A COMMUNITY SURVEY ON THE PERFORMANCE OF PULIS KASANGGAYAHAN

IN SORSOGON PROVINCE

ABSTRACT

The PNP is the prime agency of the government that is mandated to enforce the
law, prevent and control crimes, maintain peace and order, and ensure public safety
and internal security with the active support of the community. This descriptive-survey
method of research determined the sectoral perceptions and feedbacks on the Pulis
Kasanggayahan performance in the delivery of programs and services, public trust,
respect, and public safety and security in Sorsogon Province during the CY 2017 using the
validated survey-questionnaire. The 400 respondents identified through multi-stage
sampling design among the purposively selected 13 sectors in the Province. Sorsogueños
perceived that the Pulis Kasanggayahan performed well their duties and responsibilities
in the implementation of the programs against any forms of criminalities in the province
of Sorsogon. It was revealed that public trust rating is significantly related to the public
safety and security in the province. The PNP personnel at the northern part of the
province got high favorable rating form the respondents on their performance of duties
as compared to the southern part of Sorsogon. The judiciary sector, parents, and business
sector provided the lowest net trust rating on PNP campaign against criminality. The
Sorsogueños of different sectors positively expressed their commitment of support to the
Pulis Kasanggayahan in their campaign against criminality such as illegal drugs, terrorism,
riding in tandem, and illegal gambling. The Pulis Kasanggayahan may continue to work
closely with the different sectors in the community in the smooth implementation of its
programs and projects.

Introduction

Article II, Section 4 of the 1987 Philippine Constitution clearly states that “the prime
duty of the Government is to serve and protect the people.” The state is therefore
mandated to maintain peace and order and promote the general welfare of the public.
It is through this principle that the Philippine National Police was created.
The Philippine National Police (PNP) was established in 1990 through Republic Act
6975 entitled “An Act Establishing the Philippine National Police under a reorganized
Department of the Interior and Local Government and Other Purposes” as amended by
RA 8551 also known as the “Philippine National Police Reform and Reorganization Act of
1998” and further amended by RA 9708 in 2009. The PNP is the prime agency of the
government that is mandated to enforce the law, prevent and control crimes, maintain
peace and order, and ensure public safety and internal security with the active support
of the community.
The following are the functions of the PNP: (1) law enforcement; (2) maintain
peace and order; (3) prevent and investigate crimes and bring offenders to justice; (4)
exercise the vested powers from the Philippine Constitution and pertinent laws; (5) detain
an arrested person for a period not beyond what is prescribed by law; (6) implement
pertinent laws and regulations on firearms and explosives control; and (7) supervise and
control the training and operations of security agencies. The PNP has implemented
several programs to achieve these functions as reflected in their 2016 Annual Report.
They forged partnerships with different government and private institutions, non-
government organizations, and other socio-civic organizations to strengthen
community’s active participation in crime prevention and public safety programs,
projects, and activities.
Furthermore, they conducted awareness campaign and lectures on the PNP
P.A.T.R.O.L. (Peace and Order Agenda for Transformation and Upholding of the Rule-Of-
Law) Plan 2030 and produced information, education and communication (IEC)
materials to inform and educate their personnel and the community on PNP programs
and activities. Other programs and activities conducted include the following:
Institutionalization of Barangay Peacekeeping Operations (BPO), Counter Radicalization
and Deradicalization Activities, organization of Barangay Anti-Drug Abuse Councils,
Participation in Religious Activities, Health/Physical Fitness, and Environmental Protection
Programs/Campaigns, Nationwide Simultaneous Earthquake Drill, and others. They also
intensified Anti-Illegal Drugs campaign, internal security operations, counter-terrorism,
and internal cleansing and reforms. These were some of the many programs and
activities implemented by the PNP to ensure that their vision and mission is being
achieved.
The PNP continuously strives to achieve its vision. That is to evolve into a “highly-
professional, dynamic and motivated organization in partnership with a responsive
community towards the attainment of a safe place to live, work, invest and do business.”
The PNP believes that it is important to establish a strong partnership with the community
to ensure success in the implementation of their programs. PCSupt Franco (2018)
mentioned that people must feel what the PNP is doing to attain peace and order. He
also stated that it is important for people to believe that what the PNP is doing is for their
safety. Moreover, Robredo (2012), the former Secretary of the DILG affirmed that a strong
relationship between the police and the community is a key factor in attaining peace
and security. Furthermore, he emphasized that for the PNP to establish this kind of
partnership, it must be able to build trust, which is basically dependent on the
community’s level of satisfaction on the performance of the police. Hence, eliciting the
feedback of the community regarding the services and performance of the PNP is vital
for continual improvement of the organization. Lastly, section 5 of RA 8551has mandated
the NAPOLCOM/ PNP to conduct proper evaluation of efficiency and effectiveness of all
police units in the country.
It is through this premise that the Sorsogon Police Provincial Office (PPO), the
Philippine Information Agency (PIA)-Sorsogon, and Sorsogon State College (SSC) forged
partnership to conduct a survey and assess the public views and feedbacks from the
different sectors of the community regarding the performance of Pulis Kasangayahan in
the province of Sorsogon. Pulis Kasangayahan is the official name used for the police
personnel assigned in Sorsogon province and was officially launched on June 28, 2014
during the 2014 Pili Festival Celebration (PIO-Sorsogon, 2014). Pulis Kasanggayahan
stands to the principle that: The Police is the Community and the Community is the Police
(PIO-Sorsogon, 2014). They are committed to work with Sorsoganons towards the
attainment of a safer Sorsogon Province.
Sorsogon is a province in the Philippines specifically located in the Bicol Region. It
is the southernmost province in Luzon. It is subdivided into fourteen municipalities (towns)
and one city. The province has two (2) congressional districts. The first congressional
district includes five (5) municipalities namely: Casiguran, Castilla, Donsol, Magallanes,
and Pilar. Sorsogon City also belongs to the first District. While the second congressional
district of Sorsogon includes nine (9) municipalities namely: Barcelona, Bulan, Bulusan,
Gubat, Irosin, Juban, Matnog, Prieto Diaz and Sta. Magdalena. The Sorsogon PPO was
tasked to enforce the law and maintain peace and order in the province. During the
116th Police Service Anniversary Celebration in August 2017, the SPPO was awarded as
Best Police Provincial Office in the national level. It was also declared as the Best Police
Provincial Office in the region during the 117th Police Service Anniversary through Board
Resolution number 01-2018 (SPPO, 2018). Other awards received include: Sorsogon City
Police station as Best City Police Station, and 1 st Sorsogon Police Mobile Force Company
as Best Police Mobile Force Company.
In 2015, the SPPO, under the leadership of PS/Supt. Ronaldo R. Cabral, PIA-
Sorsogon and SSC conducted a survey to assess the performance of Pulis Kasangayahan
in the 14 municipalities in the province and in Sorsogon City. To ensure continuous
improvement and efficient implementation of PNP programs in the province, another
memorandum of agreement was signed by the Sorsogon PPO, PIA-Sorsogon and SSC to
conduct a community survey on the performance of Pulis Kasangayahan during the
calendar year 2017 under the command of PS/Supt. Marlon C. Tejada.
The survey aimed to determine the sectoral perceptions and feedbacks on the
Pulis Kasangayahan performance in the delivery of programs and services, public trust,
respect, and public safety and security in the province during the calendar year 2017.
Results of the survey will be utilized as a guiding tool in the conduct of law enforcement,
peace keeping and public safety services of the Pulis Kasangayahan.

