The practice of CSR is subject to much debate and criticism. Proponents argue that there is a strong
business case for CSR, in that corporations benefit in multiple ways by operating with a perspective
broader and longer than their own immediate, short-term profits. Critics argue that CSR distracts from
the fundamental economic role of businesses; others argue that it is nothing more than superficial
window-dressing; others yet argue that it is an attempt to pre-empt the role of governments as a
watchdog over powerful multinational corporations. Corporate Social Responsibility has been redefined
throughout the years. However, it essentially is titled to aid to an organization's mission as well as a
guide to what the company stands for and will uphold to its consumers. European Commission defines
Corporate Social responsibility as "A concept whereby companies decide voluntarily to contribute to a
better society and a cleaner environment. A concept whereby companies integrate social and
environmental concerns in their business operations and in their interaction with the stakeholders
on a voluntary basis".
Most ideal definition of corporate social responsibility (CSR) has been given by world business council
for Sustainable Development which says, “Corporate Social Responsibility is the continuing
commitment by business to behave ethically and contribute to economic development while
improving the quality of life of the workforce and their families as well as of the local community
and society at large”.
Thus, the meaning of CSR is twofold. On one hand, it exhibits the ethical behavior that an organization
exhibits towards its internal and external stakeholders (customers as well as employees). On the other
3
4
hand, it denotes the responsibility of an organization towards the environment and society in which it
operates.
Introduction
Corporate Social Responsibility (CSR) is the continuing commitment by business to behave ethically,
contribute to economic development, improving quality of life of workforce, their family, local
community and society, build a meaningful relationship between the corporate sector and the rest of the
society. Businesses have to adopt practices that ensure ethical, legal, commercial and public
expectations.
Firms can no longer continue to exploit environmental resources and escape from their responsibility by
acting as separate entities regardless of the interest of the society. Organizations, now, are realizing the
need to shift their focus on the interest of society. The sense of being socially responsible has to come
from within. CSR involves various voluntary efforts in which companies engage themselves in order to
give something back to the society. It involves providing innovative solutions to societal and
environmental challenges. Organizations generally believe that acting in a socially responsible manner
will create value for them. The fact that an organization is committed to social causes, also gives
employees a sense that the company would also be committed to the welfare of its employees as well.
Corporate social responsibility offers manifold benefits both internally and externally to the
companies involved in various projects. Externally, it creates a positive image amongst the people
for its company and earns a special respect amongst its peers. It creates short term employment
opportunities by taking various projects like construction of parks, schools, etc. Working with
keeping in view the interests of local community bring a wide range of business benefits. For
example, for many businesses, local customers are an important source of sales. By improving the
reputation, one may find it easier to recruit employees and retain them. Businesses have a wider
impact on the environment also. Plantation and cultivation activities taken up by Intel India are a
step towards the same. Recycling used products also acts as a step towards minimizing wastes.
4
5
Internally, it cultivates a sense of loyalty and trust amongst the employees in the organizational
ethics. It improves operational efficiency of the company and is often accompanied by increases
in quality and productivity. More importantly, it serves as a soothing diversion from the routine
workplace practices and gives a feeling of satisfaction and a meaning to their lives. Employees
feel more motivated and thus, are more productive. Apart from this, CSR helps ensure that the
organization comply with regulatory requirements. .
Increasing Affluence: Customer from elite level can afford to buy and pay more for premium
brand but the poor customer might not be willing to pay so much for brand, instead they would
prefer to spend their money on business which can take their business to much better level.
Changing social expectation: Its natural that customer expect more from the company whose
product they buy but with recent controversy and scandal of company has reduced the trust and
confidence in the regulatory body and organization which manage the corporate.
Globalization and free flow of Information: With growing trend of media and easy access to
information through mobile, TV even the minor mistake of the company is brought in public in no
5
6
time, this sometime fuels the activist group and likeminded people to spread message which can
lead to situation like boycott of the product.
CSR in India
Corporate Social Responsibility (CSR) is on the rise all over the world and in India also. In India,
CSR has evolved to encompass employees, customers, stakeholders and sustainable development
or corporate citizenship. The spectrum of CSR includes a number of areas as human rights, safety
at work, consumer protection, climate protection and caring for the environment, and sustainable
management of natural resources. From the perspective of employees, CSR activities include
providing health and safety measures, preserving employee rights and discouraging discrimination
at workplace. This helps in fostering a healthy environment within the company.
A survey by the Tata Energy Research Institute (TERI) called ‘Altered Images: the 2001 State of
Corporate Responsibility in India Poll’ Traces Back The History Of CSR In India and suggests
that there is four models of CSR.
Ethical model - The origin of the first ethical model of corporate responsibility lie in the
pioneering efforts of 19th century corporate philanthropists such as the Cadbury brothers in
England and the Tata family in India. The pressure on Indian industrialists to demonstrate their
commitment to social development increased during the independence movement, when Mahatma
Gandhi developed the notion of ‘trusteeship’, whereby the owners of property would voluntarily
manage their wealth on behalf of the people.
Gandhi’s influence prompted various Indian companies to play active roles in nation building and
promoting socio-economic development during the 20th century. The history of Indian corporate
philanthropy has encompassed cash or kind donations, community investment in trusts and
provision of essential services such as schools, libraries, hospitals, etc. Many firms, particularly
‘family-run businesses’, continue to support such philanthropic initiatives.
Statist model - A second model of CSR emerged in India after independence in 1947, when India
adopted the socialist and mixed economy framework, with a large public sector and state-owned
companies. The boundaries between the state and society were clearly defined for the state
enterprises. Elements of corporate responsibility, especially those relating to community and
worker relationships, were enshrined in labour laws and management principles. This state
sponsored corporate philosophy still operates in the numerous public sector companies that have
survived the wave of privatization of the early 1990s.
