1 Introduction
This Operator’s Manual describes the procedures for the operation of the features available
at the Operator Positions of the GAREX 220 Voice Communication Control System (VCCS)
using the Touch Screen Panel (TSP). It is meant to be used as introduction for new users,
but also as handbook when new or seldom-used features are suddenly needed to be used.

This document describes all the standard functions that can be provided at the Operator
Position of the GAREX Compact and Midi systems. Some functions can be used in
combination with others, but to avoid confusion and making the document excessively long,
such combinations of functions are not described here.

This is a standard document. Please note that some system deliveries may not
contain all the functions described in this document, while others may contain
additional features. There may also be minor deviations from the described procedures and
screen layouts when these have been agreed with particular customers.

Each Operator Position consists of a TSP and instruments such as headset and handset,
which provide the user interface for control inputs, status information and audio signals.
Indications of the states of the functions are given by visual indicators in keys and displays
and by audio indicators in the loudspeakers, handset, and headset. The indications and
some common functions are described in this chapter. The figure below shows an example
of a TSP screen.

1.1 Visual indicators


The system uses clearly distinguishable visual effects to indicate the different modes of
operation. These modes are represented by changing the flash rate and background colours
in the keys and by displaying different symbols in them.

1.1.1 Optical Signalling


The keys on the touch panels can be in a number of states, described as NORMAL FLASH,
QUICK FLASH, SLOW FLASH, OFF and STEADY.

1.1.2 Information Tones

1.2 Position displays


CLOCK is often displayed in the screen and is automatically adjusted by the VCMS.

In addition the following are displayed in conjunction with call handling:


CALL-DIVERT The identification of where the position is call diverted to.
DIAL Shows digits dialled on the dial pad.
CONNECTION Shows the identification of the current called/connected party/line.
ROLE The selected roles for the position.
BAR-GARPH Indication for audio in to the position.
CALL-IN Shows the identification of the first call in the Call-Queue.
CHANNEL Shows the identification of the radio channel.
KEY Shows the name of the individual keys.

At system generation, the displays to be used are allocated to physical displays in the
screen, for example the area of a DA-key. More than one of these displays can be allocated
to the same physical display. The logical displays will work independent of each other. When
two or more logical displays are sharing the same physical display, the active logical display
will overwrite the content in the other logical displays.

NOTE: The operator should ensure that the operator consoles are not exposed to liquids.

1.3 Keys in the touch screen


Detailed information about the different keys is given in the description of the functions that
involve them. The text in the individual key may consist of up to two text lines, each
consisting of 10 characters. The max. number of characters may vary.

NOTE: After having executed a command, the user should monitor the system's response to
verify that the command was correctly executed. If not, the user should try again.

1.4 Timing of operational functions


Some operational functions requiring a sequence of input activity are controlled by timing. So
if the sequence of key-strokes made by the operator are too slow, the sequence may be
interrupted, and have to be started over again. The timing parameters are set at system
generation, and can usually not be changed on-line.

1.5 Configuration / reconfiguration


Data defining the system configuration are stored in tables that are initiated at system
generation. Some of these tables can be modified on-line (reconfigured) by using the
GAREX Administrative Package (GAP) on the Voice Communication Management System
(VCMS). For further details, please refer to the VCMS / GAP User Manual.

1.6 Access restrictions


Some operational functions and call access possibilities have access restrictions. Access
restrictions are set per function, per group of positions/lines and per call access possibility (a
group can contain one or more positions/lines).

Attempts to access restricted facilities by any operator will result in two different categories of
response depending on the individual system specification:
• Visual and/or audible response indicating that the function is restricted.

• No response. This is typical for calls where the restrictions are used to disable per system
options.

By using the Voice Communication Management System (VCMS), the system administrator
can set/change the access restrictions on-line.

1.7 Extra functions


The TSP panel has one button called EXTRA FUNC. This will give access to a panel, with
less used functions.

1.8 Dial pad


When the DIAL PAD key is selected from the main menu, a submenu consisting of the
following keys will pop up: Dial pad numbers 0-9, and normally also the keys CLOSE,
REDIAL, RCC, (backspace) or direct network buttons.

1.9 Volume controls


The volume in the position’s headset, handset or loudspeaker can be adjusted by selecting
the VOLUME PAD key from the main menu. When the VOLUME PAD key is selected, the
figure shown below will replace the set of keys that originally occupied the screen area. The
VOLUME PAD will be displayed until it is deselected or after a predefined time.

Volume Control for each Radio Channel behaves in the same way and is accessed by
touching the VOL LEFT ROW (column 1 of the radio channels) or VOL RIGHT VOL.

1.10 Light intensity control


The light intensity of the touch screen panel can be adjusted from the front with a rotary
button located on the front of the screen.

1.11 Lock / unlock screen function


Pressing the LOCK SCREEN key for approximately 4 seconds will lock the touch screen.
This prevents accidental entries on unused screens, or when the screen needs cleaning.
Unlock is made by touching the same button again for 4 seconds. When the function lock
screen is activated, the background colour will change to red.

1.12 Chime functions


The CHIME OFF key allows the operator to disable/enable the Call In Chime in the
loudspeaker.

The signalling set for the CHIME OFF key:

OFF Call-in Chime is enabled


STEADY Call-in Chime is disabled

The CHIME MULTI key allows the operator to toggle between multiple and single Chime
signals for incoming calls.

The signalling set for the CHIME MULTI key:

OFF Call-in generates only one chime


STEADY Call-in generates repeated chime tones until the call is answered.

The CHIME TEST key allows the operator to test the chime sound.

1.13 Headset / loudspeaker control


The audio is normally routed to both the loudspeaker and the headset. Pressing the
LOUDSPEAKER IS ON key on the touch screen panel will mute the audio in the
loudspeaker.

The loudspeaker audio can only be muted if a headset is connected: If the headset plug is
withdrawn while the loudspeaker is muted, the muting will be cancelled automatically and

audio again routed to the loudspeaker.

Pressing the LOUDSPEAKER IS OFF key will cancel the muting.