Objectives of the Study

This paper determined the sectoral perceptions and feedbacks on the Pulis
Kasanggayahan performance in the delivery of programs and services, public trust,
respect, and public safety and security in Sorsogon Province during the CY 2017. The
following are the specific objectives: (1) determine the community approval ratings on
the PNP performance per municipality, (2) find out the sectoral net approval ratings
along the PNP programs against criminality and illegal drugs, community trust,
community respect to PNP, PNP respect to community and public safety and security, (3)
determine the sectoral commitment of support to the PNP programs in the Province, and
(4) know the feedbacks of the different sectors on the services of Pulis Kasanggayahan.

METHODOLOGY

Research Design

This study utilized quantitative-qualitative research methods. A survey was


conducted to gather the ratings and feedbacks on the PNP programs, community trust,
respect, public safety and security, and commitment from the different sectors in
Sorsogon Province. Face to face interview with the identified respondents has been
conducted by the enumerators. A qualitative analysis of the written feedbacks from the
community was also done in the study.

Respondents

There was a total of 400 sample respondents involved in the survey identified
based on the voting population of 428,701 using ≈ ±5% margin of error (confidence
interval) with 95% confidence level. A proportionate allocation of the sample
respondents based on population per municipality was done in the study with 12
respondents each in Barcelona and Prieto Diaz, 50 respondents in Bulan, 14 in Bulusan, 17
in Casiguran, 28 in Castilla, 21 in Donsol, 31 in Gubat, 30 in Irosin, 18 each in Juban and
Magallanes, 22 in Matnog, 35 in Pilar, 10 respondents in Sta. Magdalena, the least
populated Municipality, and 82 respondents in Sorsogon City, see Appendix A.
Multi-stage sampling design was used to determine the respondents per sector in
the province. Data from the Provincial level to Municipal and Barangay level in
coordination with the Local Government Units (LGU) was used in determining the
household and sectoral respondents. Figure 1 shows the distribution of the respondents
per sector.

Instrument

The survey-questionnaire with three parts was the main instrument used in the
study. The first part of the questionnaire pertains to the demographic profile of the
respondents. The questionnaire highlighted the second part with seven items on the
performance of the PNP against criminality, community trust, community respect, PNP
respect to the community, public safety, public security, and implementation of the
programs against illegal drugs. The third part of the questionnaire focuses on the
community commitment to support the programs of the PNP against illegal drugs,
terrorism, riding in tandem, and illegal gambling. The questionnaire also includes the
open-ended questions on their comments and suggestions to the PNP in the
implementation of their programs, projects, and activities.
This questionnaire was drafted by the research team in consonance to the PNP
requirements and the existing survey-questionnaire utilized for several years. This has been
presented on October 30, 2017 to the PNP Regional Office with their Regional Advisory
Council (RAC) and the six Provincial Directors (PDs) for comments and suggestions. Upon
the incorporation of the comments and suggestions, the questionnaire has been
presented to the identified 28 enumerators and seven tabulators during the regional
orientation and training of trainers last November 28, 2017 for the administration of the
Community Survey. Dry run has been conducted at the regional level. The final draft of
the instrument was adopted in this survey in assessing the Pulis Kasanggayahan’s
Performance during the Calendar Year 2017 which was administered from second week
to fourth week of February 2018.

