PART 1 – GENERAL
1.1 RELATED DOCUMENTS

1.2 DESCRIPTION OF WORK

A. Work includes providing all materials, equipment, accessories, services and tests necessary
to complete and make ready for operation as per actual site conditions and tender design
package.

B. Any item of equipment or material not specifically addressed on the related drawings or in
this document, and which is necessary to provide a complete and functional installation;
should be provided in a level of quality which is consistent with other specified items.

C. The contractor has full responsibility to verify that telecommunication manhole will
accommodate all infrastructure components (e.g. ducts, TDC, direct buried coupler... etc)
that is required for complete and full working system.

D. In the shop drawings stage and prior to any installation activity the civil work and
contractors should study and verify the manholes against number of passed
through/dropped primary and secondary ducts.

E. All branched ducts will be coupled through sub duct couplers; however the exact number
of sub duct coupler units is the contractor responsibility.

F. All Optical fiber Cables, optical splitters, fiber optical patch panels and optical distribution
frames, outdoor fiber cabinets, fiber patch cords, fiber termination box, fiber connectors,
fiber closures and any other components should be from the same approved manufacturer
and complied with the active network equipment.

G. The contractor should verify number of openings holes in Man/Hand holes against layout
design drawings through detail shop drawing in construction phase.

H. The contractor has full responsibility for performing complete site survey before bidding in
order to confirm system compatibility with actual site conditions.

I. The contractor has full responsibility for handing over with Infrastructure Civil Works
contractor to perform all required tests.

J. System Tests should be End to End including the patch cords. Test procedures should be
approved by the project consultant.

1.3 QUALITY ASSURANCE

A. Manufacturer's Qualifications: Firms regularly engaged in the manufacturing of


infrastructure cabling system should have been in satisfactory use in a similar service for
not less than five years.

B. Standards Compliance: Comply with the latest editions of the requirements of applicable
local codes, and the following standards,

1. ITU – TG.652D Single mode optical fiber cable characteristics. 2. IEC 60794- 1/3/5 &

IEC 61753-1.

3. G-PON OLT is ITU G984 standards, Class B+ or C+.

4. EIA / TIA-568-A commercial building telecommunications cabling standard (ANSI).

5. EIA / TIA-569 Commercial Building Standard for Telecommunication pathways and


spaces (ANSI).

6. EIA/TIA-606 Administration Standard for Telecommunications infrastructure of


commercial buildings.

7. EIA/TIA-607 Commercial Building Grounding and Bounding Requirements for


Telecommunications (ANSI).

8. EIA/TIA-TSB 67: Transmission performance specifications for field testing of unshielded


twisted –pair cabling systems.

9. EIA/TIA – TSB 72 Centralized Optical Fiber Cabling Guide Lines.

10. IEEE 802.3, Ethernet Standards.

11. ISO/IEC11801:2002 Generic Cabling for Customer Premises Standard.

12. UL Subject 444, ANSI / EIA / TIA-606.

13. Telecommunication installation guidelines should comply with the requirements of


project operator & service provider.

C. When more than one code / regulation are applicable, the most stringent should apply.
D. Service Manufacturer must have a factory warehouse in Egypt at which spare parts are
stocked were a field service engineer who is a permanent, full time employee of the
manufacture, factory trained and qualified individual whose primary duty is field service
resides.

E. All work must be installed by system manufacturer’s certified system installers/vendors

who are certified and experienced in implementing the selected data cabling system and to
perform related testing programs.

F. The contractor has full responsibility for low level design, shop drawings, performance,
and optical fiber system components compatibility.

1.4 SUBMITTALS

Provide technical submittal for the project prior to commencement of installation, which
includes but not limited to the followings,

A. Detailed breakdown Bill of material indicating the model numbers and quantities for all of
the proposed equipment in addition to fulfilled tender BOQ match the latest project design
drawings.

All quantities and items listed in the detailed breakdown BOQ should cover all required
system functions and operation mentioned in the tender documents. Any missing items are
the contractor responsibility.

