GENERAL COMMENTS
- Review some parts. Some statements were copied.

TITLE
- Add the timeline of the study. This can be on either the title or
the scope and limitation of the study.
BACKGROUND OF THE STUDY
- What is the direction of the study? Set a clear direction.
- Establish a problem or specific issue. Provide the real
situation. Why the need for evaluation?
- What factors affected the Tech4ed program?
- How long will this project run?
- Mention that this is a joint implementation of DICT and the
LGU.
- Establish a better connection using deductive reasoning.
- Reinforce this part with more information. The challenges
encountered would be the best reference.
REVIEW OF RELATED LITERATURE
- Provide a clearer description of the Tech4ed program. Also
give the intentions and how it is to be implemented.
- What is the role of DICT and the respondents of the local
government?
- Give local studies similar to the Tech4ed program.
- The challenges encountered would be the best reference.
- Look for literatures that would suggest what indicators are
to be used.
- Read more to identify and specify the variables that will be
considered.
THEORETICAL FRAMEWORK
- Find the best theory that would look at utilization or the
efficacy and effectiveness of the project. Look at public
administration theories.
- The program should be assessed based on the benefits.
RESEARCH PARADIGM
- What do you mean by internal and external factors? Be
specific on the external and internal factors that are
used in the implementation of the project? Go over
these variables.
- Look at the context and support it using literatures.
- Will the components of the Tech4ed be introduced?
Look into each project component. Go back to the
document of the project. Look at the records as
secondary data.
- Include an output of the study (eg. intervention, action
plan, policy, etc).
STATEMENT OF THE PROBLEM
- There is a demographic profile mentioned but is not found in the
research paradigm.
- Consider revising the Statement of the Problem. It may be stated
in the following manner:
Problem 1, profile.
Problem 2, the practice of the implementers and respondents.
Problem 3, on implementation.
- Propose an intervention program or activities or project
enhancements.
DEFINITION OF TERMS
- Define the terms or variables operationally and properly.
CHAPTER 2
- For the respondents, ask the LGUs who made use of the
program or platform.
- Ask for qualitative data, not only quantitative data.
- Make use of any platform that may be utilized.
Agreements:
- The topic was approved but major revisions should be done
from the Background of the Study to the Questionnaire. The
recommendations of the panel members should be observed.
- The researcher would have to present the major revisions in
another session.
