San Andreas Penal Code

Section Code 1 Transportation & Road Services


(1) A. General Traffic Laws

1. Driving at the wrong lane of the road.


2. Illegal U-turn, performing a U-turn which crosses lanes of traffic.
3. Blocking/cutting off intersection, it may cause a lot of dangerous accident.
4. Driving on pedestrian walk, which is taking their rights.
5. Excessive use of horn, it may disturbing other drivers.
6. Driving through a safety zone (any safety zone secured by traffic devices, and others).
7. Violating safety requirements (motorcycle: helmet), (car: belt), and lights.
8. Violating safety requirements on heavy vehicles/big trucks.

Every rules from above are punished a fine of $100.00, $150.00 for (1)A.1. and (1)A.8.
If a person violating more than one, then an additional of $25,00 will be added.

(1) B. Failed or Refuse to Pay Any Fine Ticket Given.


The unpaid tickets will be forced to pay in the SAPD Administratives.
A fine of $65.00 and 15 months of jail will be given.
$250.00 bail out payment and a 5 months of jail.

(1) C. Maneuvering Any Kind of Vehicles Without Valid Or Active License
This includes cars, trucks, lorries, aircrafts, ships, and the others.

1. Driving any motorized vehicle without official driving license.


2. Maneuver any sea vehicles without official sailing licenses.
3. Driving any truck without official trucking licenses.
4. Flying any air vehicles without official flying licenses as a pilot.
5. Maneuvering any kind of vehicles with suspended / expired license.

(1) C. 1. Driving any motorized vehicle without official driving license.


A fine of $100.00 and 15 months of jail will be given.

(1) C. 2. Maneuver any sea vehicles without official sailing licenses.


A fine of $150.00 and 20 months of jail will be given.

(1) C. 3. Driving any truck without official trucking licenses.


A fine of $1500.00 for trucks*, $500.00 for lorry** and 30 months of jail will be given.
*Trucks: Roadtrain, Linerunner, Tanker
**Lorry: Flatbed, Benson, Yankee, Mule

(1) C. 4. Flying any air vehicles without official flying licenses as a pilot.
A fine of $2250.00 and 35 months of jail will be given.

(1) C. 5. Maneuvering any kind of vehicles with suspended / expired license.


A fine of $50.00 and 10 months of jail will be given.

(1) D. Reckless Driving

1. Act of driver with a wanton disregard for the safety of people or property.
2. Reckless operation of an off-road.

A fine of $150.00 and 20 months of jail will be given.


The driver license will be taken (if necessary)

(1) E. Speeding

1. Operating a vehicle at speed that exceeds the speed limit on the public roads.
o City: 50 mph
o County: 60 mph
o Highway: 80 mph

A fine of $100.00 will be given.

2. A driver who are speeding and exceed the speed limit of 100 mph in a normal weather /
bad weather are also will be fined the same as (1) D.

(1) F. Improper Vehicle Parking Method

1. A driver who purposely violating the parking method.


2. A driver who parked at someone's private property.
3. A driver who parked in Government's buildings compound.
4. A driver who parked in a 10 m area of a 'No Parking' sign.
5. On a private property own by someone else.
6. A driver who parked on a highway road.

The vehicles will be impounded and fine of $150.00 will be given as a punishment.

(1) G. Illegal Modifications On Vehicles
Illegal modifications can be found below,

1. A NOS Injection.
2. Tinted the front's view of vehicles (driver's seat).
3. Plate frames.
4. A high spoiler's wing that blocks driver's rear view.
5. Illegal use of hydraulic.
6. Offended / disturbing stickers.

1. If a nitrous's tank found in any vehicles with or without using it. The driver will be punished a
maximum fine of $200.00
2. A super black tinted windows installed at the driver's seat can lowering the driver's vision as a
punishment the illegal tint must be removed and a fine of $100.00 will be given.
3. Blocking or giving a frame into a vehicle's plate are not allowed and as a punishment the vehicles will
be impounded.
4. A multiple spoiler installed in one vehicle is not allowed and must be removed.
5. Illegal use of hydraulic is prohibited, except for a non-dangerous equipment, and a legal event.
Refusing to remove, a fine of $250.00.
6. Removing the stickers, if refuse a fine of $200.00 and a 15 months of jail will be given, and also the
vehicle will be impounded.

