QHSE (Quality, Health, Safety and Environment) Management System
QHSE Management System also called as a Integrated Management System. An Integrated Management
System (IMS) integrates all organization's systems and processes in to one complete framework, enabling an
organization to work as a single unit with unified objectives.

• ISO 9001:2015, ISO 14001:2015 and


OHSAS 18001:2007 Certification

Integrated Management System Approach & Structure
The Integrated Management System (IMS) has been developed on the basis of ISO and OHSAS standard as
discussed in previous slide.

The QHSE/Integrated Management System has been defined as per the following structure:
• Process Type
• Process Group
• Process
• Procedure
• Template

The process type is the highest level of process classification. There are 3 process types:

• IMS management processes: The set of processes used for the management of the Integrated Management
System (IMS), for Quality, Health & Safety, Environment or any other integrated part.
• Business processes: The set of processes used for the execution of the business activities of the Entity,
from business management to project execution.
• Support processes: The set of processes used for the support of the activities of the Entity, from document
management to corporate processes for HR, IT, legal, purchasing, finances, etc.

How to find IMS in myPortal

There are many roads to the IMS… There is the QHSE tab on
Home page, where you can entre via quality, Health & Safety or
Environment. And then you have the “Lightbulb” it is on every
page and it is the easiest way to entre the IMS realm.

There is a small movie on IMS page to explain the IMS and


structure

QHSE Objectives

QHSE Objective is being set for every year by Tractebel-Corporate in consultation with Business Entity. The important and
common objectives are as follows:

• Achieve Customer Satisfaction


• Compliance with Ethics
• Maintain the Frequency Rate and Gravity rate as circulated by Engie
• Conduct Managerial Safety Visit
• Training and Competence
• Environmental monitoring-Paper and Energy

The target and program is being issued every year.

QHSE Minutes
Communication is a powerful tool to increase awareness, also for QHSE. Regular communication on QHSE subjects will boost
our employee’s knowledge and expected behavior on these topics.

A (new) Tractebel rule asks to organize a QHSE minute at the start of team meetings, in particular meetings with more than 10
participants and a duration over 2 hours. The QHSE minute can cover any QHSE subject in a brief explanation or presentation,
providing information or food for reflection.

— You define your own subjects, explaining attention points, problems, successes, accidents,
incidents, new IMS aspects, good practice… or…

— You use one of the possible topics for a QHSE minute you can find on MyPortal via the IMS
Resources – QHSE tools: QHS minute.

— You can feel free to check with any of the entities

BASIC SAFETY RULES

• Firearms, explosives, knives or other types of weapons will not be allowed on the site.
• Gambling or any other form of betting games is prohibited.
• Discrimination on the basis of race, sex or national origin is prohibited.
• Horseplay, Fight, Practical jokes, Aggressive or abnormal behaviour is prohibited.
• Individuals under the influence of alcohol or drugs will not be permitted entry to the site.
• Safety helmet, safety shoes, ear plug or ear muff, hand gloves, safety goggles, safety harness & clothing for body
protection are mandatory in the plant or work site.
• Use other personal protective equipment as displayed in plant / site.
• It is strictly not allowed to use non-intrinsically safe equipment or instruments in the operational area of site.
• All vehicles for use on the site shall conform to the requirements of the Vehicle Entry Permit. Maximum Speed limit inside
as per local regulation and site traffic plan.
• In case of Emergency , refer the emergency contact no.

H & S Campaign- HIPO

l HIPO- High Potential incident or accident

l A HIPO is an incident / accident where the most probable outcome is a fatality or major injury.

l Every Fatal Accident and serious accident always gives prior indication through dangerous

l occurance, near miss and unsafe behaviour. Needs to identify and report on time for corrective

l measures.

l HS Rule 03 - Incident and Accident Analysis and Reporting- This rule defines the minimum requirements for the
notification, analysis and reporting of dangerous situations, High Potential (HIPO) incidents and accidents.

l It is mandatory to invest, in-depth analysis and make a report of:


Risk = C*E*L*
l • all accidents leading to death or leading to permanent disability If R >100 = HIPO
l • all accidents leading to lost time (LTA)
l • all potential serious incidents / accidents including Risk>100 (HIPO) • Consequences (0-50)
l • all events linked to the misapplication of a LSR • Exposure (1-6)

Hazard Identification & Risk Assessment and
Environmental Aspect & Impact Assessment
Hazard identification & risk assessment and Environmental Aspect & Impact Assessment shall be conducted as follows:
i. For offices Infrastructure/Facility and activities
ii. For the Site Activities – before starting of site activities and during various phases of project execution.

INCIDENT MANAGEMENT

Project Site- All Incident (accident & Near Miss) at project site shall be reported to Project Manager for their information
and necessary action depending upon severity of the accident. Project Manager shall report the event to QHSE Manager
(MEINDIA), HR Manager, Administration Manager and Customer within 06 hours through phone/fax/message
followed by brief report within 24 hours in format no. F-216. All other external communication (e.g. with media, press etc.)
shall be done by Communication Manager.

Office- All Incident (accident & Near Miss) at offices shall be reported to respective Administration Manager for their
information and necessary action depending upon severity of the accident. Administration Manager shall inform the event
to QHSE Manager (MEINDIA) and HR Manager within 06 hours through phone/fax/message followed by brief report
within 24 hours in format no. F-216. All other external communication (e.g. with media, press etc.) shall be done by
Communication Manager.

CRISIS MANAGEMENT

In case of crisis situation at office the information must be given to Evacuation Team Leader of respective floor and HSE
manager (MEINDIA) and in project the communication must be done to Project Manager and HSE manager (MEINDIA) .
All employees are expected to actively participate in the mock drill organized on periodic basis to make yourself and team
prepare to respond properly in case of real emergency.