B. Product Data: Submit manufacturer's complete, detailed, and original technical datasheets
for the manufacturer and marked up for all of the proposed equipment. The contractor
should highlight the technical evidences in submitted datasheets for all complied items in
the specification. Moreover, the contractor should mention the specification items for the
highlighted evidences.

C. Submit a detailed point by point compliance statement with this specification. For each
item, the statement should clearly indicate Full / Partial / Noncompliance with the related
specifications item, for instructions in this document the supplier must indicate Understood
/ Not. In case of partial compliance the supplier should clearly indicates the deviation of
the required specifications and the effect of that deviation on the whole system. In case of
noncompliance the supplier should propose an alternative(s) and clearly indicate the
difference with the original requirement. If clear compliance indication is not provided it
should be assumed that the proposed system does not comply with the requirement in the
specification. The contractor should refer in the same list to the technical evidences
corresponding to all compliance statements.

D. Riser Diagram: Submit detailed riser diagram to indicate the connection between all of
system components, the interface with all other system, and products part number.

E. Samples: Submit samples from all materials & accessories included in your proposal.
F. Provide installation details for proposed outdoor fiber cabinets that fit with the dimensions
of installed Cabinet Hole (refer to master plan drawing).

G. Provide calculations to support the attenuation, number of cores, types of cables and all
types of accessories used.

H. Contactor should verify and submit for approval the detailed link budget calculations that
matching the project’s shop drawings and reflecting the actual site conditions.

I. Provide the installation and testing procedure for optical fiber cables. The test procedure
should clearly describe the tools and settings which should be used to ensure correct
measurements of the infrastructure cabling system.

J. The contractor should submit complete company profile indicates similar references,
capability of his installation & testing tools (e.g. blowing machines, splicing machines,
OTDR ,..etc), and team qualifications.

K. The contractor should ensure compatibility of sizing between the proposed system
components and implemented civil works (ducts, manholes, cabinet holes,. etc).

L. Shop Drawings

1. Provide the following item submittals:

a. Point-to-point wiring diagrams for all cables installed under this Contract.

b. Outdoor plans indicating all cabinets (racks), splicing points and associated ID
numbers.

c. Indicating number & type of ducts, manholes’ sizes, etc for outdoor works and/or
Floors, Locations, Cable ID, Patch Panel Port assignment, Outlet ID, etc for indoor
works.

d. Detailed plan views and elevations of all telecommunications spaces (e.g. Facility
management, Data Center,..etc.) Showing Racks, termination blocks, patch panels,
cable paths, ODF etc.

e. Coordination Drawings, to show evidence of coordination with other trades.

2. Acceptance of any submitted data or shop drawings for material, equipment, devices,
arrangement and layout should not relieve Contractor from responsibility of furnishing
same of proper dimensions and weight, capacities, sizes, quantity, quality and installation
details toper form efficiently the requirements and intent of the Contract. Such acceptance
should not relieve Contractor from responsibility for errors, omissions or inadequacies of
any sort on submitted data or shop drawings.
M. As Built Drawings

The contractor should submit as built drawings at the end of the project to the consultant
review and approval.

1.5 EQUIPMENT WARRANTY

A. The contactor should provide clear Warranty Policy to cover infrastructure cabling system.

B. The system manufacturers should provide a minimum twenty (20) year warranty on all
passive components of the structured cabling system. These warranties should be provided
in written certificate form.

C. The system manufacturers should provide in writing to the Owner that in event of the
demise or failure of the certified system installer/vendor, the manufacturer should be
responsible for providing another certified system installer/vendor to fulfil the remainder
of the warranty conditions.

D. All proposed system components (including the fiber patch cords) must be from the same
manufacturer to guarantee best performance and end-to-end infrastructure cabling system.

PART 2 – PRODUCTS

2.1 GENERAL

A. This cabling system should function for IP-based Gigabit/10 Gigabit Ethernet serving
variety of applications (voice, data, video, etc). The terminology and references in this
document as well as the Link and Channel Performance are based on ITU – TG.652D,
EIA/TIA-568 and ISO/IEC 11801: 2002 cabling standard.

