conduct of competency assessment and to
check if the conduct of assessment is in
accordance with the prescribed competency
assessment methodology and procedures. She
will not assess you.

the purpose of having assessment?

Explain the Following:
1. Assessment
- Assessment is a process of
collecting evidence and making
judgement on whether or not the
competency has been achieved.

Types of Evidence:

 Process Evidence
 Demonstration
Observing the proper procedure in
every task given

 Output Evidence
 Final result of every task

 Knowledge Evidence
 Written test
 Oral Interview

2. Purpose of assessment:
There are 8 purposes of assessment:

 To certify that an individual has


achieved competency;
 To recruit and select candidates for a
job;
 To monitor individual performance at
work;
 To determine the training needs;
 To conduct skills audit;
 Recognize prior learning;
 Classify a person against industry or
Enterprise standard; and
 Provide feedback progress during
training.

The main purpose of this assessment is to


confirm if you can really perform that standards
expected in the workplace as expressed in the
relevant competency standards in the Training
Regulation.

Not only that, this assessment will also


determine if you will still need necessary
training you cannot perform the task.

3. Qualification/Units of Competency to

4. Tasks to be Performed and Evidence


to be Collected

Evidence must show that you can:

 Plan garment design of casual apparel


 Take body measurements of client
 Select and prepare garment tools,
accents and accessories
 Draft and manipulate basic pattern
 Cut final pattern of casual apparel
 Lay-out and pin patterns according the
grain line of the fabric
 Trace drafted pattern on the
material/fabric
 Cut the fabric
 Prepare sewing machine for operation
 Sew and assemble garment parts of
casual apparel
 Alter/ modify completed casual apparel
 Apply finishing touches on the casual
apparel
 Press finished casual apparel
 Pack the finish garment
 Observe safe work procedures
 Perform housekeeping activities

Candidates, I have here with me a STOP


WATCH to observe the time allotment for every
task.
After your demonstration, I will ask you some
questions related to your demonstration.

You may call me when there is a need for me


to translate or explain items for clarification.

After the question portion, I will give you


feedback about your performance.

While you perform the activity, as an


assessor I have to:

 Collect evidence and much compatibility


to the elements, performance criteria,
range of variables and evidence guide in
relevance of units of competency.

 Observe the candidate and keep notes
of unusual conditions of situations during
the entire conduct of the assessment.
 Stop the candidate if accident is
happened

Candidate please bear in your mind after


your performance I have some question,
as an assessor, I will:

 Evaluate and Judge the evidence in


terms of dimensions of competency:

 Job Role Environment-this involves


dealing with the responsibilities and
expectations of the work environment
when undertaking a work activity
 Task skills- this involves undertaking a
specific workplace task.
 Contingency Management Skills- this
involves responding to problems and
regularize when undertaking a work
activity
 Task Management skills- this involves
managing a number of different task to
complete a hole work activity

In case of Portfolio Assessment:

Judge the evidence in terms of the


following:

 Validity – demonstrates relevant


outcomes and performance
requirements of the Unit of Competency.
 Currency – relates to the age of the
evidence presented by a candidate to
demonstrate that they are still
competent.
 Sufficiency – relates to the quality and
quantity of evidence assessed.
Demonstrate the outcomes and
performance requirements of the Unit of
Competency.
 Authenticity – relates to ensuring that
each piece of evidence is from the
candidate and not another person.
 Consistency – show the candidate
consistently meets the standards under
workplace conditions rather than
showing a one off demonstration of the
standards.
 Recency – relates to the age of
evidence in relationship to current
version of the relevant unit of
competency.

After the evidence evaluated from the candidate
the assessor will now record on the Rating
Sheets all the details of evidence collected and
judgement made about the candidate’s
performance.

 Give the candidate feedback on the


assessment result. The result shall be
indicate whether the candidate is:

 COMPETENT
 NOT YET COMPETENT

4. Assessment Procedure to be
Undertaken
Assessment procedures taken from the
units of competencies in the TR and on
the Evidence Plan.

 Demonstration/observation with
oral questioning
 Portfolio/ Third Party Report
 Interview

5. Needs of candidates to be
considered during the assessment
 Before we’ll start with the
assessment proper, please do
your personal necessities so that
you will not be disturb during the
assessment because I will not
allow you to go out from the
assessment venue while you are
doing your tasks.
6. Allowable/ reasonable adjustment in
the assessment procedures

As an assessor, I will consider some


allowable/reasonable adjustments during the
assessment. Such like:
 Emergency Situation
 If cannot understand English
language then translate in vernacular
language
 Eye sight problem
 Cultural/beliefs consideration
 Etc. provided it doesn’t violate the
procedures in the conduct of the
competency assessment.