Punishment that is not listed means the modifications needs to be uninstalled / removed as soon as possible, if refuse to
obey $150.00 of fines, and 10 months of jail will be given, and also the vehicle will be impounded.

(1) H. Unregistered Vehicles


Every person who has a vehicles must be registered in the San Andreas Police Department.

1. Driving an unregistered vehicles.


2. Parking an unregistered vehicles.
3. Invalid vehicle registration / none found from the driver.

1. Driving an unregistered vehicles will be fined $150.00 as a punishment, and the vehicles will be
impounded by the authorities.
2. Parking an unregistered vehicles will be towed at owner's expense (same punishment as (1) F.)
3. The vehicles will be impounded and the driver will be brought for further interogation.

(1) I. Vehicular Endangerment

1. Hit and Run, a driver who purposely or not purposely crashed a person and leave them
wounded or deceased without any further help given.
2. A person who drives any of vehicles that may harm any of pedestrians or the passengers.

Violating this penal code may cause a maximum of $200.00 fines and 15 months of jail.

(1) J. Vehicular Manslaughter

1. Purposively killed a person using any kind of operatable vehicle.


2. Manslaughter is the unlawful killing of another without malice or intention.

A fine of $250.00 and 40 months of jail will be given.

(1) K. DWI or DUI
DWI stands for driving while intoxicated / impaired. While DUI is an acronym for driving under the
influence.

1. Driving under a drug's effect.


2. Driving while impaired.
3. Driving under the influence of alcohol.

Both punishment of DWI and DUI are fine of $100.00, 15 months of jail, and the vehicles will be impounded by the
authorities.
The suspected person might not able to be freed if still affected in the effect of drunkness.

(1) L. Illegal Street Racing

1. Every of illegal event that may harm / creating minor or major damages to a person /
public facilities are not allowed. An event must be registered under the authorities and all
the vehicles must not installing any of illegal modifications on their vehicles (follow (2) E)'s
regulations.

A fine of $150.00 and 25 months of jail will be given, vehicle will be impounded.
$500.00 bail out payment and a 5 months of jail.
If a suspected person caused a death to a person, will be charged as vehicular manslaughter (1) J.

(1) M. Evading From Polices

1. A driver who purposely evade from the Polices.


2. Evading police stop or pursuit whether by using active sirens and horns or with or without
using of megaphone.

A fine of $150.00 and 20 months of jail will be given, vehicle will be impounded.
$700.00 bail out payment and a 5 months of jail.

(1) N. Felony Reckless

1. Evades a police officer in a motor vehicle.


2. A person who drives with a willful or wanton disregard for the safety of persons or
property.

A fine of $150.00 and 25 months of jail will be given.

(1) O. Flight Regulations

1. Operate an aircraft with the minimum of height regulation.

SAFD and SANews = 400 ft / 122 m


Civilian = 500 ft / 152 m
Airplane = 700 ft / 213 m

2. Fly an aircraft without permission from the Air Traffic Control


3. Fly an aircraft on Downtown Los Santos Area

Every rules from above are punished a fine of $250.00. If a person violating more than one, then an additional of $50.00 will
be added.

(1) P. Misbehavely Maneuvering / Operating an Aircraft / Aircraft Endangerment

1. Any kind of maneuver that can harm any of pilots/passenger, and the others.

The pilot will be arrested for 30 month of jail and a fine of $450.00
A fine of $1000.00 as bail out payment and 5 month of jail.
Action will be taken by the Special Operations

(1) Q. Emergency Landing


Pilot must request a permission to if they wanted to performing emergency landing (reason is needed). By
calling 5-5-5 to SAPD Air Support Division.
The pilot will be fined a total amount of $400.00

(1) R. Failure to Yield to Emergency Vehicles

1. Failure to yield and pull off to the side in order to make way for emergency vehicles with
flashing lights and or sirens.

A fine of $250.00 will be given.

(1) S. Failure to Yield to A Roadblock

1. Failure to Yield to any roadblock which is defined as any sign or device in traffic meant to
restrict any of driver to pass.

A fine of $200.00 will be given.