B. Infrastructure Cabling System which should include, but not limited to the following:

1. Optical Fiber Single Mode Cables.

2. Optical Distribution Frame (ODF).

3. Optical Fiber Patch Panels.

4. Optical Fiber Closures.

5. Optical Fiber Patch Cords.

6. Passive Optical Splitters.


7. Racks.

8. Outdoor Fiber Cabinets (OFC).

9. Fiber Termination Module.

2.2 OPTICAL FIBER SINGLE-MODE CABLES

A. Outdoor Multi Loose Tube Optical Fiber Single Mode cables with fiber count of 2, 4, 12,
8, 24, 36,48,72,96,144 and For required number of cores per cable and tube please refer to
project design drawings and Bill of Quantity document.

B. Optical fiber single-mode cables should be used to connect between project data center and
FM building Outdoor Fiber Cabinets, Building Entrance Rooms, and Optical Fiber
Termination Boxes & Modules.

C. The buffer tubes should be filled with compound to prevent water intrusion.

D. All Indoor / Outdoor optical fiber single mode cables type should be LSZH and suitable for
inter building cabling.

E. In light of IEC 60794 standards, the contractor should represent the testing values for
crush, impact, bending, torsion and tensile tests for different cables (cores number), which
should be approved by the engineer.

F. Fiber cables will be glass yarn protection and water- blocking. The contractor should
mention the values of bending radius for different cables (cores number), which should
match civil work, site conditions and to be approved by the engineer.

G. The cable must be designed and tested according with EIA/TIA-568A, Bellcore GR-20
core and ISO 11801:2002.

H. The cable must be complied with standard optical characteristics IEC/EN 60793 (e.g. Cut
off Wavelength ≤ 1260-nm).

I. The supplier should propose different colors for outer sheath.

J. The operating temperature should be -40°C to +75 °C.

K. The contractor should provide the color identification scheme for different cores.
2.3 OPTICAL DISTRIBUTION FRAME (ODF)

A. Cross connect ODF system will provide the connectivity between the feeder/primary
optical fiber cables and access equipment (e.g. OLT) in the data center or other buildings
as indicated in the project design documents.

B. ODF will house patching and splicing unites (e.g. patch panels,. etc.) in 19 inch Racks.

C. ODF should be sized to accommodate the required termination (splicing and patching
units) capacity and including cable management units & accessories to handle all patch
cords, spliced cables, ..etc.

D. ODF should be secure to protect patched, splicing cables and to prevent fiber optic
connections from damages, however cables accessibility to be from top& bottom
(alternative options could be accepted).

E. ODF should allow easy access to the connectors on front and rear of those ports with clear
labeling system.

2.4 OPTICAL FIBER PATCH PANELS

A. Optical fiber pre-terminated patch panels should be sheet steel rack mounted 19” with
144/72/48/24/12/8/4 duplex/simplex modular ports and should take no more than four units
of vertical space on the rack. For required number of SC/ABC duplex ports per panel;
please refer to project design drawings.

B. The patch panel should be equipped with a mechanism that ensures the retention and
support of the incoming fiber optic cables to be spliced in the pre-terminated splicing tray.

C. The patch panel should be designed with a sliding mechanism enabling front side
installation and maintenance work to be carried out without having to remove the entire
panel. The patch panel should be delivered complete with top cover.

D. The patch panel should provide facilities to recess the front connector plate deeper than the
front of the 19” rails of the cabinet. This will provide sufficient bend radius for the patch
cords once connected to the panel. This should also prevent damage to the patch cords
when the cabinet door is closed.

E. Use pigtails for termination of all fiber optic cables to fiber optic patch panels. The patch
panel should provide management for 1.2 m of fiber per link after breaking the fibers out
from the cable.

F. Cable Connectors: Quick-connect, simplex and duplex type SC-ABC couplers with self-
centering, axial alignment mechanisms. Connectors and pigtails should be minimum Grade
B and comply with IEC 61753-1.
G. The optical fiber patch panel should be fully assembled and include cabling management
units.

