I. BARANGAY DEVELOPMENT COUNCIL
LOGO
WHEREAS, Section 106 of Republic Act 7160 otherwise known as the Local Government Code of
1991 mandates the creation of the Barangay Development Council which shall assist the
sanggunian in setting the direction of economic and social development, and coordinating
development efforts within its territorial jurisdiction;
WHEREAS, Section 107 (a) of the Local Government Code enumerates the composition of the
barangay development council, namely: punong barangay as the head, members of the
sangguniang barangay, representatives of non-governmental organizations operating in the
barangay, constituting not less than ¼ of the members of the fully organized council, and
representative of the congressman of the district where the barangay is located.

Section 2. FUNCTIONS - The Barangay Development Council shall exercise the following
functions:
a. Mobilize a people’s participation in local development efforts
b. Prepare barangay development plans based on local requirements
c. Monitor and evaluate the implementation of national or local programs and
projects, and
d. Perform such other functions as may be provided by law or competent authority
Section 3. MEETINGS – The barangay development council shall meet at least once every six (6)
months or as often as necessary.
Section 4. EXECUTIVE COMMITTEE - When not in session, the Executive Committee shall
represent the council and act in its behalf,

a. Ensure that the decision of the council are faithfully carried out and implemented;

c. Formulate policies, plans and programs based on the general principles laid down by
the council; and
d. Act on other matters that may be authorized by the council
Section 5. SECRETARIAT -The secretariat of the barangay development council shall be headed
by the barangay secretary who shall be assisted by the municipal planning and development
coordinator. The secretariat shall be responsible for providing technical support,
documentation of proceedings, preparation of reports and such other assistance as may be
required in the discharge of its functions.

II. BARANGAY PEACE AND ORDER COUNCIL

WHEREAS, Section 2 of Executive Order No. 366 series of 1996 mandates every barangay to
organize a Peace and Order Committee to serve as implementing arm of the City/Municipal
Peace and Order Council at the Barangay level;
WHEREAS, DILG Memorandum Circular No. 2015-130 has strengthened the POCs/BPOCs
pursuant to Peace and Development Agenda thereby issued guidelines on the functions of the
POCs and BPOCs.
Section 1. COMPOSITION - The Barangay Peace and Order Committee of Barangay __________
is hereby organized with the following composition:

Section 2. FUNCTIONS - The Barangay Peace and Order Committee shall exercise the following
functions:
a. Formulate a Barangay Peace and Order and Public Safety Plan which shall be
incorporated in the Barangay Development Plan;
b. Recommend measurers to improve or enhance peace and order and public safety in the
community;
c. Monitor and coordinate the implementation of peace and order programs and projects
at the barangay level;
d. Serve as an information-gathering mechanism;
e. Monitor and report, to appropriate authorities, suspicious illegal activities and
personalities involved within their jurisdictions, including insurgent activities;
f. Maintain continuing dialogue, close coordination and rapport with the higher-level POC
and law enforcement units;
g. Coordinate the operation of all community-based anti-crime groups within the
barangay;
h. Make periodic assessment of the prevailing peace and order situation in the barangay,
and submit a report, with appropriate recommendations, to the higher-level POC;
i. Submit annual BPOC Functionality Report pursuant to DILG Memorandum Circular No.
2008-101; and
j. Perform such other functions as may be assigned by the higher-level POCs.
Section 3. MEETINGS – The barangay peace and order committee shall meet at least once a
month or as often as necessary.

III. BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN
LOGO
“AN ORDER ORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN OF
BARANGAY _______________, DINALUNGAN, AURORA”
WHEREAS, REPUBLIC Act No. 7610 (Special Protection of Children Against Child Abuse,
Exploitation and Discrimination Act) provides for stronger deterrence and special protection
against child abuse, exploitation and discrimination, and its corresponding penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that “the
government shall establish Councils for the protection of children”;
WHEREAS, Article 87 of Presidential Decree 603 (Children and Youth Welfare Code) states that,
“every Barangay Council shall encourage the organization of a Local Council for the Protection
of Children (LCPC) and shall coordinate with the Council for the Welfare of Children (CWC) in
drawing and implementing plans for the promotion of child and youth welfare”;
WHEREAS, RA 8980 otherwise known as the Early Childhood Care and Development (ECCD) Act
promulgates a comprehensive policy and national system for children 0-6 years old. Section 8
(d) of said law requires the organization of National ECCD Coordinating Council (ECCDCC)and
coordinating committees at all levels except in the barangay where the BCPC already exists;
WHEREAS, the LCPC and the ECCDCC have the same objectives, both shall function as one to
avoid confusion and duplication of similar councils/committees in the LGUs. The LCPC shall be
the umbrella organization for all programs on children and the ECCD Coordinating Committee
shall be one of the committees under it;
WHEREAS, DILG Memorandum Circular No. 2002-121 has provided revised guidelines on the
organization and strengthening of the LCPC incorporating thereat ECCD at the barangay level.

NOW THEREFORE, I (name of Punong Barangay), Punong Barangay of Barangay ___________,
by virtue of the powers vested in me by law, do hereby order the organization of the Barangay
Council for the Protection of Children:
Section 1. COMPOSITION - The Barangay Council for the Protection of Children of Barangay
__________ is hereby organized with the following composition:
Section 2. FUNCTIONS - The Barangay Council for the Protection of Children shall exercise the
following functions:
a. Foster education of every child;
b. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems;
c. Adopt measures for the health of children;
d. Conduct capability-building projects to increase knowledge and skills in handling
children’s programs;
e. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive parent-
child relationship;
f. Promote wholesome entertainment in the community, especially in movie houses;
g. Prepare Annual Work and Financial Plan (AWFP) for children and recommend
appropriations to the sanggunian;
h. Provide coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
i. Establish and maintain a database on children in the barangay;
j. Advocate for the establishment and maintenance of playgrounds, day care centers, and
other facilities for child and youth development;

k. Advocate for the passage of barangay resolutions/ordinances responsive to child-related
issues and concerns and ensure the inclusion of children’s program in the executive
agenda;
l. Protect and assist children in need of special protection, and refer cases filed against
child abusers to proper agencies;
m. Monitor situational reports on children, prepare quarterly updates; and
n. Perform such other functions and other child related laws especially in matters of child
and parent education, health, entertainment, etc.
Section 3. MEETINGS – The barangay council for the protection of children shall meet at least
once every quarter or as often as necessary.

IV . BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT COMMITTEE

“AN ORDER ORGANIZING THE BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT
COMMITTEE OF BARANGAY ______________, DINALUNGAN, AURORA”
WHEREAS, Section 12 of RA 10121 provides the organization of the Barangay Disaster Risk
Reduction Management Committee which shall be responsible for setting the direction,
development, implementation, and coordination of disaster risk management programs within
their territorial jurisdiction;
WHEREAS, Section 11 of RA 10121 stipulates that the Barangay Development Council (BDC)
shall serve as the Local Disaster Risk Reduction Management Committee (LDRRMC) in every
barangay;
WHEREAS, Rule 6 Section 5 of the Implementing Rules & Regulation (IRR) of RA no. 10121, the
BDRRMC shall be regular committee of the existing BDC and shall be subject thereto, the
Punong Barangay shall facilitate and ensure the participation of at least two (2) Civil Society
Organization (CSO’s) representatives from existing and active community based people
organization resenting the most vulnerable and marginalized groups in the barangay;
Section 1. COMPOSITION - The Barangay Disaster Risk Reduction and Management Committee
of Barangay __________ is hereby organized with the following composition:

Section 2. Functions. The Barangay Disaster Risk Reduction Management Committee (BDRRMC)
shall exercise the following functions:
a. Establish the Barangay Disaster Operations Center
b. Formulate BDRRM Plans
c. Coordinate with the BDOC the disaster operations activities of its tasked units
d. Submit recommendation to the Sangguniang Barangay for the declaration of the
state of calamity in the barangay
Section 3. Meetings - The BDRRMC shall meet at least once every quarter or as often as
necessary.

