


Deliver effective remote technical assistance to increase the application of risk management principles,
achieving results such as:

● Increase the State’s capability to apply risk management principles and manage the security risks to protect the
population health and aviation interests while ensuring that aviation security is not compromised.
● Improve strategies for planning and conducting monitoring aviation security activities using a risk-based approach.
● Facilitate the coordination and collaboration between CAA, Appropriate Authorities for Aviation Security, operators
and service providers.
● Support the development of a basic action plan outlining major activities, milestones, responsibilities, deliverables
and decision points for managing aviation security risks.
● Deliver or support in delivering virtual training and/or workshops to develop the competencies required to support
the restart of an effective security oversight system.

Function 4 (incl. Expected results)


Prepare end of assignment report, achieving results such as:

● Provide a status report on the objectives achieved, lessons learned and additional deficiencies identified.
● Collate and prepare a consolidated data report, depicting the various elements pertaining to the effective
implementation of the State’s National Aviation Security Quality Control Programme.
● Define follow-up actions required and suggested approaches to achieve objectives, for full implementation of the
State National Aviation Security Programme.
● Provide recommendations for the development of any additional technical assistance and cooperation projects to
address the needs of the State and/or Appropriate Authorities for Aviation Security.
● Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack delivery
model.

Advisory support will be provided to Member States’ to build and strengthen their ability to meet obligations for civil

protecting civil aviation against acts of unlawful interference during the COVID-19 pandemic status.

WORK RELATIONS AND CONTACTS

The incumbent reports to the TCB Field Operations Section Chief on administrative matters and the Chief of ISD, with
whom s/he consults on work-related issues and from whom s/he seeks advice and guidance on assignments. The
incumbent carries out duties and responsibilities in support of the implementation of ICAO provisions for aviation security.
The incumbent will be expected to work with other sections within ATB and the ICAO Regional Offices to achieve
identified deliverables.

During the assignment, the incumbent will work with the state regulatory body, Appropriate Authorities for Aviation
Security and with their staff assigned to aviation security.

QUALIFICATIONS AND EXPERIENCE

Education
University degree (preferable master’s degree or equivalent) or ten years’ experience or more in an aviation-related field,
international affairs, public administration or security, or in a related field, is required.

Professional experience
Essential

● Extensive experience (ten years or more) in progressively responsible positions with accountability for aviation

security programmes, including at least three years with a State civil aviation security authority and/or international
organization.
● Demonstrated experience in addressing a range of technical and resource management issues in the context of
aviation security implementation or assistance.
● Experience in effectively communicating with a variety of audiences on an international basis, in cultivating
productive relationships, and handling sensitive security situations with diplomacy and tact.
● Experience in the provision of aviation security-related assistance and support to State authorities, airports, airlines,
etc.
● Experience as an aviation security instructor.
● Familiarity with management tools, methods, processes and techniques.
● Experience in the development and implementation of aviation security quality control programmes and in the
conduct of security oversight at supervisory and management level.

Desirable
● Experience as an international security auditor, national inspector or assistance programme officer.
● Experience in conceptualizing, designing, implementing and reporting on assistance projects.
● Understanding of the facilitation and security issues in relation to the COVID-19 pandemic.
● Ability to work effectively from home.

Languages
Essential
Fluent reading, writing and speaking abilities in English.

Desirable
Knowledge of any of the other languages of the Organization (Arabic, Chinese, French, Russian or Spanish).

REMUNERATION

500 USD per day actually worked. DSA and airfare provided if on mission. No other allowances provided.
