TASK FORCE DESIGN / FACILITIES / EQUIPMENT


The F-Troop Gang in the City of Santa Ana is one of the most violent and dangerous

gangs not only in Orange County but in the entire state. The F-Troop Task Force is designed in a

matter to disrupt and dismantle the ongoing criminal activity of the gang. This section of the

MOU will lay out the elements of the task force, the scope and expectations of task force

members, and the dialogue/coordination with Santa Ana PD.

F-Troop Task Force will predominately be an investigative task force by nature focusing

on cases involving documented F-Troop gang members. The intent of the task force is to

dismantle the criminal enterprise of the gang. This is dependent on targeting the money making

activities of the gang which include auto theft, human trafficking, drug sales, etc. The elements

of the task force will be as follows: investigative units in pairs reporting directly to a shift

sergeant, one public information officer, and a task force command staff which will include two

lieutenants and one commander. The commander will be the effective leader of the task force

and will make policy decisions as well as shape the trajectory of the task force. Support staff

filled with civilians will be filled as needed. This will be limited in nature due to the fact task

force members will be mostly in the field conducting investigations, and a limited command staff

will cut on costs.

The F-Troop Task Force members will have the scope and jurisdiction to follow

wherever the investigation takes them. Specifically with the F-Troop gang, most if not all of their

crimes are conducted outside of their territory. Therefore task force members have the necessity

to follow the case outside of the City of Santa Ana, outside the County of Orange, and even

outside the state if need be. In addition, the expectations of the task force will be to successfully

dismantle the criminal operations of the F-Troop gang. This will be accomplished through

investigative work, solving crimes which have been committed as well as catching gang
members in the act of committing the crime through surveillance work. Task force members will

work cooperatively with patrol operations and investigations in the City of Santa Ana as well as

various agencies throughout Southern California.

The F-Troop Task Force members quarterly will dialogue with other disciplines about

opportunities and ways to address human trafficking as well as various other crimes the F-Troop

gang commits. This will include community leaders, businesses, churches, and schools etc. on a

minimum of a quarterly basis. This will help develop support roles of other groups who can help

address problems in the community we serve. The command staff of the task force will actively

seek out and make partners with the local community to help further this goal. One of the ways

F-Troop developed such a strong hold on the region was through their charitable giving and ties

to the community. Therefore the task force will have to discuss with various community

members the ways in which they could not only put offenders in jail, but help the everyday

citizen within the region.

With the F-Troop Task Force being rather limited in size, it would behoove the overall

mission to also be an intelligence gathering task force for other investigators. Santa Ana Police

Department for example has a massive gang squad with various investigators already working

the area. Gathering intelligence for their cases would be the start of a good partnership where

both departments could help each other.

In conclusion, the F-Troop Task Force has a clear design and model with a clear goal

oriented mission. F-Troop is one of the most dangerous gangs in Orange County and will require

major effort in intelligence gathering to put key players behind bars. This section of the MOU

covered the elements of the task force, the scope and expectations of task force members, and the

coordination with Santa Ana PD to further their goal oriented mission.