Procedure of the Survey

The organization of the research team from the Sorsogon State College together
with the Philippine Information Agency (PIA) - Sorsogon was proceeded by the
identification of the enumerators and tabulators from the Local Government Units (LGUs)
of the respective municipalities in the province. These enumerators were trained and
oriented to establish the procedures in the conduct of the survey including the face to
face interview and its dos and don’ts.
Written consent from the Local Chief Executives through the assistance of the
Sorsogon Police Provincial Office was sought prior to the conduct of the dry-run. The final
form of the questionnaire adopted from the regional survey was utilized and has been
simultaneously administered in the 14 municipalities and one city in the Month of
February 2018. Tabulation of the data gathered have been facilitated by the PIA-
Sorsogon. Completion of the submission of all the tabulated results to the SSC research
team facilitated some checking and corrections of the tabulated data to eliminate
discrepancies. All issues and concerns regarding the survey have been discussed during
the team meeting.

Data Analysis

The statistical tools used in the study was mainly descriptive in nature. Frequency
count, mean and percentages were the statistical tools used in analyzing the
demographic profile of the respondents and the Provincial Community approval ratings
on PNP performance. The frequencies and percentages results have been transformed in
graphical/tabular form for easy understanding of the results. Approval/favorable ratings
is the combined percentages of the responses of the respondents at “agree” and “very
much agree” level while the unfavorable ratings are the combined percentages of the
responses at “disagree” and “very much disagree”. The net approval rating of the
community was identified by subtracting the unfavorable rating from the favorable
response of the respondents on the identified seven variables. On the other hand, the
commitment of support rating was based on the number of respondents with favorable
response converted into percentage. Correlational analysis among the seven indicators
included in the survey was also performed in this study.
Comments, suggestions and feedbacks of the respondents were analyzed
qualitatively through coding. Feedbacks were grouped accordingly as positive, negative
and neutral along the themes of PNP programs against criminality, community trust, and
respect, campaign against illegal drugs, and partnership and involvement. The
qualitative analyses were used as support to the findings of the study on the community
rating of the PNP.

RESULTS AND DISCUSSIONS

Community Ratings on the Performance of the Pulis Kasanggayahan in Sorsogon


Province

This section presents the ratings provided by the Sorsoguenos on the Performance
of the Pulis Kasanggayahan in Sorsogon along the programs against criminality,
community trust, respect, public safety, public security, and campaign against illegal
drugs. Figure 2 shows that Pulis Kasanggayahan gained respect from the Sorsogouenos
as revealed by 92.25% favorable rating with only 1.50% unfavorable rating. The
Sorsoguenos also perceived that the PNP respected also the community as shown by the
favorable rating of 89.25% with 2% unfavorable rating.

Figure 2 also shows the high favorable community rating results of 89% and 87.50%
on the PNP campaign against illegal drugs and programs against criminality,
respectively, which resulted also to high community trust rating of 86%. However, the
community rated the PNP on Public Security and Public Safety as the lowest among the
seven area under survey with a favorable rating of 76.50% and 76% with a corresponding
unfavorable rating of 3.50% and 5.25%, respectively. This shows that though community
respected and trusted the Pulis Kasanggayahan in the implementation of the programs
and projects against illegal drugs and crimes is not a guarantee for them to provide
higher favorable rating on public security and safety.
Based from the results of the survey, it can be implied that the community
respects and trusts the members of the PNP in the province of Sorsogon. However, they
need to exert more efforts to improve their approval ratings along public safety and
security. Decker (1985) and Brown and Benedict (2002) as cited by Caliso, Canare and
Garcia in (2017) revealed that the greater the satisfaction or confidence of the public
toward the police, the more likely that they will cooperate with the legal authorities,
comply with law and order rules, and register lower levels of fear of crime. Hence, the
PNP may intensify police visibility programs or other related measures so that the
community will feel more confident that they are secured and safe especially in
municipalities where they got the lowest rating along the mentioned areas.