Liberal Model - Indeed, the worldwide trend towards privatization and deregulation can be said to
be underpinned by a third model of corporate responsibility – that companies are solely
responsible to their owners. This approach was encapsulated by the American economist Milton
Fried-man, who in 1958 challenged the very notion of corporate responsibility for anything other
than the economic bottom line.
7
8
Many in the corporate world and elsewhere would agree with this concept, arguing that it is
sufficient for business to obey the law and generate wealth, which through taxation and private
charitable choices can be directed to social ends.
Stakeholder Model - The rise of globalisation has brought with it a growing consensus that with
increasing economic rights, business also has a growing range of social obligations. Citizen
campaigns against irresponsible corporate behaviour along with consumer action and increasing
shareholder pressure have given rise to the stakeholder model of corporate responsibility. This
view is often associated with R. Edward Freeman, whose seminal analysis of the stakeholder
approach to strategic management in 1984 brought stake holding into the mainstream of
management literature (Freeman, 1984). Ac-cording to Freeman, ‘a stakeholder in an organisation
is any group or individual who can affect or is affected by the achievement of the organisation’s
objectives.’
Beyond the private sector, corporate players in India’s public sector too have been actively
involved in corporate social responsibility initiatives. Most public sector units in the heavy
engineering industry have not only set up a township around the plant, but also established a
school, a hospital and several other civic facilities for its employees and those that live in that
area.
Private sector companies have been encouraged to undertake rural development programmes
down the years through fiscal incentives by the government. For instance, special benefits are
offered in the industrial policy to companies that set up industries in backward areas and tax
incentives are also offered to companies that set up water purification projects.
With the intense spotlight on the subject, the interest in corporate social responsibility is spreading
in India as well. Good corporate citizenship and CSR initiatives are inextricably linked with
improved brand reputation, which is one of the most important drivers of CSR identified by the
respondent companies. The other key drivers of Corporate Social Responsibility in India were
diverse ranging from stated philosophy of founding fathers to improving relationship with local
communities to enhanced shareholder value.

India has been named among the top five Asian countries who lay heavy
emphasis on corporate social responsibility (CSR) disclosure norms, says a
survey.
According to social enterprise CSR Asia's Asian Sustainability Ranking, India ranked fourth in
the list topped by Australia.
The 2009 ASR list was dominated by Australian companies, with eight out of the top 10
companies analysed coming from there, followed by India, the survey said.
However, the report further said that though there are increasing levels of disclosure in the Asian
region, it still is generally poor compared with Europe and North America.
CSR India is a leading social enterprise that focuses on sustainable business practices in Asia.
"In India we find surprisingly high levels of disclosure, particularly from large companies with
recognised brands such as Tata and Infosys. Leading oil companies also have reasonable levels
of disclosure," the report said.
The top 10 companies in India's CSR rankings include Tata Consultancy Services, ITC, Infosys
Technologies, Larsen & Toubro, Reliance Industries, Oil and Natural Gas Corporation, Indian
Oil Corporation, Bharti Airtel, Steel Authority of India Ltd, and NMDC Ltd.
Indian firms are most transparent in terms of governance, policies and code of conduct. They also
provide more information than most companies on issues relating to community impact and
development. Disclosure on environmental issues is also relatively high, the report said.
This national survey was undertaken by Times Foundation and TNS India, a leading social and
market research agency, to look into the various issues of social relevance under the realm of
9
10
CSR. The survey helped to get not only the viewpoints of the top management of leading
Corporate Houses on CSR policies but credible data on CSR policies in India in co-relation with
the policies of the Government of India.
The survey targeted companies in three sectors, i.e. Public Sector Undertakings, Private Sector
Undertakings that have been nationalised and Private Companies. The questions were addressed
to the CEOs and CSR heads of the companies.
Some of the questions that were asked included whether the organisation has a CSR wing, if yes
then which areas it works in, which are the popular areas of functioning as well as the reason
behind these choices, who were the beneficiaries of the CSR activities, the role of the
government when it came to CSR policies, communication and coordination between the
government and the companies and any more.
More than 100 companies participated in the survey and gave their inputs on CSR policies and
initiatives.

Reliance Infrastructure Limited
Reliance Infrastructure, formerly known as Reliance Energy and prior to that as Bombay
Suburban Electric Supply (BSES), is a company under the Reliance Anil Dhirubhai
Ambani Group [1] banner, one of India's largest conglomerates. The company is headed by
Anil Ambani. The company's corporate headquarters is situated in Sector 24, Noida. The
company is the sole distributor of electricity to consumers in the suburbs of Mumbai. It also
runs power generation, transmission and distribution businesses in other parts of
Maharashtra, Goa and Andhra Pradesh. Reliance Energy plans to increase its power
generation capacity by adding 16,000 MW with investments of $13 billion.
Reliance Energy came into existence when it took over BSES in 2002.
Reliance Energy is currently constructing a 5500 MW gas generation power plant in the
district of Dadri in the northern state of Uttar Pradesh. It is planned to be the single largest
gas grassroot gas fired generation plant in the world and will solve much of the power supply
shortages of northern India. The ADAG group is in a bitter fight with Mukesh Ambani
controlled Reliance Industries as the Gas for this project is not yet tied up. The matter was
under litigation in the Bombay high court. On June 15, 2009 the Mumbai High court ruled
the case in favour of the Reliance Natural Gas Limited. asking the Mukesh Ambani owned
Reliance Industries to stick to its commitment of providing the gas to RNRL at a stipulated
amount being agreed upon prior to the split between the brothers.
The Sasan project (Madhya Pradesh) is a 6 * 660 MW coal fired generator currently under
construction. The tender had initially been awarded to Lanco Group, before being
disqualified.