2 Roles
The tasks handled by a control centre can be divided into operational functions (e.g. Radar
Controller sector east, or Supervisor Tower). These operational functions are not necessarily
tied up to fixed physical positions, but can be allocated to different physical positions due to
different traffic load situations. In periods with heavy traffic an Operator Position may handle
only one operational function, while in periods with low traffic a position may handle several
operational functions. We call such operational functions Roles and identify each role by a
unique name and number.

2.1 Operators and Roles


An operator may have several roles (several operational functions). If allowed by the VCMS,
a role can be allocated to several operators at the same time.
In normal operations, however, an operator will often perform only one role at a time.

The GAREX role concept introduces an easy and flexible way to regroup operational
functions (roles) between physical positions and give the positions different operational
environment and functionality depending of the tasks they shall do at that time.
A position handling one or more Roles needs direct access to a set of system features and a
set of radio channels. The Roles have the following functions:
• Define routing of calls in to positions.
• Define caller identity (Call-Out ID.) in outgoing calls from positions by the Main Role.
• Define DA-/Radio-/panels for positions by Panel Role.

Reconfiguration of Operator Positions using Roles can be done from GAP or the position
itself (if allowed, see Restrictions).
By touching the SELECT ROLE key in the screen of the position the SELECT ROLE panel
pops up. Current allocated roles to the position can be seen and edited.

2.2 Panel Role


Some parts of the TSP screen content (like the radio channel panel or DA-panels) are
defined by the Panel Role at the moment allocated to the Operator. Panel Roles are specific
Roles defined for screen layout. To see the Panel Role at the moment allocated to the
Position, touch the button labelled SELECT ROLE.
Panel Role is listed on top marked with prefix “P”.

2.3 Main Role


The Main Role is the operational role with highest priority, and defines the identity of that
operator in outgoing calls. If the outgoing call is to another operator and this other operator
have the callers Main role represented by a DA-key, this DA-key will light up. If the other
operator do not have the callers Main Role in a DA-key, but one of the callers other roles,
this DA-key will light up. Else the call will be placed in the call-in queue as usual. Every role

being an operational role can be used as a Main Role.


Main Role is listed next on top marked with prefix “1”.

2.4 Other Roles


Since an operator may have several operational roles in addition to Panel Role and Main
Role more roles may be listed for the operator. They are marked with prefix “2”, “3” and so
on.

2.5 Select Role Panel


The Select Role panel for telephone and for radio have different size and colour,
but same functionality. The panel is opened by touching the SELECT ROLE button.

Below is an example of Select Role panel used for the telephone system.

2.5.1 List of available Roles


The left list “Available:” shows all available telephone roles in the system. 8 sorting groups
are represented leftmost as toggle tabs. They are defined in GAP. The purpose of them is to
ease access to the wanted Role. This sorting is default and called Group sorting, having a
key at the bottom. Alphabetic sorting may also be presented by touching the “Alpha Sort”
key. This sorting is done in the position itself.

The scroll bar only lets the user scroll within the current sorting tab selection.
An item in the list is selected by touching it. The selected item will be change colour.

2.5.2 List of allocated Roles


The right list “Allocated:” shows the currently active Roles for the Position. The Roles are
presented starting with the Panel Role at the top, and then all other allocated Roles with
sinking priority down the list. The panel role is indicated with a prefix “P”, while the other roles
are prefixed by their current priority. The Main Role has prefix “1”.

2.6 Select Role from the position


Pressing the button labelled SELECT ROLE opens the Select Role panel.
The panel enables the operator to change role allocations to his own position.
The local role allocation process will not affect other Operator Positions.

Allocation of a new Role is done by:


• Select the role in the left ‘Available’ list.
• Select the desired place (priority) of the new role in the right ‘Allocated’ list.
• Press the ‘Insert’ button.
• Press “OK” button. This closes the panel and saves the changes.
Pressing ‘Cancel’ will close the panel without saving the changes.

The Select Role panel has a timer. If no user input is registered for a specific number of
seconds, the panel closes and all unsaved changes are lost.

Allocation of a new Panel Role is done by placing it topmost in the right list. The Panel Role
being replaced is not moved down in the list, but is replaced by the new role. Inserting a non
Panel Role type will not be allowed, and warning will pop up.

Allocation of a new operational Role is done by placing it in the desired location (priority) in
the right list. When a new role is allocated at a point that already has a role, the role being
replaced, and all other allocated roles of lower priority, is moved down in the list. If a role is
selected in the left list and the ‘Insert’ button is touched without any destination location being
selected in the right list, the role is by default given the lowest available priority and added to
the bottom of the list.

To move an already allocated role (change priority) within a position, the role must be located
in the left list and inserted as described above. In addition to being inserted into the new
location the duplicate role is immediately deleted from its previous position in the list.

A role is removed from the “Allocated” list by selecting it and using the “Remove” key.
When a role is removed all other roles with lower priority are moved up in the list.

2.7 Reconfiguration warning


The SELECT ROLE button is also used to notify the operator that a configuration change has
been initiated from the VCMS. When a request comes from the VCMS, the SELECT ROLE
button will give an indication.

If the operator pushes the button the changes will occur immediately.

If the operator does not accept the request, the changes will be forced through after a default
time. This time can be set from the VCMS.

3 Telephone communication
Telephone communication is in the GAREX systems defined as communication between
internal Operator Positions and internal/external locations via telephone lines of any kind.

Internal / Intercom communication refers to the type of Telephone communication that is


based on communication between internal Operator Positions within the system
- Sometimes also between Positions and internal locations.

All Telephone communication is performed using the Direct Access (DA) function. Phone list
function or the Indirect Access (IA) function.

The Direct Access (DA) function is used for frequently called destinations that are allocated
to the Direct Access Panel. This makes it possible to set up an intercom or telephone call to
those destinations by touching a single button. Incoming calls from these destinations will
terminate as direct access calls. Several incoming calls can terminate simultaneously at one
Operator Position and they may be answered in any order by touching the appropriate
button.

The Phone list function gives the controller the possibilities to choose from a predefined
telephone list and call directly by selecting from the list.

