BACKGROUND:
The status of solid waste management in the Philippines has become relatively dire when

pertaining to the failure in providing and regulating the necessary measures of prevention,

minimization, biological treatment, landfill disposal, and the 3Rs. This hierarchy of management

of wastes has, over time, been acknowledged, however, not applied as central mandatory

strategies with the basic goal of waste prevention.

The fundamental management target is possessing a cost-effective, comprehensive and

actionable plan to facilitate and organize how to properly carry out the proper disposal of waste.

For a community that has limited materials and resources, setting community goals that are

geared towards and is aligned with the systematic and ecological goals will be the constructive

option in preserving biodiversity and conservation.

Waste Management is necessary to our environment and society because it reduces the

casualty caused by diseases due to improper disposal of waste. It also reduces the risk of being

exposed to toxic and harmful waste from dumpsites and things alike. Furthermore,, it reduces the

possibility of comorbidity in poor areas - especially now that we are experiencing a pandemic.

Applying Waste Management in our own communities/barangays helps us promote its

use and recycling. In general, the importance of waste management is overlooked. Waste

management has been constantly the subject of much debate for years, in which way we can use

this opportunity to make way in re-calibrating and in profoundly reflecting towards waste

disposal.. Needless to say, the segregation of waste is truly a weapon of the world towards the

survival of humanity, due to the fact that it conserves natural resources needed by the passengers

of a rocket space called – Earth.

3

The safety of our natural biological system depends on how well we deal with the

garbage around us, and thinking about the circumstances, proper waste management may just be

the answer. The depletion of our resources defines our survival rate, without them, life on Earth

won’t be possible. Through employing our power in knowledge and this ability is bestowed upon

us to utilize to make the planet a better place to live in.

We are currently dealing with environmental issues such as global warming, flash floods,

and so on. People's misconduct toward waste management is one of the reasons of these issues in

Marilao. Malpractices include but are not limited to: the lack of responsibiliy in trash disposal

and the absence of consideration in acts to health of the society and environment. Any process

utilized to dispose of undesired substances or materials is referred to as waste disposal. Poor

garbage disposal practices cause serious environmental issues in a given place. Solid waste

recycling is the preeminent solution. It is the process of transforming garbage into a new or

usable product in order to avoid waste disposal. Despite the best efforts, landfills provide

numerous drawbacks. They are likely to pollute the air, water, and land. Managing and reducing

waste will benefit the following: energy and resources. We can save energy when recycling

materials and we can conserve natural resources. People wastes emit dangerous greenhouse

gases that can be a risk factor in health but we can have safer future if we manage it well.

Environment. We can lessen landfill impacts and lower the frequency of natural disasters

affecting our community.

Furthermore, this research plan strives towards to give information about how improper

industrial waste management affects the life of every people, how to reduce the pollutants by
4

using more eco-friendly materials and help them to understand the importance of the Proper

Waste Disposal and thevalue the water bodies resources.

𝐈NTRODUCTION:

Apropos to waste management, segregation, and services, poor solid-waste management

especially in plastics can stay in the environment for centuries which could end up as pollutants

that can cause contamination in waters and poor drainage . It can spread toxins and also

contribute to global warming.

Plastics are the most harmful material on Earth. Plastics range from synthetic to semi-

synthetic materials. In addition, these are massive threats to humans, wildlife, and the

environment. Taking into account that the Philippines is one of the world’s biggest plastic

polluters, recycling is the ideal solution to reducing plastic wastes. As the production of plastics

continues, the best route possible is to find a way to manage it properly. Considering that plastics

leach chemicals out once heated, the key is to store it properly. Due to plastic’s uncontrollable

usage and production, proper waste management should be considered as it would allow to

alleviate pollution tha guarantees a better quality of air and water.

One of the biggest problem in every place, rather the world, is this contemporary issue

about water pollution. Large populations have suffered from experiencing water shortage due to

the poor state of the water. As everyone knows, rivers are helpful to us. But if those rivers were

polluted, most of the people will be affected especially to those who live near in the river.

Marilao River is one of the spotlight case of polluted river in Bulacan, being ranked

seventh as one of the dirtiest rivers around the globe and has been identified by the Department
5

of Environment and Natural Resources (DENR) as one of the country’s fifty dead rivers due to

heavy pollution.

Rivers mostly has freshwater and has 0.012 dissolve salt. Also, water is very important

which is why it is called as the universal solvent. The cause of polluted waters are organic wastes

and other hazardous materials from industries. This can cause various of diseases and without

immediate action, ecosystems are at the risk of collapsing..

In terms of Inadequate drainage and sewage system, Bulacan experiences rapid land

subsidence due to excessive groundwater extraction which makes it a flood prone area. Open

drains often clogs because of the solid substances thrown into the drain. During rainy day season,

it can cause flooding and flooding may damage water supply infrastructure and contaminate

domestic water resources.

The generation of wastes contributes to environmental degradation and global climate

change. The population in the Philippines is continuously increasing and the growing number of

people yields increased waste production that can strain the condition of our environment. The

intense floods that our country is experiencing from typhoons is an evidence that we should

implement changes.

But despite that, a global problem we face nowadays is the pollution present wherever we

go in the world. Most of the habitat present in the Earth may be filled with solid waste left by

humans. Most trash takes years to decompose, which cause great damage to its environment.

Due to the damage it costs in its surroundings, it may create an unhealthy and a harmful place for
6

creatures to live in. Sadly, amidst the warnings and efforts the government do towards pollution,

it is still a major threat to us, mostly due to littering, especially here in Bulacan.

