EXECUTIVE SUMMARY

CONSTRUCTION OF 134 FLATS OF PROPOSED B+G+7 STORIED OVER AN AREA OF 1.65 ACRES
AND BUILTUP AREA OF 262,614.41 SQ. FT AT MOUZA-R.T.U NO-4, TAHASIL-ROURKELA,
ROURKELA, DISTRICT-SUNDARGARH.
The Odisha State Government in tune with the ambitious proposal for the Housing For All
Scheme, through the experience and Expertise of the Rourkela Development Authority made
Affordable Housing accessible to everyone which will be Cost Effective, Sustainable and durable.
The proposed Project is funded by the co-operative members of Panposh Sub-Division
Government Revenue Employees Housing Co-operative Society Limited (PSGREHCS Ltd.). The site is free
from encroachments and now the proposed site is presently a vacant land. The Extent of Land of
around 1.65 Acres. The present access to the Site is from the East Side of the land. The Site is
plain without any vegetation or trees. Total builtup area for the project will be 262,614.41 Sq.ft.
The total number of floors proposed are B+G+7 with 134 residential flats. The project located at
Plot No.-130, 131/259, 132/260, 109/261, 129/262, Khata No. 3/3 of Mouza – R.T.U.- No-4, Tehsil-
Rourkela, Roukela, Sundargarh, Odisha. The site is surrounded by 50ft wide road on the eastern
side, 30ft road on the northern and western side connecting to main pwd road. The site is plain
without any vegetation.
Electricity requirement for the society building will be 550 KW which will be supplied
from the WESCO, Rourkela, Odisha. In addition to this, Energy efficiency solar roof top system is
proposed and solar PV cells of 1.5 KW will be installed. Lighting of the common areas by solar
energy/ LEDdevices. Energy conservation measures will be adopted by the using maximum use
of sun light and minimize the use of electricity during day time.
Total amount of fresh potable water for domestic requirements will be 55.35 KLD which
will be made available from borewells. Permission for ground water drawal through bore well is
applied to CGWA (Central Ground Water Authority). Only surface water or drain/rain water will be

discharged to the existing municipal drain which passes near the project site. There is the
proposal for installation of STP of capacity 85.0 KLD for treatment of waste water.

Total amount of waste water generated will be 30 KLD which will be recycled and solid waste
generated during operation phase of the project will be 450 kg/day which will be disposed
through RMC.
The approximate project cost for the co-operative housing society will be Rs. 43 Crores.

1.0 INTRODUCTION

Ltd., (PSGREHCS Ltd.) Rourkela, proposes to construct a housing colony with a plot area of about
Acre 1.65 Decimal. The total built up area will be increased to 2,62,614.41 Sq.mts with 134 flats,
at village RTU No - 4, Rourkela, Sundargarh, Odisha. As this land belongs to Government of
Odisha, the society has deposited the premium amount and entered into lease agreement signed
through ADM, Rourkela vide registered lease deed no. 11711401011 dated 7th June, 2014. Copy
of the lease agreement is enclosed at Annexure I.
The Panposh Sub-Division Government Revenue Employees Housing Co-operative Society
Ltd., has got approval of residential building plan from the Planning Member, Rourkela
Development Authority, Rourkela. Copy of the letter from planning member, RDA, Rourkela is
given at Annexure II.