7. Do’s and Don’ts in the assessment


center
Do’s
 The candidate should at all times follow
and perform all the tasks prescribed in
the assessment observing the time

allocated for every task.
 The candidates should observe silence.
 You should also observe safety and
sanitation in doing your task.

Don’ts
Candidates, below are prohibited during the
assessment:
 Doing the task without the PPE
 Going outside from the assessment
area without the knowledge of the
competency assessor
 Taking cigarette during the assessment.
 Initiate quarrel
 Cheating during the assessment
 Use of cell phone
 Loud noise

8. Rights in the appeal system


In the event candidates that you won’t
agree with my decision, you can write your
formal appeal addresses to the Provincial
Director of TESDA Sibugay and fill in the
Customer Inquiry and Feedback form.

9. Issuance and Validity of the COC or


NC
Candidates, after the demonstration of the
competence through a single
comprehensive project –type assessment
covering all required units of competency of
the qualification, and individual shall be
issued the corresponding National
Certificate. NC/COC shall be claimed at
TESDA Provincial Office 3 Working Days
after the assessment by submitting the ff.

Further, the validity period of your
NC/COC is five (5) years to commence on
the date of your assessment.

10. Re-assessment procedures


 However, if you will be found
NOT YET COMPETENT, you may apply
for reassessment anytime at
convenience for moment that you feel
confident enough that you have acquired
the competence. You may also be
assessed only on the units of
competency where you were found Not
Yet Competence.

 If you fail 2 consecutive


assessments, you are advised to

undergo a refresher course to any
TESDA Administered/registered school
to acquire the knowledge and skills
based in the industry standards

Ones you are certified as Competent in
Dressmaking NC II there’s a lot of career
opportunities for you.
A person who has achieved this qualification is
competent to be a:
 Pattern maker
 Garment Sewer

STEP 4
COLLECT THE Provide the candidate with all the materials,
EVIDENCE AND tools, and equipment required to complete the

ASSESSMENT At this point, give the specific instructions to

apparel (short-sleeve blouse and skirt)

COC 2: Sewing II
• Sew Casual Apparel ( short-
sleeve blouse and skirt)
• Apply Finishing Touches on
Casual Apparel (short –sleeve blouse
and skirt) 4 hrs.

After the evidence evaluated from the


candidate the assessor will now record on the
Rating Sheets all the details of evidence
collected and judgement made about the
candidate’s performance.

Provide Step 1. Ask the candidate to judge how well

written test and you demonstrated good
communication skills.

Step 3. Inform the candidate of your


proposal of final decision

- Congratulate if he/she performed


competently the task given during the
assessment.
- On the other hand, discuss the need for
further evidence if the candidate was not
able to perform the task given during the
assessment.
-Since you have done your task very well and
you have a good performance, as your
competency assessor…I know certify you
competent. Congratulations!

If the candidate was found not yet


competent say: -Mr./Mrs./Ms. ____________

-I noticed that you did not perform well and you


need some improvements to meet the
standard requirements of this qualification. You
have to review the activities related to the
competency that you are weak and not doing
well your task as a trainee. Is it okay with you?

Step 4. Discuss the


agreement/disagreement with the decision

- If the candidate was found to be


competent, present the rating sheets to
the candidate to affix his/her signature
on the candidate’s signature portion.
This is a proof that he/she accepts your
assessment decision.
-So since, I certify you competent, do you
agree with my decision? Please affix your
signature in the rating sheet and in the
competency assessment result summary.

- If the candidate found not yet


competent.
-As a candidate, you can come back any time
in your convenience for reassessment when
you are ready that you have acquired the
competence. You will only be reassessed on
the competency that you we’re found not yet
competent.

-Do you think there are some areas that you


felt difficult?

Step 6. Discuss area for improvement in


detail

Note: (An area of improvement depends on the


weaknesses of the candidate.)

Step 7. Work out ways on which the gaps


from the assessment maybe filled.

-As an assessor, there is a need for me to give


you the result for this assessment so that I will
know whether you meet the competency
standard or not. And it is imperative that you’ll
know the fields of competencies that your good
at and most important thing is to identify your
weaknesses for us to allow you to focus on
those skills for your own improvement.

Step 8. Remind the candidate of the next


procedure. (i.e) recording information,

-Ok, re-check your forms whether you filled it


out properly and signed it. You may ask some
questions regarding that to make sure that
everything is done right pertaining to your
assessment forms.

Step 9. Ask the candidate how you as –


assessor- can improve assessment for
other candidates in the future.

-Ok, if you’re done, let me ask you something.


Having been with you for the whole day of
assessment, do you have some suggestion on
the process of assessment which you think
may help future candidates to be more relaxed
and comprehensive? If so, I will be happy to
hear it from you for better ways of assessing
candidates in the future. Thank you! Ok, since

with white background and 50 pesos
payment.

Note: Requirements for renewal of


NC/COC.

and white background.
- Php 100 payment.
