Contingency plan for Cyclone Alert for north Andhra Pradesh and
adjoining south Odisha coasts
25.09.2021, 15:00 hrs
A. Background:

Indian Metrological Department vide its bulletin issued at 14:40 hrs of 25.09.2021 stated
that “The Deep Depression over northwest & adjoining westcentral Bay of Bengal moved
westwards with a speed of 17 kmph in last 6 hours and lay centered at 1130 hrs IST of 25th
September 2021, over northwest and adjoining westcentral Bay of Bengal near Lat. 18.4°N
and Long. 88.7°E, about 410 km east-southeast of Gopalpur (Odisha) & 480 km east-
northeast of Kalingapatnam (Andhra Pradesh).

It is likely to intensify into a Cyclonic Storm during next 06 hours. It is likely to move nearly
westwards and cross north Andhra Pradesh - south Odisha coasts between Kalingapatnam
& Gopalpur by evening of 26th September, 2021.”

iv. Impact on Southern Region TTC/ATC:


In the vicinity of the Cyclone Southern Region has two major inter-connection with
Eastern Region. In case the following elements trips the ATC/TTC impact is given
below:
a. 400kV Jeypore – Gazuwaka – one line – 300 MW
b. 400kV Jeypore – Gazuwaka D/C – 650 MW
c. 765kV Angul – Srikakulam one line – 800 MW
d. 765kV Angul – Srikakulam D/C line – 3850 MW
e. One line each of 400kV Jeypore – Gazuwaka & 765kV Angul – Srikakulam –
1100 MW
f. Both the 400kV Jeypore – Gazuwaka & 765kV Angul – Srikakulam D/C –
4500 MW

C. Contingency plan is as under:

a. SCADA/IT/Communications teams at all utilities and SLDC / RLDC / RTAMC shall remain
alert to quickly restore speech and data communication from substation/power
station to SLDC/RLDC.
b. All planned outages in Andhra Pradesh, Telangana, Odisha and Chattisgarh area shall
be reviewed and rescheduled as far as possible
c. The generation in direct path of cyclone to be kept at minimum to reduce impact on
the system in case of Isolation.
d. SLDC may assess critical loads viz. traction, hospitals, airports etc. which are likely to
be affected and prepare plans for quick restoration.
e. Secondary control reserves (AGC) and tertiary reserves shall be despatched through
RRAS by NLDC to regulate grid frequency. SLDCs shall also maintain adequate
reserves shall be maintained intrastate level and they shall be despatched suitably to
regulate State's drawal from grid.
f. Transmission Utilities are advised to alert the substation personnel posted in the
substations lying in the predicted path to deploy adequate resources for quick
restoration of transmission system elements affected due to the cyclone.
g. In case of high voltage, hydro units may be operated in synchronous condenser
mode for VAR regulation.

h. SLDC may be advised to run generating station in pumping mode wherever available
when the frequency is high.
i. All bus reactors, switchable line reactors, STATCOM shall be taken in service and
generating units on bar shall support in voltage regulations within their capability
curve. If required, EHV lines shall be manually opened for Voltage controlling without
compromising the grid security.
j. Wind and Solar PV generating stations shall provide reactive support to control
voltage at the respective pooling stations within their capability.
k. RE developers shall be alerted to ensure availability of telemetry to REMCs.
l. Power flow on the evacuating lines from the power stations in Andhra Pradesh,
Telangana, Odisha and Chattisgarh states shall be closely monitored. In case of
depletion of network, generation backing down shall be done immediately.
Generation at other ISGS stations / intra state generation shall be increased if
required. NLDC shall deploy RRAS as and when required.
m. Power flow on HVDCs shall be regulated to maintain AC line flow and voltage in the
AC system.
n. POWERGRID must be advised to be ready with ERS for early restoration of system in
case of any tower failure.
o. SPS schemes implemented at HVDC Talcher – Kolar and HVDC Gazuwaka shall
be in service.
p. Islanding schemes shall be healthy and in service. Load Identified for Island vis-à-vis
generation in the identified island shall be monitored in real time to enhance
probability of survival of the island.
q. REMC shift personnel should be vigilant and wind speed of major wind farms must be
carefully monitored in real time. Further, if wind speed is more than cut-out speed of
any turbine in wind farm, there is a chance of tripping of wind turbine/wind farm.
NLDC may be provided with feedback for RRAS instruction to keep frequency with in
band.

The advisories issued by SRLDC and ERLDC are attached as Annexure-I(a) and I(b).

D. ERS availability:
As per report on POWERGRID’s preparedness for Deep Depression over North &
adjoining central Bay of Bengal issued on 11:00 hrs of 25.09.2021, Availability of ERS
towers along with ERS trained manpower at strategic locations. Further,
transportation tie up for movement of ERS Towers on emergency basis is also being
taken up.