1.2 IDENTIFICATION OF PROJECT & PROJECT PROPONENT

The Panposh Sub- Division Government Revenue Employees Housing Co-operative Society
Limited (PSGREHCS Limited) has been incorporated and registered with ADM. Sundargarh as a
Housing Cooperative society vide registered no. 158/PN dated the 25th June 2010. Any State,
Central and PSU employees can be the members of the society. At present the number of
members is around 130.
The society has applied to the Government of Odisha for a piece of land measuring AC
1.65 Decimal to be allotted in favour of the society so that a housing colony can be developed.
Accordingly, the Land Allotment Commitee (LAC) has been pleased to allot that peice of land in
favour of the society on payment of the land premium. The Society has deposited the premium
amount and entered into a lease agreement signed through ADM. Rourkela vide lease deed no.
11711401011 dated the 7th June 2014. As per the lease deed and the instruction of LAC high rise
building has to be constructed on that land that the maximum utilisation can be achieved. Taking
the above into consideration, the society has applied for construction of Apartment comprising of
134 flats of different sizes which have been approved by RDA. Rourkela vide their letter no. 1910
dated the 10th May 2017. Subsequently the project is registered with ORERA vide its Registration
No. RP/30/2017/00012 dated the 11th December, 2017.

1.3 PROJECT COST
The estimated cost for the proposed project is Rs. 43 Crores.

2.0 PROJECT DETAILS

The proposed project is a society building for members of the Panposh Sub- Division
Government Revenue Employees Housing Co-operative Society Limited at Mouza-R.T.U. No-4,
Tahasil-Rourkela and the project measuring about 6671.31 Sq.Mts (1.65 acres) to construct
134 flats.

The Building utilities have been planned in accordance with Standard practice followed in such
types of Proposed residential areas at Rourkela with approval from Rourkela Development
Authority. It is intended to present in the following, an overall view of the design criteria
adopted for the MEP Services.
Some of the brief design concepts adopted in this project for various services relating to
Ventilation, Plumbing, Water supply, Fire, Electrical (Internal, External) etc. as follows:

Green Building Norms adopted in the proposed project for the above services are as below:
1. Energy Efficiency in HVAC proposed.
2. Low energy consumption light fixed are LED light will be provided.
3. Lighting of common areas by solar energy/ LED lamps.
4. Installation of solar PV cells provided of 1.5 KW.
5. Installation of solar assisted water heating system provided of 13600 LPD.
6. R.W. H provided @6 cum/100 sqm of roof area.
7. Low water consumption and plumbing fixtures provided.
8. Waste water recycling & reuse process will be provided from R.W.H .
9. Reduction of hardscape provided.
10. Segregation of waste will be provided.
11. Dry and wet dustbin is provided which is collected by RMC.
12. Fire Escape S.C provided.

2.2 PROJECT LOCATION

The project located at Plot No.-130, 131/259, 132/260, 109/261, 129/262, Khata No. 3/3,
Mouza- R.T.U.- No-4, Tehsil- Rourkela at Rourkela of Dist – Sundargarh, Odisha. The site is
surrounded by 50ft wide road on the eastern side, 30ft road on the northern and western
side connecting to main pwd road. The site is plain without any vegetation or trees.

2.3 PLANNING CONCEPT AT SITE LEVEL
The proposed project at Panposh was conceived keeping in view the optimization of
land use, road, social infrastructure and public utilities for a self sustaining community
with easy access to various local facilities and amenities. An attempt has been made to
plan the individual flats in such a way that the housing apartment is aesthetically
pleasant and clean with energy efficient features, making use of natural light and
ventilation. The units thus designed, depicts the rich diversity of spatial
accommodation from Ground floor to top floor, taking into account the needs and
financial capabilities of the potential buyers members of the society.
a. Safety & security
The apartments of the area will be built up in such a manner that the safety and
security of the residents will be well maintained.
b. Orientation and Nature of Built Form
Climate is one of the most important considerations in evolving a conducive living
environment. Orientation and built form have a strong bearing on the spatial
organization of the space. A layout has thus been designed so as the maximum
number of apartments get desired daylight / sun light during one part of the day or
other. The glass which will be utilized in the building with glazing and panes will be
mostly reflective type to utilize maximum day light.
The flats of the proposed building have been arranged in such a manner, which result
in very private and balance Landscaped courtyard. The landscaped courtyards have
been evolved keeping in view the various categories of flats.

c. Distribution of open spaces

Open spaces are fairly and orderly distributed throughout the site, giving it a
sense of continuity and flow. Thus, breaking monotony in built form to create
visually pleasing environment. Plantation will be carried out along the boundary. As
this is an housing project, there will be sufficient open and covered parking in an
overall area of 5331.19 Sq. Mts. The staircases / entry to all the flats are directly
approachable from the parking spaces / areas.