Table 1 revealed the net favorable rating of the community per municipality in
the province along the programs against criminality, community trust, respect, public
safety, public security, and campaign against illegal drugs. It is reflected in the table that
the Pulis Kasangayahan got the lowest net favorable rating on Public Safety and Public
Security as 70.75% and 73.00%, respectively. The respondents from Barcelona, Bulusan,
Gubat, Matnog, and Prieto Diaz consistently provide a net favorable rating of lower than
70% along these areas. On the other hand, the respondents from the municipalities of
Donsol, Pilar, and Sta Magdalena consistently provide the highest net rating on Public
Safety and Public Security.
Data reveals that about seven for every 10 persons in the province have
confidence on the public safety and security. For every 10 respondents nine has
confidence on the public safety and security in the Municipality of Sta. Magdalena,
Donsol, Pilar, and Castilla. This shows that Sorsoguenos residing in these municipalities are
more satisfied on the public safety and security than the rest of the municipalities in the
province. However, in Barcelona, about a quarter of the respondents have positive
response on the public safety and only half of them have confidence on public security
These can be attributed to the high presence of insurgency and the shooting incident
that happened in Barcelona (PNP). In Bulusan, Gubat and Matnog about half of the
respondents have favorable rating on the public safety.
Table 1 shows that the security level of some municipalities in the province
resulted to the same level of feeling of safety among the community such as in Bulan,
Casiguran, Castilla, Donsol, Juban, Pilar, Prieto Diaz, and Sta. Magdalena. It can be
inferred that those with lower level of security has lower level of safety status and those
with higher level of security has also higher feeling of safe among the community. This is
the general observation in the provincial situation where the community manifest the
same level of security and safety as illustrated by 73% and 70.75%, respectively. This
implies that public safety rating has significant positive relationship to the public security
rating (r=0.85, p <0.05) in the province of Sorsogon, see figure 3.
On the other hand, Table 1 also shows that there are municipalities in the
Province with higher security level as compared to feeling of safety of the public. This
means that public safety cannot be attributed to public security level among
Sorsoguenos from the municipalities of Barcelona, Bulusan, Irosin, Matnog, and Sorsogon
City. They affirmed that though there is a high security level among these areas, but this is
not an assurance of public safety. The Local Government Units may provide intervention
to ensure the feeling of safety among the public.
With respect to the PNP performance against criminality and illegal drugs, about
8 for every 10 has an approval rating in the province. All respondents of Bulusan and
Prieto Diaz are affirmative to the PNP programs against illegal drugs. Moreover, all
respondents from the municipality of Donsol provided an approval rating on the PNP
programs against criminality which means that the PNP are performing well their
functions in these identified municipalities. However, the respondents from Barcelona
provided the lowest approval rating to the PNP program against illegal drugs while the
respondents from Matnog and Sorsogon City provided the lowest approval rating on the
PNP program against criminality. This implies the need for PNP to level up their
performance against criminality in Matnog and Sorsogon City especially that Matnog is
considered gateway to Visayas due to the presence of ports and Sorsogon City is the
commercial hub in the province.

Figure 3 shows the correlational analysis among the community ratings along the
seven area indicators included in the study. It was revealed that the public safety rating
has a significant relationship to the Pulis Kasanggayahan programs against criminality
(r=0.55, p<0.0). Moreover, the public trust rating of the Pulis Kasanggayahan is
significantly related to the public security (r=0.65, p<0.05) and public safety (r =0.54,
p<0.0). This implies that to gain the public trust by the Pulis Kasanggayahan they may
further enhance the very good delivery of the programs and services against crime as
well as public security that would lead to the feeling of safe in the community. Figure 3
also shows that community respect is significantly related to public safety (r=0.86, p<0.05),
public security (r=0.65, p<0.05), campaign against illegal drugs (r=0.61, p<0.05), and PNP
respect (r=0.69, p<0.05) to community. This signifies that for the Pulis Kasanggayahan to
gain respect from the Sorsoguenos they need to assure public safety and security and
intensify their campaign against illegal drugs with due respect to the rights of the people.
Relative to community trust rating per municipality, almost all of the respondents
from Castilla and Pilar trusted the PNP and about nine for every group of 10 respondents
in Sta. Magdalena and Donsol trusted the PNP. The PNP from the municipality of
Barcelona, Prieto Diaz, Casiguran, and Sorsogon City are among the municipalities in the
Province who got the lowest trust rating from the Community. Generally, about 8 for
every 10 Sorsoguenos trusted the Pulis Kasanggayhan in the Province of Sorsogon.
On respect rating, about 9 for every 10 Sorsoguenos believe that they respected
the PNP and vice versa. All respondents from the municipality of Casiguran and Juban
believe that they respected the PNP and the PNP to community. Almost all of the
municipalities have higher number of respondents who believe that they respected the
PNP than the respect provided by the PNP to community. This result is different from the
rating result in the municipality of Donsol who believe that they are respected much by
the PNP than community respect given to the PNP.
In general, the PNP assigned at the northern part of the province got high
favorable rating form the respondents on their performance of duties as compared to
the southern part of Sorsogon. The municipality of Sta. Magdalena has the highest
approval rating from the community at the Southern part of the province on the Pulis
Kasanggayahan performance. Sta. Magdalena with the least number of crime volume
consistently recorded, both the index and non-index crime incidence, is the safest place
to live in the Province of Sorsogon. The Pulis Kasanggayahan got an over-all
performance rating of 82.18% based from the community perceptions. This only mean
that for every 10 Sorsoguenos eight has favorable rating to the Pulis Kasanggayahan in
the Province of Sorsogon.

Province

Campaign Against Criminality. Figure 4 shows the sectoral net approval rating on
the performance of the Pulis Kasanggayahan against criminality with 84% over-all
approval rating. The government employees, media, private sectors and religious sectors
provided the highest favorable rating among the included sectors in the survey. This was
followed by the favorable rating among the academe, transportation, elected
government officials, and informal workers which exceeded the over-all net rating.