The Indirect Access (IA) function may be used to call any destination accessible to the
system by dialling the appropriate GAREX Call Number – normally 4 digits.

3.1 End call function


The End Call allows the operator to terminate the active call.
DA-calls can also be ended by pressing the DA-key again.

3.2 Direct access calls


Call out using direct access is available to all positions and lines that are allocated to a DA
key in one of the DA-panels of the position. This function allows a call to be made to another
position or line by touching a single key.

Call in answer using direct access, is available for all positions and lines that are allocated to
a DA key in one of the DA-panels of the called position.

The DA keys are arranged in multiple pages. The user can flip between the pages by using
the DA PAGE key, named DA1, DA2, DA3 etc.

A call out is initiated by touching the required DA key. The DA key and the End Call keys
change to STEADY and the operator receives the RINGBACK tone.

When the called party answers, the DA and END CALL keys change to FILLED HANDSET,
the RING BACK tone ceases and the connection is established.

If the called party is busy then the END CALL key changes to OPEN HANDSET and the
operator receives ringtone.

A call in is recognised by the caller’s DA key changing to FLASH and the sound of the
CHIME tone.

The call is answered by touching the DA or a CALL IN QUEUE button. The DA and End Call
keys change to FILLED HANDSET and the CALL IN QUEUE key changes to OFF.

3.3 Indirect access calls


Call out using indirect access is available to all destinations defined in the system using
multi-digit dialling. All calls from positions or lines with no DA key associated are terminated
in the Call Queue.

A call out is initiated by dialling a call number – normally 4 digits.

• Dial the digit directly on the Dialpad, when the necessary digits are dialled, select call
button and the digits are automatically sent. IDC are used for internal calls.

When the called party answers, the RING BACK tone ceases and the END CALL key
changes to FILLED HANDSET.

If the called party is busy, then the END CALL key HANDSET remains open and the BUSY
tone is received.

A call in is recognized by a new call in the call queue and the sound of the CHIME tone.

The call is answered by touching the wanted call queue key or DA key. The END CALL keys
change to FILLED HANDSET.

4 Telephone functions
Telephone communication - between internal Operator Positions and internal/external
locations via telephone lines, and Internal / Intercom communication - between internal
Operator Positions or internal locations, have in the GAREX system access to a
comprehensive set of functions. These are described in this chapter. Some are well known
from PABXes (Private Automatic Branch eXchange), others are more specific for VCCS
systems.

4.1 Priority Call


The Priority Call function gives the initiating operator immediate connection with the called
position or line, without any action being required by the called position. All the external
connections with DA keys are marked with busy indication, while Roles with DA will not be
marked with busy indication. Because of the different behaviour for internal and external
calls, the priority function works somewhat differently.

If the called position is free and the PRIO key is activated, the initiating operator is connected
into the handset or headset depending on the type and use of the position. If the called
position or line is engaged with another party and the PRIO key is activated, then the
initiating operator is connected as a three party conference.

A Priority call is initiated by pressing the PRIO key - after a DA- or IA- call has been initiated
(but not yet answered) in the normal way. At the calling position the PRIO key changes to
STEADY, and now has two-way connection to the called party.

At the called position, one urgent chime signal will be heard and the PRIO key - and DA key
for the initiating operator if present - changes to FLASH. In the Call Queue the identification
of the initiating operator is placed on top, moving the existing incoming calls downwards after
they have been answered

If the called position answer the call, two-way connection is established and FILLED
HANDSET appear at both positions.

If the called position or line is engaged with another party and the PRIO key is activated the
initiating operator is connected as a three party conference, and FILLED HANDSET will
appear also at the calling position immediately.

Pressing the PRIO key before making the call will give priority 1. 1 is the highest priority on
ATSN (Air Traffic Services Network) lines like ATS-Qsig and MFC (Multi Frequency Coding).
This will only have an affect on network that handles priority call.

Deactivation occurs by pressing END CALL key, or by initiating or answering another call.

4.2 I/C CALL (INTERCOM)


The Intercom (I/C) function key provides the ability to make an intrusive call to another
Operator Position. The Intercom initiator, upon establishing the intercom call hears both AG
and GG audio from the Operator Position of the intercom recipient, but the intercom recipient
only hears the audio from the microphone of the intercom initiator. An intercom call is
initiated by pressing the I/C button followed by a DA button. The Intercom call lasts only for
as long as the initiator keeps the DA key pressed.

4.3 Call Pick-Up


The Call Pick-up function work in two different ways. Direct Call Pick-, pushing a DA with
parallel busy indication, or using the Call Pick-up button.

4.3.1 Direct Call Pick-Up


The Call Pick-Up function allows a controller to pick up or answer telephone calls from
outside lines using a different Operator Position other than the one where the call is normally
terminated. The Call Pick-Up function is accessed by touching the DA-button on the TSP
corresponding to the incoming line.

If any other controller accesses the call after the call has been answered and established,
the accessing parties will be connected in a conference up to the predefined maximum
number of conference parties (usually 6).

4.3.2 Indirect Call Pick-Up


The Call Pick Up function allows an operator to accept the first call in the queue of another
HMI without that operator having to open and transfer the call. The Call Pick Up function can
only be used if there is a call incoming to a position, and does not pick up any subsequent
calls once a call has been picked up.

The function is accessed by pressing the CALL PICK-UP button, followed by the wanted
operators DA button.

4.4 Call Divert function


Call Divert is used when the operator wants to temporarily close the position for incoming
calls. All calls to a forwarded Position or Role will be routed to the other Position/Role or a
external line that will service call for the diverted positions as long as the Call Divert function

is active.

Calls already queuing must be answered in the normal way, but all new incoming calls are
forwarded.

A Call Diverted position will only accept call from the role/external line that is the target for
the call diverted function.

A Call Divert cannot be initiated towards a position that already has activated Call Divert
itself. The reason for this is that you then would not know where incoming calls to the first
forwarded position would end up.

A position to which calls are forwarded (while in operation) is afterwards free to perform a
Call Divert to another position or Role. Control of where incoming calls will end up, is in this
case possible.

