1. By virtue of the Republic Act no. 6975, it created the Philippine National Police, the
Bureau of Fire Protection, the Bureau of Jail Management and Penology, the Public

enacted, the Philippines already has a body Police Force enforcing the Laws and
Regulations throughout the country, they were the Philippine Constabulary and the
Integrated National Police, this is where the Philippine National Police evolved from,
as for the National Police Commission, it came from the Police Commission by virtue
of Act No. 4864, or otherwise known as the “Police Act of 1966”.

2. Before it was amended by the Republic Act 8551, otherwise known as the Philippine
National Police Reform and Reorganization act 1998, according to the Department of
Interior and Local Government Act of 1991, or the Republic Act No. 6975, one may
apply in the Tri Bureaus, meaning the Philippine National Police, the Bureau of Fire
Protection, and the Bureau of Jail Management and Penology, even though he or
she finishes only 2 years in college so long as he or she possess 72 units.

3. By virtue of the Republic Act no. 6975, it created the Tri Bureau known as the
Philippine National Police, the Bureau of Fire Protection, the Bureau of Jail
Management and Penology and they were put under the Department of Interior and
Local Government or the DILG. The Philippine National Police was given the task to
enforce the Law throughout the country, the Bureau of Fire Protection was given the
task of safeguarding the people and protecting them with regards to fire related
incidents, and lastly, the Bureau of Jail Management and Penology was given the
task of overseeing all the prisons throughout the country.

4. By virtue of the Republic Act no. 6975, it created the Bureau of Fire Protection to
safeguard the people from fire related cases and incidents. But the Bureau’s job is

not only to extinguish fire and rescue people form burning buildings, they also do and
are adept in first aiding and conduct seminars regarding such. There are also fire
investigators among them who have the power to investigate and file cases related to
fire.

5. By virtue of the Republic Act No. 8551, otherwise known as the Philippine National
Police Reform and Reorganization Act of 1998, it amended the provision under the
Republic Act No. 6975, otherwise known as the Department of Interior and Local
Government Act of 1990, about the educational requirement of the applicant, that the
applicant must be a Baccalaureate Degree Holder. In this Law, it stated that
applicants who did not graduated a 4-year course cannot apply in the Philippine
National Police.

6. By virtue of the Republic Act no. 6975, otherwise known as the Department of Interior
and Local Government Act of 1990, it created the Tri Bureau known as the Philippine
National Police, the Bureau of Fire Protection, the Bureau of Jail Management and
Penology. It also created the National Police Commission to govern the Philippine
National Police, and it also created the Philippine Public Safety College which was
given the task of educating and training recruits of the Tri Bureaus. At present, the
Philippine Public Safety College oversees institutions National Police College, the
National Jail Management and Penology Training Institute, The Philippine National
Police Academy, the National Forensic Science Training Institute, National Fire
Training Institute, and the Philippine National Police Training Institute.

7. By virtue of the Republic Act no. 6975, otherwise known as the Department of Local
and Interior Government Act of 1990, it created the Tri Bureau known as the
Philippine National Police, the Bureau of Fire Protection, the Bureau of Jail
Management and Penology and they were put under the Department of Interior and
Local Government or the DILG. The Philippine National Police was given the task to
enforce the Law and regulations throughout the country, the Bureau of Fire
Protection was given the task of safeguarding the people and protecting them with
regards to fire related incidents, the Bureau of Jail Management and Penology was
given the task of overseeing all the inmates and managing all the jails in the country,
the National Police Commission was given task of governing and regulating the
Philippine National Police, and lastly the Philippine Public Safety College whose
given the task of educating and training the recruits on the Tri Bureaus.

8. By virtue of the Republic Act No. 8551, otherwise known as the Philippine National
Police Reform and Reorganization Act of 1998, it stated that if an applicant
graduated a 4-year course or a baccalaureate degree holder who did not took up the
Licensure Board Examination in his or her respective field or course, he or she may
still be accommodated in the Tri Bureaus so long as he or she pass the NAPOLCOM
Entrance Examination.

9. By virtue of the Republic Act No. 8551, the “Women’s Desk” was created in the
Philippine National Police in which women and their children may report crimes that
has happened to them in which some are very sensitive in nature and cannot be
spoken so lightly to men police officers. With regards to this, the number of Police
Woman in need increased and is mandated that 10% of the annual quota be

reserved for them. Meaning if there are 20 thousand slots to be filled, exactly 2
thousand of it, and not less than, is supposed to be women.

10. By virtue of Republic Act No. 8551, waivers are introduced, that would be the Age
Waiver, Height Waiver, Weight Waiver, and the Education Waiver. The Law stated
that applicants from the Tri Bureaus (PNP, BFP, BJMP), may avail for this waiver
during application.

11. When applying in the Tri Bureaus (PNP, BFP, BJMP), according to the Republic Act
No. 8551, one must be a Baccalaureate Degree holder, unless one shall avail the
Education Waiver. In the Philippine National Police, one cannot be accepted as
applicant if he or she did not pass the Licensure Board Examination in his or her
respective field or course.