Moreover, the parents, judiciary and business sectors provided the lowest net
approval rating among the included sectors in the province of Sorsogon. The judiciary
group is an important sector in the crime solution and clearance helping hand in hand
with the PNP. Their involvement along this area lead to awareness of the crime statistics
as well as programs and services against criminality. The goal of the judiciary is not
merely to adjudicate cases but to do so in accordance with the rule of law without
sacrificing the quality of justice (Ombudsman, 2013). On the other hand, the parents and
businesses are the sectors who are at risk usually penetrated with crime incidence either
against person or property as compared to other sectors.
The results imply that each sector has varied perceptions on PNP’s campaign
against criminality. Studies may also be conducted to examine the factors predicting
community’s perception on the performance of Pulis Kasangayan along its campaign
against criminality especially from the business, judiciary, and parent’s sectors. The result
also implies the need for a stronger community relationship between the PNP and the
said sectors.
Community Trust. Figure 5 shows the sectoral net trust rating of the Pulis
Kasanggayahan in the Province of Sorsogon. The figure reveals an over-all community
trust rating of 82.50% which is exceeded by the trust rating provided by the academe,
government employees, agricultural workers, transportation sectors, elected government
officials, informal workers, and religious sectors.

The parents, judiciary and business sectors provided the lowest net approval
rating among the sectors included. These sectors have higher standard and different
perception compared to others since they are more vulnerable to crimes. For business
sectors, protecting their business is extremely important and should be part of the day to
day activities (Suffolk Constabulary, 2018). While, parents are always concerned on the
safety and security of their children. This result could be attributed also to the sectoral
perceptions on crime situations in the community.
Respect Rating. Figure 6 reflects the sectoral respect rating of the Pulis
Kasanggayahan showing an over-all net approval rating of 87.25%. The figure also shows
that all the sectors provided more than 80% net approval rating on respect provided by
the Pulis kasanggayahan to the community except the media sector which only gave
75% net rating.

The result only shows that the Pulis Kasanggayahan perform their duties well with
utmost consideration to the community situation regardless of their social status. The
media, however, being the sector providing information on the day to day activities in
the community challenge the PNP to perform more.

Public Safety. The sectoral net approval rating on public safety in the province is
illustrated in Figure 7. The figure reflects a lower rating as compared to the previous area
of analysis in the survey with an over-all net rating of 70.75%. The religious sector provided
the highest net approval rating of 88% on public safety with lowest vulnerable sector in
the community being respected by everybody. This was followed by the net approval
rating of the academe, media, and government employees with at least 75% net rating.

The figure also reflects the below 70% net approval rating on public safety from
the judiciary sector, private employees, youth sectors, parents, elected government
officials, informal workers, and business sectors. This result could be attributed to the
current crime situations in some areas of the province where some of the sectors has
direct involvement. The crime statistics in the province during CY 2017 shows 1266 crime
volume which is very much higher than the crime volume recorded during the CY 2016.
Of the total crime incidence recorded, 307 of which are index crime and 959 non-index
crime incidences. Of the crime volume, 975 are cleared or 77% crime clearance
efficiency with 617 crimes solved or 48.74% crime solution efficiency.

Public Security. The sectoral net approval rating on public security is shown in
Figure 7. The over-all net approval rating of 73% on public security is exceeded by the net
approval rating provided by the media, government employees, agricultural workers,
parents, elected government officials, and religious sectors. However, the judiciary sector
provided the lowest net approval rating on public security of 52.94% as compared
among the included 13 sectors in the survey. The result may be attributed to judiciary’s
involvement in upholding the law. On the other hand, the PNP may conduct a study to
examine the factors or reasons predicting the approval rating of the said sectors along
public safety so that corresponding measures may be undertaken. Also, the academe,
private employees, transportation, youth, and business sectors provided net approval
rating lower than the over-all net rating on public security.

Campaign Against Illegal Drugs. Figure 8 shows the sectoral net favorable rating
on the performance of the Pulis Kasanggayahan on their campaign against illegal drugs.
The figure illustrates a high favorable rating from the community on the campaign of the
Pulis Kasanggayahan against illegal drugs as shown by more than 95% net approval
rating from private employees, government employees, agricultural sectors, and religious
sectors which is also supported by the 92.86% net approval rating from the media sectors.

The result can be attributed to the intensified campaign against illegal drugs by
the PNP during the present (President Duterte) administration and the internal cleansing
among the ranks especially those involved on illegal drugs. However, the judiciary,
elected government officials, and the informal workers provided the lowest net approval
rating among the sectors included in the survey. On the part of the informal workers, this
could be attributed to their direct involvement on illegal drug activities as one source of
their income. This claim is supported by the report of Dio, Apostol, and Madrazo (2016)
who found out that most of the drug surrenderers in the province of Sorsogon are
informal workers.
Commitment of Support of the Community to the Pulis Kasanggayahan’s Programs in
Sorsogon Province

This section presents the commitment of support by the community to the Pulis
Kasanggayahan programs against illegal drugs, terrorism, riding in tandem, and illegal
gambling. These identified community problems are existing in the country which needs
to be addressed by the government through the PNP initiatives. Table 2 shows that the
community in all areas in the province across municipalities provided so much support to
the Pulis Kasanggayahan programs against illegal drugs represented by 95.75% of the
respondents.