3.0 PROPOSED CONSTRUCTION DETAILS
The basic building materials for the construction of the proposed development are
cement, sand stone chip, brick and steel as reinforcement. Sand, bricks, chips will be
transported from local traders. Manpower will be hired locally and from nearby places.
The machineries which will be required during construction of the proposed building
are:

Construction period of the project has been preliminarily considered as 36
months.

3.2 PRE-CONSTRUCTION INVESTIGATIONS


The geo-technical investigation of proposed Multi storied residential apartment
complex at Panposh, (1.65 Acres) was carried out. The major objective of the study
was to optimize the foundation system for the proposed project within the safe
bearing capacity of the soil and allowable settlement. It consists of following:
 Determination of type, size and depth of foundation system by analyzing
the soil properties.
 To suggest conclusive recommendation for type of foundation system to be
adopted which would be economically viable and structurally safe for
the proposed structures of the project at proposed site.
Nature of investigation work:
The overall investigation consists of the following:

i. Visual reconnaissance of the site
ii. Field work – boring bore holes and collection of soil samples
iii. Laboratory test and determination of soil parameters
iv. Decision on foundation system to be adopted in the present case using
engineering judgment, based on current practice
3.3 RAW MATERIAL REQUIREMENT

The basic building materials for the construction of the proposed development are
cement, sand stone chip, brick and steel as reinforcement. Through it is too early for
estimation of consumption of building materials in this stage, but a sincere attempt
has been made for preliminary assessment for such consumption; which is
presented below.

Mostly the cutting earth will be utilized at the site as back-filling requirement of these
towers.
Eco Friendly Building materials
Eco friendly building materials need to be used at priority basis. These include:
• Construction Material which is Eco friendly without any pollution due to
involvement of labour force & construction activity.
• Low VOC paints/ cement paint to be used preferably
• Use of recyclable materials in place of wood
• Utilization of glazed glass in window and sky lights for maximum utilization
of sun light.
• Open space around the building will be as per RDA norm.

• Minimization of electric loads by making use of LED bulbs mandatory
for the households.
• 5% of the total electricity requirement will be from solar power.

3.4 POWER REQUIREMENT:


Electricity requirement for the apartment will be 550 KW which will be supplied from
WESCO, Rourkela, Odisha. Out of the total electricity requirement 550KW will be
require for flats and common area, community hall and street lighting. There will be
electrical distribution transformers within the project site.
To minimize the energy consumption in the project the following measures has
been undertaken:
 Optimum care has been taken during architectural planning to provide
opening to get natural light to minimize energy consumption and there will
be provisions for installation of energy saving electrical fixtures in the building.
 The structure uses energy efficient space conditions and lighting.

 Timers / photo-electric sensors shall be used to switch ON / OFF external


landscape lighting.
 All the equipments/materials used in the building having type and
specifications coming under the purview of star labelling programme as
notified by BEE and shall have minimum star rating as notified by State
Govt.
 All fluorescent light fixtures are specified to incorporate electronic chokes
which have less watt-loss compared to electro-magnetic chokes and result
in superior operating power factor. This indirectly saves energy. Electronic
chokes also improves life of the fluorescent lamps.
 There shall be provision of solar lighting for common areas.
 Variable frequency drives will be incorporated on Energy Efficient Motors
which will save considerable energy.
 The water supply to the tower is by gravity with break pressure tanks.
 All vertical fenestration will have high performance Glass Panel
 Out of the total energy consumption 5% i.e. 75 KW will be fed from solar energy.

