“The Conflict process about Rampal Power

Plant”
Introduction
To meet electricity demand, the Government of Bangladesh has taken the initiative to install a
new coal based thermal power plant, known as the Rampal Power Plant.
It is also known as the Maitree Super Thermal Power Project, which is one of eleven coal-fired
power stations the Bangladesh Power Development Board (BPDB) plans for commissioning by
2021. Under the Companies Act 1994, a joint venture company called the Bangladesh-India
Friendship Power Company Limited (BIFPCL) was formed in January 2012 by BPDB and
India’s state-owned National Thermal Power Corp (NTPC).
There are so many conflict issue between state and society which surrounds the potential social
and environmental impacts of the coal-based Rampal Power Plant in Bangladesh.
Conflict Conflict process
A process that begins when one party A process that has five stages: potential
perceives that another party has opposition or incompatibility, cognition and
negatively affected, or is about to personalization, intentions, behavior, and
negatively affect, something that the outcomes.
first party cares about.

Stage 1: Potential Opposition or Incompatibility:

Communications: Structure:
• Different words connotations, jargon • include variables such as size, degree of
insufficient exchange of information and noise specialization in the tasks assigned to group
in communication channel are all antecedent members, jurisdictional clarity, members/ goal
conditions to conflict. compatibility, leadership styles, reward
systems and the degree of dependence
• Too much communication as well as too little between groups.
communication can rely foundation for
conflict.
Personal Variables:
Certain personality types- for example individuals who are highly authoritarian and dogmatic-
lead to potential conflict. Another reason for conflict is difference in value systems.

In Rampal Power Plant have a huge communication gap between the government and the mass of people
who love nature(The government say it's not harmful to nature but environmental activist say it's very
harmful) and also some structure problem. So we can say this conflict arises from a communication gap
and structure problem .
Stage 2: Cognition and Personalization:
conflict must be perceived by the parties to it whether or not conflict exists is a perception
issue. If no one is aware of a conflict, then it is generally agreed that no conflict exists.

perceived conflict felt conflict

Awareness by one or more parties of the Emotional involvement in a conflict
existence of conditions that create that creates anxiety, tenseness,
opportunities for conflict to arise. frustration, or hostility.

Rampal Power Plant is a felt conflict because of Emotional involvement in a conflict that creates
anxiety, tenseness, frustration, or hostility. Here environmental activists create some protests, write
some columns and also create some awareness to people about Rampal Power Plant negative effect.
Stage 3: Intentions
❖ Competing: A desire to satisfy one’s interests, regardless of
the impact on the other party to the conflict.

❖ Collaborating: A situation in which the parties to a conflict

each desire to satisfy fully the concerns of all the parties.
❖ Avoiding: included trying to just ignore a conflict and
avoiding others with whom you disagree.
❖ Accommodating: The willingness of one party in a
conflict to place the opponent’s interests above his or her
own. Fig: Dimensions of Conflict-Handling Intentions

❖ Compromising: A situation in which each party to a

conflict is wiling to give up something.

In Rampal Power Plant Government only satisfy need regardless of the impact on the other party to the conflict, Also
avoid other parties opinion and finally both party willing to give up something. That’s why we can say here we follow
Competing, Avoiding, Compromising.
Stage 4: Behavior
This is a stage where conflict becomes visible.
The behavior stage includes the statements,
actions and reactions made by the conflicting
parties.
conflict management: The use of resolution
and stimulation techniques to achieve the
desired level of conflict.

Fig: Conflict-Intensity Continuum

In Rampal Power Plant conflict Government and environment activist cover Minor disagreements or
misunderstanding, Overt questioning or challenging of other, Assertive verbal attacks, threats and
ultimatums Conflict-intensity continuum.
Stage 5: Outcomes
The action reaction interplay between the conflicting parties result in consequences.

• functional in that the conflict results

in an improvement in the group’s
performance

• dysfunctional in that it hinders group

performance.

Fig: Functional and dysfunctional Conflict

In Rampal Power Plant conflict outcome is functional Because overall it improves our electric power that
means the performance is very much helpful rather than environmental damage.
Conclusion
It is beyond debates that we should desperately look for newer and content sources of energy to
support the pace of the country’s progressive and sustainable growth. But the Sunderbans is too a
high price to pay for it, both environmentally and economically. So we can say that considering the
pollution of environment, coal-based power production should be stopped gradually. Emphasis
should be given to solar or wind based renewable power production.