In terms of anti-terrorism, 88.50% of the respondents committed their support to


the Pulis Kasanggayahan. It is notable that 100% of the respondents from Donsol and
Gubat municipalities expressed their commitment of support to the Pulis Kasanggayahan
on their campaign against terrorism. This only shows that the community itself would like
to have a safer to work and live free from terrorism as illustrated by majority of the
respondents who committed their support to PNP.
Along the campaign against riding in tandem, 100% of the respondents from the
municipalities of Prieto Diaz, Gubat, and Donsol expressed their commitment of support
to the Pulis Kasanggayahan along with the commitment of most of the respondents from
other municipalities. The municipalities of Bulan, Gubat, Donsol, Casiguran, Juban, and
Sorsogon City being the center of commercialization in province and tourist destination
are areas which attracts crime commissions from the oppressors such as riding in tandem.
The community itself provided so much support tio the campaign of the PNP against
riding in tandem in these areas in the municipality due to some instances of crimes
through riding in tandem.
However, Table 2 also shows that the municipalities of Magallanes, Matnog, and
Sta. Magdalena provided the lowest commitment of support from the community
among the municipalities on the campaign against riding in tandem. This could be
attributed to the actual situation of the rural areas of the municipalities where one of its
mode of transportation is through “habal-habal”. There were areas in these identified
municipalities that needs further improvement in terms of transportation facilities
especially in the remote areas with communication and transportation difficulty among
the barangays. Moreover, the municipalities of Magallanes, Matnog, and sta.
Magdalena were among the municipalities with no recorded crime incidence related to
riding in tandem since then.
Relative to the campaign of the PNP against illegal gambling, the community
expresses their commitment of support to the Pulis Kasanggayahan especially those from
Casiguran, Castilla, Donsol, and Prieto Diaz. The Sorsoguenos are busy with their work as
farmers, fishermen, or businesses to make a living and meet the needs of their family. On
other hand, the municipality of Magallanes and Pilar provided the lowest commitment of
support among the municipalities. Instances such as after busy work activities or being a
retired employee and as senior citizen, they were engaged in illegal gambling such as
majong for the female offenders and cockpit for the male offenders as their recreational
activities.
Generally, the Sorsoguenos are very much supportive to the Pulis
Kasanggayahan’s programs and activities against criminality such as illegal drugs,
terrorism, riding in tandem, and illegal gambling.
Table 3 presents the sectoral commitment of support to the Pulis Kasangayahan’s
projects and activities against criminality. It is notable that the 100% of the judiciary sector
being the first-hand partner of the PNP is supportive in any programs, projects, and
activities of the Pulis Kasanggayahan against crimes. The commitment of the judiciary
sectors is back-up by the commitment of support by the academe, media, private
employees, agriculture sector, youth, parents, elected government officials, religious,
and business sectors. These sectors play a significant role in the accomplishments of the
common goals of the Sorsoguenos to have a safer place to live, work, and do business.

The table also display that the Sorsoguenos regardless of the sector they belong
exhibited a strong commitment of support in the Pulis Kasanggayahan campaign
against illegal drugs. With regards to anti-terrorism campaign the government employees
shows the lowest commitment of support among the involved sectors in the survey. This
can be noted also on anti-riding in tandem campaign with the transportation sector
having the lowest commitment of support. The geographical features of Sorsogon where
majority are remote areas has still the opportunity to improve the transportation facilities
to reach those in the far-flung areas where currently can be penetrated only through a
privately-owned motorcycle vehicle, the cheapest and most practical among mode of
transportation. This was some reason of some government employees employed in the
far-flung areas in the province where it is difficult to implement the anti-riding in tandem.
Moreover, along with the campaign against illegal gambling all sectors provided a
strong commitment of support to the Pulis Kasanggayahan in its implementation with the
informal workers has the lowest commitment of support. Most of the involved in such
illegal activities are the informal workers as either a source of their income or as
recreational activities.
Community Feedback on the Services of Pulis Kasanggayahan

This part discusses the observations and suggestions of the different sectors
(business, religious, informal workers, elected local government officials, parents, youth,
transport, agri-workers, government employees, private employees, media, judiciary and
academe) in the 14 municipalities and 1 city of the Province of Sorsogon. These set of
participants were the same respondents who accomplished the questionnaire as the
main part of this study. For the second part, the participants were asked about their
observations of the PNP and suggestions to enhance its services.

There were 651 sentences, phrases and clauses which comprise this part. These
were mostly written in Filipino and some in English. The sentences separated by semi-
colons and by conjunctions are taken as a whole unit. Imperatives such as commands
and requests were mostly used such as pwede, dapat, maaari, and sana (should/must, if
ever possible, is hoped). These showed the participants’ call /appeal to the PNP and/or
the urgency for attention.
These structures have been analyzed and the following themes surfaced:
1. Attendance to Duty/Service. Some sectors commended the PNP in their
municipalities in the delivery of services to the community. There were municipalities
which express admiration for placing check points in conspicuous points and for having
alert and active peace officers.
“Maayos ang serbisyo at security.” (They have good services and security given
to the community.)
“Nagkaconduct ng checkpoint sa barangay.” (There is a checkpoint in our
barangay.)
“Ginagawa po nila ang kanilang tungkulin lalo na ang seguridad ng bayan.”
(They do their job well especially for the security of the town.”)
“Okay naman ang kanilang pagpapalakad sa lugar namin.” (They attend to
their duties well enough in our place.”)
“Maayos naman, dahil sumusunod naman sila sa batas.” (They do their job well
because they do it according to the law.”)
“They have a great job.”
On the other hand, there were sectors who find the PNP’s services unlikely to be
beneficial. Some of these sectors were not satisfied with the attitude of police officers
and their manner of delivery of services to the community.

“Nagbibigay ng konsiderayon sa mga tao kaya hindi nagagampanan o hindi


natutupad ang kanilang mga tungkulin o program.” (They give a lot of
considerations to people so they are not able to accomplish their work or
implement their programs.”)