Other projects
15
16
Reliance Energy won on competitive bidding last year for 280 MW Urthing Sobla hydro
power project in Uttarakhand. It has also won two power projects totaling 1700 MW in
Arunachal Pradesh.
Recently Reliance energy has bagged a 1200 MW Hissar and a 2×250 MW Pariccha EPC
project contract. It is also building the 1200 MW Rosa Power Plant.
Tata Power is the India's oldest private power section company and considered Reliance
Energy's biggest rival. However Tata Power and REL have an unusual business relationship
in that Tata Power is a net generator of power and sells power to REL while REL has
insufficient generation capacity to supply its Mumbai retail customers and thus must buy the
shortfall from Tata Power. Tata Power and REL both compete directly against each other in
the high end use industrial customer market. This has resulted in several contract disputes
between the two rivals.
Reliance Power
As at 15-Jan-08 Reliance Energy is in the process of structuring an IPO for its subsidiary
Reliance Power. Reliance Energy will issue new shares in Reliance Power equal to 80%
while holding the remaining 20%. The IPO is expected to raise US$3.5 billion, which would
make Reliance Power the largest IPO in India's history. The capital raising is to fund the new
generation projects currently planned.
Reliance Media & Entertainment has interest in Movies, Music, Sports, Gaming, Internet &
mobile portals, Digital cinema, IPTV, DTH and Mobile TV. In 2005, Reliance ADA Group
acquired Adlabs Films Limited, one of the largest entertainment companies in India, which
has interests in film processing, production, exhibition & digital cinema. Reliance
Entertainment has also forayed into the FM Radio business through BIG 92.7 FM.

‘Teach them young’ is the very motto of Reliance as the Company believes that the quality
of inputs received by an individual at an early age contributes to his or her growth as a
apable human being. To ensure high quality of teaching, Reliance has made significant

and teachers from the primary schools of neighbouring villages, and also organized
‘Balmela’ and Science and Mathematics Fair.
To provide training in the field of effective techniques and modern methods of teaching to
high school teachers in the Hazira area, the Company organized training of teachers in
various subjects.
Reliance has launched the “Sky is the limit” programme at Hazira, to address the problem of

Nanhi Kali
As part of its corporate social responsibility (CSR), Adlabs Cinemas, part of the Reliance
Anil Dhirubhai Ambani Group (ADAG) and India's leading entertainment conglomerate
Adlabs Films, has announced its plan to partner one of India's non government organisations
(NGO) Nanhi Kali for spreading awareness on the issue of educating the disadvantaged girl
child in India.
According to an official press release, Adlabs will introduce a special food combo of popcorn
and pepsi branded 'Classroom Combo' as part of the initiative and contribute a certain
percentage of their sales to Nanhi Kali for bringing forward the latter's campaign towards girl
child education.
Tushar Dhingara, chief operating officer, Adlabs Cinemas, said, "The status of women is a
key indicator of the wellbeing of our society and this is Adlabs' small way of lending support
to nurturing the girl child."
Sheetal Mehta, executive director, Nanhi Kali, said, "With this project, we have been
extending the opportunity of education to over 43,000 under privileged girl children from
poor urban, remote rural and tribal communities in India. We appreciate Adlabs' initiatives in
generating funds for our project."
Nanhi Kali is a national sponsorship programme running its projects in areas including
Mumbai, Delhi, Rajasthan, Madhya Pradesh, Andhra Pradesh and Chattisgarh. It provides
academic support by arranging classes and offering comprehensive materials to children
including uniforms, shoes, socks, school bags, and stationery.
The initiative highlights the role that corporations of any type can play in contributing toward
social issues, given a little creativity and the willingness to see a bottom line beyond mere
profits. And at the same time, they may even rope in customers that otherwise may not be
interested in the product. As someone who rarely buys concessions at the cinema, I might
24
25
make an exception and consider indulging Rs 120 for a “classroom combo” the next time I
find myself in front of a Bollywood film in India. A sucker for well-crafted corporate
marketing? The lazy man’s answer to giving back to society? Perhaps. But the point is, I
would become a cinema-going customer that now thinks about the girl child’s education. And
that twist may lead to other contributions to the issue.
And from the NGO’s perspective, raising awareness about the issue is just the first step in
making a lasting impact:
Sheetal Mehta, Executive Director – Nanhi Kali said, “Project Nanhi Kali is today extending
the opportunity of education, to over 43,000 under privileged girl children from poor urban,
remote rural and tribal communities in India. We believe that it through education of the girl
child that we can effectively deal with many of the developmental problems we are facing as
a country today. We appreciate the initiative by Adlabs in helping create awareness for the
cause and increase funds for our endeavour Nanhi Kali.”
In its pursuit of excellence in sustainable development, Reliance further integrated its safety
and environment performance in the overall business plan and strategy. A management
system approach, consisting of gap analysis, planning, implementation, and review has
percolated to all business plans through ISO 14001:2004 at all manufacturing locations.
Through its annual environment plan and business targets, the Company identifies projects
and takes action to achieve these targets with the ultimate goal of becoming water positive,
carbon neutral, with maximum possible recycling and reuse of hazardous and other wastes. A
management framework with defined structures, roles and responsibilities, group guidelines,
audits and training has been instituted to implement the journey towards world-class
excellence in environment. The Company initiated reporting environmental efforts to the
world through Global Reporting Initiative following G-3: 2006 guidelines. Reliance’s second

accreditation: GRI Checked A+. The Company has also undertaken an exercise to establish
world class corporate environmental standards with the help of DuPont experts.

During 2007-08, Reliance registered two Clean Development Mechanism (CDM) projects,
one each from Patalganga and Allahabad, with UNFCCC for CO2 reduction. More than
100,000 Certified Emission Reduction (CER) from two of the registered projects have been
verified and issued by United Nations Framework Convention on Climate Change
(UNFCCC). The Company is exploring all possibilities to take the benefit of CDM credits
through various projects. Reliance also became member of Carbon Capture and Sequestration
Association, London, for active participation in worldwide activities related to Carbon
Capture and Storage (CCS).
