PUSH-BACK AND TAXI INSTRUCTIONS


Service is provided by Tower for arriving and departing Acft.
Follow-me assistance is available on request.
LIMITATIONS/REGULATIONS ON APRON 1&2:
In the stands, departing ACFT will receive start-up clearance only after "AIRCRAFT READY"
communication has been received.
For flights with particular flight status such as Military and State ACFT, State flight, the flight
status 'ACFT READY' or 'ACFT BLOCKED' is determined as follows:
- 'ACFT READY' upon request by the pilot to start engine;
- 'ACFT BLOCKED' at the entrance of the arriving ACFT at the assigned stand.
"ACFT READY" STATUS MEANS:
- ACFT doors and holds are closed;
- ACFT Safe Area clear from vehicles, equipment, obstacles and ground personnel;
- ACFT fully ready for taxi;
- Push-back tractor is connected (nose-in stand).
For other ACFT operations ground movement, starting-up and shutting off the engine, shall be at
pilot's discretion taking care not to damage personnel, vehicle, equipment, and other ACFT in the
vicinity.
ACFT MOVEMENT ON APRONS:
Apron 1:
- Access to/exit from stands 1 thru 10 and 20 thru 32 via TWYs G and H is allowed in self-maneuvering.
- Stands 1, 4 and 6 are usable in self-maneuvering by ACFT up to Code B.
- Stands 2, 3, 5 and 7 thru 10 are usable in push-back by ACFT up to Code D.
- Stands 20 thru 32 are usable in self-manoeuvering by ACFT up to Code A.
- Code E ACFT park with follow-me.
Apron 2:
- Access to/exit from stands 40 thru 43 via TWY M is allowed by towing only.
- Stands 40 and 42 are usable in push-back by ACFT up to Code B.
- Stands 41 and 43 are usable in push-back by ACFT up to Code C.
- Access/exit via TWY F is allowed for ACFT up to Code B in self-maneuvering. ACFT that move from
hangars on the apron will position themselves on the apron taxilane by towing procedure.

1.2. NOISE ABATEMENT PROCEDURES


1.2.1. GENERAL
The following procedures have to be applied, in order to reduce noise contours
over populated areas in the APT vicinity, to all civil turbo-jet, turbo-fan and fan-
jet ACFT.
Departure and arrival of non-noise certificated ACFT according to national and
international laws are not permitted.
1.2.2. NIGHTTIME RESTRICTIONS
APT closed between 2301-0600LT.
Traffic not affected:
a) Rescue, state, humanitarian, emergency, fire fighting flights and civilian
ACFT operating as state flight according to Art. 744 (para 4) and Art. 746 of
Air Navigation Code.
b) Ryanair ACFT are allowed to land after 2300LT in the event of delays,in case
of force majeure or in case of consequential delays suffered on previous
flights on date.
c) Landing ACFT of all other carriers are permitted beyond 2300LT in case of
force majeure occurring during flight or before departure from the last APT
when start-up clearance has taken place in time useful to land at LIRA within
2300LT.

1.2.3. RUN-UP TESTS
Engine run-ups and engine components testing are allowed from 0700 to 1300 and
from 1600 to 1900 only.
Rescue ACFT may be allowed H24 previous approval by local Civil Aviation
Authority.
RWY 15 in use:
Engine run-up shall be carried out on TWY A between TWYs AE and AF, upwind
and, when wind is calm, with the engine blast orientated towards SSE.
RWY 33 in use:
Engine run-up shall be carried out on TWY A between TWYs AA and AB, upwind
and, when wind is calm, with the engine blast orientated towards NNW.
1.2.4. AUXILIARY POWER UNITS (APUs)
Use of APU is allowed for 5 minutes before EOBT or after engine stop. Only in
exceptional case AD operator ‘ADR’ may allow on ‘Ciampino apron’ frequency
131.505 the use of APU for 10 minutes to arriving ACFT after engine stop and for
15 minutes before EOBT to departing ACFT.

2 . ARR I V AL
2.1. SPEED RESTRICTIONS
Speed Adjustment under Radar Control
- 210 KT starting the turn to intercept LOC or appropriate VOR radial or NDB
reading (in case of VOR DME or NDB DME final approaches) or at a distance of
12NM from THR in case of straight-in approach.
- 180 KT completing the intercepting turn or at a distance of 8NM from THR in
case of straight-in approach.
- 160 KT at a distance of 4NM from THR.

2.2. NOISE ABATEMENT PROCEDURES


The following procedures have to be applied, in order to reduce noise contours
over populated areas in the APT vicinity, to all civil turbo-jet, turbo-fan and fan-
jet ACFT.
2.2.1. RWY USAGE
IFR Approaches
- the preferential RWY is RWY 15;
- expect ATC not to authorize to start descending below 3000' before the point
at which the GS reaches 3000';
- use delayed gear and flap extension and low power/low drag approach proce-
dure whenever possible in compliance with safety requirements.