As we all know, littering does no good to every one of us yet most people still throw their

trashes on places where trash should not be placed. Everywhere you’d walk through you’ll

always be accompanied by the unwanted dump of trashes, big or small, along the way. It may

seem so impossible for us here in Bulacan to see such a place or an area that has no trace of

trash. And by that, we can say that the undisciplined people are the problem and not the garbage

itself. This is the everyday problem that is observed but not settled.

𝐎BJECTIVES AND METHOS:

A. Form a sustainable society by modifying societal patterns towards environmental

conservation and economic growth.

The population will be required to observe and comply with routinely exercising the

3Rs. The basic concept of 3R is to establish a Sound Material-Cycle Society and at the same

time aim to preserve resources and control hazardous substances. The 3R concept is closely

associated with entire communities. It will affect various social aspects, such as the direction

of industry, patterns of consumption, use of resources and energy, and our relationship with

the environment. It will also require the establishment of much more effective policy

systems. We should respect the need for this concept to become deeply rooted in our society

and should promote technologies, social systems, and policy research to back up and

establish better 3R principles and waste management systems.

7

On the emphasis of ‘reduce’ in 3Rs, When we recycle, used materials are converted into

new products, reduce helps to cut down the amount of waste , positively having financial

impact. Reducing the amount of waste is the first way to help the environment to become a

sustainable one. Reducing also helps to greenhouse gas emissions that contributes to climate

change and reduce landfills, which in result, preserve the environment for future generations.

B. Indicate the implementation of selective filters in the entirely of drainages of particular

locations to attain drainage system sustainability.

According to Inquirer.net, Meycauayan and Marilao Bulacan share the river system. It

was said that this river is highly polluted due to the wastes. Everyone who lives within the two

towns is affected by it. Their health is at risk, for this is a highly contaminated river. A clogged

sewage system starts with poor waste management. Most people who live near the river see the

river as a vast dumpsite—resulting in a much-polluted environment. The primary causes of flood

in the Philippines is inadequate drainage and sewage systems. Most sewage of the system in the

Philippines is clogged with plastics. They are causing waste products to pile up, which leads to

the spread of infectious diseases. The production of plastics is uncontrollable as much as the fact

the they are non-biodegrtadable. The only way is to minimize the usage of plastics. The

reduction of plastics is the key to maintaining a greener and better environment, rducing the

cmorbidity in poor areas, especially now that we are in the midst of a pandemic.
8

C. Integrate environmental policies, standards, and regulations on the appropriate civilian

conducts and practices.

To initiate community collaboration is to instill discipline as the primary step. A

strategy plan of conducting seminars in each community to educate people about new

policies, goals and what role they can play to be able to help solving the problems will be the

first step to a thorough cooperation. The Local Government Unit would be the one to regulate

these policies. One policy to be considered is to have every household separate their organic

waste from inorganic waste Signages will be placed in the whole community about ways,

goals and policy for everyone to be guided. Another is when it comes to supplying and

incorporating segregation trash bin, CCTV cameras and tanods will be regulated to monitor

around the community. Moreover, a policy will be implemented about the proper waste

management and if an individual shall violate the policy, they will serve in community

service as a punishment that will, in return, benefit the community.

D. Eliminate the disposal mentality of the community on the consumption of products in a

linear.

One of the factors that affect waste generation is mindset of people in relation to their

surroundings and the condition of the environment. We must build the appropriate and

necessary knowledge and safe behavior in relation to waste management. The willingness

and concern of every individual to the environment can be a big help to reduce waste.

To promote the full participation and support with the people Create a fun challenges per

community then provides incentives like money or gifts so that everyone will be encourage

to manage their waste properly.

9

𝐂ONCLUSION:

Waste Minimization is prominent matter that is neccesarry to be addressed and needs

governmental action alongside the awareness of the public. The unconstrained waste generation

and consumption of materials is the cause of environmental degradation. To establish a cost-

effective and actionable plan , the hiearchy of waste management will serve as a guide to

adequately support endeavors to promote a society and environment that is sustainable.

Throwing anywhere may be a small problem to other, however this ‘small problem’

behavior will escalate and develop in to multiple major complications. Problems arise in the

ignorance and unawareness of the people. Issues dues to improper waster management in

Bulacan have resulted in substandard and insufficient perfomance of waste segregation and

services, polluted water bodies, and inadequate drainage and sewage systems

That being the case, the implementaion of putting selective filters in every drainage, so

the possibility of blocking the water’s flow stays low. Environmental community policies,

regulations, and violations are recommended to be established for waste segregation such as the

placement of trashbins in suitable and proper locations that are constantly monitored. An

approach to creating a disciplined material-cycling society is conducted, conditioning them in

the regular utilization of the 3Rs and adjustment to eco-friendly materials in rise to the general

elimination of plastic. The application of filters in drainages is enforced for the improvement of

the drainageand sewage systems that cause flood. All in all, the disposal mentality of the citizens

is discouraged and cancelled in the advocacy of diversion and resuse in the pursuance of waste

minimization.

RECOMMENDATION:

In identifying the change in propensities, conduct, and cooperation, what people think

about waste is fundamentally a significant part of strong waste administration. Of relevance in

this issue, our team deduced that every solution can be made possible with the proper

acknowledgment of duty each individual bear. Despite the massive amount and complexity of

waste produced in Bulacan, the response of humanity is still evident through presenting multiple

proposals made with the hope of solving the complications. This plan won't be significant

without attainable ideas of techniques in further developing a strong waste administration

framework. Ideas have thusly been introduced in this work, which will not function without

human initiative and discipline.