2.5 OPTICAL FIBER CLOSURE

Outdoor optical fiber closure should be suitable to be installed in Manhole or hand hole or
mounted in outdoor Fiber Cabinets (OFC).

The optical fiber closure is the demarcation point between feeders, distributions, and drops
cables where all feeder cables will be spliced to the distribution cables as indicated on project
design drawings. The optical fiber closure should be complied with the followings,

A. Outdoor optical fiber closure dimensions should be suited to be installed in the used
manholes/cabinet holes and/or mounted in outdoor OFC as specified and indicated on the
design drawings.

B. Indoor optical fiber closure dimensions should be suited to be installed in the used indoor
racks as specified and indicated on the design drawings.

C. The optical fiber closure should accommodate all needed equipment (e.g. splicing disks or
trays, splitters ...etc.).

D. Outdoor optical fiber closure should support at least the required number of optical fiber
cable entries as indicated in project bill of quantities. In addition to allowance of fiber in
the loop methodology.

E. The Ingress Protection rate of optical fiber closure should be IP68.

F. The optical fiber closure should include complete installation material, mounting tools and
kits.

G. Opening branches size of optical fiber closure should be suitable to accommodate all sizes
of used optical fiber cables in the project.

2.6 OPTICAL FIBER PATCH CORDS

A. All needed fiber optic patch cords should be provided to connect between the fiber optic
patch panels /ODF. The length and type of the patch cords to be determined by the
contractor based on the arrangement of the equipment inside the rack (s) and active
equipment.

B. Connectors to comply with specifications of Grade B - IEC 61753-1 and TIA/EIA:


Duplex / Simplex LC or SC-ABC connectors.

C. For indoor usage, the optical fiber patch cord should be manufactured from LSZH– flame
retardant jacket. The fiber optic connectors should comply with IEC 74-13.

D. The supplier should propose different colors for outer sheath of the patch cord.
2.7 PASSIVE OPTICAL SPLITTERS

2.7.1 General specification

A. The optical splitter should be based on Planar Lightwave Circuit (PLC) technology.

B. The splitter should be suitable to work at least at four wavelengths;

1. 1310nm used for data and voice upstream.

2. 1490nm used for data and voice downstream.

3. 1550nm used for video signal.

4. 1650nm used for upstream OTDR testing signal.

C. The splitting ratio should be 1:32 as requested in project bill of quantities.

D. PLC splitter should provide the followings optical Specifications;


Operating Wavelength : 1260 nm~1650 n

Max. Insertion Loss : 17.2 dB

Max. Uniformity : 1.7 dB Max.

TDL : 0.5 dB

Max. PDL : 0.3 dB

Min. Return Loss : 50 dB

Min. Directivity : 50 dB

Operating Temperature : -40° ~+85°

Storage Temperature : -40°~+85°

2.7.2 Optical Splitter Module installed/mounted in Rack/ODF/Outdoor Fiber Cabinets


(OFC)

Pre-terminated (with connectors) rack/cabinet mounted PLC splitter module 2:32/64


with box cased should be installed inside the rack/cabinet. This module should be
provided with 1.5 meter pigtail single mode fibers and suitable cassette.

Connectors and pigtails should be minimum Grade B and comply with IEC 61753-1.
2.8 RACKS

The indoor racks and their configuration should be as follows:

A. 4/6/21/42/47 U rack cabinet (80cmx80cm) with front Plexiglas door for services
requirement, complete with all required mounting hardware, label kits, silent type
ventilation fans.

B. Rack should be complete with side panels’ lockable glass front access door and lockable
rear metal door; the rack should be able to support cable entrance from both top and base.

C. Each rack should have a 220V power distribution strip unit rack mounted at each side and
complete with a minimum of ten outlets, fuses and power indicator. Provide adequate cable
management facilities within the racks to support the cables and ensure that cables are
properly secured to prevent stress.

D. Adequate air flow within rack is required to maintain the expected levels of equipment to
be located within each rack; therefore fan assemblies are to be supplied.