VFR Approaches
- RWY 15 approaches shall be made at a slope not lower than the PAPI GS;
- RWY 33 should be used only when weather conditions require it;
- also when approaching RWY 33 maintain the downwind leg altitude at 2000'
and complete the final approach leg at a descent angle not lower than the PAPI
GS.
2.2.2. REVERSE THRUST
Unless in the event of proven safety/operational reasons:
- use of reverse thrust at power higher than idle is forbidden;
- all ACFT with approach category C shall vacate RWY at last exit.

2.3. RWY OPERATIONS


2.3.1 MINIMUM RWY OCCUPANCY
Unless in the event of safety/operational reasons, ACFT with approach category
C or higher:
- Landing on RWY 15, vacate RWY via TWY AF;
- Landing on RWY 33, vacate RWY via TWY AA if directed to apron 100-500 or
via TWY BA if directed to apron 600.
ACFT with approach category below C:
- Landing on RWY 15, vacate RWY not beyond TWY AD;
- Landing on RWY 33, vacate RWY not beyond TWY AB if directed to apron 100-
500 or via TWY BA if directed to apron 600.

2.4. TAXI PROCEDURES


Taxilane SA available only for entry stands 102 thru 105.

2.5. OTHER INFORMATION


In order to avoid any conflict with local VFR traffic to/from ROME (URBE) when
performing instrument approach procedures follow strictly altitude restrictions
as published on instrument approach charts.
2.5.1. COMMUNICATION FAILURE
In case of radio failure, proceed along assigned STAR, or if not assigned:
- in case of RWY 15 in use perform expected STAR to LOCRI (or CMP for no RNAV
equipped ACFT coming from ELKAP), then ILS Y procedure;
- in case of RWY 33 in use perform expected STAR to ROM VOR, then VOR A
procedure.
In case radio failure occurs after the ACFT has left IAF for the approach, if in
IMC, the pilot shall act as follow:
- If no radar vector has been received and the ACFT is performing the instru-
ment approach procedure, it shall proceed according to the cleared procedure.
- If a radar vector has been received so as to be carried out of the published
instrument approach procedure, it shall resume the above route by the shortest
way and comply with the mentioned procedure.

- 200 KT starting turn to intercept ILS/LLZ or appropriate radial (in case of VOR
RWY 06/24 final approach) or at a distance of 12NM from THR;
- 180 KT completing intercepting turn or at a distance of 9NM from THR;
- 160 KT at a distance of 5NM from THR.
Furthermore NAPLES Radar may request pilots:
- To adjust speed in a specific manner during the intermediate approach;
- Speed adjustment of not more than { 20 KT if ACFT is established on an inter-
mediate or final approach to a minimum distance of 5NM from THR.

2.2. NOISE ABATEMENT PROCEDURES


2.2.1. GENERAL
Except for aerodrome traffic pattern and final landing phases, jet ACFT executing
visual approach shall avoid to overfly Naples below 5000' as follows:
- Sector 120^/210^ from ARP within 5NM
- Sector 210^/270^ from ARP within 8NM.
2.2.2. NIGHTTIME RESTRICTION
Between 2100-0600LT it is compulsory for landing ACFT to use the available RWY
length to reach the apron.
2.2.3. REVERSE THRUST
The use of reverse above idle is prohibited for landing ACFT, except for safety
and operational reasons.

2.3. MINIMUM RWY OCCUPANCY


In order to guarantee minimum RWY occupancy, unless otherwise instructed by
NAPLES TWR or in RWY wet conditions or to comply with noise abatement proce-
dures, the following will apply:
Approaching RWY 06, pilots should prepare the landing to vacate the RWY not
beyond TWY E.
Approaching RWY 24, pilots should prepare the landing to vacate the RWY not
beyond TWY BC if directed to southern aprons or TWY H if directed to northern
aprons.
If unable to comply, pilots shall inform NAPLES TWR at first radio contact.

2.4. TAXI PROCEDURES


Unless otherwise cleared by Tower, all CIV ACFT landing on RWY 24 and vacating
RWY via TWY B must turn LEFT for all stands.
Unless otherwise cleared by Tower, all ACFT vacating the RWY via TWY L must
turn RIGHT for stands 61 thru 66.
During wet RWY condition, TWY BC is not available for CAT D ACFT and A321
with landing weight above 70000kg. Pilots of mentioned ACFT must ask for
another exit TWY.
2.4.1. COMMUNICATION FAILURE
Whenever an ACFT experiences a communication failure, it shall vacate the RWY
and ILS-sensitive area via TWY A or H for RWY 24 or TWY G for RWY 06 and wait
on its first segment for the arrival of the Follow-me car in order to be guided to
the stand.