(1) T. Following An Emergency Vehicle

1. Following a responding emergency vehicle without a valid reason (pursue/responding to a


location).

A fine of $300.00 will be given.

(1) U. Driving or Taking a Vehicle without the Owner’s Consent

1. A person who drive or take someone else's vehicle without that person's consent

A fine of $150.00 and 20 months of jail will be given.

(1) V. Altering or Changing a Vehicle Identification Number

1. A person to intentionally alter, change or destroy a vehicle identification number (VIN).

A fine of $100.00 and 20 months of jail will be given.

Section Code 2 Official License And Permit
Every of civillians who are going or already had a license or a permit to work in the state of San Andreas. It
is an obligations to adhere each of Licensing Office's regulation and EULA.
(2) A. Firearms Permit

1. Every of Firearms License holder are required to follow every each of Firearms License's .
2. Every of civillians who wants to get a firearms license are required to complete
the Firearms Licensing Stages.
3. If a firearms holder failure to follow the EULA of Firearms License will be punished as
written on (5) D. Misusing Firearms License / Abusing Firearms License.

(2) B. Flying License


Flying License is a permit for any of civillians to fly in the state of San Andreas.

1. It is a must to follow, obey and understand the PPL Requirements and Handbook.
2. Every civillians who wants to get a flying license permit are required to complete
the Guidelines & Application Format.
3. An unlicensed person who are undertaking / taking off any of aircrafts in the state of San
Andreas without the permit is punishable as written on (1) C. 4. Maneuvering Any Air
Vehicles Without Official Flying Licenses.

(2) C. Trucking License


A trucking license is a special permit for truckers to get more free access in the state of San Andreas.

1. Every of civillians who are willing to get the license must follow and create the application
in this section.
2. Every truckers must follow the Regulations, and the Guidelines.
3. Illegaly working / importing / exporting any kind of stuffs throughout the state of San
Andreas are punishable as written in (1) C. 3 Maneuvering Any Truck Without Official
Trucking Licenses.

(2) D. Lumberjack Permit


Lumberjacks are workers in the logging industry who perform the initial harvesting and transport of trees
for ultimate processing into forest products.

1. Every of civillians who are willing to get the license must follow and create the application
in this section.
2. Every lumberjacks must follow the Regulations without any exceptions.
3. Illegaly logging any of trees in the state of San Andreas is not allowed and punishable.

A fine of $2000.00 and 25 months of jail will be given.

(2) E. Event Permit
An event that has 10 or more participants must be registered their events to SAPD.

1. Every of civillians who are willing to get the permit must follow and create the application
in this section.
2. Every event organizer must follow the Regulations without any exceptions.
3. Illegal event in the state of San Andreas is not allowed and punishable (event organizer
only) after first warning disobeyed.

(2) E. 1. Organize a Small Illegal Event.


A small event that being held by 10 - 20 people.
A fine of $5000.00 and 25 months of jail will be given.

(2) E. 2. Organize a Big Illegal Event.


A big event that being held by more than 20 people.
A fine of $7500.00 and 35 months of jail will be given.

Section Code 3 Illegal Drugs


(3) A. Possessing Of Illegal Drugs

1. Drug possession is the crime of having one or more illegal drugs in one's possession, either
for personal use, distribution, sale or otherwise.

If a person proven holding / possessing illegal drugs a fine of $30.00 and 10 months of jail, and $300.00 as bail out
payment.

(3) B. IUI Or IWI


Individuals Under Influences or Individual With Influences.

1. A person who are under effect of illegal drugs.

If a person proven holding / possessing illegal drugs a fine of $150.00 and 15 months of jail

(3) C. Selling Or Distributing Illegal Drugs


A drug dealer is a person involved in illegal drug dealing.

1. A person who are selling illegal drugs.


2. A person who illegaly distribute any of illegal drugs.

If someone evidently violating the Illegal Drugs' laws it is punishable and a fine of $250.00 and 25 months of jail will be
given.
$2000.00 as bail out payment and 5 months of jail.

(3) D. Drug Manufacturing

1. Illegaly without any permit to create or manufacturing or own any of places to do so.
2. Drug Manufacturing in a criminal law setting, occurs when an individual is involved in any
step of the illicit drug production process. Those who sell certain precursor chemicals,
specialized equipment, or simply offer to help produce drugs also may be charged with the
crime.

