Mass gatherings definition in context of
COVID-19

“in the context of COVID-19,

mass gatherings are events that could
amplify the transmission of the virus
and potentially disrupt the host
country’s response capacity”
WHO / A. Tardy

Threshold of size

• No universal threshold (in terms of number of attendees)

for mass gatherings.
• What a mass gathering is depends on:
– the associated risks (e.g. amplification of transmission of
COVID-19)
– the context in which the event takes place (e.g. the host
country’s capacity to respond to virus spread, and the public
health and social measures implemented by the host country).

Risk assessments

“the process of determining those risks to

be prioritized for risk management by the
combination of risk identification, risk
analysis, and evaluation of the level of
risk against predetermined standards,
targets, risks or other criteria”
WHO / A. Tardy

Disclaimer
Risk assessments should be conducted for all mass gatherings, based on the
country strategy for controlling COVID-19 and should be updated periodically in
light of new information, as it becomes available.

Countries with community transmission of COVID-19 should seriously consider

postponing or reducing mass gatherings. Countries should also support the
recommended best practices of physical distancing.

While WHO may provide advice and technical guidance to host countries on
public health risks, the WHO has no decision power to uphold, postpone, or
cancel mass gatherings hosted by Member States.