12. By virtue of Republic Act No. 8551, or otherwise known as the Philippine National
Police Reform and Reorganization Act of 1998, waivers are introduced, that would be
the Age Waiver, Height Waiver, Weight Waiver, and the Education Waiver. Normally,
when applying in the Philippine National Police, men must have a minimum height of
5’3 and 5’1 for women. But with the Height Waiver, applicants from the minorities or
the cultural communities may still be accommodated. Meaning, if I am a Tagalog, I
can be accommodated via Height Waiver if I am below the minimum height
requirement.

13. I am applying in the Philippine National Police but I am not a baccalaureate degree
holder or a graduate of a 4-year course, still I was temporarily accommodated and I
am now a police officer. It is all because of the Education Waiver. But even though, I
still need to continue my studies and finish up a 4-year course and to become a
baccalaureate degree holder. This Waiver gives me 4 years to finish up my studies
and acquire the required educational qualification.

14. By virtue of Republic Act No. 8551, otherwise known as the Philippine National
Police Reform and Reorganization Act of 1998, Bureau of Fire protection and Bureau
of Jail Management and Penology personnel are given 1 year to acquire the required
weight qualification via weight waiver.

15. By virtue of the Republic Act no. 6975, otherwise known as the Department of
interior and Local Government Act of 1990, it created the Tri Bureau known as the
Philippine National Police, the Bureau of Fire Protection, the Bureau of Managing Jail
and Penology and they were put under the Department of Interior and Local
Government or the DILG. This Law also created the Philippine National Police to be
National in scope and civilian in character.

16. According to the Republic Act No. 9263, otherwise known as the Bureau of Fire
Protection and Bureau of Jail Management and Penology Professionalization Act of
2004, every person in the Philippines applying in the Bureau of Fire Protection and in
the Bureau of Jail Management and Penology is automatically granted the privilege
of the height and age waiver, unlike in the Philippine National Police, by virtue of
republic Act No. 8551, were the height and age waiver is not automatically granted
but must applied for.

17. By virtue of the Republic Act No. 9263, otherwise known as the Bureau of Fier
Protection and Bureau of Jail Management and Penology Professionalization Act of
2004, if someone who is currently in the service but did not pass the provisions given
by this Law regarding the educational requirement which is baccalaureate degree,
that personnel will be given five years maximum to acquire the required educational
qualification.

18. According to the Republic Act No. 6975, otherwise known as the Department of
Interior and Local Government Act of 1990, the Bureau of Jail Management and
Penology is given the task of overseeing and managing all the jails in the country.
So, they are in charge of the New Bilibid Prison, the Correctional Institute for Women,
the Iwahig Penal Colony, the Sablayan Penal Colony, the San Ramon Penal Colony,
the Leyte Regional Prison, and the Davao Penal Farm.

19. By virtue of the Republic Act no. 6975, otherwise known as the Department of Interior
and Local Government Act of 1990, it created the Tri Bureau known as the Philippine
National Police, the Bureau of Fire Protection, the Bureau of Jail Management and
Penology and they were put under the Department of Interior and Local Government
or the DILG. The Philippine National Police was given the task to enforce the Law
and regulations throughout the country, the Bureau of Fire Protection was given the
task of safeguarding the people and protecting them with regards to fire related
incidents, the Bureau of Jail Management and Penology was given the task of
overseeing all the inmates and managing all the jails in the country, the National
Police Commission was given task of governing and regulating the Philippine
National Police, and lastly the Philippine Public Safety College whose given the task
of educating and training the recruits on the Tri Bureaus. If one must enter the
National Police Commission, he or she must have at least a five-year experience in
the field of the Philippine National Police and that he or she must be a Law School
graduate or a Master’s Degree holder.

20. According the Republic Act no. 6975, otherwise known as the Department of Interior
and Local Government Act of 1990, it created the Tri Bureau known as the Philippine
National Police, the Bureau of Fire Protection, the Bureau of Jail Management and
Penology and they were put under the Department of Interior and Local Government.
The Philippine National Police was given the task to enforce the Law and regulations

Public Safety College, it is currently managing the Institutions National Police
College, the National Jail Management and Penology Training Institute, the National
Forensic Science Training Institute, and National Fire Training Institute.

21. Ginah H. Hassa is born and raised from Laoag, Ilocos Norte, Philippines. She is pure
blooded Ilocana. She studied and graduated Criminology in the University of the
Cordilleras. After she passed her Criminology Licensure Examination, she applied for
the Philippine National Police, but she was blocked with problem, she is 4’11 in
height and the minimum height requirement for women is 5’1. Being a Criminologists,
she is aware of the height waiver, she applied for the height waiver in which she is
able to avail.

22. Arry Q. Ma. Li-it is an Agriculture Graduate of the University of the Philippines Los
Banos, but lately he realized that he doesn’t want to be an Agriculturist anymore, he
wanted to become a Police Officer. He applied for the Philippine National Police but
currently he is weighting 95 kilograms with a height of 5’5. During screening he was
temporarily admitted as he applied for the weight waiver. Arry Q. Ma. Li-it is now
given 6 months to acquire the required weight qualification. After 6 months of sweat
and hard work he finally weighed 75 kilograms. He passed the screening and is now
qualified.