A fine of $300.00 and 35 months of jail will be given.

(3) E. Controlled Substances Possession

1. Prohibits possessing certain controlled substances without a valid prescription.

A fine of $50.00 and 10 months of jail will be given.

(3) F. Possession of a Controlled Substances While Armed

1. Possessing any kind of illegal drug or illegally held controlled substance whilst armed with a
firearm.

A fine of $150.00 and 15 months of jail will be given.

(3) G. Being Present for Illegal Drug Use

1. Present at a place where controlled substance use is occurring. Only if you're helping the
user, such as being a lookout, and helping them to consume.

A fine of $25.00 and 10 months of jail will be given.


$200.00 as bail out payment and 1 month of jail.

(3) H. Drug Trafficking

1. Trafficking / smuggling for any kind of illegal drugs.

A fine of $150.00 and 25 months of jail will be given.


$1750.00 as bail out payment and 5 months of jail.

Section Code 4 Assault And Murder


(4) A. Assault On Individuals
Assault is an attempt to initiate harmful or offensive contact with a person, or a threat to do so

1. Assault.
2. Aggravated Assault.
3. Battery.
4. Assault with Deadly Weapons.

(4) A. 1. Assault
Intentionally harming the others, this includes: spitting, slapping, or any unlawful act.
A fine of $50.00 and 10 months of jail will be given.
$250.00 as bail out payment.

(4) A. 2. Aggravated Assault


A person who harmly assault any of person with or without a weapon that result in serious injuries.
A fine of $250.00 and 20 months of jail will be given.
$500.00 as bail out payment.

(4) A. 3. Battery
A physical act that results in harmful or offensive contact with another person without that person's
consent.
A fine of $50.00 and 10 months of jail will be given.
$200.00 as bail out payment and 1 month of jail.

(4) A. 4. Assault with Deadly Weapons


Purposively harm bodily a person to cause a major or minor injuries with any kind weapons involved.
A fine of $150.00 and 25 months of jail will be given.

(4) B. Attempting Or Threatening To Hurt Any Individual / Criminal Threats

1. Knowingly and willingly threatening the life of or bodily harm onto another person, their
family, relatives or loved ones.
2. Any person who willfully threatens to commit a crime which will result in death or great
bodily injury to another person.

If proven / evidently to do so, a fine of $100.00 and 20 months of jail, and $330.00 plus 15 months of jail for a bail out.

(4) C. Sexual Offensive


This may related to 2. B, if proven / evidently to do so. A fine of $150.00 and 10 months of jail, and $200.00 plus 1 month
of jail for a bail out.
This also depend on the level of offense given.

(4) D. Attempted Murdering

1. A person who purposely attempting to hurt / threatening on individual that cause a minor /
major casulities and or causing death to individual with or without weapons.
2. Caused death or major injuries by the person own negligence not with personal intention.

A fine of $200.00 and 50 months of jail will be given.

(4) E. Murdering
An act in purpose to kill a person with an equipment; legal or illegal firearm and or a sharp or blunt melee
weapon.

1. A person who completely commited an unlawful kills on another individual with intention.

A fine of $400.00 and 30 months of jail will be given.

(4) F. Committed A Gang Based Criminal

1. Indivuals who commited a gang based criminal with or without weapons that cause a minor
/ major damages to individuals.

A fine of $50.00 to each gang members, and 35 months of jail to each gang members. And $500.00 plus 5 months of jail to
each gang members for a bail out.

(4) G. 1, A fine of $200.00 and 30 months of jail will be given.


(4) G. 2, A fine of $300.00 and 35 months of jail will be given.

Section Code 5 Gun Control And Weapon Laws


(5) A. Possessing, Showing, And Display Any Usages Of Sharp / Blunt Weapons

1. A person who are showing a sharp / blunt weapons to threatens someone.


2. A person who are displaying any of sharp / blunt weapons in public space.

A fine of $100.00 and 5 months of jail will be given.


If someone brought any of sharp / blunt weapons with no indication to harm someone and for a self defense, the authorities
may confiscate the sharp weapons and took the person for further interogation if needed.

