Educational system that is more form than substance is based on rules and
identified programs but not substantial. Educational system is bounded with rules and
regulation that is based on form. Nevertheless, it must be based on learning pedagogies
based on various theories.
It is developed based on intensive research on the learning styles, skills, and
intellects with effective learning environment and promoting holistic development.
Educational system must be outcome based education. Simply it is focused on efficiency of
teachers and effectiveness of new learning strategies. Recent studies showed that more
learning principles are incorporated in the system which is deemed useful for the learner.
Nevertheless, the officials in the teaching profession continue to improve the system
based on rules and programs, which are in effective. Teachers are bombarded with loads of
paper works making them drained and taking much of their time in classroom to prepare
requirements for submission. This best describe that educational system is a form but not
having substance at all. For this
The educational system in the Philippines is aimed with the social constructivism
and aims of achieving the goal of education and aims of education to be visionary. The new
curriculum is considered substantial and learner-centered as well as skill based approach
to education. this is enhanced to give students time to master competencies and skills and
lots of learning opportunities towards achieving holistic development. Thereby expecting
graduates with specialized skills and knowledge suitable for career and job market.
The enhanced K to 12 basic educations addresses the fast changing demands of
society. The inclusion of additional two year in the senior high school is an attempt to
prepare graduates in the basic education to achieve their four exits towards basic education
and pursue higher education. this is based on the manifestation of the learners with
sufficient mastery of core subjects in preparation for their higher education . The improve
curriculum will improve the personality of the individual and preparing them to be in their
chosen field of specialization.
Educational system is always a cycle in which there is always a room for
improvement and change. The poor performance in international and national assessment
reflects a poor quality of educational system achieved. The implementation of the
educational system in the country should conduct a constant monitoring and evaluation on
the implementation and continuous to improve the curriculum contained within the
educational system. In the present status provided by the education system presented
there still lack of rooms and buildings as well as teachers , textbooks and seats for every
learner.
The low budget allotment to the education sector specially on addressing the basic
needs and necessities for learning had greatly affect the operation and management of the
school in providing quality education. It is believed that education will improve the way
how Filipinos are educated with the new established basic education program under RA
10533; unfortunately we lack such educational resources and other forms such as
conducive classrooms, inappropriate teaching capabilities, traditional pedagogies and
textbooks and learning materials are misaligned and the lack of chairs and tables for every
learner.
Hence, government initiatives of improving the basic education services to learners
through budget allocations and increasing budget on the education sector may not
guarantee to improve the services of the education sector. But government officials must
look into how to make every student to be productive and not harm economic growth but
rather provide development and helps eradicate poverty. The education sector must see in
every learner the substance to be integrated in them and not the traditional form.