23. Tin Y. Rajsia, is a graduate on Education course in the University of the Cordilleras,
but she later realized that she wanted to enter the Police Force. Being a university
that offers Tri Sem, Tin Y. Rajsia graduated early, he is now 20 years old and he
wanted to apply for the Philippine National Police. Since the minimum age for
applying in the Tri Bureau is 21, Tin Y. Rajsia cannot be accommodated.

24. Dinah H. Tully is a registered Criminologists, after graduating Criminology, she taught
in a certain University for 12 years. Dinah H. Tully is currently 32 years old and felt
like she wanted to change career. She wanted to become a Police Officer, so she
applied in the Philippine National Police, but during screening she was disqualified
since the maximum age requirement for the application is 31 and she is now 32
years old. Dinah H. Tully has no chance of becoming a Police Officer.

25. Neil L. Labsan is a Police Officer who is a member of the Internal Affairs Service. The
Internal Affairs Service is the one that investigates the anomalies and cases involving
Police Officers, they are also the one who conducts inspections on Police Officers.
But this time it was Neil L. Labsan who is a member of the Internal Affairs Service in
question and is now under investigation. Since he is a member of the Internal Affairs
Service, he cannot be investigated by his members of the same group. So, his case
was handled by the National Bureau of Investigation or the NBI.

26. Christine U. Sukhan took up Law and graduated Magna Cum Laude at the University
of the Philippines. She took up and passed her Bar Examination that same year.
After that, she was having a hard time in finding an occupation related to what she
took up despite graduating Magna Cum Laude in prestigious University here in the
Philippines. Because of this, she decided to become a police woman instead. She
applied in the Philippine National Police and she passed. She is now currently a
Patrol Woman for two years now, then she heard of the NATIONAL POLICE
COMMISSION, which is the regulatory body of the Philippine National Police. She
wanted to apply there so she did. By virtue of the qualifications according to the
Republic Act No. 8551, otherwise known as the Philippine National Police Reform
and Reorganization Act of 1990, Christie U. Sukhan is qualified for the position.

27. Maria Paras Aque is a graduate of nursing in the Saint Luis university, she graduated
and took up her Licensure Examination that same year. After which she went to
Dubai and applied her profession there. After five years she came back here in the
Philippines. She wanted to change career so when she saw on Facebook that the
Philippine National Police has a ten thousand quota so she went and applied. During
screening, one thousand women has already filled up the position, by virtue of the
Republic Act No. 8551, otherwise known as the Philippine National Police Reform
and Reorganization Act of 1998, ten percent of the annual quota of the Philippine
National Police will be allotted for women. Since one thousand is the ten percent of
ten thousand, and it was now filled, this means that Maria Paras Aque has no more
chance of entering the Philippine National Police.

28. Pina G. Salu Hanne was walking home from work at around 11 o’ clock in the
evening. There were no people around in the area and that the illumination coming
from the street lights are dim. She continues to walk still when suddenly a car
approached her way and stopped by her side, the door suddenly opened and some
men quickly came out and piked her and shove her inside the vehicle. After which
she was taken in an abandoned area where she was gang raped. After hours of hell,
they finally had their fill and left her there. In the morning she went to Police Station
to report the crime. She was led to the women’s desk where a policeman talked to
her about the incident. She narrated what happened and after wards the Station filed
a case on the crime. Days passed and they finally caught the culprits.

29. Nath T. Gashan is a criminologist and a Police officer for almost Ten years now. He
wanted to enter the National Police Commission and so he applied. By virtue of the
Republic Act No. 8551, otherwise known as the Philippine National Police Reform
and Reorganization Act of 1998, one of the qualifications of becoming a member of
the National Police Commission, is that the applicant must have at least a 5-year
experience in the field of Police and the he or she must be at least a Master’s Degree
holder. But Nath T. Gashan is a Doctor’s Degree holder. As stated clearly by the Law
Republic Act 8551, this clearly means that Nath T. Gashan is disqualified in his
application to be a member of the National Police Commission.

30. Abduljah QulSal Salanni is a Muslim Tausug from Mindanao, since he was a kid, he
always wanted to be a Fire Man. After graduating Criminology in a certain University
in Mindanao he took up the Criminology Licensure Board Examination that same
year in which he passed. After which he applied for the Bureau of Fire Protection.
Though despite being 5 flat in height, Abduljah Qulsal Salanni was still able to be
accommodated in the screening because he is a member of the Indigenous Group.
This is all thanks to the Republic Act No. 8551 that introduced the Height Waiver in
the Bureau of Fire Protection.

28. This is awarded to any member of the Philippine National Police and police personnel of
friendly foreign nations for eminently meritorious and invaluable service in the field of police
operations while in position of major responsibility. The performance of duty must be such as
to merit recognition by the service as exceptional.

29. This is awarded to members of the Philippine National Police for heroism not involving
actual conflict with an armed enemy.

30. This is awarded to members of the Philippine National Police for participation in the
campaign against criminality or insurgency in Luzon for at least six (6) months.