V . BARANGAY ANTI-DRUG ABUSE COUNCIL
LOGO
WHEREAS, It is the policy of the State to safeguard the integrity of its territory and the well-
being of its citizenry particularly the youth, from the harmful effects of dangerous drugs on
their physical and mental well-being, and to defend the same against acts or omissions
detrimental to their development and preservation. In view of the foregoing, the State needs to
enhance further the efficacy of the law against dangerous drugs, it being one of today’s more
serious social ills;
WHEREAS, it is further declared the policy of the State to provide effective mechanisms or
measures to re-integrate into society individuals who have fallen victims to drug abuse or
dangerous drug dependence through sustainable programs of treatment and rehabilitation;
WHEREAS, DILG MC 2015-63 re: Revitalization of the Barangay Anti-Drug Abuse Council (and
their Role in Drug Clearing Operations provides the structure, roles, and responsibilities of the
BADAC;
WHEREAS, the Barangay Anti-Drug Abuse Council is created to plan, strategize, implement, and
evaluate programs and projects on drug abuse prevention in the barangay;
WHEREAS, the BADAC members refer users and pushers to the police and other institutions for
corresponding sanctions, rehabilitation and/or counseling and submit a monthly report to the
City/Municipal Anti-Drug Abuse Council through the DILG Office

NOW, THEREFORE, I , Punong Barangay of Barangay

virtue of the powers vested in me by law do hereby organize the Barangay Anti-Drug Abuse
Council (BADAC) as follows:
Section 1. COMPOSITION – The BADAC of Barangay __________ is hereby organized with the
following composition:
a. Conduct regular meetings at least once a month and call for special meetings
whenever necessary;
b. Plan, strategize, implement, and evaluate programs and projects on drug abuse
prevention in the barangay;
c. Organize the BADAC Auxiliary Team to compose an ideal number of 25 members per
2,000 population of the barangay representing streets, puroks, subdivisions, or
sitios;
d. Orient the BADAC Auxiliary Team of their roles and functions and in formulating plan
of action to address the problem;
e. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in
the campaign against street-level illegal drug trade through seminars or trainings;
f. Coordinate and collaborate with other institutions implementing programs and
projects on drug abuse prevention at the barangay level;
g. Continuously gather and update data on all drug related incidents and its effect in
the peace and order situation in the barangay including listing of suspended drug
users and pushers;
h. Submit a monthly report to the City/Municipal Anti-Drug Abuse Council copy
furnished the DILG City./Municipal Field Office;
i. Refer suspected drug users to the C/MADAC and other institutions for corresponding
counseling and/or rehabilitation;
j. Conduct an Information, Education Campaign (IEC) on illegal drug demand
reduction;
k. Monitor disposition and progress of drug-related cases filed; and
l. Perform other related functions.

Section 3. BADAC COMMITTEES – The BADAC shall be composed of the following committee
members and shall exercise the following roles and responsibilities:
A. Committee on Operations

b. Roles and Responsibilities
Prepare and maintain a confidential list of suspected users, pushers,
financiers and/or protectors of illegal drug trade found in the LGU’s
area of jurisdiction to be submitted to the City/Municipal Anti-Drug
Abuse Council copy furnished the PNP-Anti-Illegal Drugs Special
Operations Task Force (AIDSOTF); and
Establish rehabilitation/referral desks and process applications for
rehabilitation of drug dependents.
Pre-Operations
Identification of drug affected house clusters, work places, streets,
puroks, and sitios where manufacture, delivery, sale, or use of
illegal drugs are being conducted and to report the same
immediately to the PNP of the Philippine Drug Enforcement Agency
(PDEA).
During Operations
Ensure safety of the community and regularity of the operations
Any elected barangay official present during the operations to
witness the inventory of seized drugs/paraphernalia.
Extend such other necessary assistance to the PDEA and PNP
authorities in its operation against illegal drugs including but not
limited to the preservation of evidence and protection of witnesses
and suspects against unlawful acts.
Post-Operations

The elected barangay official present during the operations shall
execute an affidavit and act as witness in court hearings in the
prosecution of drug cases.
Submit reports of drug clearing operations conducted, if any, to the
City/Municipal Anti-Drug Abuse Council copy furnished the DILG
City/Municipal Field Office;

VI . BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT COMMITTEE
LOGO
WHEREAS, Section 389 (b)(9) provides that, for efficient, effective and economical governance,
the purpose of which is the general welfare of the Barangay and its inhabitants pursuant to
Section 16 of the Local Government Code of 1991, the punong barangay shall enforce laws and
regulations relating to pollution control and protection of the environment;
WHEREAS, Section 6 and 7 of IRR of RA 9003 provide the creation of Barangay Solid Waste
Management Committee and its functions and responsibilities;
WHEREAS, Section 10 of RA 9003 stipulates that segregation and collection of solid waste shall
be conducted at the barangay level specifically for biodegradable, compostable and reusable
wastes;
WHEREAS, DILG Memorandum Circular No. 2018-112 provides for the organization of the
BESWMC.