To decrease the Company’s carbon footprint, activities have been initiated in the area of bio-
diesel through non-edible route of Jatropha seeds. Extensive distribution of Jatropha saplings
and cultivation in the wasteland has been targeted and a pilot plant of 20 Ton Per day (TPD)
bio-diesels is ready for commissioning. Reliance is also exploring the possibility of bio-
ethanol using second generation raw material.

Reliance as a responsible corporate has accorded top priority to water conservation and reuse
to preserve fresh water, one of the precious natural resources. Jamnagar Manufacturing
Division is not dependent on fresh water resource and continues to generate fresh water from
sea. A study was undertaken by nternationally renowned consultant M/S ENSR, USA to
improve the effluent treatment plant’s (ETP) operation at Jamnagar Manufacturing Division.
Their recommendations are being implemented. New facilities have been created for
township and labour camps at the Jamnagar Manufacturing Division and also at the Nagpur
Manufacturing Division for the treatment of domestic sewage and its reuse and recycle.
Compared to the previous year, there has been a reduction in consumption of water at
manufacturing locations Jamnagar, Kurkumbh, Hoshiarpur, Silvassa, Dhenkanal and Nagpur
manufacturing divisions have achieved 100 % recycling of the treated water and thus attained
the status of “Zero discharge” sites. Vadodara and Hazira Manufacturing Divisions have
initiated the “Zero Discharge Project”.
The Company has taken a roactive measure for the safe disposal of electronic waste,
fluorescent tube lights, empty paint containers, spray cans, etc. Silvassa Manufacturing
27
28
Division has established EWaste disposal through E-Parisara, MoEF approved recycling
agency, while the Manufacturing Divisions at Jamnagar and Hazira have instituted tube light
and empty paint container crusher with recovery and safe disposal of toxics. These practices
are being implemented at others sites as well.
During the year, Reliance has accorded highest priority to the training, awareness and
learning mechanism at all levels. During the year, various internal and advanced training
programs and inter-site meets were conducted involving experts.Learning on specific
environmental issues through participation in national and international conferences,
workshop and courses, has been encouraged at Reliance. Effective networking and
collaboration with national and international agencies such as universities, research institutes,
regulatory bodies, industrial and professional association has helped to assimilate and
implement the world class best practices in HSE management.
Environment audit is one of the important tools on which special emphasis is given and the
Company currently has more than 75 “Trained Lead Auditors” for ISO 4001:2004. Various
audits conducted during the year include third party statutory audits in the state of Gujarat
and ISO audits; group environment audit; independent assurance of Reliance’s Sustainability
Reports by Ernst & Young; Audit by Japanese Union of Scientists & Engineers at Hazira and
Nexant team at Jamnagar. Action plans are made to liquidate all audit observations.
Various environment programs, such as tree plantation, water conservation & harvesting and
energy saving initiatives were conducted by all sites within the complex and in the nearby
community. All sites, as part of the ‘World Environment Day’ celebrations created awareness
on Global Warming and melting of ice. This year, manufacturing Divisions at Vadodara and
Dahej gave special emphasis to schools and initiated Green School project using the
framework developed by Centre for Science and Environment (CSE), New Delhi.

Foundation. Reliance has also sponsored study of coastal wetlands of Godavari Delta to
Environment Centre- a reputed NGO of Andhra Pradesh.
As with education, Reliance stresses one more key contributor to the country's human index
factor - programmes and projects in areas of health awareness and management. Along with
other pre-occupations, social infrastructure is foremost in our minds. Greater importance will
be
assigned to these efforts in the coming years.
The Dhirubhai Ambani Foundation joined the management of Sir Hurkisondas Nurrotumdas
Hospital and Research Centre in December 1997 with the commitment to restore the hospital
to
its erstwhile glory by re-structuring the hospital services and setting up state-of-the-art
technology in the field of healthcare that will conform to international standards.
HNH&RC offers tertiary level healthcare facilities that include cardiology, cardio-thoracic
surgery, neurology and neuro-surgery, oncology, urology, nephrology, paediatric and
neonatal
surgery, gastroenterology, micro-ear surgery, retinal surgery and other services. Over 258
consultants in various areas of specialization drive and manage the activities. They are
assisted
by a staff of 1,000, including paramedical and other support. The centre also provides free
and
subsidised out-patient and in-patient treatment to the needy.

At HNMRS researchers are encouraged to move out of the four walls of the hospitals to carry
out community-based studies.
• Recent projects include studies focusing on children. These include a study of acute and
chronic adrenal insufficiency in severely ill children, and a study of calcium and Vitamin
D status in children under 5 years of age.
• Studies on Tuberculosis in HIV positive cases and on the role of pseudomonas in
nosocomial infections are nearing completion.
• A community based study on the prevalence of Type 2 diabetes was undertaken in a
rural population in Malwan in Sindhudurg District.
• Microbiological studies on transfusion transmitted viruses received two prizes in two
consecutive years at the All India Conference of Medical Microbiologists.
This state-of-the-art hospital was established seven years ago. It has served the population in
the industrial and rural areas of Raigad District, Maharashtra.
• Besides taking care of hospitalisation requirements, the hospital provides poor patients
and senior citizens free outpatient and subsidised inpatient treatment.
• It has provided critical intervention in the case of numerous highway accidents and
saved lives by providing prompt, specialised and free life saving treatment. A total of 375
highway accident cases were treated last year.