(5) B. Possessing Of Legal Firearms Without Official Firearms License


A fine of $50.00, and 20 months of jail.
$700.00 for a bail out payment.

(5) C. Possessing Of Illegal Firearms

1. A person who illegaly bought a gun from someone by any of trade systems.
2. Any of reasons are invalid even for a self-defense.

A fine of $200.00, and 20 months of jail.


$850.00 for a bail out payment.

(5) D. Illegally Manufactures Or Possessing Any Forms Of Weaponry

1. A person who illegaly sold any kind of weapon's forms.


2. A person with gun schematics (illegaly create and sold it to the other).

A fine of $300.00 and 20 months of jail will be given.

(5) E. Missusing Firearms License / Abusing Firearms License

1. A licensed firearms person who are failure to adhere any of Firearm License Agreement.
2. A licensed firearms person who are failure to adhere any of Firearm License Agreement.
3. A licensed firearms person who are purposely showing any of licensed firearms in public
space.
4. The firearms license will be taken and punishable following the Firearms License
Agreement.

(5) E. 2. GCU (Gun Control Unit) Weapon Target

1. A people included list from GCU Weapon Tracker for GCU's internal needs for confirming
someone who uses a firearm license.

firearms, in any accidental condition.
3. A licensed firearms person who are didn't returning back his weapon and included in "List
of Unreturned Weapon"

(5) F. Brandishing a Firearm or Weapon

1. A person who caught brandishing a firearm and also a weapon.

A fine of $200.00 and 20 months of jail will be given.


A fine of $1200.00 as bail out payment and 5 months of jail.
Weapon will be confiscated.

(5) G. Carrying of an Illegal Firearm or Weapon

1. A person who caught discharging any kind of illegal firearm or weapon, either openly or
concealed.

A fine of $300.00 and 20 months of jail will be given.


A fine of $1200.00 as bail out payment and 5 months of jail.
Purposed for the illegal firearm and weapon owning or stealing.

(5) H. Possession of a Body Armor

1. A person who caught equipping a body armor to their body.

A fine of $400.00 and 10 months of jail will be given.

(5) I. Weapon Trafficking

1. Trafficking / smuggling any kind of weapons.

A fine of $400.00 and 30 months of jail will be given.

(5) J. Possessing Destructive Devices or Explosives

1. Carrying or caught using a destructive devices also an incendiary or a home-made device


that could explode and
harm person or environment within an area.

A fine of $350.00 and 35 months of jail will be given.

(5) K. Possession of Weapon Modification

1. Possessing any kind of weapon modification, such as armor piercing ammunation,


supressor, and the others.

A fine of $200.00 and 20 months of jail will be given.


A fine of $1000.00 as bail out payment and 1 month of jail.

Section Code 6 Public Peace, Orders and Safety


(6) A. Inciting a Riot or a Chaos

1. Any attempts made to fulfill a riot or a chaos.


2. Failing to disperse after lawfuly ordered by the officials

A fine of $100.00 and 15 months of jail will be given.

(6) A. 2. Failing to disperse after lawfully ordered by the officials.


A fine of $150.00 and 20 months of jail will be given.

$300.00 plus 3 months of jail for a bail out.

(6) B. Participating in a Riot

1. A group or an individual who just participated in a riot for causing massive or minor injuries
or any break to the law.

If a person evidently causing this, a maximum of $75.00 fines and 10 months of jail. And $250.00 plus 3 months of jail can
be given as a bail out payment.

(6) C. Indecent Exposure

1. Being naked by showing genitals and causing disturbance.


2. Performs any sexual action in public.
3. Spitting in public spaces.
4. Pee in public.

This may result in jail, depending on level of disturbance.

(6) C. 1 Being Naked by Showing Genitals and Causing Disturbance.


A fine of $50.00 will be given, a maximum of $50.00 fines and 5 months of jail.

(6) C. 2 Performs Any Sexual Action in Public.


A fine of $200.00 will be given, a maximum of $150.00 fines and 15 months of jail.

(6) C. 3 Spitting in Public Spaces.


A fine of $100.00 will be given, a maximum of $200.00 fines and 10 months of jail.

(6) C. 4 Pee in Public


A fine of $150.00 will be given.