Regional Grid
Deep Depression in Bay of Bengal
26th September 2021
1. Background:-
A Low-pressure area has formed over East Central Bay of Bengal and
intensified into a Deep Depression as on today i.e. 25th September 2021. It
is very likely to intensify into a Cyclonic Storm during next 12 hours and would
move westward and cross North Andhra Pradesh – South Odisha Coastal between
Vishakhapatnam & Gopalpur around Kalingapatnam by evening of 26th September
2021. Cyclone to impact Northern coastal districts of Andhra Pradesh
(Visakhapatnam, Vizianagaram & Srikakulam districts) in Southern Region.
2. Rainfall Forecast: - For 26th and 27th Sep 2021 with moderate to scattered rains
are forecasted in Coastal Andhra Pradesh.

4. Impact on Southern Region Grid:

 During 26th and 27th September, chances of wide-spread rainfall and load
reduction in APEPDCL area with impact of over-voltages in the system.
 The following regular measures to be taken
o All Bus reactors and Switchable Line reactors to be taken into service.
o AP SLDC to take out all Capacitor banks subject to voltages in Lower
voltages system in APEPDCL
o All Online Generator’s to maximise their MVAR Absorption

9. Impact of Deep Depression on AP Demand


During the Very Severe Cyclonic Storm YAAS period Demand of
Andhra Pradesh has reduced by almost 2000 MW on 21st and around 1000
MW on 22nd May i.e. before the landfall. The Day-Wise Demand during
Cyclone Yass is given below.
However, during cyclone YAAS the maximum wind speeds were of
the order of 120 – 140 Kmph, in the current scenario as per the IMD
forecast, the peak speeds is expected to be in the range of 80 Kmph, and
rainfall also is forecasted to be wide-spread and scattered across the state
on 26th,27th & 28th September 2021, the demand reduction may be in the
order 800 – 1200 MW.

During the Cyclone YAAS the energy met of Andhra Pradesh is given below, it
is observed that there is 30 MU consumption reduction. Also during cyclones
along-with demand reduction there was an increase of wind generation from 15
to 40 MU during the cyclone, Hence similar wind generation increase can be
expected during this deep – depression also

The Deep Depression over north and adjoining central Bay of Bengal moved
westwards with a speed of 14 kmph in last 6 hours and lay centered at 0830 hrs IST of 25th
September 2021, over northwest and adjoining westcentral Bay of Bengal near Lat. 18.4°N and
Long. 89.3°E, about 470 km east-southeast of Gopalpur (Odisha) & 540 km east-northeast of
Kalingapatnam (Andhra Pradesh).
It is likely to intensify into a Cyclonic Storm during next 06 hours. It is likely to move
nearly westwards and cross north Andhra Pradesh - south Odisha coasts between
Vishakhapatnam & Gopalpur around Kalingapatnam by evening of 26th September, 2021.

Warnings:
(i) Rainfall
 25th Sept.: Light to moderate rainfall at many places with heavy rainfall at isolated places
likely over Gangetic West Bengal, Odisha and Coastal Andhra Pradesh.
 26th Sept.: Light to moderate rainfall at most places with heavy to very heavy falls at a few
places & extremely heavy falls at isolated places very likely over south Odisha and north
coastal Andhra Pradesh; heavy to very heavy falls at isolated places over Telangana and
heavy falls at isolated places over north interior Odisha & Chhattisgarh.
 27th Sept.: Light to moderate rainfall at most places with heavy to very heavy & extremely
heavy falls at isolated places very likely over south Chhattisgarh; heavy to very heavy falls
at isolated places over Odisha & Telangana and heavy rainfall at isolated places over
coastal West Bengal.

(ii) Wind warning


 25th Sept: Squally wind speed reaching 55-65 kmph gusting to 75 kmph very likely over
Northwest and adjoining Westcentral Bay of Bengal and increase gradually becoming gale
wind speed reaching 65-75 kmph gusting to 85 kmph from the evening and 75-85 kmph
gusting to 95 kmph from 26th morning till evening.
 Squally wind speed reaching 40-50 kmph gusting to 60 kmph likely to prevail along and off
Odisha-North Andhra Pradesh coasts. It will gradually increase becoming gale wind speed
reaching 75-85 kmph gusting to 95 kmph from afternoon of 26th till midnight along & off north
Andhra Pradesh (Srikakulam, Vizianagaram, Visakhapatnam Districts) and adjoining
adjoining south Odisha coasts (Ganjam, Gajapati Districts), 55 -65 kmph gusting to 75 kmph
along & off Khordha,Puri, Raigada & Koraput districts, 50 -60 kmph gusting to 70 kmph over
Navrangpur & Malkangiri. Squally wind speed reaching 40 -50 kmph gusting to 60 kmph
likely to prevail along & off remaining parts of Odisha & Andhra Pradesh & West Bengal
coasts on 26th Sept. and over northeast Bay of Bengal on 25th & 26th Sept.
(iii) Sea condition
 Sea condition will be rough to very rough over east-central & adjoining northeast Bay of
Bengal on 25th & 26th Sept.
 Sea condition will be rough to very rough over Northwest and adjoining Westcentral Bay of
Bengal and along and off Odisha, West Bengal and North Andhra Pradesh coasts during
next 12 hours and become High from today evening till 26th Sept. evening.
 Sea condition will be rough to very rough over Northwest Bay of Bengal and along and off
Odisha-north Andhra Pradesh coasts on 27th Sept.