VII . BARANGAY PHYSICAL FITNESS AND SPORTS DEVELOPMENT COUNCIL

“AN ORDER ORGANIZING THE BARANGAY PHYSICAL FITNESS AND SPORTS DEVELOPMENT
COUNCIL OF BARANGAY _______________, ”
WHEREAS, Article XIV, Section 19 (1), of the Constitution provides that “The State shall
promote physical education and encourage sports program, league competitions, and amateur
sports, including training for international competitions, to foster self-discipline, teamwork, and
excellence for the development of a healthy and alert citizenry;”
WHEREAS, in order to ensure the implementation of the National Policy and Program of
“SPORTS FOR ALL”, Section 7(m) of Republic Act No. 6847 provides that the PSC shall
“encourage, promote and sustain the creation and establishment of regional, provincial,
municipal and barangay or school district sports promotion and development councils,
composed of officials from the Department of Education, Culture and Sports, Department of
the Interior and Local Government, local government officials and representatives of the
private sector, which shall initiate, conduct and coordinate sports activities in their respective
jurisdictions;”
WHEREAS,Executive Order Nos. 63, 64, and 457 created the Barangay Physical Fitness and
Sports Development Council;

Section 1. COMPOSITION – The BPFSDC of Barangay __________ is hereby organized with the
following composition:
Section 2. FUNCTIONS -The Barangay Physical Fitness and Sports Development Council
(BPFSDC) shall exercise the following functions:
a. Meet at least once a month to plan and formulate a blueprint for the short,
medium, and long term sectoral sports based on the national policy and program
of “Sports for All”, including a well-synchronized year-round calendar of activities
and competitions culminating in a national “Palarong Pambansa”;
b. Conduct a local “Sports Summit” in consultation with other public and private
entities concerned to identify and prioritize sports programs and activities in
their respective localities and areas of concern and to monitor, review, and
validate their program;
c. Oversee and ensure the implementation of the physical fitness and sports
program and activities in the respective areas of concern, i.e. DepEd for physical
education and school sports, DILG and LGUs for community based-sports,
Department of National Defense (DND) for military sports, Department of Labor
and Employment (DOLE) for labor sports, Philippine Olympic Committee (POC),
and National Sports Association (NSA) for elite sports for international
competitions, and Games and Amusement Board (GAB) for professional sports;
d. Disseminate proper information on the national policy and program including
their local programs to encourage the active participation of their constituents in
physical fitness and sports activities;
e. Assist in the identification, recruitment, and training of gifted and talented
athletes from their areas to ensure a wide base for the selection of national
athletes who will represent the country in international sports competitions;
f. Submit a quarterly report to the Chairman of the National Physical Fitness and
Sports Development Council (PFSDC) and furnish a copy of the same to the
Philippine Sports Commission; and
g. Perform other functions deemed necessary to promote and implement the
national polity and program.

WHEREAS, Section 36 of Republic Act No. 9710, otherwise known as the Magna Carta of
Women (MCW), provides that all government departments, including their attached agencies,
offices, bureaus, state universities and colleges, government owned and controlled
corporations, local government units and all other government instrumentalities shall adopt
gender mainstreaming as a strategy to promote women’s human rights and eliminate gender
discrimination in their systems, structures, policies, programs , processes, and procedures;
WHEREAS, Section 37-C of the Implementing Rules and Regulations (IRR) of the MCW provides
that all concerned government agencies and instrumentalities mentioned above shall establish
or strengthen their GFPS or a similar GAD mechanism to catalyze and accelerate gender
mainstreaming within the agency.

