Article 1. General Provisions
1.1 The Traffic Code is an official set of rules relating to road traffic safety,
registration of road vehicles, licenses and permits, which are under the
administration of SAHP of the State of San-Andreas. The Traffic Code controls the
transportation of people and goods on public roads and highways.
1.2 The Traffic Code is mandatory for all residents and visitors of the State of San
Andreas.
1.3 Violations of the Traffic Code are subject to one or several penalties, such as:
a fine, a seizure of a vehicle, a detention, an imprisonment, and revocation of the
driver’s license.
1.4 All road offenses are determined by a special policy, where the accused of the
Traffic Code violation will be charged for every vehicle involved in every road
incident with their participation.
1.5 No one can be fined twice under the same article for a single traffic incident
during a single event.
1.5a Traffic violations can be issued to a reoffending vehicle where a new interaction
has occurred.
1.6 The officer has the right to conduct a visual inspection of the vehicle, verification
of all documents, licenses, and registrations during the pull-over of the vehicle.
Inspection of closed compartments (trunk, glove compartment) is allowed if, takes
place in front of the driver, by free consent of the driver and if the driver himself
opened the closed compartment.
1.7 The officer has the right to check the documents of the vehicle driver only.
Exception: Active driver shows wanted by the state via department PDA; passengers
are required to provide identification.
1.8 The driver is obliged to provide documents at the first request of a law
enforcement officer.
1.9 The driver is obliged to stop at the first request of a law enforcement officer.
Note: Failure to do so is punishable by Penal Code for “Failure to comply”.
1.10 The driver of the vehicle, as well as its passengers, are required to remain in the
car, which was stopped by a law enforcement or security officer. It is prohibited to
leave the car without the officer’s request. In case of failure to comply with the
requirements above, the situation is regarded as an assault threat of the officer, and
he is allowed to subdue the suspect and proceed to the arrest in accordance with the
Article 2.3 of the Penal Code.
1.11 In the State of San Andreas, traffic flows forward from the right side.
1.12 For any violation of the Traffic Code, a fine can be issued to the driver of the
vehicle who committed the violation, detention, and where required, arrest,
imprisonment, and evacuation of the vehicle to the Penalty Parking lot.
Note: If the driver is not present, the penalty will be issued to the vehicle owner.
1.13 When a vehicle is involved in a violation of the Traffic Code where the driver
cannot be detained and/or identified, the owner of the vehicle is required to
provide the following details of the driver at that time on first request: I) First and
Last name.
II) Relation to the driver (e.g., family, friend or relative).
Failure to provide these details gives the Law Enforcement officer the right to issue
the punishment for the violation to the owner of the vehicle.
1.14 All traffic tickets given by Law Enforcement Officers are to be recorded as
evidence.
2.2 Every vehicle has an easily accessible Vehicle Identification Number (VIN),
which is in the upper left part of the instrument panel and is visible through the
windshield. The owner of the vehicle is responsible for the integrity and safety of the
VIN number. Damaging the VIN number, as well as driving a vehicle with a damaged
VIN number, presupposes the search of the vehicle and entails a punishment in the
form of evacuation of the vehicle to the Penalty Parking lot, with the possibility of
buyout at the maximum rate.
2.3 An insurance of a vehicle is optional; it is a private choice of one's owner. It
cannot be imposed and cannot be revoked.
2.4 To obtain insurance the vehicle must successfully complete two inspection:
3.2 Compliance with the established direction of traffic, as well as the applied road
markings, is mandatory for all vehicles.
3.2.3 Stopping on the road, not being on a high- or freeway, for no reason and
ignoring the officer’s demands to continue driving is punishable by a fine of
$15.000.
Exception: if the vehicle cannot leave the occupied space on its own, due to its
malfunction. The officer is then entitled to tow the vehicle to a safe location.
3.2.4 Stopping on the road, being on a high- or freeway, for no reason and
ignoring the officer’s demands to continue driving is punishable by a fine of
$25.000 and revocation of all transport licenses.
Exception: if the vehicle cannot leave the occupied space on its own, due to its
malfunction. the officer is then entitled to tow the vehicle to a safe location.
3.3 Cars left in places not established by the Article 7 of this Traffic Code shall be
towed to the nearest impound lot with the possibility of buyout at the rate set by
Article 8 ‘Towing and Impound Fees’.
3.4 Dangerous driving is a criminal offense where the driver is alleged to have driven
in a manner that could cause danger or severe injuries to the public.
3.5 Driving Under Influence (DUI) is the offense of driving, operating, or being in
control of a vehicle while impaired by alcohol or other drugs and is punishable by a
fine of $20.000 and by imprisonment for a term of 30 months.
3.6 Street Racing is an unsanctioned and illegal form of auto racing that occurs on a
public road.
4.3 The driver of an emergency vehicle with the rotating beacon and siren activated
is not required to follow certain rules, including: road signs, traffic lights, prescribed
speed limits on public roads, markings, the obligation to use the indicators to indicate
the intention to turn, to turn around, to change lanes.
5.2 A Special Zone covers the named geographic location and its adjacent territory
within a radius of 30 meters (100 ft.)
5.5 The violation of a speed limit inside the Special Zones is punishable by a fine
of $20.000.
6.3 The violation of Parking rules is punishable by a fine of $7.000 and, at the
discretion of the law enforcement officer, by the evacuation of the vehicle to the
Penalty Parking lot, with the possibility of buyout at the rate set by Article 8 ‘Towing
and Impound Fees’.