(iv) Storm surge warning

Tidal wave of about 0.5 m height above the astronomical tide likely to inundate low lying
areas of Srikakulam, Vizianagaram, Ganjam districts during the time of landfall.
(iv) Fishermen Warning
 The fishermen are advised not to venture into east-central & adjoining northeast Bay of
Bengal and Andaman Sea on 25th & 26th Sept.
 The fishermen are advised not to venture into northwest & adjoining westcentral Bay of
Bengal and along & off Odisha, West Bengal & North Andhra Pradesh coasts till 27th Sept.
(v) EXPECTED IMPACT & ACTION SUGGESTED due to Strong winds & very
Heavy/Extremely heavy Rainfall.

 Damage to thatched huts.


 Minor damage to power and communication lines due to breaking of branches.
 Major damage to Kutcha and minor damage to Pucca roads.
 Some damage to paddy crops, banana, papaya trees and orchards.
 Sea water inundation in low lying areas after erosion of Kutcha embankments.
 Localized Flooding of roads, inundation and water logging in low lying areas and
closure of underpasses mainly in urban areas of the above region.

Cyclone in Eastern Region
Background:

As per the IMD PRESS RELEASE – 3 (Issued: 0830 hours IST on 25-09-2021), a
Depression has intensified into a Deep Depression over North & adjoining central
Bay of Bengal . A Cyclone Alert for north Andhra Pradesh and adjoining south
Odisha coasts has been triggered .
The Depression was originally formed over northeast and adjoining eastcentral
Bay of Bengal , moved towards westwards with a speed of 12 kmph in last six hours ,
and intensified into a Deep Depression and now lay centered at 0530 hrs IST of
25th September 2021, over north and adjoining eastcentral Bay of Bengal near
510 km east-southeast of Gopalpur (Odisha) & 590 km east-northeast of
Kalingapatnam (Andhra Pradesh). It is likely to intensify into a Cyclonic Storm
during next 12 hours moving nearly westwards and cross north Andhra Pradesh -
south Odisha coasts between Vishakhapatnam & Gopalpur around Kalingapatnam by
evening of 26th September, 2021. There will be moderate to heavy to very heavy falls
at isolated places over Odisha & coastal West Bengal in coming 48 hours. Today
wind speed may reach 40-50 kmph gusting to 80 kmph from the evening and 70-80
kmph gusting to 90 kmph from 26th morning till evening in before mentioned
areas.

Preparedness and Action Plan:
Following preparedness action has been initiated –
 Storm/Cyclone/Inclement related standard system advisory has been
issued to all utilities.

• Preparedness details (such as emergency load, frequency, voltage control


guideline) including proper reactive power management calling for
readiness of all Line /Bus Recators not in service and generators to
absorb maximum Var as per capability curve.

• Identification of Major EHV Lines, Major Substation, Radial Nodes &


Major power station in possible Landfall zone in Odisha, West Bengal
.765 kV Angul-Srikakulam DC , 400 kV Jeypore-Gazuwaka DC , 500 kV
Talcher-Kolar HVDC line , 400 kV Bolangir-Jeypore and 400 kV
Indravati-Jeypore are the major high power corridors , outage of which
may imapct ER-SR TTC .

• Confirming Healthiness of Protections, defence mechanism schemes


(AUFR, df/dt, SPS, Islanding schemes, Black Start, synchronization
facility) Telemetry, voice/data communications (main/standby), PLCC
etc.
• Advisory to Constituents and Generators may strictly adhere to their
schedules and minimize the deviations/Area Control Error in their
respective Control area.

• As a part of readiness towards recovery and reconstruction, details of


Emergency Recovery System (ERS) available with utilities is under process of
updating.

• Control rooms across RLDC & SLDCs has been sensitized for deployment of
extra trained manpower, availability of restoration documents/procedure,
traction/important loads and their restoration etc. in their control centres.
Manpower augmentation plan in the Control room is undergoing.
• All Voice/Data Communication channel are being checked for healthy
condition and deployment of Telecommunication/SCADA staff has been
planned in control room during the landfall for taking corrective action in case
of loss of any communication path.

• Direction given for Line Patrolling Team to be kept ready with sufficient
Manpower by all transmission owners.

• Provisioning is done for –

• Availability of adequate medicines and medical kits

• Adequate stock of sanitizers, hand wash & mosquito repellent

• Adequate storage of fuel to run DG set

• Additional support staff from housekeeping/electrician