The position to which calls are forwarded will show a Call Divert symbol in the CALL DIVERT
key when a Call In has been forwarded to that position.

Call Divert is initiated by touching the CALL DIVERT key. The CALL DIVERT key changes
to FLASH, and the dial tone is heard. The Position or Role to which the calls are to be
diverted is selected by dialling its call number or by touching its DA key. The symbolic name
of the destination to which the calls are diverted to will the be displayed in the CALL DIVERT
key. The CALL DIVERT key remains STEADY. All incoming calls will then be routed to the
selected position.

The Call Divert is terminated by touching the CALL DIVERT key again. The STEADY
WHITE changes to OFF.

4.5 Call transfer function


Call Transfer allows the operator to transfer a call to another Position, Role or line.

Activation of the call transfer function is only possible if a connection is already established.
A transferred call always keeps its original source identification.

Call Transfer is initiated by touching the XFER key. The XFER key changes to FLASH and
the dial tone is received.

For DA calls the DA keys at both positions change to STEADY.

A DA or IA call is made to the Position or Role to which the call is to be transferred.


The transfer is carried out when the operator is initiating the transfer by touching the wanted
positions DA button. The transferred call identifies the original source, not the initiator of the
transfer.

Lamp signalling of the call at the position initiating the transfer indicates a successful
transfer: The END CALL key and TRANSFER key changes to OFF.

4.6 Hold function


The Hold function allows an operator to temporarily withdraw from a connection.
Activation of the Hold function is only permitted if the operator is already in connection with a
line or an operator. The other party is disconnected (but not released) down, put on Hold and
the operator may initiate or answer new calls. If the held party releases the call, the holder of
the call will also be released from the hold state and the original connection.

Pressing the HOLD key activates hold. The END CALL key changes to OFF (at the holding
party) and the two parties are audio disconnected. The HOLD key changes to STEADY.
If the held party is represented with a DA key, the DA key changes to OPEN HANDSET.

The held party will receive a hold tone. If the holding position is represented by a DA key at
the held party, the visual indication will change from FILLED HANDSET to OPEN HANDSET.
If the holding position is not represented by a DA key at the held party, no change is seen.

The holding party is free to initiate or answer calls. The held party may also initiate or answer
calls, but this will cause the hold state to be released.

Deactivation of the Hold condition restores the original connection. The holding party may
deactivate Hold by touching the HOLD key, or the DA key if the held party is represented on
the DA Panel. The held party cannot deactivate Hold, but may release the connection by
touching the END CALL key.

The holding position may successively put up to 5 calls on hold.

4.7 Conference function


Conference allows the operator to be connected with several other positions or lines at the
same time, and also them with each other. At present time a maximum of 8 plus the initiator
can be connected in conference.

The conference function may be activated:


• Before selection of participants starts.
• While being in connection with a position or line. In this case the connected party will also
be taken into the conference.
• Calling upon a preset conference group by the call number or DA-key.

Conference is activated by:


• Pressing the CONFERENCE key The CONFERENCE key changes to FILLED
HANDSET. DA or IA calls are then made to other positions and lines, one at the time,
before selection of participant’s starts.
• Calling upon a Predefined Conference Group by a DA key or call number. These Groups
are defined in GAP.

Each position or line that answers is connected into the conference. At all participants the DA
keys for the other participants (that are represented there by a DA-key) show FILLED
HANDSET, and the identity of the initiator is displayed. At initiator the identity of the last
called is displayed.

• A-party may temporarily withdraw from the conference by pressing CALL FWD.
• Any other participant, may temporarily withdraw from the conference by touching the
HOLD key. HOLD key turns STEADY. The DA key for the operator/initiator changes to
OPEN HANDSET. FILLED HANDSET disappears at DA keys representing that
participant on other positions. The position may return to the conference by touching the
STEADY HOLD key.

The conference can be released by the initiator or the last member of the conference and is
done by touching the CONF key with FILLED HANDSET or the END CALL key.

4.7.1 Dial-Up/Add-On Conference


The participants are called one by one to initiate a dial-up/add-on conference. The initiating
party touches the CONF button, and then dials the call number or touches the DA button (if
any) of the first participant. When using DA buttons, the initiator can touch the buttons in
rapid sequence, but when dialling, he must wait until the call has been set up (alerting of the
called party has started) after dialling the number of each participant before dialling the
number of the next participant. The called parties will enter the conference as soon as they
answer the call.

A normal two-party telephone conversation may be converted into an Add-On Conference


call by touching the CONF button and calling a new participant or push the CONF button
before you answer a new incoming call.

4.8 PABX register recall function


This function is used to send a RECALL signal (“hook flash” or “ground signal”) out on an
external PABX telephone line. In this situation GAREX is connected to en external PABX and
acts as a telephone set. The function will simulate the R-button on a special telephone set.

The most common use of this function is to transfer calls to other extensions within a PABX.
Activation of the PABX RRC function is only possible if a PABX connection is already
established. The function is dependent on the functionality of the external PABX.

The function is activated by touching the R PABX key. There will be no indication in the
R PABX key, but the PABX dial tone will be received – if provided by the PABX. The PABX
special functions can now be operated using the dial pad.

4.9 Last number redial function


The Last Number Redial function allows an operator to redial the last dialled digits.
The function is a local function per Position: It is the last number dialled by the same position
that is redialled, not for example the last number dialled before by the Role previously
located elsewhere. The function will only work on external lines (to other networks – PSTN,
Public Switched Telephone Network, or PABX).

To redial: Select an external line (END CALL key STEADY+ FILLED HANDSET = Line
ready).
Wait for the DIAL tone and then touch the REDIAL.
The last dialled number will now automatically be dialled out on the line.

4.10 Phone List function

The complete Phone List holds the names and 4 digit numbers of all subscribers that are
defined in the telephone system. Browsing through the list is, as for all selection panels, done
using the filtering tabs, speed selectors and scroll bar. Items in the list can be selected by
clicking on it, and this is indicated by setting the background colour for the list item to blank.

