NOTICE INVITING EXPRESSION OF INTEREST

1.0 Expression of Interest is invited from eligible Parties for Construction of building,
running and managing an Industrial Training Institute (ITI) on spacious land (9.005 acre)
acquired by SAIL, Bokaro Steel Plant at Gangapur near Samastipur in Bihar.

1.1 SAIL/ Bokaro Steel Plant propose to open the Industrial Training Institute under
public people participation arrangement.
Interested Parties with proven track record may download the specific
requirement for the above from SAIL website www.sailtenders.co.in against EOI
No. MS/CCNW/09-10/EOI/06/ITI/CSR Date: 11.01.2010, which will be available from
15.01.2010 to 05.02.2010

1.2 All such interested organizations are required to submit their Expression of Interest
with proposed concepts by 08.02.2010 up to 4.00 PM in the office of DGM (Contract
Cell – Non-works), Old Administrative Building, SAIL, Bokaro Steel Plant, Bokaro Steel
City- 827001 by Registered / Speed Post/Courier Service only. This will be opened on
09.02.2010 at 03.00 PM in presence of such parties who chose to be present.

1.3 The exact date, time and venue for Bidder’s Conference will be communicated by
e mail/Telephone/FAX/Speed Post. On that date all such bidders are required to be
present for demonstration.

 Pre-qualification criteria

The Parties should have a sound financial position for building & managing & running the
Industrial Training Institute. Its average financial turnover should not be less than Rs. 3(Three)
Crore in the preceding three financial years.

The Parties should have a proven experience of not less than five years in construction,
managing & running of educational / academic/ technical institution.

The party will be required to get the blue print of the building drawn by an architect and duly
approved by the Competent Authority. All cost incurred in the construction, establishment,
management and running of ITI shall be borne by the party through its own resources.
The Party selected for construction, management & running the Institute shall make all
necessary arrangement and provide all infrastructural facilities including electric power,
drinking water & sanitation facilities.
The Party interested to open the ITI should strictly follow the rules and guidelines provided in
TRAINING MANUAL prescribed by DGE&T, Government of India.

The successful Party entrusted to run the ITI shall obtain proper affiliation from NCVT for
starting trade/ units and authorization of the relevant Govt Body.

The Party shall also submit documentary evidence to establish its legal status as a partnership
firm, Limited Liability Partnership, Company, Society, Trust or Non-Profit Company (NGO)
etc. The statutory registration and incorporation details, Memorandum of Association, deeds etc
are also to be submitted.

Salient Features

After allotment of land on license of 33 years, the successful Party shall take possession of land
on “as is where is” & no complaint basis.
The licensee/ Party shall construct the building for ITI in accordance with all the existing norms of
SAIL/BSL and prescribed rules & regulation of the state government/ appropriate notified
authorities. The licensee will be solely responsible for any violation in this regard and Bokaro
Steel Plant will bear no liability of financial or any other kind in case of any such violation.
The period of license shall be valid for 33 years which can be renewed at the sole discretion of
BSL management
License Fee is subject to revision and the licensee shall pay the License Fee as revised from time to
time.
All cost incurred in the construction, establishment, management and running of such institutions
and all acts incidental to shall be borne by the successful Party from its own resources.
The land shall not be utilised by the licensee for any purpose other than running the institution and
its allied activities.
The licensee shall have no right to sublet / assign rent / transfer / mortgage /allot any part thereof to
any other person/ group/society save as provided in the license.
The licensee shall have no ownership / title over the land, building and the premises.
 Other Terms & Conditions

ITI established on the allotted land will have to observe the following:-
Governing Body of the institution should have at least one representative from
BSL Management, to monitor interests of BSL.
The license & contract may be terminated by BSL Management by giving
three months notice in advance without assigning any reason whatsoever.

Interested parties may download the detailed terms & conditions from the website
www.sailtenders.co.in and send applications within the prescribed date & time of
display in website.

Instruction to Bidders

Expression of Interest Document should cover the following:

1. Core business areas of operations, number of years in the business, Ownership and
organizational structure of the firm. Attach Memorandum of Association and
Articles of Association along with Commencement of Business Certificate,
Certificate of Incorporation, Registration, Deed etc.
2. Audited financial statements for the last 3 years showing financial capability. The
revenue generated from educational development activities along with profit after
tax for the last 3 years should be clearly stated.
3. Name and short CVs of key staff proposed to be deployed Attach separate
statement indicating names, qualifications, and experience of teaching and non-
teaching staffs.
4. SAIL/ BSL has no responsibility regarding the costs & expenses associated with
submission of EOI by the Parties.

General Instructions and Guidelines:

1. Parties interested in participating in this EOI are requested to submit their

Expressions of Interest in the prescribed format latest by 16.12.2009 to The
Deputy General Manager (Contract Cell – Non-works), Old Administrative
Building, SAIL, Bokaro Steel Plant, Bokaro Steel City- 827001.
2. Please note that this is not a Request for Proposal (RFP). After review of the
expression of interest, a short list will be prepared by BSL and the only short
listed Parties would be invited to submit their proposals under double-bid system.
3. BSL reserves the right to accept or reject any or all responses without assigning
any reason whatsoever.