3.5 WATER REQUIREMENT AND WASTE WATER GENERATION:

It is difficult to assess the daily water requirement of the project construction purpose,
as water is required for a wide range of construction activities in varied quantities.
However, for major construction activities daily requirement will be varies from 20 m 3
(average) & 50 m3 (peak demand) per day. Water consumption for the non resident
labourers will be 60 x @30lpcd = 1800 liters and during peak time 2700 liters.
40 laborers/persons on an average will be residing at the project site. Considering per
capita water requirement as 70 liters per day for their household activities, daily water
requirement under this head will be 2800 liters Water requirement for dust
suppression which will be about 5 KLD (Avg.) and 8KLD (Peak).

During construction, required water will be sourced from Tankers hired from safe areas
/ borewells.

Water will be required per day for the purpose of construction of building which
will be made available mostly from nearby sources through tankers. Total amount
of fresh potable domestic water requirement will be 55.35 KLD. Out of this amount
30 KLD will be total sewage load. Total Sewage flow /day will be 90% of the total
sewage load. There is the proposal of installation of 85.0 KLD STP for the treatment
of waste water generated from the apartments. 6.50 KLD of the treated waste
water will be used for gardening purpose, another 21.0 KLD of treated water will
be used for washing and rest of the water will be disposed through the nearby
municipal sewage drain. The storm water disposal at the site will be made through
peripheral drain system connecting to main drain along with 20ft wide existing road.
This work will be taken up during the time of site development work.
During operation phase total fresh water requirement will be about 55.35 KLD.
Permission for ground water drawal through bore well is applied to CGWA (Central
Ground Water Authority). Source –Bore well.

SEWAGE GENERATION AND TREATMENT
During Construction Phase
The quantity of sewage generation during the construction phase will be approx. 3 KLD.
Sewage will be disposed-off through small septic tanks and soak pits.

During Operational Phase


Quantity of sewage generated during operational phase will be app. 41 KLD. Sewage will be
treated through sewage treatment plant of capacity 85 KLD. STP will be provided with MBBR
technology. The treated sewage will be completely re-used for flushing (11 KLD), greenbelt
development (6.5 KLD). Only 16.5 KLD treated water will be excess during monsoon season
which may be given to nearby construction sites or discharged into sewer or used for other
misc. purpose.

Sewage Treatment Technology


An external sewage network will collect the sewage from all units, and flow by gravity to the
sewage treatment plant. Following are the benefits of providing the Sewage Treatment
Plant in the present circumstances:
-Reduced net daily water requirements, source for Horticultural purposes by utilization of
the treated Wastewater.
-Reduced dependence on the public utilities for water supply and sewerage systems.
-Sludge generated from the Sewage Treatment Plant will be rich in organic content and an
excellent fertilizer for horticultural purposes.

Moving bed bio-film reactor technology is based on the principle of attached growth
process. Raw sewage will be collected under gravity into the equalization tank after allowing
to pass through the bar screen. Screens will be provided in screen chambers and it will be
manually cleaned by going down to a platform. The bar screen, by removing coarse solids
from the sewage help in protecting the raw sewage pump. Fully submersible centrifugal
non-clog sewage handling pump will be provided in the collection cum equalization tank to
pump the collected Sludge to the next MBBR tanks. Automatic level controller will be
provided in the tank to turn the pump off at the low water level in the tank and to start the
pump when water level is high automatically. Air will be introduced in this tank to prevent
any potential foul smell problem & to provide the mixing of wastewater to avoid the
sedimentation of solids in this tank. Air Grid used for aeration purpose will be non-clog.
The sewage collected in equalization tank is pumped the moving bed bioreactor. There will
be two nos. of bioreactors in series for the efficient working and removal of BODs for the
required retention time. The process inside the moving bed bioreactors consists of adding
small cylindrical-shaped polyethylene/polypropylene carrier elements in aerated basins to
support bio-film growth. The small cylinders are provided with a cross inside the cylinder
and longitudinal fins on the outside. The biofilm carriers are maintained in the reactor by
the use of a perforated plate with appropriate slot at the tank outlet. Air agitation or mixers
are applied in a manner to continuously circulate the packing. The packing may fill 25 to 50
percent of the tank volume. Specific surface area of the packing is about 450- 500m2/m3 of
bulk packing volume. The sludge from first bioreactor flows by gravity through the
perforated plate/mesh to the next bioreactor kept in series. Inside the bioreactors, aerobic
bacteria grow in an attached growth from around the moving plastic media inside the
reactors. The bacteria have to reduce BOD & COD of Sludge in the presence of oxygen
provided through the air grids located at the bottom of the reactors. The Process does not