The default list sorting is by group. Within each group the presentation sequence is the way
the items was entered in the VCMS. Clicking the ‘Alpha Sort’ button will reshuffle the list so
that it is presented in alphabetical order.

The display at the top of the panel shows the currently selected list item. When an item in the
list has been selected and the ‘Call’ button is touched, a call to the indicated destination is
initiated and the panel is closed.

The button labelled ‘Dial Pad’ is used to open the dial pad panel described below. When the
dial pad panel is opened the phone list is closed.

5 Calls using ATSN network

5.1 The ATSN Network


The ATSN (Air Traffic Services Network) is a telephone network defined by ICAO and
Eurocontrol that connects air traffic control centres (ATC). The network includes a number of
special features such as priority modification, trunk hunting, detour routing and transit
switching. It is possible to dial directly to a terminal (Operator Position) at a remote centre,
reducing the need for dedicated permanent connections. Furthermore, the identity of the
caller is included in the call set-up information, making it possible to present this information
to the called party before the call is answered.

5.1.1 Other external calls


External calls to and from other networks use a variety of signalling systems and offer
various types of features. Typical signalling systems are ITU-T MFC, decadic impulsing and
DTMF (Dual Tone Multi Frequency) tones on analogue line, and ISDN and QSIG on digital
lines.

Common to all of these types of external call is that parameters that define how the calls are
to handled must be defined in exactly the same way as for ATSN calls. Consequently, the
same menus in the VCMS/GAP are used for defining the call handling for both ATSN calls
and other external calls, but the number of parameters that must be defined will vary
according to the type of call signalling or network.

5.2 Direct access ATSN calls


Call out using direct access is available to all destinations that are allocated to a DA key.
This function allows a call to be made to another position or line in another centre, by
touching a single key.

A call out is initiated by touching the required DA key. The DA key and the END CALL key
changes to STEADY. When the call has been accepted by the called system, the DA key
and the END CALL key change to FILLED HANDSET. The operator receives RING BACK or
CONGESTION tone. If the call is not accepted, the operator receives BUSY signalling.

Call in answer using direct access, is possible if the caller is allocated to a DA key.

A call-in at the called position is recognised by the caller’s DA key changing to FLASH, and
the sound of the CHIME tone. By touching this DA, the call is answered, and the DA and
END CALL keys change to FILLED HANDSET. When the called party answers, the parties
are put in voice connection. The identification of the caller will be shown in the active display
or queue display, if present.

5.3 Indirect access ATSN calls


A call out can be initiated by using the Phone List functionality or directly send the digit out
on the ATSN network. The ATSN number is displayed in the active display. The system will
automatically select the pre-defined trunk group and hunt for a free line in the group. If all the
lines in the direct trunk group are busy, one of the lines in the detour trunk will be used (if a
detour trunk is defined). When a correct number is dialled, and accepted by the other centre,
the operator receives RING BACK tone and the END CALL key changes to FILLED
HANDSET. When the called party answers, the RING BACK tone ceases and the parties are
in voice connection. If the call is not accepted by the other centre, the operator receives
BUSY tone and BUSY signalling. If the number is not defined, the operator receives an
ERROR tone.

5.4 Priority function


The Operator can increase the priority on ATS QSIG and MFC call. It’s possible to select two
different priority levels. A high priority call will disconnect or break into a lower priority call.
Pressing the PRIO key once increases the priority. The priority possibilities can be set from
VCMS.

If all the lines to the centre of destination are busy the call will disconnect an existing
connection of lower priority. The parties in the existing connection will receive the interrupt
warning tone, and the connection will be disconnected after 5 seconds. The high priority call
will now use the line for the call.

After the call is made the priority will return to default priority.

6 Radio communication and functions


The GAREX system gives the Position Operator access to fast and advanced operation of
the radio channels allocated to the Operator.

6.1 Radio channel keys


The radio channel keys are often located on the left side of the touch screen. Each key is
twice as wide as ordinary keys. The left side of the key is used to activate the reception (area
5), the right side for transmission (area 6) (which also activates reception when touched).

The “name” of the radio channel, which again corresponds to a frequency (or frequency pair)
the key represents, is displayed at the top of the key (area 2). Non-activated Radio key has
GREY colour.

6.2 Radio receive


Selection of a radio channel for receive allows the operator to monitor all traffic on that
channel.

A channel is selected for receive by pressing the RX key (left side of Radio key). The RX part
of the key changes to other colour. Pressing a RX key again deselects the channel for
receive.

A vertical bar to the right will indicate that another operator has TX selected the same
channel.

When a radio channel receives radio carrier (or any radio signal having frequency of that
channel) with strength above squelch-level, the RX key show a DOWN ARROW displayed in
the keys for all positions having that radio channel allocated.

The audio is routed to the Monitor Loudspeaker.

If an important channel (defined in GAP) is not monitored at any position, a CROSSED OUT
LOUDSPEAKER – see chapter “Unmonitored Channel Alarm” – will be displayed in the RX
key for that frequency, and incoming radio audio will be routed to the loudspeaker at all
positions that have the frequency allocated.

6.3 Unmonitored channel alarm


To avoid that important radio channels are left unmonitored, an indication of this situation can
be displayed to operators that shall have this information. This is configurable in GAP under
Reconfiguration / Restrictions. In that case a CROSSED OUT LOUDSPEAKER will be
displayed in the RX key for that frequency.

If the system receives something with signal strength above squelch level on this channel in
this situation, the audio of the Rx will be forced to all operators that have this channel
allocated regardless of their present activity. The intention is to make someone of them take
care of the activity on this channel.

There will also be a diagnostic message on the VCMS

When one of the operators select the actual channel in monitor or traffic, the CROSSED
OUT LOUDSPEAKER will disappear.

Note that there is some seconds delay between changes of symbols.

6.4 Radio transmit


Selection of a radio channel for transmit allows the operator to transmit on the channel and
also monitor all traffic on the channel.

A channel is selected for transmit by touching the TX part of the Radio Button. The whole
Radio Button changes to other colour, normally GREEN. The channel will be automatically
selected also for receive.