That the private sector is not interested in investing in Emergency Medical Service (EMS)
because of it being a non-profitable venture, not to talk about the mundane medico-legal
hassles, is a reality. An exception is the Dhirubhai Ambani Hospital, located in Raigad
30
31
district of Maharashtra which has a dedicated EMS service being run gratis for most of
the time. It is believed that the late Dhirubhai Ambani chose to build a hospital off the
highway, because of it being a high accident prone zone.
The hospital has a well-equipped ambulatory service, armed with medical and para-
medical staff, which rushes to the spot of the accident within a few minutes. They rescue
the accident victims, administer first-aid and transfer the victims to the hospital if
needed. The hospital has a dedicated unit for EMS- a casualty room, burns room and
well-equipped OT.
The hospital treats around 10 EMS cases a day. Once in a major bus accident, the
hospital has treated 125 victims. The survival rate of the patient is also an unbelievable
90 per cent. So far, the hospital claims to have treated more than 2,000 accident
victims.
Says Col SKP Matwankar, medical director, “As all accident cases have to be reported,
most of the time we take the trouble of lodging a first information report with the
police.”
The hospital does not check if a patient can pay or not. “The administration lives by the
wish of the late Dhirubhai Ambani, who during the inauguration of the hospital said,
“Saving a human life is equivalent to Rs 1 crore.” The hospital has laid down protocols to
be followed for the different kinds of emergencies, whether it is burns, hit-and-run case
or poisoning. “Following standard norms of treatment removes confusion,” says
Matwankar. But what according to him makes the EMS facility of the hospital stand out is
the involvement of the hospital administration. The hospital takes the initiative in tracing
the family of the patient from his belongings, a job which other hospitals might just
leave for the police.
Says A Mahajan, EMS co-ordinator, “We search the belongings of the patient to get the
phone book. Then our staff starts calling up these numbers randomly to trace the family
of the patient.” In the meantime, the EMS team starts treating the patient. And while
other private hospitals necessarily take the consent of the family before conducting the
surgery, here the doctors conduct emergency surgeries, even in the absence of the
relatives of the patient.
Says Lt Col Shiv Shankar, Joint Director and Senior Consultant Anaesthesiology, “Saving
a life is more important than the going through the formalities. We conduct the surgery
31
32
in good faith. Under law, a doctor can perform surgery without taking the permission of
the patient’s relatives.”
But are they troubled by the police? “The police understands our good intentions.
Luckily, they have not harassed us,” replies Matwankar.
A patient can continue his treatment in the hospital or be shifted to another hospital, as
per the wish of the relatives. The hospital has never refused treatment to anybody. Once
an accident-hit victim was recuperating in the hospital for more than a month, before the
patient’s relatives could arrive from Assam.
“If a patient is in a position to pay, he pays, but then the patient is not under any
obligation to pay. Some relatives even say that they would come back and pay, but 90
per cent of these people do not. Anyway, payment is not what we are looking at,” says
Mahajan. The EMS staff documents the belongings of the patients, keeps them safely
and returns it to the patent when he recovers. Says Dr A K Sinha, deputy director,
medical, “Till date there has been no theft of the belongings of the patient. Once we had
to keep gold ornaments of a girl lying in the ICU for a fortnight.”
While authorities of other hospitals are thinking of means of making EMS profitable, for
Dhirubhai Ambani hospital it purely a social venture. As summed by A G Dawda,
president, Reliance Engineering Associate Private Limited, “Our interest in healthcare is
to make healthcare affordable to more number of people. And the EMS of Dhirubhai
Ambani is a brilliant example of that.”
Health Awareness Programs, covering diverse topics such as noise pollution, hazards
substance abuse, prevention of HIV/AIDS and First Aid were conducted for students of
schools at the neighbouring towns and villages of Patalganga. Barabanki Manufacturing
Division provides medical service and awareness programs on health, hygiene, cleanliness
and sanitation in neighboring villages.

Hazira Rehabilitation Centre for the Physically Challenged has been set up in partnership
with Disabled Welfare Trust of India for capacity building of physically challenged children
from the weaker sections of society.
The Company provides Community Medical Centres near most of its manufacturing
divisions. These centres cater to the Governmental health care programmes like maternal and
child health, TB, malaria, HIV / AIDS etc., besides providing curative treatment. These
Centres have been well received and go a long way in providing the medical relief for the
community. The Company has implemented HIV / AIDS and DOTS programme at Hazira
and Jamnagar, and is in the process of replicating the same at the other manufacturing
divisions. This initiative is a publicprivate partnership between the Government, NGOs and
Reliance. This comprehensive project extends from creating awareness to providing
treatment, care and support. Reliance’s initiative to combat HIV / AIDS has been recognized
by UNAID, World Bank and other national and international institutions.
Reliance has adopted a Primary Health Centre (PHC) from the State Government of Gujarat
and converted it into a model primary health centre. The PHC located at Dahej in Bharuch
District, Gujarat, has attained the status of the best PHC in the District in a short-span of 6
months and has established itself as a centre of excellence.
To provide emergency and trauma care to victims of highway accidents, Hazira has tied-up
with an NGO to run the project on the State Highway in Gujarat starting from Sachin to
Bharuch, and the State Highway via Hazira - Olpad - Hansot - Ankleshwar. The project will
benefit thousands of commuters who use this highway on a daily basis.
Traffic Police personnel are the first government agency to respond to an emergency
involving a chemical tanker or a truck. With the increase in the number of accidents on roads
and the unending addition of new chemicals, it is important that these personnel understand
the hazards and the basic steps to be taken to safeguard themselves and the general public
from the hazards of chemicals. The Company’s initiative of training traffic police personnel

A massive workforce from all parts of India are working at the mega construction activities in
the SEZ at Jamnagar. The Company has given shelter in several colonies. Each labour colony
has a separate medical centre. Each medical centre is manned round the clock by doctors,
nurses and ambulances.