require any return activated sludge flow or backwashing. From the bio-reactors, the effluent
passes by gravity into the clarifier (Tube Settling Tank). Clarifier will be a hopper bottom
sedimentation tank provided with appropriate size PVC tube deck media. The suspended
solids will settle at the bottom of the tank & clear supernatant will overflow to filter feed
tank through outlet launder. The collected sludge at bottom will be transferred through
pumps to sludge holding tank.
The clear supernatant after clarifier will be collected in to filter feed tank. This tank will act
as housing tank for filter feed pumps. The clarified & dis-infected water will be then fed to
filtration unit.
Filtration unit consisting of Dual Media sand filter, activated carbon filter and ultra-filtration
system (optional) will remove the residual impurities such as odor/color, suspended solids,
BOD/COD. The treated water after the filtration unit will be collected in Irrigation cum
Flushing water storage tank from where it is transferred to flushing water tank at terrace &
Irrigation System.
Excess sludge from the bottom of the settling tank will be removed and transferred to
sludge holding tank. Air grid will be provided in this tank to avoid conversion into anaerobic
conditions, thickening of sludge and keep sludge in homogenous condition. The digested &
thickened sludge will be further thickened through Sludge Dewatering System (Filter press
with screw pump) and disposed-off periodically through closed tanker or can be reused as
manure.

3.6 RAIN WATER HARVESTING & GROUND WATER RECHARGE:

There is the proposal for construction of rain water harvesting structure within
the premises of the project area to collect about 50% of the rainfall received from
the area and
used for ground water recharge. The major objectives of the rain water
harvesting structure are:

 To find out the site-specific, cost effective and ecologically sustainable


rain
water harvesting plan and guidance for implementation of the scheme.
 To design filter media for filtration of harvested rainwater before
conservation, storage and recharging the aquifer.
 To identify suitable location for conservation and storage of runoff water
in cost effective structures for direct usage as well as for artificial recharge
purpose.
The rain water is diverted from different paved surface and flow through the
external drainage network. The entire campus shall be sub divided for recharging
structures. It has been proposed to provide percolation pits and recharge pits for
the desired purpose. Through the internal drainage network rain water will be
diverted into percolation chamber to the recharge well.

Typical Rain Water Recharge Pit Details:

Rain Water Recharging pits are being proposed for artificial rain water recharge
within the project premises. Percolation pits will be filled with small pebbles or brick
jelly or river sand and covered with perforated concrete slabs. Total runoff load

from the project site will be 3914.95 m3/day.

As per approved building plan 13 Nos. of Rain Water Harvesting pits of each 168.71 Cum
has been proposed.

Structural Details of the Rain water Harvesting


The roof top rain water will be collected through various diameter PVC pipes
and connected to the external drainage network. There are several infiltration
chambers within the project site which are finally connected to the recharge well for
ground water recharge.
There will be 13 recharge pits constructed within the project site and this will be used
for ground water recharge.
Design of Recharging Structure

1. Injection well for roof-top rainwater recharging

On analyzing the data available and disposition of aquifer system it is proposed that
injection well would be the most suitable recharging structure for this area. An injection
well will be constructed within a storage cum filtration chamber.