“Yung ibang pulis, hindi tumutupad sa tungkulin at hindi ito pinahahalagahan.”


(Some police officers do not attend to their job and do not give importance to
it.”)

“Hindi nagseserbisyo nang mabuti.May pinapanigan sa oras ng huli;madalian


lang ang checkpoint .”( Their services are not delivered well. They seem to be
biased.”)

“Some are not familiar with their duties”.

“Iilan lang ang personnel na aktibo.” (Only a few of the personnel are active.”)

Some observations are found to be neither a commendation nor an unfavourable such


as the following:

“They are very strict sa kanilang duties and responsibilities. Masyadong OA ang
mga pulis sa pagpapatupad ng batas trapiko.Maayos naman ang
serbisyo.”(They are very strict in accomplishing their duties and responsibilities.
They are OA in implementing traffic rules. Their service is good.”)
It is to be noted that although the participant looked at the police as overly
attentive to their duties, such is seen good service to the people. On the other hand, this
complement may likewise be unfavourable to some.

2.Public Image and Integrity. As to the image constructed by police, as seen by


the participants the following came out:

“Mabilis naman silang rumiresponde pag may aksidente sa daan,regular ang


pagpapatrulya.”(They readily respond to emergencies like accidents. They
regularly patrol the community.”)

“Agaran silang magrescue at magsaway ng mga pasaway.” (They readily come


to the rescue of those who need it and they immediately apprehend the unruly.)

“Fair sila. walang pinipiling tulungan kahit anong estado sa buhayAyos sila! Ayo
sang kanilang serbisyo.” (They are fair with their dealings with people in all walks
of life.)

“Alerto naman sila sa lahat ng oras at nakakatugon sa mga panawagan ng


gobyerno sa kasalukuyan.” (They are alert in their duties all the time md they
respond to current government thrusts .)

One observation that implies a good image of the police is one that came from
the religious sector. This commends the improvement of the service and attitude of the
PNP.

“They are trying to do their job to serve the public with faithfulness, dedication,
honesty and dignity. They could be effective public servants if they would
continually and consistently improve their relationship with God, with their family
and others.”

‘Maganda naman ang image ng PNP dito sa aming municipality dahil wala
naman silang ginagawang anomalya.” (The PNP has a good image in our
municipality because they are not involved in any untoward activities.)

“Congrats sa performance ng PNP,sinisikap nilang tuparin ang kanilang tungkulin


sa kabila ng banta at peligro sa kanilang buhay.”(Congrats to the PNP on their
performance. They do their duty despite threats and dangers that confront their
lives.)

Although there were sectors which looked at the PNP with admiration, there were
also some who have negative observations. Such observations are mostly directed to
misbehaviour which constructed an unpleasant image of the PNP.

“Minsan may mga pulis na mali ang pagtrato, halimbawa sa mga batang
nagtitinda ng uling, pagsabihan naman sila nang maayos. May ibang mga
tatamad-tamad.” (It’s better to treat children who vend coal kindly. There are
some who are lazy in attending to their duty.)

“May mga pulis na nakikitang nagsasabong na tahasang lumalabag sa ethical


standards ng PNP personnel.” (There are some who bet in cockfights. This is
against PNP’s ethical standards.)

“Authoritarian at some point.”

“Hindi approachable”. (They are not approachable.)

“May mga pulis pa ring mahilig mangotong at tumatanggap ng suhol/areglo.”


(There are some who extort and encourage bribery.)

“There are times that while on duty some police are drunk.They do not report to
duty on time. They drink in the PNP office. Some with firearms enter resto bars.”

3.Involvement in the Activities and Programs of the Community. The participants


were observant of what the police contribute to the locality in the way they get involved
in its activities. And these are undeniably positive observations.
“Malinis ang paligid kahit saan ka tumingin.” (The surroundings are clean.)

This observation implies that the involvement of PNP in the up keep of the
environment is indeed visible. The sectors easily take notice of the effort they exert for
environmental development.

“Ayos naman dahil nagroronda naman sila, nagtotokhang at nagsasagawa ng


checkpoint.” (It’s alright because they patrol, implement the tokhang program
and have checkpoints.)

‘Minsan po nagoorientation sila sa school. Laging nakabantay all the time.”


(Sometimes, they give orientations in schools and guard us all the time.)

“Naglilibot sila sa para manghuli ng nagsusugal at gumagawa ng illegal fishing.”


(They roam to check on illegal vices and fishing.)

Masugid silang nagpapatupad ng tungkulin gaya sa droga. Positibo ang resulta


nito sa pagdakip ng mga suspetsado.” (They are very zealous in their
implementation of anti-drug campaign.There have been positive results in their
work.)

There is however an observation from the judiciary sector on programs which


police may have to implement more.

“No total human development programs, such socio-economic,health and


security and spiritual.”

4. Police Visibility in the Community. Most of the sectors have a common


observation on the police visibility in the community. They agree that police visibility is of
utmost importance in the municipalities.

“Tumutupad sa tungkulin,nagroronda ayon sa iniuutos ng nakatataas.Mahigpit


na ipinatutupad ang batas.”(They attend to their duties well and obeys their
superiorsand the law.)

“Laging nagpapatrol.Madalas magsagawa ng checkpoint.”(They go on patrol


always. They have checkpoints.)