E. The contractor should provide all necessary cable management units, brackets, required
accessories and labeling required for complete installation.

F. The rack should be equipped for electrical grounding to meet EIA/TIA 606 tables with fans
and power strip unit.

2.9 OUTDOOR FIBER CABINET (OFC)

A. OFC could be single/double doors or double cabinets with maximum of 28U.

B. OFC cabinet capacity will be selected to accommodate all passive optical fiber termination
equipment (Refer to Appendix-A) e.g.;

1. Modular primary and secondary 144/72/36/24 ODFs with SC/ABC pigtails,


SC/APC connectors and its patch cords.

2. Rack mounted 1:32/64 PLC optical splitters.

C. OFC should be floor standing type and supplied with cabinet basement that installed &
directly mounted on the concrete cabinet hand-hole.

D. OFC dimensions and color will be customized to suite the project requirements and to be
compatible all civil items described in section 16750-I.

E. OFC materials should be heavy duty metal material with protection rate IP65 and workable
temperature up to 75C.
F. OFC should be provided with cables management units, entrances, labeling system and any
required accessories to have full workable solution.

G. ODF inside the OFC should be complied but not limited to the followings;

1. ODF will provide cross connections for feeder and distributed optical fiber cables
from the OFC.

2. ODF should be compact & modular with number of pre-terminated patching units
and splicing trays to accommodate the required terminations capacity in the OFC,
Also include all required patch cords and cable management units to handle all
patch cords, spliced optical fiber cables, ..etc.

3. ODF should be provided with compact size and allow easy access to the connectors
on front and rear of those ports.

4. Patching units and splicing trays should cover the followings;

- Suitable dimensions to accommodate the required ODF termination


capacity.

- Connectors and pigtails should be minimum Grade B and comply with


IEC 61753-1.

- Comply with IEC 61300-2-1/9.

- Compact size & suitable method of mounting and labeling.

2.10 Fiber Termination Module.

A. Fiber termination module will be used for connectivity of outdoor devices, villas, and
apartments.

B. It will be 2 or 4 ports of SC/APC adapters and pigtails and with 2 or 4 ports of SC/APC
adapters and pigtails & housed in fiber box.

C. Connectors and pigtails should be minimum Grade B and comply with IEC 61753-1 &
LSZH.

2.11 MANUFACTURERS

A. Approved Manufacturers: Subject to compliance with the requirements of the

Contract Documents provide products by one of the following manufactures (or equivalent):
1. Corning.

2. R&M.

3. Systimax/ Commscope.

4. AMP – Tyco.

Or approved equal.

PART 3 - EXECUTION

3.1 CABLE INSTALLATION

A. Plan and install all cabling systems in accordance with the cable manufacturer’s
recommendations. Label and record all data communication cables in accordance with:

1. Cable Schedules.

2. Cable Drawings.

B. Install optical fiber cables in accordance with BS 7718 and all other applicable standards.

C. Handle, store and install equipment and components of the system in accordance with the
manufacturer’s recommendations.

D. cables splicing losses should not exceed 0.05dB.

E. Obtain all equipment and components from a single source unless otherwise instructed.

F. Inspect all equipment and components on delivery, before fixing and after installation and
reject and replace any which are defective.

G. All cables must be installed without splices or cuts to ensure the elimination of reflections,
discontinuities, impedance mismatches, etc.

H. Wiring should be mechanically protected by cable trucking for traditional optical fiber cables.

I. All cables, components and items of equipment are to be fully marked with positively fixed
labeling devices to facilitate identification. As a minimum requirement, cables are to be labeled
at the following points:
1. Cables and connection numbers.

2. Equipment room end cable/connection.

3. Patch panel connection.

4. Origin and final destination.

J. Final labeling scheme is to be approved by the owner prior to installation.

K. The contractor should submit a marking system for approval by the owner.

L. The installer must avoid any risk of cable pinching or compression during the installation and
termination of the cable.