An injection well will be constructed and its depth will be around 100m bgl or will be
decided during drilling of the borewell. 4” (102mm) dia. PVC pipe will be lowered in a 9”
dia. drilled borehole. The area around the pipe will be filled up with gravel. Aquifer zones
will be tapped by placing 4” dia. slotted pipe. After construction of the injection well, it
was developed with air compressor to clear the well of all suspended matter.

Filtration/Storage Chamber

A storage/filtration chamber will be constructed around the injection well. The dimension
of the trench is 3.0 m x 3.0 m x 3.0 m. assuming maximum rainfall intensity of 25mm/hr
and intake capacity of injection well to 2.0 lps. The wall of the trench is made of RBC
structure as per the design shown in fig below. The chamber is filled with filtering
material i.e. gravel and medium to fine sand. The chamber is connected to the roof-tops
through PVC Pipe. The approximate design of the recharge structure is shown in fig
below.

Recharge Pits/Recharge Shafts

Rainwater being generated from the paved, plantation and other area will be recharged to
shallow/phreatic aquifer system. Since the area is underlain by sandy formation, recharge
pits/shafts will be most suitable recharging structure. The recharge shafts is a vertical

excavation through the earth connecting the water table. The shafts may be either circular
or rectangular, lined and with naked bottom touching at least water table. It is proposed to
construct 13 nos.of recharge pits/shafts with 2.0m(long)x2.0m(width)x3.0m (deep). The
bottom 0.5m of the shaft will be filled with coarse sand. Surface runoff generated from
paved, plantation and other area will be channelized through drains/covered to the
recharge shafts. De-silting pits of small dimension will be constructed at regular intervals
within the drains to arrest silts if any.

3.7 SOLID WASTE DISPOSAL PLAN

Total amount of solid waste generated during operation phase of the project will be
450 kg/day. The recyclable material like thermocol, cartoon boxes, newspaper
waste is given back to suppliers for recycling. The domestic waste materials like
food waste, vegetable waste and others will be disposed through RMC. The sludge
generated from the STP will be dried in sludge drying yard and used as fertilizer for
the plants within the project site.
3.8 FIRE FIGHTING MEASURES

The height of the building is up to 19.74 mts. So there is no need for installing any Fire
Fighting equipments. However internal road of 6 mt width has been demarcated
for movement of fire vehicle.
3.9 ENERGY CONSERVATION MEASURES

To minimize the energy consumption in the project the following measures has been
undertaken:

 Optimum care will be taken to provide opening to get natural light to


minimize energy consumption and there will be provisions for installation of
energy saving electrical fixtures in the building.
 Power factor shall be maintained 0.95 or higher. This will reduce electrical
power distribution losses in the installation.
 Timers / photo-electric sensors shall be used to switch ON / OFF external
landscape lighting.
 All fluorescent light fixtures are specified to incorporate electronic chokes
which have less watt-loss compared to electro-magnetic chokes and result in
superior operating power factor. This indirectly saves energy. Electronic
chokes also improves life of the fluorescent lamps.
 All cables shall be derated to avoid heating during use. This also indirectly
reduces losses and improves reliability.
 5% of the total electricity requirement will be met through solar energy.

4.0 ENVIRONMENTAL MANAGEMENT PRACTICE

4.4. GREENBELT DEVELOPMENT PLAN


All the developments are associated with the pollution of one or more environmental
component. Plants are the natural sink of that pollution. Plants help in abatement of the
pollution and restore the degraded environment. Green belt lowers down the air
pollution by providing a surface to settle down or by absorbing the pollutants, attenuate
noise level and uses the waste water. Phyto-remediation is one of the most successful
available technologies of restoring the degraded environment. Green cover will
comprise of peripheral green belt, terrace garden, small lawns and planters. Green belt
will be proper maintained and monitored. Species which is proposed to be planted at