“Tuwing gabi, mga 9-11PM nagpapatrol sila.” (They go on patrol from 9-11 in the
evening.)

There are however sectors that do not see much of the police in their locality. This
may be either due to the number of enforcers or reasons that may be associated to
other factors.

“Konti ang bilang nila, hindi masyadong nagroronda.” (They are few in number
and don’t usually patrol.”)

“Pagtapos na ang laban saka lang dumadating.” (They appear when the fight is
over.)

“Kulang sa police visibility. Kung minsan kasi kulang kami ng pulis.” (There is less
police visibilitybecause we lack policemen.)

“Kulang sa police visibility because we lack facilities.”

Along with the observations, the participants likewise gave their suggestions for
the improvement of the delivery of PNP services. Most of which were focused on
keeping safe, security, implementation of anti-drug addiction campaign and illegal
activities, facilities and attitude towards duty and the people. These are as follows:

“Maging maingat, palaging tumawag sa Diyos para sa gabay at


kaligtasan.Gawin ang tama at maging magalang at mapagpakumbaba. Mas
lalong higpitan ang seguridad para sa mamamayan. At kung maaaari
dagdagan ang sweldo par magampanan ang kanilang tungkulin bilang pulis at
hindi mahimok na gumawa ng katiwalian.” (They should be careful, call God for
guidance and safety.Do what is right and be respectful and humble,be more
zealous in ensuring security of the citizens. If possible, the police should be given
a raise in their salary, so they could better serve the community.)

“Mas palakasin ang laban sa illegal na droga at sugal. Ang service vehicle ay
kulang kaya dagdagan. Kulang din ang imbestigador. Iwasang ma involved sa
drugs o sugal para irespeto ng tao.(Make strong the fight against illegal drugs
and vices.Add more service vehicles and investigators. Do not get involved in
illegal drugs or vices to gain respect from people.)

‘Dapat magimbestiga bago nila isama ang isang tao na hinihinalang


involve sa droga.”(They need to gather more information about a person
suspected of being involved in drug-related activities .)

“Police visibility should be tightened,if possible,24-hour patrol. Conduct


periodic education and information campaign at the barangay level.Assist the
poorest of the poor thru livelihood programs.”

“Pwede silang maging hands-on pa sa komunidad na mas maging maayos ang


peace and order.” (The can be hands-on in the activities in the community for
peace and order.)

“Be more approachable. Bawas naman kahit kaunti ang yabang.” (Be more
approachable. Be humble.)

“Kailangan pa nila ng seminar, training upang madagdagan pa ang kanilang


kaalaman.” (They still need a lot more training and seminar.)

“Sikapin din na magkaroon ng time sa simbahan.” (Try finding time to go to


church.)

“Maging consistent lang sa bawat programang inilulunsad.”(be consistent with


implementing programs.)

The observations and suggestions revealed that most critical concerns about the
PNP are focused on services they render to ensure peace and order. Along with these
are the trust, respect and constructed image of the PNP based from their attitude
towards work and their treatment of their constituents. Excellent customer service in
business is vital so as with the implementation of policing (policebusinessadvisor.com). As
what the participants of this research mentioned along the themes that have evolved,
peace and order can be achieved through police visibility, community involvement and
relationship, proper attitude and dedication to work.

Conclusions

Base on the preceding survey results, the Sorsogueños perceived that the Pulis
Kasanggayahan performed well their duties and responsibilities in implementing the
programs against criminalities and illegal drug activities in the province of Sorsogon
which gained high respect rating from the community. Public trust rating is significantly
related to the public safety and security in the province of Sorsogon. The PNP personnel
at the northern part of the province got high favorable rating form the respondents on
their performance of duties as compared to the southern part of Sorsogon. The PNP in
the municipality of Sta. Magdalena has the highest approval rating in the southern part
of the province. The judiciary sector, parents, and business sector provided the lowest net
trust rating and approval rating on PNP campaign against criminality. The religious sector
provided the highest favorable rating on public safety while the informal workers has the
lowest net approval rating on the PNP campaign against illegal drugs. The Sorsogueños
of different sectors positively expressed their commitment of support to the Pulis
Kasangayahan in their campaign against criminality such as illegal drugs, terrorism, riding
in tandem, and illegal gambling, however, each of the municipalities with different
geographical characteristics has special needs for consideration in the implementation
of the programs and projects.
Recommendations

The Pulis Kasanggayahan may strengthen the implementation of their plans and
projects in ensuring public safety and security and intensify further their campaign
against illegal drugs with due respect to rights of the Sorsogueños to gain the higher form
of respect from the community. The Pulis Kasanggayahan may continue to work closely
with the different sectors in the community in the smooth implementation of its programs
and projects to ensure public safety and security. The intensification of its campaign
against any forms of criminality may be further review and coordinated from the
Provincial level down to the barangay level. Provision of IEC (information education
communication) materials in any form of their programs and projects may be made
available in the community to increase awareness and support of stakeholders
especially to the far-flung areas in the Province. Additional police personnel may be
deployed in the province especially to the big and populated municipality to
strengthened police visibility and servicing. Comments and suggestions of the different
sectors in every municipality be given much attention and be integrated in the
operational plan and activities of the Pulis Kasanggayahan. Also, the local chief
executives being mandated by law to maintain peace and order in their localities may
continuously give their full support to the PNP’s programs to address challenges along
public order and safety.
