government as, "The exercise of authority in a political unit in order to
control and administer public policy." Webster's Desk Dictionary of the English Language defines government as, "The political direction and control exercised over a nation, state, community, etc." The common individual might define government as the root of all evil. The thing about government is that no one stops to think about how government came about. The purpose of government is to create union, to establish justice, to promote general welfare, to secure the blessings of liberty etc. The Philippines is a republic with a presidential form of government wherein power is equally divided among its three branches: executive, legislative, and judicial. The government seeks to act in the best interests of its citizens through this system of check and balance. This branch determines whether or not there has been a grave abuse of discretion amounting to lack or excess of jurisdiction on the part and instrumentality of the government. It is made up of a Supreme Court and lower courts.