(6) D. Drunk In Public Space


If a person evidently violating this, a maximum of $200.00 fines will be given.
Prisonment might be applied if causes major disturbance.

(6) E. Vilification

1. The act of saying or writing unpleasant things about someone or something, in order to
cause other people to have a bad
opinion of them.

If a person evidently causing this, a maximum of $100.00 fines and 25 months of jail.
$500.00 as a bail out payment plus 5 months of jail

(6) F. Unpleasant Act On Individual

1. An act of insulting, provoking, or threatening on individuals without harming / creating any


minor or major damages.

If a person evidently causing this, a maximum of $50.00 fines and 10 months of jail.
$200.00 as a bail out payment.

(6) G. Intimidation

1. Intimidation (also called cowing) is intentional behavior that "would cause a person of
ordinary sensibilities" to fear injury or harm.

If a person evidently causing this, a maximum of $50.00 fines and 10 months of jail.

(6) H. Vigilantism

1. The act of self-judging any suspect by his/her own intention while not currently serving as
one of the Peace Officer.
2. Any person who takes the law into his or her own hands, as by avenging a crime.
3. Self judging, without recourse to lawful procedures.

If a person evidently causing this, a maximum of $100.00 fines and 10 months of jail will be given.

(6) I. Prostitution

1. A person who knowingly engages in or offers to engage in a sexual act in exchange for
payment or other goods and services.

If felony, punished by no less than imprisonment for 20 months of jail and $100.00 as maximum fines.

(6) J. Disturbing The Peace

1. Disturbing the peace, also known as breach of the peace, is a criminal offense that occurs
when a person engages in some form of unruly public behavior, such as fighting or causing
excessively loud noise.
2. Brawl in public space and causing nuisance to the public face.

If a person evidently violating (6) I. 1 a maximum of $150.00 fines and 15 months of jail, $350.00 fines and 3 months of jail
for bail out.
If a person evidently violating (6) I. 2 a maximum of $50.00 fines and 20 months of jail, $350.00 fines and 3 months of jail
for bail out.

(6) K. Accessories Disturbance

1. Wearing a fully complete mask on face in public space.


2. Any kind of scare accesories in public space.

If a person evidently causing this, a verbal warning will be given, and if severe (threatening) a maximum of $150.00 fines,
wearing a government accessory may result in prisonment ((7) F).

(6) L. Jaywalk

1. Cross or walk in the street or road unlawfully or without regard for approaching traffic.

A fine of $50.00 will be given.

(6) M. Littering the Public Facility / Space

1. Throwing any kind of rubbish incorrectly and affecting the public disturbance.

A fine of $250.00 will be given, prisonment might be applied sometimes.

(6) N. Hate Speech

1. Distributing a hate to a person or a group.

A fine of $150.00 and 10 months of jail will be given.

(6) O. Unlawful Assembly

1. Whenever two or more persons assemble together to do an unlawful act, or do a lawful act
in a violent, boisterous, or
tumultuous manner, such assembly is an unlawful assembly.

A fine of $100.00 and 20 months of jail will be given.


$300.00 for bail out payment and 5 months of jail.

(6) P. Stalking
The crime of stalking can be simply described as the unwanted pursuit of another person.

1. This type of behavior includes following a person, appearing at a person's home or place of
business, making harassing phone calls, leaving written messages or objects, or vandalizing
a person's property.

A fine of $200.00 and 20 months of jail will be given.

(6) Q. Public Intoxication

1. Being intoxicated and cannot behave and control yourself, and or harming / disturbing the
others.

A fine of $250.00 and 10 months of jail will be given.


$500.00 for bail out payment and 1 month of jail.

(6) R. Animal Abuse

1. Causing minor/major harm to any species of animal.

A fine of $500.00 and 20 months of jail will be given.

(6) S. Animal Cruelty

1. Cruel or unusual treatment of animals.

A fine of $300.00 will be given

Section Code 7 Crime Against The Justice


(7) A. Failure To Comply

1. Failure to comply with a lawful command by a law enforcement officer.

A fine of $20.00 and 15 months of jail will be given.


$350.00 plus 5 months of jail for a bail out payment.

(7) B. Failed To Show Any Individual Identity Card