The tribal areas in regions near Surat, Gujarat, are highly endemic to the prevalence of a
thalassaemic trait, which is a genetic disorder. The Company launched a thalassaemia
detection camp in association with the Indian Red Cross in the local high school. Children
from the nearby school were tested for the disorder. The opportunity was also used for
detecting aneamia and sickle cell aneamia. A post-test counseling session was organized for
the parents of these children.
In partnership with the Lions Cancer Detection centre, the Company provides monetary
assistance for purchase of medicines to cancer patients.

Mobile Dispensaries
Reliance also operates free medical diagnostic and therapeutic services at neighbouring
villages of several of its manufacturing locations.
The Company’s employees organize and participate in blood donation campaigns every year
across its manufacturing divisions and offices.
Dhirubhai Ambani Foundation (DAF), with financial and technical services support from the
Reliance Group, joined in 1997 the Management of HNHRC, a charitable hospital offering
tertiary health care facilities to all strata of society and providing free and subsidized services
to the poor and indigent patients availing of various diagnostic and treatment facilities.
Thousands of patients have received treatment indoors in the various wards and specialized
care areas and at OPD services at P.T. Clinic, the popular Diagnostic Centre of the Hospital.
The Hospital continues its age-old tradition of rendering free service to all in the casualty
ward. More than 4,000 surgeries were performed during the year, of which a major portion
was special and supramajor surgeries.
The Hospital carried out several Cadaver Transplants in the recent past. Further, the eye
Donation drive initiated by the hospital witnessed an increased response. Some of the
important outreach programmes conducted during the year included a Senior Citizen Health
Screening Program in association with Rotary Club, and a medical back-up for the Special
Olympics event organized by the Lions Club - International. Twice a month, the hospital
continues to conduct free health check-up for senior citizens and physically challenged in
Mumbai. These programmes have gone a long way in educating the community on
prevention of diseases, and promoting a healthy lifestyle.
The hospital is in the process of building a multi-storied ultra modern tertiary care hospital
with state-of-art facilities and infrastructure embracing the entire spectrum of health care
35
36
services. Several new facilities would be added, and many of the existing facilities would be
significantly upgraded in areas like Neurology and Neurosurgery, Urosurgery, Cardiology
and Cardiac Surgery, Cardiovascular Surgery and Cosmetology. A chain of blood banks
would be established at various centers under a new initiative by the DAF. Educational and
research activities at the hospital shall receive significant boost by way of advanced acilities
and better funding. The project, when completed, would be a landmark healthcare facility in
this city.
DAF, through the Reliance Group, supports the scientific research activities of HNMRS. The
Society has been carrying out scientific research activities since 1974 -75 and has completed
more than 130 research projects. The scientists from HNRMS have presented over 180 papers
at various national and international conferences. More than 130 papers have been published
in peer reviewed scientific journals, about half of them being highly rated as prestigious
international journals. Topics of national health priority constitute a major share of the
research projects undertaken.
The researchers are motivated to expand their research avenues to carry out epidemiological
studies and community-based surveys. As part of such studies, children from nearby schools
and susceptible population from neighbourhood communities are regularly screened by
medical / paramedical professionals. Those in need of medical care are offered special
attention and treatment at the institution free of cost.
Drishti
Project Drishti, a nation-wide corneal grafting drive to bring light into the lives of visually
challenged from the underprivileged segment of society, has restored the gift of sight to over
5,500 Indians. A unique joint initiative of Reliance Industries Limited and National
Association of Blind (NAB), Project Drishti has undertaken over 5,500 keroptoplasty
surgeries in less than 4 years since it was started - all free of cost. It is now the largest corneal
grafting surgery project enabled by a single corporate entity in India.
36
37
Health, Safety and Environment (HSE) is a high priority issue at Reliance. The aim is to
provide comprehensive health services covering preventive, promotive, curative and
community health care services.
Further, the management’s vision to put safety of personnel above all, is evident from the
policy statement, “Safety of persons overrides all production targets”. This vision drives the
company to continuously look for ways to break new barriers in safety management for the
benefit of all.
Health
37
38
employees are also supported for hospitalization by regular liaisoning and provision of
financial support, where required.
CASHe
Reliance’s preventive health care, provided through workplace improvements is carried out
under the CASHe Programme. Started in 2003, it has grown to encompass the entire
enterprise. The programme has been instrumental in creating a culture of implementing
health, safety and environment projects on a priority basis. This programme has also helped
the Company to improve its performance on the occupational health and safety front, besides
being recognized in international forums, like the International Commission on Occupational
Health Congress, held in Italy.
The Company’s occupational health centers are also in the forefront in organizing preventive
educational programmes for noncommunicable diseases, such as: heart problems,
hypertension, diabetes and other lifestyle diseases, along with informative sessions for
communicable diseases, such as: malaria, tuberculosis and HIV / AIDS. The Company
ndeavours to move towards the concept of wellness as it recognizes that a healthy worker is a
productive worker.
Safety
Having reached high levels of safety management within the country, the management has, in
the last few years, been steadily taking strategic steps to take the Company to world class
levels. This year, under the guidance of the HSE Committee of Directors, Reliance entered
into a strategic partnership with DuPont Safety Resources. The engagement is focused on
behavioral as well as process safety aspects and aims at ringing in excellence in safety
management.
In addition to personnel safety, process safety is also a top priority for the Company. World
class documented standards, emphasis on line management responsibility, an improved and
standardized process for safety observations are helping the manufacturing sites achieve
38
39
higher employee participation in the safety management process. In line with the Company’s
vision to always tie-up with the best in the world, Reliance has tied-up with the Centre for
Chemical Process Safety, of the American Institute of Chemicals Engineers (AIChE) of USA.
The focus on construction safety has further increased with standardized safety management
practices being established at all construction areas from Jamnagar to Kakinada. Construction
of office buildings is also being monitored strongly from a safety point of view. This
emphasis has led to the Company achieving a low lost time incident rate even at construction
projects.