Section 2. FUNCTIONS – The Barangay Gender and Development Focal Point System (BGFPS)
shall exercise the following functions:
a. Facilitate the gender mainstreaming efforts of the LGU through the GAD
planning and budgeting process;
b. Formulate the Barangay GAD Plan and Budget in response to the gender gaps
and issues faced by their constituents including their women and men
employees;
c. Assist in the capacity and competency development of and provide technical
assistance to elected Barangay officials and appointed officials;
d. Coordinate with the various units/offices of the Barangay and ensure their
meaningful participation in strategic and annual planning exercises on GAD
including the preparation, consolidation, and submission of GPBs;
e. Lead the conduct of advocacy activities and the development of information,
education and communication (IEC) materials to ensure critical support of local
elected officials, barangay staff, and relevant stakeholders to the GFPS and to
gender mainstreaming;
f. Monitor the implementation of GAD-related PPAs and suggest corrective
measures to improve their implementation;
g. Prepare and consolidate Barangay GAD ARs and other GAD-related reports; and
h. Provide regular updates and recommendations to the Punong Barangay
regarding GFPS’ activities and the progress of the Barangay in gender
mainstreaming based on the feedback and reports of concerned Barangay
offices/units, stakeholders and constituents.

XI . BADAC AUXILIARY TEAM

WHEREAS, Republic Act 9165, also known as the “Comprehensive Dangerous Drugs Act of
2002”, protects the state and its individuals from the possible harms brought about by the
abuse of illegal drug substances and it also has provisions supporting the unrelenting campaign
against trafficking and use of illegal drugs through and effective enforcement of anti – drug
policies, programs and projects;
WHEREAS, DILG Memorandum Circular No. 2015-63 entitled Revitalization of the Barangay
Anti-Drug Abuse Council (BADAC) and their Role in Drug Clearing Operations provides for the

officers to make the team more functional and effective. The Barangay Chairpersons shall

WHEREAS, Republic Act 9165, also known as the “Comprehensive Dangerous Drugs Act of 2002”,
protects the state and its individuals from the possible harms brought about by the abuse of illegal drug
substances and it also has provisions supporting the unrelenting campaign against trafficking and use of
illegal drugs through and effective enforcement of anti – drug policies, programs and projects;
WHEREAS, Section 6(A)(3) of DDB Regulation No. 3 series of 2017 entitled “Strengthening the
Implementation of Barangay Drug Clearing Program”, provides for the organization of house cluster with
designated cluster leader in each barangay. The cluster leader shall directly report to the BADAC
Chairman all essential facts of any illegal drug activities within his or her cluster, such as names of
pushers, users, marijuana cultivation activities, clandestine laboratory operations and other drug related
data;
WHEREAS, DILG Memorandum Circular No. 2017-151 dated November 10, 2017 entitled: Monitoring
Barangay Compliance on Certain Provisions of DDB Regulation No. 4, Series of 2016 and DDB

WHEREAS, Section (3)(A) of DDB Regulation No. 4 Series of 2016 entitled: “OPLAN SAGIP-
Guidelines on Voluntary Surrender of Drug-Users and Dependents, and Monitoring Mechanism of
Barangay Anti-Drug Abuse Campaign mandates that:
The whole process of voluntary surrender to the authorities shall be properly documented by the Duty
Officer (DO) of the Office where the individual surrendered; and
Each Local Government Unit consequently should provide the names and offices of Duty Officer which
shall be forwarded to the DDB and DILG for record purposes.
WHEREAS, DILG Memorandum Circular No. 2017-151 dated November 10, 2017 entitled: Monitoring
Barangay Compliance on Certain Provisions of DDB Regulation No. 4, Series of 2016 and DDB
Regulation No. 3 Series of 2017 mandates the designation of the Barangay Duty Officer
2.4 Refer or endorse drug dependents to the Municipal Anti-Drug Abuse Council (MADAC) for
screening using the Alcohol, Smoking and Substance Involvement

Screening Test (ASSIST);
2.5 Log and maintain a record book containing all personal information of surrenderers;
2.6 Ensure confidentiality of all information of surrenderers;
2.7 Monitor progress of surrenderers; and
2.8 Perform other duties and functions as may be deemed necessary.