If the channel is TX selected at another position, a VERTICAL LINE will be displayed on the
right side of the TX key.

PTT signal on, with squelch in on RX.

The filled down-arrow indicates that squelch is detected.

Keying, or Push To Talk (PTT), allows the operator to transmit on the channel.
All channels selected for transmit at the position will be keyed when PTT is activated.

When PTT is active, and the transmission is legal, an UP-ARROW will be displayed for all
channels that are selected for transmission.

If another position key on a channel that a position has selected for transmission, a
HOLLOW UP-ARROW will then be displayed.

If the system is not configured to use simultaneous PTT and several operators PTT (key)
simultaneously, only the first registered operator will be allowed to transmit. The other
operators will be locked out, and a CROSS will appear (“key crash”).

6.5 Channel mode selection


Each radio channel in the system has three available operating modes:
• Not selected mode (Mute/Idle/Off mode)
• Monitor mode (Receive)
• Traffic mode

Clicking on either the RX or TX part of the radio button does switching between the different
operating modes. The figure below shows how the switching function works.
Action RX represents touching the RX (left) side of the radio button, and TX/RX represents
touching the TX (right) side. (RB = Radio Button)

6.6 System muting


The purpose of System Muting is to prevent acoustical feedback or distortion.
It is configured at system configuration.
Different methods of muting are used to suit various conditions.
• Own position muting
• Neighbour muting
• Logical channel muting

6.6.1 Own Position Muting


It may cause acoustic feedback (howling) if the controller transmitting has routed this audio
to the loudspeaker on the position where it may be picked up by the microphone.
The receiver audio associated with a particular transmitter is therefore muted in the
loudspeaker at the transmitting controller’s position.

When a controller keys a channel, the audio received on the keyed channel will be muted.
This feature is enabled by default.

6.6.2 Neighbour Muting


A radio frequency being keyed will in some cases already have been selected for monitoring
at a neighbouring position. Acoustic feedback can therefore occur between the loudspeaker
of the neighbour position and the microphone of the transmitting position, causing an
acoustic feedback (howling) in the system. For these nearby located positions, the solution to
this problem is muting the audio from the relevant receiver(s) completely. The positions that
are to be muted completely are defined in the Neighbour Muting Group for the transmitting
position. This is defined in GAP.

(The signal chain is shown in the figure below).

6.6.3 Frequency Muting


The frequency will automatically mute the receiving signal from a group of receivers on the
same frequency, thus preventing acoustic feedback caused by a transmitted signal from the
ground to be picked up by more than one receiver.

As described in the earlier chapter the receiver audio associated with a particular transmitter
is always muted in the loudspeaker at the transmitting controller’s position. However, the
received audio from the other receivers on the same frequency will, in the absence of
preventative measures, be routed into the loudspeakers if selected in loudspeaker mode,
possibly causing acoustic feedback.

The Frequency leg Group is such a group of radios tuned to the same frequency.
It is often used for Voting, but well suited also for muting.

The figure below is a conceptual illustration of how the Frequency Muting works.
RL 1 and RL 2 will be muted against each other if the frequency being transmitted on is a
member of a Logical Channel Group. All the receivers will then be muted at the controller
working position if the frequency in question is being monitored in loudspeakers.

A muted channel has “off” background colour. When incoming squelch is detected the
background colour remains, but the (soundless) squelch is indicated.

6.7 Audio level indication


The TSP is equipped with an audio level bar graph. All audio on a selected channel out to
each position will be measured and displayed on the bar graph.

If audio is received on more than one selected channel at the same time, this will be
summarized. The reported level is the average level in dBm0 in 1 dB resolution for a 100 ms
period.

If the radio channel is equipped with a transmitter and receiver on the same channel, it will
be possible for the operator to see his own transmitted audio on the bar graph, even if the
signal is muted.

6.8 Cross coupling function


The cross coupling (coupling) function provides for radio-to-radio communication. When
cross coupling is activated, incoming audio received on any one of the channels in the cross
coupling group is retransmitted on the other channels in the group.

The icon area in the right of the radio element is used to indicate if cross coupling is enabled
for the radio channel, and if so, what kind of cross coupling.

Possible cross coupling signalling involves the use of a single character symbol :

• A “single small up arrow” indicates that the operator has selected the radio channel into
his cross coupling group, but the channel cannot be included into the group. Used by an
other operator or blocked from VCMS.
• A “single small up arrow with a 1 below” indicates that the radio channel is set up in “one-
way” cross coupling. Incoming audio from a radio line with this parameter setting will be
offered for cross coupling to other radio lines with this parameter setting.

Normal two-way cross coupling will be offered to radios set up in both one-way and two-way.

To set up a cross coupling group: Press the COUPLE key followed by the TX keys for the
radio channels to be included in the group. The COUPLE key shows FLASH while in set-up
mode. For each channel included in the cross coupling group, a DOUBLE OPEN UP-
ARROW is displayed in the TX key on the operator where the cross coupling is activated.

To activate the cross coupling group: Press the FLASHing COUPLE key. The COUPLE key
changes to STEADY.

The cross coupling works in the background while the operator may perform other tasks. The
operator may activate other radio channels and PTT them without these two functions
disturbing each other. If however the operator activates one of the TX in the cross coupling
group while cross coupling function is active, the operator will transmit on all the channels in
the group.

To change the contents of a cross coupling group: Press the STEADY COUPLE key
followed by touching the TX keys for the channels to be changed. The cross coupling is
activated by touching the FLASHing COUPLE key again.

To deactivate a cross coupling: Press the STEADY COUPLE key followed by the END
CALL key.
The COUPLE key changes to OFF.

6.9 Failsafe PTT/PTT timeout


GAREX 220 provides the “Failsafe PTT” function which prevents that an operator PTT is
locked for a longer period of time blocking the transmit ability for other positions. A
transmission will automatically be ended when the (configurable) PTT timeout runs out. The
PTT timeout value is a parameter that is configured from the VCMS/GAP.

7 Other functions

7.1 Voting function


Incoming signals from radios working in a frequency/frequency leg are monitored, signal
quality is compared and the radio channel with best signal is selected.