With business needs increasing, the Company is also focusing on transportation and
distribution safety. This focus shall not only help establish international systems for the
existing businesses, but also prepare for the upcoming businesses such as Retail.
The Centre for HSE Excellence is accordingly getting further strengthened with the necessary
skill sets and competencies. The Centre is helping Reliance to implement and practice world
class standards as well as standardize the processes and establish the “Reliance Way” of
Safety Management.
At all manufacturing locations, care is taken to improve the quality of life in the surrounding
communities. These community development programmes focus on key areas of healthcare,
education, child welfare, and infrastructure development. Reliance offers medical services at
all
its locations. This includes free outdoor medical services for nearby communities, outreach
mobile medical services, family planning camps, blood donation drives, antenatal check-ups,
vaccination centers, pulse polio camps, school health check-ups, diagnostic multidisciplinary
camps, eye camps and other outreach programmes.

At Patalganga
• The complex hosted the 66th Senior National and Inter-State Table Tennis
Championship in January 2005. Reliance organised the entire tournament and took care
of the accommodation, food and transport for 654 participants.
• The Patalganga complex undertook several community health initiatives. These included
organising an HIV awareness drive benefiting 500 tanker drivers, and a blood donation
camp.
• The Patalganga team played an active role to protect the lives, environment and property
of the neighbouring community by providing active support for various accidents and
incidents related to fires and leaks.
Reliance has undertaken several initiatives near the E&P project site in Andhra Pradesh.
These
include financial as well as administrative support for supplying drinking water,
establishment of
a primary health centre and distribution of books to children.
The scope of the Gokul Gram Yojana, being carried out under the Reliance Rural
Development
Trust (RRDT) with the support of the Government of Gujarat, was extended to 23 districts.
• Construction of 44 village roads, 151 community halls, 63 panchayat houses and 16
anganwadis was completed.
• Construction work on 447 new projects commenced in the villages - these include 14
village roads, 111 community halls, 67 panchayat houses and 255 anganwadis.
Community Development
During the year, in a unique initiative to improve rural housekeeping and sanitation, a totally
fresh approach was adopted to beautify Moti Khavdi; Reliance’s adopted village. Cleaning
and sanitation drive at Moti Khavdi was taken up as an ongoing project.
Three MoUs were finalized with the State Government of Gujarat for development of
Dwarka during the year. They are to (i) develop the temple square in front of the famous
Dwarkadheesh temple (ii) construct ‘Sudama Setu’-a bridge to connect both the banks of
Gomati river behind Dwarkadheesh’s temple and (iii) develop ‘Panch-kui’ area on the sea-
shore where five wells, believed to be dug by Pandavas, still give fresh potable water right on
the seashore.
To maintain and support village cows in surrounding villages, two more brand new cow-
sheds for Kanalus and Kanachikari were constructed and handed over to the respective
villages. These cows and cow-sheds (“Gaushala”) receive regular fodder supply from the
Company’s Jamnagar Manufacturing Division.
Construction of a public lavatory, water tank and avedo (common drinking water facility for
villagers) was done at Nani Khavdi during the year under report. Drinking water through
water tankers was supplied during a crisis period in Sikka, Nani Khavdi, Meghpar and
Padana. At Kanachikari, Drinking water pipelines were laid during the year.
A new primary school building at Navagam was constructed and repairing of some village
schools was taken up. Participation and distribution of sweets in village schools during the
Independence Day and the Republic Day; support to Government of Gujarat’s drive for girls’
education; distribution of gifts to girls of villages during Navratri festival; supporting
Navratri celebrations in Jamnagar were some of the salient aspects of Jamnagar
Manufacturing Division’s Community Welfare Cell as part of routine and regular activities.
In a major initiative to celebrate Navratri, the world’s longest dance festival on a large scale;
Jamnagar manufacturing division took a lead to form Gujarat Industries Navratri Festival. A
gala festival was organized and celebrated at state capital andhinagar’s helipad ground for
nine days jointly with leading industries of Gujarat. The event brought to fore the role of
industries, handicrafts, art and culture etc in the development of Gujarat as a vibrant state.
The event evoked tremendous response and applause from every quarter of the society at
large.
42
43
The work to improve the rural infrastructure under the Government of Gujarat’s rural
development plans was continued with full energy by RRDT. During the year under report,
the RRDT created 760 facilities in the rural areas at a cost of Rs. 24.07 crore. The facilities
included 247 concrete roads, 465 anganwadis, 38 drinking water facilities, 1 panchayat
office, 2 community halls, 5 check-dams and 2 other amenities in the rural areas of the State
of Gujarat. RRDT has turned out to be an exemplary corporate NGO steadily and silently
implementing government’s developmental plans for rural areas of Gujarat. It is a unique
synergy between a corporate giant like Reliance Industries Limited and the Government of
Gujarat, formed to carry out rural development projects in private public partnership.
Dahej Manufacturing Division has been playing a pivotal role in the development of the
society. Social initiatives undertaken by Dahej Manufacturing Division are concentrated
towards promotion of education, health awareness and medical facilities, infrastructure
development and supply of safe drinking to the villages.
Some of the initiatives undertaken by the Company’s E&P Division near KG-D6 include 1)
gainful employment for local communities, 2) vocational training for the youth, 3)
employment for members of Gadimoga panchayat, 4) financial assistance for community
activities, 5) sponsoring of cultural and sports events, 6) financial relief to affected
communities, 7) compensation to local fishermen, 8) academic and financial assistance and
educational support through distribution of books, 9) improvement of village school
infrastructure and 10) medical help to local communities.