M. Termination of the cable will be done in optical fiber patch panels and should include all cores
of the cables. Also these optical fiber patch panels are equipped with all the necessary features
and accessories including the fiber patch cords for all cores of the cable.

N. The drums capacity should be ordered to match the distances between manholes in order to
avoid outdoor optical fiber cables splicing.

O. Installations and testing method of statement including provisional, final acceptance tests and
used tools & equipment should be submitted by contractor to be approved by the engineer.

3.2 FIBER OPTIC CABLES AND CABLES TESTING

A. Each strand of fiber optic cables should be tested with real transmission testing with a light
source and a power meter according to ISO/IEC14763-2/60794-1-2 and ISO 11801:2002
for length and attenuation. Performance test must be below the total loss budget for the
cable connectors.

B. Provide a hard/soft copy chart recording with the test documentation.

3.3 CABLE TESTER

A. Testing tools should be provided to perform the test and accept the work, such tools should
be as following:

1. OTDR.

2. Optical Power Meter (Tester).

3. Fusion splices

B. Tester should provide at least the following functionalities:

1. Supported tests e.g. Optical fiber cable attenuation and losses.


2. Traffic monitoring

3. Integration with cable management system for cable ID download, test results upload
for reporting and all other functionalities

4. Integration with labelling system (calibration tool kit to be provided).

5. Test results upload for reporting and all other functionalities.

6. The tester equipment and testing methodology should be submitted for consultant
approval.

3.4 OTHER INSTALLATION GUIDELINES

A. All installation should be done in conformance with ITU – TG.652D, EIA/TIA 568B
standards and BICSI Design and Installation guidelines. The vendor should ensure that:

1. The maximum pulling tensions of the specified distribution Cables are not exceeded
and cable bends maintain the proper radius during the placement of the facilities.
Failure to follow the appropriate guidelines will require the Vendor to provide in a
timely fashion the additional material and labour necessary to properly rectify the
situation. This should also apply to any and all damages sustained to the cables by the
Vendor during the implementation.

2. BONDING AND GROUNDING

The vendor should be responsible for providing an approved ground at all newly
installed distribution frames. The vendor should also be responsible for ensuring
ground continuity by properly bonding all appropriate cabling, closures, cabinets,
service boxes, and framework. All grounds should consist of #6 AWG copper wire and
should bonded to the main electrical ground. Grounding must be in accordance with the
NEC, NFPA codes and practices.

3. POWER SEPARATION

The vendor should not place any distribution cabling alongside power lines, or share
the same conduit, channel or sleeve with electrical apparatus.

4. MISCELLANEOUS EQUIPMENT

The vendor should provide any necessary screws, anchors, clamps, tie wraps, and
distribution rings, wire moulding, miscellaneous grounding and support hardware, etc;
which is necessary to facilitate the installation of the System.

5. SPECIAL EQUIPMENT AND TOOLS

It should be the responsibility of the Vendor to furnish any special installation


equipment or tools necessary to properly complete the System. This may included
but is not limited to, tools for terminating cables, testing and splicing equipment for
copper/fiber cables, communication devices, jack stands for cable reels, or cable
wenches.

6. LABELING

The vendor should be responsible for printed labels for all cables and cords,
distribution frames, and outlet locations, according to MIS specifications at the time of

delivery. No labels are to be written by hand.

a. All cables, patch panels, patch cords and sockets must be labeled using legible and
permanent labels.

b. Each cable must be permanently identified and labeled at both ends (few
centimeters from the termination).

c. The faceplates labeling should be done using industrial application material to


ensure that it neither fade or be removed easily.

d. Patch panel ports should be identified in simple numeric form. Patch cords should
be identified at both ends in simple numeric form, not necessarily corresponding to
port numbers.

e. All cable and outlets identification should be recorded as a hard and soft copy
“CABLE IDENTIFICATION LOG”; which is to be handed over to the Owner after
cable testing and certification is complete.

f. Provide samples of the labeling accessories for approval.

g. Full labeling solution to be provided including software, hardware, portable


labeling tool and enough quantity of empty label.