If Voting is off, the signals from all receivers with squelch/VOX are combined and presented
in sum to the operator. If Voting is on, the signal from the best receiver is used, other signals
are discarded.

As a default, the max number of radios in a voting group is 6, but can on request be set
higher.

Single radio channel:


When single radio channels are allocated to the radio keys (as distinct from one frequency
consisting of several radio channels), by deafult, none of the radio channels will have BSS
function activated when radio mode RX or TX is selected.

Selection of the function R will be:


BSS and then one of the radio channels in the predefined group of radios channels. This will
give a setup signaling in the buttons. Only the channels that are available on the TSP will be
possible to put in R, but the operator can locally take members in and out by pushing directly
on the channels. To confirm the setup, BSS has to be pushed again. BSS will now change to
STEADY.

The setup will give flash in area 3 in all


the tree channels that are member of the
same radio group. During the setup,
there will be possible to withdraw
channel from the group by pushing
directly on the channel button. When the
voting is confirmed the flash signal will
go off, while the R symbol will be the

Frequency leg:
Allocated frequency legs will behave in the same manner as radio channels: when legs in the
same frequency group are selected for RX or TX, BSS will not be automatically enabled.

Frequency:
To save place on the TSP, it will also be possible to put the frequency directly behind the
buttons. When a frequency is selected for RX or TX, BSS will automatically be enabled for
the frequency. BSS can be disabled by pressing the BSS button and then the frequency key.
Default transmitter has to be set from VCMS and it will not be displayed which of the radios
in the group that have the best signal.

7.2 Main/Standby (A/B) function


Main/Standby changeover enables the operator to change from main radio to standby radio
and vice versa. A visual indication shows whether the radio is operating in main or standby
mode.

The procedure for toggling between Main and Standby is performed by selecting the
Main/Standby key, followed by the relevant radio key. If the operation was successful, the
indication will show the new status (A indication for Main and B for Standby).

The leftmost indication in area 1 indicates that the receiver is set to standby mode (B), the
right most indicates that the transmitter is in standby mode (B).

7.3 Short Term recording


Pressing the Replay button on the TSP opens the Short Term Recorder Panel.

When the panel opens a list containing the last 30 min. of recorded audio (effective) is
shown. The last saved audio will automatically be played once when the panel opens, and
that audio will be indicated in the list.

The recording will be in a long string, so parallel input of receiving signal will also be played
back in parallel. The recorded signal will is the same as the operator hears. But each record
will be tagged with the correct channel and start time.

Each line item in the main list is a single audio transmission recorded at the position. The
most recent recording is shown at the top of the list.

The replayed audio will be presented to the operator via the loudspeaker. The position will

record new incoming signals when the replaying of audio functions is enabled and mute the
recorded audio when new received arrive.

7.3.1 Audio control

Selecting an audio transmission and touching one of the two play buttons will start the
playback. The function of the ‘Play Continuously’ button is as follows:
When playback of the currently selected audio transmission has ended, playback of the next
audio transmission in the list will automatically start after a brief pause. The direction of
replay is from oldest to newest. This means that by selecting the oldest transmission and
start play, it is possible to listen through all 30 minutes of recorded audio without touching
any more buttons. During the playback session, the currently playing list item will be
highlighted. Pressing the stop button at any time will end the playback and if no new item in
the list is selected the last played item will be automatically selected.
If the top of the list is reached during a continuous play event the playback stops, and if no
item is selected the topmost available audio item is automatically selected.

The ‘Play Once’ button is used to activate a ‘single record’-playback function. Pressing the
button will result in the currently selected audio transmission being played once.

The ‘Pause’ button can be used freely during both types of playback events.

7.3.2 Panel control


The ‘Close’ button closes the panel. This panel must be closed; there will not be any
automatic closing after a predetermined timeout for this panel.

The button labelled ‘Erase’ is used to delete all entries in the audio transmission list. This

7.4 Radio/Telephone Cross Connect function


The Cross connect Function enables the operator to connect a radio channel to a telephone
line.

Select the A-part (radio channel) by touching the RADIO key so that it shows FLASH, then
touch the TX key for the required channel. Communicate on the radio channel as required.

Select the B-part (telephone line) by touching the TELEPHONE key so that it shows FLASH
followed by the DA key for the required line. Dial digits if required and wait for answer.
Communicate with the called party as required.

Activate the cross-connection by pressing the CROSS CONN key. The RADIO and
TELEPHONE keys change to STEADY. The CROSS CONN key changes to STEADY and a
loudspeaker is shown in the key. The audio from both parties can be monitored by the
operator. The operator can re-connect to the A-part by pressing the A key and to the B-part
by pressing the B key.

To release a cross-connection touch the END CALL key.

7.5 On-Channel Intercom


The On-Channel Intercom (OCI) function enables an operator to talk to all other positions
that have selected the chosen channel for RX.

Outgoing transmissions have priority over OCI calls, i.e. it is not possible to use the OCI
function while one of the operators is making a radio transmission on that frequency.
However, the OCI function has higher priority than incoming radio calls and will thus override
any audio that might already be received from a radio on the chosen channel.

7.6 Call Pickup Function


The Call Pick Up function allows an operator to accept the first call in the queue of another
HMI without that operator having to open and transfer the call. The Call Pick Up function can
only be used if there is a call incoming to a position, and will not pick up any subsequent calls
once a call has been picked up.

7.6.1 Call Pickup step by step

7.7 Best Transmitter Select


The Best Transmitter Select (BTS) function can be used to automatically select the best
transmitter to be used when sending on a frequency. The selection of the best transmitter is
based on the best signal selection mechanism.

A system timer (Tx Voting Timer) is started as soon as an incoming call has been received
on a frequency, and the receiver with the best signal has been selected. If the controller
transmits on this frequency before the timer expires the transmitter corresponding to the
selected receiver is used. If a transmission is initiated after the timer has expired, the best
transmitter select function is not activated, and the default transmitter for the frequency is
used.

The Tx Voting Timer can be reconfigured from VCMS/GAP.

