Title The Professionalization of Teachers

I. Introduction
This Module presents the basic laws on the professionalization of teaching.
Professionalization is a process whereby occupations have become , or seek to become ,
publicly recognized as professions according to the degree to which they meet the alleged
criteria. Professionalization can be seen as having two strands. One strand is concerned
with the improvement of status. The other strand is concerned with the improvement of the
capacity of members to enhance the quality of service which is provided. Professionalization
also involves the development of skills , identities , norms and values associated with
becoming part of a professional group.

Read on and reflect on the the concepts and processes contained in this
module.and reflect on the questions that follow which will guide your essential ideas in
the law.

A. Presidential Decree 1006

Even after the independence of the Philippines from American rule in 1446 , the system
of education continued to follow the American system. Civil Service Examination for Teachers
continued to be a requirement for those who desired to teach in public schools until 1977
when Presidential Decree 1006 was proclaimed by the then President Ferdinand Marcos.
Presidential Decree 1006 ,is entitled “Providing for the Professionalization of Teachers ,

Regulating their Practice in the Philippines , otherwise known as the Decree Professionalizing

Teaching was proclaimed. With this presidential proclamation , teaching became

professionalized in the Philippines.

B. Republic Act 7836

In 1994, the Congressional Commission to Review and Assess Philippine


Education found out that “teachers are poorly trained;there is low quality of
students enrolled in teacher training; and teaching is perceived as a poorly steemed
profession. thus, Republic Act 7836 was enacted into law. This act created the
National Board of Teachers , a body which has a general supervision and
administrative control over the Licensure Examination for Teachers and which
crafted the Code of Ethics for Professional Teachers.

In support further the move to get “ the best and brightes” for the teaching
profession, then President Gloraia Macapagal Arroyo, on June 6, 1994, signed into law
Republic Act 9293, ammending some pertinent provisions of RA 7836.