Reliance has also solved the long-standing drinking water problem of villages near its
Manufacturing Divisions located at Naroda and Nagpur. Further, Reliance has created public
bathing facilities and toilets for truckers and residents of villages for improving hygiene near
its Allahabad Manufacturing Division.
43
44
Reliance has conducted many training programmes, which would help the rural women and
youth to be self sustaining and generate income for themselves and support their families.
The training programmes conducted at Vadodara for the rural women and youth of
surrounding villages of Vadodara Manufacturing Division during the current year are: 1)
Women Empowerment, 2) Dress making & Designing, 3) Beauty Culture & Healthcare, 4)
Hospital attendant (Helpers for Hospital & Nursing Homes), 5) Plumbing & Hand Pump
repairing raining, 6) Computer Hardware,7) Motor Vehicle Driving, 8) Mobile Repairing
and 9) Doormat making. Several persons participated and benefited from the above training
programmes.
Skill Up-gradation
Reliance runs special training programs to equip the young people of neighboring villages
with life and work skills necessary for sustaining livelihood. Nagothane Manufacturing
Division conducted training in fashion designing courses for the ladies to upgrade the skills
of those women who are already trained in basic tailoring. This division also conducted
computer education courses and nursing assistant training courses. The trainees also received
hands on training at the local hospitals and primary health centres at Nagothane. The
Company also trains the youth in vehicle driving courses and also helps them in getting a
driver’s license so that they can earn a livelihood by starting their own business as motor
drivers.
44
45
application in the building industry. PPR pipes are faster to install than metal pipes. This
results in improving daily productivity of plumbers thereby increasing in their earnings. This
initiative covered many plumbers across the country.
Eco-friendly Initiatives
In addition to the above initiatives, the Company also focusses on the development of the
eco-system and improvement of the green belt across its manufacturing and E&P sites.
Reliance constantly aims at creating and living up to rising expectations among its valued
stakeholders. The Company cares for providing clean and green environment on a sustainable
basis. It recycles used bottles to produce value added products. When most of the
environmental concerns are subsidised, Reliance has found a solution for being
environmental friendly on a sustainable basis. In the case of recycling bottles, Reliance is
indirectly providing livelihood to around 200,000 individuals. This business has transformed
lives of those at the bottom of the pyramid.
Biogas technology for rural development has been a focus area for Government of India.
Ministry of New and Renewable Energy (MNRE) promotes family-type biogas plants under
the National Project on Biogas Development (NPBD). The project was launched in 1981-82
45
46
with the objective of producing clean and alternate renewable energy for cooking and
lighting, enriched organic manure for agricultural usage, improving sanitation and hygiene
and reducing drudgery of women. The two cubic metre “Deenabhandu” model is the most
popular family type fixed dome biogas plant developed with conventional brick and cement.
Many of these plants get defunct due to dome cracks leading to gas leakages. The Company
has developed a 100 per cent leak-proof Rotomolded PE Dome, which gives end-users a
unique combination of properties like good strength, stiffness, light weight, seamless
construction, ease of installation and very little maintenance. The PE-based dome has been
developed by Reliance and has been approved by the Ministry of New and Renewable
Energy, Government of India.
Reliance has joined hands with the organising team of Special Olympics Gujarat (Bharat) for
the physically challenged children of Gujarat. Several hundred children participated in the
events that were organised at the Reliance Sports Complex, Vadodara.
On the occasion of Shri Dhirubhai Ambani’s 75th birthday, 60 years of Indian Independence
and 30 years of Reliance, the Company took up a unique initiative to salute the Real Indian
Heroes of Independent India. Partnering with the TV Channel, CNN-IBN, a series of
programmes to felicitate the unsung heroes of India was launched. CNN-IBN identified 24
Real Heroes, which included six each from the four zones of India. In recognition for their
outstanding contribution to society, Reliance felicitated each of these 24 Real Heroes to
further encourage their contributions.
Dhirubhai Ambani Foundation (DAF) was established in 1995 by Shri Dhirubhai Ambani,
the Patron Trustee of the Foundation. A public charitable trust registered under the Bombay
Public Trusts Act, 1950, DAF has for its objectives a broad spectrum of worthy causes
ranging from health and environment, to promotion of social and economic welfare, and rural
development. However, its main thrust has been on education and public healthcare.
46
47
DAF systematically pursues philanthropic activities to promote national welfare and social
good. Reliance lends valuable support to DAF in terms of financial contribution and
wherever necessary, infrastructural support. Reliance also draws on the DAF expertise in
evolving and coordinating the Corporate Social Responsibility Initiatives and other group
companies also help DAF initiatives wherever possible. Thus, DAF initiatives reinforce
Reliance’s commitment to social responsibility.
Conclusion
It can be concluded that in today’s informative world where information is readily available to
general public CSR has been an important part of any organization to be successful. Organization
in present world cannot be successful without taking into account the social responsibility. CSR
has been a vital component for any organization to have perpetual success and to create brand.
The business of the 21-st century will have no choice but to implement CSR. The sooner
corporate houses realize this and aggressively pursue this process, the better off they will be. The
laws need to be formulated to help in reinforcing CSR practices.
Indian CSR has traditionally been a matter of classical paternalistic philanthropy, financially
supporting schools, hospitals and culture institutions. With minimal state welfare and
infrastructure provision in many areas, companies had to ensure that their workforce had
adequate housing, healthcare and education and simultaneously the country grows at a fast pace.
It will need a great deal of efforts from the companies to start with the CSR activities in India but
the companies which will incorporate CSR activities will get a competitive edge over other
companies.
47
48
Recommendations
The CSR should not be merely a statement of intent. It should be made compulsory for the
corporate operating in India. This will definitely help in upholding human rights.
In this context, the following measures may be made mandatory to ensure participation of the
corporate in social development:
• A certain percentage of profit should be earmarked for social development that should reflect
in the annual balance sheets of companies.