As for the Best Signal Selection the Best Transmitter Select funciton is a position local
function. This means that the transmitter selection will only apply to the position that has
enabled the BTS.

7.7.1 Enabling the BTS function


The BTS function is by default not enabled, and is enabled on a per-frequency basis.

The BTS function button can be found in the ‘EXTRA FUNC’ panel and can have the
following signal states:

Pressing the BTS function button once will enter funtction setup mode, indicated by flashing
indication in the button. When setup mode has been activated a frequency button is selected
to enable best transmitter select for that frequency. Setup mode will remain active until the
BTS function is pressed again to confirm all selections. While the function is in setup mode
frequencies can be enabled or disabled for BTS, and it is the selections that are active when
the function is confirmed that are kept.

A frequency button that has been selected for BTS activation will be indicated with a ‘V’ in
the Tx part of the frequency button, and a ‘T’ in the upper right corner:

7.7.2 Working with BTS on frequency leg level


When working on the frequency leg level, i.e. each frequency leg of a frequency is allocated
in the frequency panel at the operator position, the best transmitter select function can also
be used to manually set the default transmitter.

The functional procedure for enabling BTS is the same as for a frequency, however it is only
necessary to select the radio button for one of the frequency legs in the panel to enable BTS
for the whole frequency, i.e. for all frequency legs defined for the frequency.

The first frequency leg selected will determine which frequency leg that will be used as the
default transmitter when sending on this frequency.

The BTS function will override the default transmitter definition, as described in the first
paragraph in this chapter, but as soon as the BTS timer expires the default transmitter is re-
enabled for the next transmission on this frequency (from this position).

Changing the default transmitter for a group of BTS enabled frequency legs can be achieved
by pressing the Tx part of the button for the desired frequency leg to use as default
transmitter. The ‘V’ indication will be moved to the frequency leg that is selected.

8 Other position functions

8.1 Position Monitor


The Position Monitor function provides the ability to monitor only (in real time) audio
communications at another Position in the VCCS system.

The Position Monitor function provides the ability to monitor only (in real time) audio
communications at another Operator Position on the VCCS. The Monitor function provides
the monitoring Operator Position with all audio communications from the monitored Operator
Position (GG and AG), but does not provide feedback about the visual state of that HMI. The
monitored party is aware that they are being monitored by signalling (colour change) on the
Monitor function key of their HMI. If the Position Monitor function is attempted to a position
outside the VCCS, an error message will be presented.

8.2 Local Radio Channel reallocation


This function, when authorised from the VCMS, enables the operator to change the radio
frequency keys that are allocated to the radio panel. If local radio channel reallocation is not
allowed, all allocation must be performed by the supervisor using the VCMS (GAP).

Assuming that the function is enabled, to reallocate frequencies press the radio function
button ‘ALLOC CHANNEL’ and then the desired radio button to reallocate. After a radio
button has been touched the following panel will appear TSP

The channel allocation panel is configured with speed selectors. The tabs display the sectors
available. Touching a tab causes all the frequencies available in that sector to be displayed.
The “Remove” and “Insert” keys may be used to remove unwanted frequencies and add
required frequencies, according to the operator’s needs.

If any frequency is already allocated to the particular radio button that was used to open the
channel allocation panel, this will be the shown in the text area when the panel is opened.

The currently allocated frequency will be displayed with text in the main list. Selecting this
frequency and touching the ‘Remove’ button will remove this frequency from the radio button.
Frequencies that are allocated to other radio buttons on the TSP will be written with blue text,
and cannot be selected. Selecting a frequency not allocated (i.e. not written in blue) and
touching the ‘Add’ button will allocate this frequency to the radio button and close the panel.

Pressing the ‘Cancel’ button will close the panel without changing the channel allocation.
No user input for n seconds (typically 10 s) will close the panel automatically without saving
any changes.

8.3 Central reconfiguration


Usually, position reconfiguration is performed centrally by the supervisor or maintenance
staff, using the VCMS. This enables them to maintain an overview of which resources are
being used by which operators and enables them to reallocate resources to other operators if
necessary. It is for this reason that local reallocation by individual operators is often not
authorised (see section 9.2, Local Radio Channel reallocation).

The following information is included


The VCMS (Vice Communication Management System) plays an important part of the
GAREX Voice Communication Control System. The GAP (GAREX Administrative Package)
software runs on the VCMS. By using the GAP software to interact with the GAREX system,
authorized personnel can perform reconfiguration and maintenance, display diagnostic
messages from the switch and create reports of the stored system configurations.

The Reconfiguration functions are used to set up the system correctly before it is
delivered. After the system is delivered, these functions allow the GAP user to reconfigure
the system on-site, thereby meeting changing conditions in the working environment and
potential system expansions. The Maintenance functions are used for introducing or
removing GAP users, telephone lines, radio lines or Operator Positions – and help tracking
errors.

The supervisor may download a new configuration from the VCMS to an Operator Position.
When a new configuration is downloaded the operator is notified by a REALLOCATION
INDICATION in the ALLOC ROLE key.

The ALLOC ROLE key will start to FLASH while the TSP configuration is loading, and will
remain flashing until the configuration has been accepted.

The operator may accept the new allocation by touching the ALLOC ROLE key. However,
because the new configuration may not contain the resources that the operator is currently
using, the operator should promptly finish any ongoing tasks before accepting the change.

If the new configuration is not accepted by the operator within the predefined time-out
(typically 30 s), the new configuration will be accepted automatically. This is also called
forced update.

8.4 Position split


The Position Split function enables the operator to split the radio part and the telephone part
of the position. In split mode the Handset is used for telephone communication and the
Headset is used for radio communication.
The function is activated/deactivated by pressing the SPLIT key.

It is possible to close and open a Position from the VCMS (GAP). Before a position can be
closed, the re-routing of calls to that position must have been defined. It is not possible to
make radio or telephone calls from a closed position, nor is it possible to receive calls.

The Close position function is normally used if the position’s function has to be transferred to
another position or if the position must be taken out of service due to faults, repair or
reprogramming.
